A Thematic Analysis of Nurses' Work-Family Balance in the Korean Nurses Association News (간호사신문에 게재된 일-가정 양립 주제분석)

  • This study analyzed the Korean nurses association news described nurses' work-family balance for fifteen years by drawing on the qualitative thematic approach. From September 14, 2012 to February 10, 2015, data were collected by searching news articles associated with nurses' work and family balance published from 2000 to 2014 in the Korean nurses' association news online. A total of 73 news articles were used for data analysis. Two themes and ten sub-themes were derived; under the first theme of the government policy on work-family balance, the 'policies of maternity leave', 'parenting support', 'working condition improvement', and 'family-friendly culture' were identified as the sub-themes. For the second theme of Korean nurses association activities on work-family balance, the 'activities for various working shifts', 'constructing 24 hours childcare facilities', 'supporting unemployed nursing workforce development', 'healthy birth and parenting environment', 'family-friendly work environment', and 'securing nurses for nursing shortage' were identified as sub-themes. The Korean nurses association news in terms of work-family balance providing a voice for nurses regarding the benefit of maternity leave, increasing awareness of gender equality from a gender perspective, and leading the public attention to it in depth.

A Case Study on the Development of Suwon Village in ODA Project in Cambodia (캄보디아 ODA 수원마을 조성사업에 관한 사례 연구)

  • This study presents improvement measures at the local government level by analyzing the step-by-step projects of Suwon City's Suwon Village Development Project, which is being carried out with public development assistance in the Kingdom of Cambodia. For this study, realistic research was conducted by visiting the site and interviewing the person in charge. The following conclusions are drawn. First, public development assistance projects for local governments in Korea should be carried out, with detailed programs to implement them under the central government's ODA policy. Second, provided a project is competitively carried out, and is not simply pork barreling or enhancing the external image of local governments, the project should be continued, and supplementary measures taken based on an evaluation system and the results of the project's performance. Third, ODAs in the economic and social development sectors-not sporadic aid among central government ministries and local governments-should be centered on the central government and KOICA while local governments are small. If development cooperation is achieved by focusing on the software sector, criticism that it wastes taxpayers' money is likely to decrease. This study suggests that local governments need to establish ODA plans and cooperate with the central government.

Salt Injury and Overcoming Strategy of Rice (수도의 염해와 대책)

  • Salt injury in rice is caused mainly by the salinity in soil and in the irrigated water, and occasionaly by salinity delivered through typhoon from the sea. The salt concentration of rice plants increased with higher salinity in the soil of the rice growing. The climatic conditions, high temperature and solar radiation and dry conditions promote the salt absorption of rice plant in saline soil. The higher salt accumulation in the rice plant generally reduces the root activity and inhibits the absorption of minerals of rice plant, resulting the reduction of photosynthesis. The salt damages of rice plant, however, are different from different growth stage of rice plants as follows: 1. Germination of rice seed was slightly delayed up to 1.0% of salt concentration and remarkably at 1. 5%, but none of rice seeds were germinated at 2.5%. This may be due to the delayed water uptake of rice seeds and the inhibition of enzyme activity, 2. It was enable to establish rice seedlings at seed bed by 0.2% of salt concentration with some reduction of leaf elongation. The increasing of 0.3% salt concentration caused to the seedling death with varietal differences, but most of seedlings were death at 0.4% with no varietal differences. 3. Seedlings grown at the nursery over 0.1% salt, gradually reduced in rooting activity after transplanting according to increasing the salt concentration from 0.1% up to 0.3% of paddy field. However, the seedlings grown in normal seed bed showed no difference in rooting between varieties up to 0.1% but significantly different at 0.3% between varieties, but greatly reduced at 0.5% and died at last in paddy after transplanting. 4. At panicle initiation stage, rice plant delayed in heading by salt damage, at meiotic stage reduced in grains and its filling rate due to inhibition of glume and pollen developing, and salt damage at heading stage and till 3 weeks after heading caused to reduction of fertilization and ripening rate. In viewpoint of agricultural policy the overcoming strategy for salt injury is to secure sufficient water source. Irrigation and drainage systems as well as underground drainage is necessary to desalinize more effectively. This must be the most effective and positive way except cost. By cultural practice, growing the salt tolerant variety with high population could increase yield. The intermittent irrigation and fresh water flooding especially at transplanting and from panicle initiation to heading stage, the most sensitive to salt injury, is important to reduce the salt content in saline soil. During the off-cropping season, plough and rotavation with flooding followed by drainage, or submersion and drainage with groove could improve the desalinization. Increase of nitrogen fertilizer with more split application, and soil improvement by lime, organic matter and forign soil addition, could increase the rice yield. Shift of trans-planting is one of the way to escape from the salt injury.

