This study empirically examines the impacts of policy funds from three different aspects using data on Daegu city's local government loans. First, we estimate the influence of policy funds on mitigating financial constraints affecting the investment decisions of Small- and Medium-sized Enterprises (SMEs), yielding inconclusive results indicating no significant discernible effects of policy funds. Second, we scrutinize the ramifications of policy funds on enterprise's management stability, revealing that these funds contribute to stabilizing the operations of small-scale enterprises. Third, we explore whether policy funds engender an unintended consequence of bolstering distressed enterprises, presenting empirical evidence that suggests a delayed exit of such enterprises.

In this paper, we use case studies to analyze the supporting programs of policy funds for Korean and Japanese small and medium-sized enterprises(SMEs). It is found that supporting firms are suitable to the excluded companies from financial institutions and excellent corporate credit rating. It is also shown that subordinated loan program as well as loan limit can be enlarged policy funds with priming water of private funds. Moreover, it shows that credit guarantee funding has a positively significant influence on long-term funding facility. Therefore, this findings can improve the complementary relationship between policy funds and financial institutions.

Despite innovative efforts to accommodate changes in the payment environment, the new types of settlement risks that are emerging require preemptive and proactive responses. Therefore, Korea should complement and develop large-value funds payment system operation and risk management policies by introducing international standards and linking with advanced financial institutions. This study examines the major issues such as the development process and characteristics of the large-value funds payment system of the two countries, the operation policy of the central bank, and the risk management policy by comparing the US Fedwire with the Korea Bok-Wire+. In addition, policy implications are suggested for efficient operation and development of Bok-Wire+.

Korea's social health insurance system was introduced in 1977, which has made a universal coverage possibly by July 1989. Korean government had pursued a single objective for the last decade to put the whole population under the coverage of medical security, and the objective was achieved within 12 years. The rapid accomplishment is primarily due to such factors as limited benefits, high copayment rate, low contributions as well as rapid economic growth. There are several sources of pressure for the implementation of social health insurance such as health professional group, labor unions, politicians, international organizations etc.. However it is important to look at the feasibility of social health insurance. Among other things, it is necessary to identify the administrative infrastructure of insurance system and to assess income for source of fund. As many developed countries, Korea began to apply health insurance to the employees of the large firms, and the expansion based on employment status. Thus the several funds system was inevitable according to the gradual expansion strategy. However many persons had criticized several funds system in respect with equity and efficiency aspects. In the short history of the Korean health insurance, whether one fund or sever or funds had been the most controversial issue. In Febrary 1999, the National Assembly passed the act of one fund system. From July 2000 separate funds will be unifed under new health insurance scheme. In this study we will analyze the policy making process on implementation, expansion and integration of health insurance system of Korea. And also analyse problems related to policy making.

본 연구의 목적은 정책자금 지원에 대한 효율성 분석을 통하여 국책은행에서 정책자금 지원의 실무적인 개선안을 제시하고자 한다. 국책은행에서 '17년과 '18년에 연속해서 정책자금을 지원받은 중소기업을 대상으로 지원현황에 대한 특성 분석과 재무적 성과의 효율성 분석을 위해 대응표본 T-test를 수행하였다. 분석결과는 다음과 같다. 첫째, 중소기업의 특성 분석결과 외부에서 조성된 재정자금이 대부분이고, 업종별로는 제조업에 집중되었다. 지역별로는 경기 서부지역에, 신용등급별로는 A등급 구간이 가장 많았다. 기술등급은 T5 등급에, 자금 용도는 시설자금에 대부분 지원되었다. 둘째, 효율성 분석결과 수익성은 총자산순이익률, 안정성은 이자보상비율, 활동성은 총자본회전율에 긍정적인 영향을 미쳤다. 그러나 성장성에는 긍정적인 영향을 미치지 못하였다. 결론적으로 중소기업의 수요에 적합한 자금 배분과 성장성에 영향을 미칠 수 있도록 정책자금을 지원하는 실무적인 개선안을 제공할 것으로 기대된다.

본 연구에서는 중소기업청의 정책자금지원 사업을 도와 줄 OLAP 데이터베이스 시스템을 구축하는 것을 목적으로 하고 있다. 정책자금을 단계적으로 지원하기 위해서는 필수적으로 이질 차원 스키마를 채택해야 한다. 따라서 본 연구에서는 단계적 정책금융을 지원하도록 하는 FREQUENCY 차원테이블을 작성한 것이다. 또한 본 연구에서는 중소기업의 크기를 측정할 모델을 작성하였는데, 이 모델은 매출액, 고용인력, 기술보유, 매출액 영업이익률, 부채 비율, 유동비율의 6가지 기업크기 측정지표로 구성되어 있다. FREQUENCY 차원을 포함한 3개 차원과 기업크기 측정모델을 사용하여 OLAP 데이터베이스 시스템을 구축한 것이다. 아울러 이렇게 구축한 OLAP 데이터베이스 시스템을 이용하여 2004년~2007년 간 기 시행된 중소기업 정책자금 지원사업의 적정성을 평가해 보고 있다.

