The purpose of this study is to improve local government accounting system for value creation. In order to achieve this object: First, improvement of public finance policy can be obtained through connection of policy and estimate, and evaluation of soundness and rationality of tax system. Second, innovation of appropriation is achieved through effective division of cost, efficient division of budgetary resources and perfect accrual accounting. Third, a performance report must include accurate performance measures and performance indicators, for its effect is linked to public finance policy. Fourth, general principles of local government accounting must include significance, reliability, consistency with user concepts, relevance, understandability and comparability for financial reports.

In this paper, we address the question of dynamic network provisioning for time-varying traffic rates, with the objective of maximizing the system throughput. We assume that the network is capable of providing bandwidth guaranteed traffic tunnels for an ingress-egress pair and present an approach that (1) updates the tunnel routes and (2) adjusts the tunnel bandwidths, in an incremental, adaptive manner, based on the variations in the incoming traffic. First, we consider a simpler scenario where tunnel routes are fixed, and present an approach for adjusting the tunnel bandwidths dynamically. We show, through simulations, that our dynamic bandwidth assignment algorithm significantly outperforms the optimal static bandwidth provisioning policy, and yields a performance close to that of the optimal dynamic bandwidth provisioning policy. We also propose an adaptive route update algorithm, which can be used in conjunction with our dynamic bandwidth assignment policy, and leads to further improvement in the overall system performance.

Korea has rapidly increased R&D investment over the last few decades and the intensity of R&D investment is among the highest in the world; however, there are serious concerns about R&D performance and R&D efficiency. This study is to improve the economic assessment methodology regarding a feasibility study for national R&D programs that are thought to be one of the most prominent ways to enhance R&D efficiency. In order to improve the methodology of economic assessment, a few of important factors such as technical or market uncertainty, spillover effect, and R&D contribution ratio should be covered in the model. The focus of this article is technological and market uncertainty that has a close relation with strategic flexibility and utilization potential to increase the value of R&D programs. To improve the current linear and definitive R&D process, a new framework with strategic flexibility is suggested, in which the result of economic assessment that considers technological and market uncertainty is reflected in planning. That kind of feedback process is expected to enhance the value of the program/project as well as R&D efficiency.

Almost all of the nations run a game screening system which is characteristic depending on their communication policy. This article attempted comparative analysis about major nation's game screening systems by comparing three main aspects of their communication policy which are freedom of expression, complete opening of the contents to the public, and the balance between protection of adolescent and promotion of industry. It is shown that the screening system of USA, Europe and Japan stick well by the basic principles of communication policy, on the other hand Korea, South Africa Republic and Australia have some points that need improvement.

The purpose of this study is to propose a policy improvement plan by analysis of the extinction risk factors reflecting the specificity of fishing villages, fishing village support policies, and settlement conditions of fishing villages as one of the solutions to the immediate problem of fishing village extinction. The results of the study show the higher the level of number of fishing ports, number of returning rural population, and housing diffusion rate, the dependent variable extinction risk index was a positive effect while vacant house ratio and aged house ratio was analyzed to be in was a negative (-) relationship with the dependent variable.The policy implications through this study were to prepare an effective policy to reduce the risk of extinction, to improve urgent settlement conditions, and to prepare a condition to convert returning rural population into fishery population.

In the past few years, increasing numbers of automatic storage/retrieval system (AS/RS) using computer controlled storage/retrieval machine have been installed. This paper introduces two modeling approaches to determine the best operating policy for AS/RS : an M/G/1 queueing model and a computer simulation model. The operating policy consists of three elements. : the operation command cycle, the storage location method, and the operation dispatching rule. The analysis based on M/G/1 model is suitable for a quick and approximate evaluation, due to its inherent strict assumptions. The computer simulation can be used to perform a more realistic analysis. It is shown through the study that a significant improvement in the throughput and/or the space requirement can be expected by determining the best operating policy to a particular system. Most important, the computer simulation demonstrates its powerful capability in evaluating dynamic stochatic systems with imperfect information.

Along with the increase in demand for rescue services, the types of rescue services are also diversifying. Accordingly, rescue workers are exposed to various unpredictable dangerous situations, and the possibility of safety accidents is increasing, so the need for systematic management of safety accidents by rescue teams is emerging. It is necessary to present a roadmap for improving the quality of rescue services. An integrated technology roadmap tool that can be used immediately to improve structural quality was applied. The driving elements of the roadmap are composed of three elements that constitute the improvement of structural quality. It can be divided into safety management, professional competence and other (policy support) fields. This study intends to present a long-term and short-term roadmap by dividing it into safety management, professional competency, and other (policy support) fields.

The research method for this paper is derived from the written materials of the present public IT project contract law. Two problems have been processed in order to produce the results: the current contract methods and the awarding party of a contract method. The current contract methods consist of a competition contract, a private contract, and a supply methodology contract, The methods of the awarding party of a contract display a qualified evaluation regulation, the 2nd step competition bid, a standard cost separation tender, and a contract by a negotiation. The results exhibit that the general competition contract consists of four improvement items. The contract by a negotiation contains five improvement items. The group private contract has one improvement item. And the private contract includes one improvement item. These results implicate that the current public IT project contract law demands better improvement work for the ubiquitous Korea.

This study was conducted with the purpose of suggesting the improvement plan of political for activating the Geo-Spatial Big Data Services. To this end, we were review the previous research for Geo-Spatial Big Data and analysis domestic and foreign Geo-Spatial Big Data propulsion system and policy enforcement situation. As a result, we have deduced the problem of insufficient policy of reaction for future Geo-Spatial Big Data, personal information protection and political basis service activation, relevant technology and policy, system for Geo-Spatial Big Data application and establishment, low leveled open government data and sharing system. In succession, we set up a policy direction for solving derived problems and deducted 5 policy issues : setting up a Geo-Spatial Big Data system, improving relevant legal system, developing technic related to Geo-Spatial Big Data, promoting business supporting Geo-Spatial Big Data, creating a convergence sharing system about public DB.