Applications of SMCRE Model on Social Amplification of MERS Risk Information and its Implications (메르스 위험정보유통의 사회적 확산에 관한 SMCRE 모형의 적용과 함의)

  • Purpose - This article tackles risk communication issues and aims to address the characteristics of MERS risk information distribution in South Korea, and secondly to examine the communicative behavior of the public health authority in terms of the quality of communication strategies. Thirdly, the study attempts to figure out the risk communication to cope with MERS through the applications of SMCRE model in chronological order. We employ the social amplification of risk framework for analyzing the emergent public response as one of the main approaches. Research Design, Data and Methodology - The main framework of this study is theoretically based on the social amplification of risk, which describes signals about risk transmitted and processed by individuals and social groups. The model also reflects the interactions between social groups and institutes about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. S-M-C-R-E Model is methodologically employed to examine the social amplification for MERS risk information in each period, which we defined operationally. The proposed methodology allows the assessment of effectiveness and ineffectiveness on risk communication to be conceptualized as a countermeasure against disasters. The paper focuses on exploring how social risk amplification can be applied and organized in each stage. Results - The SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stakeholders including public health authority, local government and media. Each factor of risk communication includes source, message, channel, receiver and effect. The results support that the effective risk communication involves not only the improved reliability of public health authority as a key factor of risk communication, but also a close cooperation and good collaboration with local governments. It does not seem to be possible that the government-initiated risk communication based on controllability and management cope effectively with infectious disease in early stage. The results of this study imply that the shared risks between local, regional and national authorities can enhance risk communication system. Conclusions - The study supports that the disparities in how disaster-related risk information is interpreted and coded, have made effective risk communication and public sense-making impeded. Our findings support a more communicative discussion about the role of risk information sharing between governments for the improvement of emergency management and underline the importance of social elements in the risk communication, such as relationship and trust building. Findings suggest that trust building between stakeholders could be added to help explain the processes of social amplification and attenuation of risk. It would be recommended that the continuous risk communication with all the involved stakeholders will be able to help national health promotion policy to be improved regarding emergency management. Furthermore, risk communication has to be a scientific approach for the communication pertaining to potentially sensitive or controversial situations with public concerns and low public trust.

A study on the Policies for the Promotion of Korean Literature seen through Manhae Festival (만해축전을 통해서 본 한국문학진흥정책에 관한 연구)

  • When the Information age led by media comes, The literature yielded its prominence to visual media, and the Korean literature also faced a crisis, prompted by decreased demand for it. In this reality, literature festivals which have increased rapidly since 1995 and currently number at least 110, when the local government system was launched, played an important role in promoting literature to the society. This thesis has selected Manhae Festival, one of the most vibrant and successful, as the case study to analyze its present status and accomplishments to derive ways for improvement which can be used to promote policies on literature. Manhae Festival which celebrates Manhae Han Yongun, a poet and an independence activist, also became one of the top literature festivals through Manhae Grand Awards and various cultural, art and academic events, despite being held in Inje County, Gangwon Province, a remote location. Based on this study, in the near future, Manhae Village, as a complex cultural venue, as a If we can make the place into complex cultural space and with additional policy support by gaining political supports like designation as Slowcity and special zone of culture and tourism, and pursuing glocalization by making Manhae into a star brand, Manhae Festival will cement its current position as a successful literary festival. It has very meaningful since most of literature festivals operate in small scale. Now, we need to develop literature festivals into local ones by attracting larger popularity. Meanwhile, a more comprehensive study, in the future, is needed with special emphasis on successful literary policies and their precedents in other countries.

Study on the Influencing Factors on Life Satisfaction of Students with Disabilities-Focused on Household, School and Disability Related Characteristics (장애 학생의 삶의 만족도에 영향을 미치는 요인에 관한 연구-가정, 학교 및 장애 특성을 중심으로)

  • This study intend to provide basic evidence needed to improve the life satisfaction of disabled children and youth by analyzing factors to influence on their life satisfaction. To accomplish this study's goal, raw data of Survey of Disabled People in 2014 conducted by the Ministry of Health and Welfare was utilized for multiple regression analysis to identify determining factors among family relation satisfaction, domestic violence, type of household, economical conditions, family relationship satisfaction, subjective health status, severity of disability, experience of discrimination, satisfaction on number of friends and school adjustment on 197 disabled children's life satisfaction. Results of the analysis are as follows. Domestic violence, family relationship satisfaction, subjective health status, and satisfaction on number of friends are influencing factors on life satisfaction of disabled children's and youth students. This results shows that strengthening family structure and function, expanding all family members participating program, implementing sociability improvement program and promoting health condition are needed to heighten the life satisfaction of students with disabilities.