본 연구는 2002년 1월부터 2010년 4월까지의 기간 동안 우리나라 주식형 펀드의 자료를 이용하여 교차보조의 존재 여부에 대한 분석을 수행하였다. 분석 결과, 전체적으로 운용보수가 낮은 펀드로부터 운용보수가 높은 펀드로 성과의 이전이 이루어져 운용사가 투자자의 이익보다는 운용사의 이익을 극대화하는 행동을 선택함을 확인할 수 있었으며, 이러한 경향은 2008년 이후 강화된 것으로 나타났다. 또한 설정된 지 오래된 펀드로부터 신생 펀드로의 교차보조와 전 분기 수익률이 높은 펀드로의 성과 이전이 존재하나 2008년 이후 이러한 경향은 완화된 것을 확인하였다. 이러한 분석 결과는, 투자자 보호를 위해 투자자의 이익을 해할 가능성이 있는 거래에 대한 면밀한 감독과 운용사의 운용능력에 대한 평가가 종합적으로 이루어질 필요가 있음을 시사한다.

The study tests the Fama and French three-factor model by using the newly created Islamic equity style indices. Based on a dataset from May 2006 to April 2011, the three-factor model is tested based on returns of Islamic unit trust funds using the Generalized Method of Moments (GMM) methodology. The sample period is also divided between periods before and after the Global Financial Crisis in August 2008 to test for robustness, and the Bai and Perron (2003) multiple structural break test was used to determine the structural break in the series. The analysis shows that the Fama and French model is valid for Islamic unit trust funds before and after the collapse of Lehman Brothers. The result further indicates the reversal of size effect. As for trading strategies, value funds outperform growth funds by annualized 3.13 percent for the full period. During pre-crisis period, value funds perform better than growth funds while in post-crisis, size factor yields better return than other strategies. As policy suggestion, fund managers need to be aware of the reversal of size effect, and they need to ensure a more transparent stock selection process so that investors can make an informed decision in their asset allocation.

본 연구는 벤처캐피탈에 대한 정부의 간접출자가 창업초기단계 기업에 대한 투자를 장려하는지에 대해 논한다. 벤처캐피탈의 의사결정이 합리적 투자자의 관점을 취한다고 가정하고 정부의 자금투여가 이에 영향을 미치는 원리를 불확실성 완화효과, 정책유도 효과, 투자금의 규모의 경제효과, 정보비대칭성 완화효과, 자본비용 완화효과로 분해하여 이론적 고찰을 한다. 이론적 논의를 종합하여, 본 논문은 다음의 주장을 한다. 첫 째, 정부출자금의 규모가 벤처캐피탈의 창업초기단계 기업에 대한 투자를 증가시키는 효과를 가질 것이다. 둘 째, 창업초기단계에 대한 투자지침을 명시한 출자금을 유치한 벤처캐피탈의 창업초기단계 투자가 그러한 투자지침을 갖지 않는 출자금을 유치한 벤처캐피탈에 비해 클 것이다. 셋 째, 정부출자금의 창업초기단계 기업의 투자에 대한 규모효과는 일정 수준 이상이 되면 감소하여 역U의 형태를 보일 것이다. 본 연구는 2010년부터 2013년 사이 투자활동을 벌인 한국의 105개 벤처캐피탈사의 출자금 구성과 투자 내역자료를 활용하여 상기 주장의 유효성을 실증 조사하였다. 다중회귀분석을 포함한 다양한 통계적 검정의 결과 세 가지 주장을 모두 지지하는 일관된 결론을 얻었다. 본 연구는 벤처캐피탈의 투자행태 및 정책개입의 효과와 메커니즘에 대한 새로운 설명을 제시한다는 이론적 의의와 이에 대한 실증근거의 제시를 통해 벤처기업 및 벤처캐피탈 정책의 효과와 방향성에 대한 재검토의 기회를 제공한다는 실무적 의의를 갖는다.

학술연구에 있어서 연구개발수익 중 상업적 연구용역으로 판단되는 연구활동비에 대하여 정부 당국은 과세를 해야 한다는 정책을 가지고 있다. 이에 대하여, 학술연구비의 현황을 밝히고 그 정책대안과 법적 보완책을 제시하였다. 구체적으로 대학에서 수행하는 연구개발 현황, 세법상 연구개발 소득에 대한 관계 규정과 국세청의 견해, 상업적 연구개발용역 과세에 대한 법률적, 정책적 문제점 및 외국의 연구비 과세 사례를 검토하였다. 그 결과 연구활동비에 대한 과세 여부는, 학술연구활동을 장려하기 위해 상업적 비상업적 연구용역의 구분 기준과 법령의 미비점을 합리적으로 보완하는 신중한 과세행정정책 수행이 필요하다는 정책대안을 개발 제시하였다.
