A Study on the Convergence Policy of Broadcasting and Telecommunication in IPTV Convergence Service with Reference to Rent Seeking Theory (방송과 통신정책, IPTV 융합정책의 지대추구론적 분석 : 지대추구의 효율성 분석을 중심으로)

  • This study deals with the regulatory policy of government on the convergence of broadcasting and telecommunication by applying rent seeking theory to Internet Protocal TV (IPTV). Existing literature has mainly focused on the negative implications of rent seeking since Tullock [1967], Krueger [1974] and Buchanan [1980]. We have investigated the regulatory policy along with the progress of the convergence of broadcasting and telecommunication. Regulatory policy on broadcasting, despite its impartial intent. has created the entry barrier in the industry, resulting in high rents. Meanwhile, regulatory policy in telecommunication is more geared by the encouragement of more competitive environments, resulting in reasonably low rents in the market. Regulatory policy in the age of convergence needs to improve the efficacy of the industry and welfare, while maintaining the rent at a reasonably low level. This research has contributed to emphasizing the positive aspect of rent seeking in policy concerned with the convergence of broadcasting and telecommunication, notably IPTV.

  • Since the 1980s, no concepts have been paid more attention to in discussions of environmental policy and natural resource management than ″sustainability″ and ″sustainable development.″ The concepts, however, are still vague and elusive even though they are frequently being used by a wide range of fields including academia. governments, and the private sector. Semiotics approach to one-person Creative Company (1인 창조기업의 기호학적 분석)

  • This study analyzed the features and problems of one-person creative company development policy by using the image of brand identity of one-person creative company and the model of the symbol square. In order to solve the youth unemployment and to induce youth foundation, Korean government particularly Small and Medium Business Administration (SBA) paid great attention to 'One-Person Company' followed by One-Person Knowledge Company policy in 2008. Finally, this policy became One-Person Creative Company in 2009 when SBA faced criticism. However, according to semiotics analysis, symbolic conflicts were found in the policy given that this policy was not considered the role of the co-founder in venture ecosystem. This study provides practical implications for new directions of the one-person creative company policy of government; (1) one-person knowledge company ${\rightarrow}$ (2) one-person creative company ${\rightarrow}$ (3) 1+1 creative company.

  • This study aims to understand the change of migrant policies, namely assimilation, multiculturalism and social integration, in the West through critical perspectives and to derive implications for the Korea's migrant policy from the experience of the West. In 1970s, assimilation policy was severely criticized from the limitation of cultural diversity, and multiculturalism expanded rapidly in the West focusing on the migrant's right and cultural difference. However, multiculturalism received severely criticism because it makes social isolation and segregation between mainstream society and migrants. Since 2000 social integration became the major policy for migrant incorporation, focusing migrant's attitude and practice to receive the value and culture of mainstream society with the active participation of socioeconomic activities. However, social integration policy reveal some problems which regard migrants as the object of control, and also as the object of discrimination. The experience of the Western policies suggests on the careful selection for the migrant's incorporation policies in Korea with the consideration of social inclusion of migrant, analysis on the problems of multiculturalism and social integration policy, and the necessity of mainstream society's change into the acculturation.

  • This study discusses the paradigm shifts in the regional policies of national governments which many countries have witnessed since the 1990s. Particularly, the study examines the historical trajectory which the regional policy of the UK national government has experienced until the 2000s since 1928 when the regional policy was implemented for the first time in the world, focusing on the recent trends after the mid-1990s. In the recent decade, the UK national government has shifted the focus of its regional policy towards the regional competitiveness and the devolved approach to regional development, from the interventionist top-down transformation of the spatial distribution of businesses and population via regulations and incentives for reducing regional disparities. Even in the midst of such a shift, the government has constantly sought to lessen the regional disparities in UK. Additionally, our work presents the policy implications for the future direction of regional policy which the national government of Korea should set in the face of the changing context.

  • This study aims to understand main contents of the National Mental Health Strategy and changes after mental health reform through the National Mental Health Strategy in Australia, and to find some convergence policy implications on mental health policy in South Korea. The direction of reform has changed considerably over the 20 years that the National Mental Health Strategy has been in place including the National Mental Health Policy(1992, 2008), the National Mental Health Plan(1993~2014), COAG National Action Plan on Mental Health(2006~2011), the Roadmap for National Mental Health Reform 2012-2022. The National Mental Health Strategy has advocated fundamental change in the national spending on mental health, mental health service provision, the expansion of community-based mental health services and care system, NGO, consumer and carer participation in mental health care.

  • This paper aims to consider and draw policy implications for industrial crisis areas in advanced European countries with extensive experience in implementing regional industrial policies for regions facing industrial and employment crises due to deindustrialization, the decline of main industries, and industrial restructuring. In Europe, the paradigm and focus of support policies for industrial crisis areas have varied from time to time and from country to country. In particular, since the 2008 global economic crisis, it has again become a major issue of regional policy. Europe's recent policies for industrial crisis areas are characterized by a new model of development, with its focus on regional economic growth and job creation, and in the form of multifaceted and comprehensive regional policies through policy mix that combines regional development policies, industrial policies and employment policies.

  • The purpose of this study is to analyze the characteristics and implications of the quality management policy through teachers' entire life in Japan case study. This article composed of four chapters; Implication and problem situation, Backgrounds and streams of the japanese teacher reform policy, Characteristics of the main policies about managing the teacher's quality through their life, and Conclusion(Japanese characteristics and the suggestion for Korea). The main quality management policy means the various teacher recruitment and selection system, Merit system of personnel management, Effective management of a system for teachers performing unsatisfactorily, Professional development for teachers with new and 10 years' experience, and Teacher Certificate Renewal System every ten years. The method of study composed of the literature search and interview. The System Analysis[input-process-output-feedback] is used as a model of the analyze the policy process[backgrounds & T.O-quality management system-japanese teacher's reaction & implications to korea] The Central Council for Education(CCE;2012.8.28) has released "An Outline of Measures for Comprehensively Improving the Quality and Ability of Teachers throughout their career". This report can be regarded as a blueprint for the teacher reform policy in japan. As a conclusion, Ten lessons is proposed for the Korea policy improving the quality and ability of teachers(training, employment, and development).

Assessment of Innovation Policy Coordination Through Korean Office of Science, Technology and Innovation (OSTI)

  • The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.