A Study on efficient utilization of natural science and engineering professionals according to the national Defense Reform (국방개혁에 따른 이공계 전문인력의 효율적 활용방안 연구)

  • This study is an overview of the processing of national defense reform in the meantime and to analyze the development of alternative processes are conducted in all the service system operating status of the military regime aims at prese-nting the efficient utilization of natural science and engineering professionals. The purpose of this study was to discuss about the efficient utilization of science and engineering professionals according to the Defense Reform organized as follows. Chapter 2 looked into the concept of conscription system and cause for change, Chapter 3 analyzed utilization of science and engineering professionals and the practices related to engineering and professional workforce. Chapter 4 took to understand the military system improvement based on the derived implications will be presented the role of the relevant ministries. Chapter 5 Conclusion would present a summary of the results discussed above and deploy the argument in the direction. The study conclusions are First, the need to develop alternative military service system in the desired direction to derive a social consensus about the survival of the Selective Service System Status. Second, to establish a provisional Armed Forces to train science and engineering professionals with superior officers and noncom missioned officers and they should be able to contribute to the develop-ment of an individual's development and the national economy. In particular, legal and trial and error and failures of the system was carried out in the past in the process of seeking the required institutional improvements should not make the error to repeat.

A Study on Employment Preparation of Graduating Senior in the Department affiliated with Physical Education (체육계열 4학년 학생의 취업준비행동 분석)

  • The purpose of this study was trying to figure out the effective employment guidance plan through employment preparation of graduating senior in department affiliated with physical education and recent situation. This study was compared to 2013 Graduates Occupational Mobility Survey(GOMS). Data were collected from 164 graduating seniors in the department affiliated with physical education from 5 institutions of a 4-year university located in Gyeonggi-do, Seoul, and ChungChong-do by convenience sampling. For the data analysis, a descriptive statistic, frequency analysis, and one-samples t-test were conducted. Graduating seniors participating in school employment programs had a lower rate but the average rate of participation in career & employment classes and vocational test was more than 50%. They were satisfied with university education and career support but employment program and welfare facilities are in need of improvement. Furthermore, graduating seniors have national and private certificates related to major. Finally, they have very low participation rates in youth employment policies of government. Based on the results, the effective job placement guideline for the department affiliated with physical education is needed.

A Study for Satisfaction of Chinese Tourists in Korea (중국소비자의 한국관광 만족을 위한 탐색적 연구)

  • This study aims to propose measures to consistently induce Chinese tourists who represent the largest percentage of inbound tourism from foreign countries, utilizing raw data of 2015 Korea International Visitor Survey conducted by the Korea Culture & Tourism Institute under the Ministry of Culture, Sports and Tourism. Differences and influence factors for overall satisfaction on travel in Korea, intention to revisit Korea, and intention to recommendation were analyzed by demographic characteristics and tourism characteristics of Chinese consumers. As a result of analysis study, it came out that there are differences between overall satisfaction on travel in Korea and intention to revisit Korea by age and job of demographic characteristics. Among the tourism characteristics, there are differences in intention to revisit Korea depending on purpose of travel, intention to revisit Korea and recommendation according to route of travel information search, and there are differences in all three categories according to type of travel. The most important factor of all three category was identified as 'Food' factor and the second most influential factors were immigration procedures, security, and tourist attractiveness. It is suggested that more active research and improvement efforts are needed in the government, industry, and academia in order to attract Chinese tourists in the future.

Establishment of Role Between Central and Local Government for Implementation of Total Maximum Daily Load (수질오염총량관리제 시행에 있어서 중앙정부와 지방자치단체 간 역할정립)

  • The policy of total maximum daily load (TMDL) was adopted to manage water pollutants so as to keep the total amount of pollutants in the watersheds within established target water quality. While the TMDL was implemented in all four major river basins, various problems occurred. Even though the corrections for problems were conducted, the role between central and local government was not established exactly. This study was presented to suggest a role between central and local governments for effective implementation of TMDL. When the central government establishes the environmental criteria with water quality standards and pollutants in the main rivers, the local government should establish the level of target pollutants in the watershed. Also, the local government should be continuously implementing the water quality and flowrate monitoring of the tributaries to find out the degree of water quality improvement in the tributaries. Especially, the basic plan of TMDL for the whole watershed should be established by the river basin environmental office at the central government. The local government should be established the implementation plan of TMDL for the watershed where exceeds the established target water quality. The performance assessment of TMDL should be implemented every year to the water quality and flowrate monitoring of the tributaries for satisfaction assessment of target water quality in the watershed by the lower-lever government. The performance assessment report of TMDL included with an analysis of causes for the excess water quality in the watershed should be submitted to the river basin environmental office at the end of the TMDL planning period.
