Which factors should influence consumer consideration to subscribe to Voice over Internet Protocol (VoIP)? Policy issues, managerial concerns, and demographic variables are possible factors. This paper discusses policy and managerial issues regarding VoIP adoption. A model that explains VoIP adoption is proposed and tested. This study analyzes a survey of 750 prospective VoIP users in Korea. The testing is accompanied by logistic regression and discriminant analysis. The results show that trust in VoIP, relative comparison of Quality to fixed service, numbering plan, satisfactions of call Quality and customer services on both fixed and mobile services have impacts on the adoption of VoIP. Implications for VoIP providers and policy makers are presented.

Purpose: In this paper issues and challenges of the workforce policy for nursing were explored and appropriate policy responses identified. Results: Many countries, including South Korea, are facing a shortage of nurses. In South Korea, the number of practicing registered nurses is about half the average for Organization for Economic Cooperation and Development (OECD) member countries. The shortage of nurses is not necessarily a shortage of individuals with nursing qualifications but also includes complex issues, such as lack of well-educated nurses, shortage of nurses willing to work, and geographical imbalances of nurses. The present nurse workforce policies are to increase number of nursing schools, to reduce the length of training, and to replace nurses with nursing assistants. However, the findings of many studies have shown that these attempts resulted in a worsening of patient outcomes and increasingly low quality of care. Conclusion: The findings in this study indicate that nurse workforce policy should have a multi-faceted approach in order to address the many factors affecting nurse shortages.

Cybersecurity has emerged as a serious problem in Korea and there have been relevant movements to improve domestic cybersecurity policy and system. However, discussions have yet to result in actual progress and the legislation for improvement of cybersecurity policy and system have been stagnant until now. As evidenced by the introduction of primary government legislation bill for national cybersecurity in 2017, the preparations for improvements to the policy and system are still in progress. However, we cannot be positive about the possibility of implementing these improvements during the process. Recognition of the importance of cybersecutiry has gradually risen and is more prevalent than in years past, however, in-depth discussions are not being made. In principle, misunderstandings about cybersecurity itself and insufficient understandings of the relevant legislation seem to cause such problems. Therefore, it is necessary to review key issues related to the improvement of cybersecurity policy and system and reconsider tasks for the future. Such issues include the relationship between cybersecurity and fundamental rights, establishing responsibility and capability of each of entities for cybersecurity, and the role of the military in cybersecurity. This type of in-depth discussion will be helpful for finding ways to improve upon cybersecurity policy and system. Moreover, this study aims to key issues with questionnaire survey and political and normative inquiry.

As the computer-based electronic processing of financial transactions become more and more popular in financial areas, the need for more efficient and secure infrastructure has been increased. This Paper addresses the current status and Policy issues in building such infrastructure for electronic financial transactions in Korea. We examine our financial computer networks, electronic payment and clearing systems, standardization, and related laws, comparing with those in United States, Japan, and European countries and suggest policy recommendation in each area.

It is well observed in the satellite telecommunication policy of several States that legal constraints imposed upon the service coverage of satellite telecommunication as well as broadcasting are to be relaxed in a progressive way. Major aspects of such policy change lie in the adoption of policy refusing traditional concept of national frontier. In the case of direct broadcasting satellite service, while a debate upon the legal issues regarding the spill-over effect of that service is no more major concern of the States, many multinational enterprises are looking for strategic alliance for regional or global DBS project. On the other hand, an implementation plan for connecting the world through global mobile personal communication satellite system is being pursued by several joint effort of multinational firms. Legal issues arise regarding the regulatory competence of each State, Especially, a controversial issue is concerning the sovereign right well recognized upon the regulation of telecommunication. This study is focusing upon the evolution of such policy change for the purpose of allowing us to expect future develpment of worldwide satellite telecommunication policy environment.

Since its foundation in September 1986, the Korean Society of Water and Wastewater has made a significant contribution to the water sector in Korea over the past 30 years. The 30th anniversary commemorative committee reviewed the establishment goal of the society and its development strategy for organization and present the "Future Vision of Korean Society of Water and Wastewater" for the next 30 years. The future vision of the society is defined as "Aiming for the healthy life and preservation of the environment through the development of water and wastewater technology and experience". Promotion strategies for implementing the future vision are as follows: 1. Leading water and wastewater technology, 2. Develop water and wastewater policy, 3. Strengthen water and wastewater capacity, 4. Reinforce institutional governance. The driving target to be achieved through the implementation strategy is "To lead the global standards of water and wastewater." We also presented national issue, policy issue, and technical issues in the water sector. Climate change, unified Korea, water safety, and national welfare were selected as national issues related to water and wastewater. This approach was taken from the perspective of policy consumers such as citizens, civil society, experts, and local government/industry. By presenting policy issues and technical issues that address national issues, authors have proposed a future policy direction for the Korean Water and Wastewater Society to make critical contributions to national development.

This work firstly aims to analyse how the policy makers had been able to sort out the two policy issues, 'how did the MOST establish the inter-departmental project' and 'why did the MOST give a legal power to the private experts', in the process of policy making for Highly Advanced National(HAN) project, called G7 Project, which had been implemented for 10 years in 1990s. Then, this will discuss the policy implications available to the similar policy areas in the future. The result shows that the agenda setting of the G7 Project, one of the successful national R&D projects in Korea, had been initiated by a few leaders who had have the perspective of pioneer. In addition, this explains that private experts had more played than civil servant did in the process of policy formation, which had been backed up by the R&D plannin4g system then introduced in R&D management process for the frist time. This case study will provide policy makers with the opportunities to remind 'the necessities of the policy management by the system not actors', 'more effective management of distribution policy' and 'the better role of related experts in the policy making process'. Also, above issues will make both the practitioners and the researchers again consider how to improve the rationality and effectiveness of the policy making process in the field of science and technology.

The purpose of this paper is to suggest issues of South and North Korea's common fisheries policy that is expected to be realized in the process of economic integration between the two countries. The paper has shown feasible policy alternatives of fisheries cooperation according to the steps of economic integration between the two countries. The paper has examined the possibilities and economic effects of several policy alternatives as follows : South Korea's fishing in North Korea's fishing area with fishing fee, limited reciprocal fishing in the opposite countrie's fishing zone, joint, ventures between two countries, and South and Nort Korea's common fisheries policy.
