Since the bank managers were accustomed to be under the goverment policy and control so far, all what they had to do were just to follow the government policy and wait for customers. These usual practices resultedin neglection of concerns for innovation and competitive power. However, it currently happens the change of business environment such as the liberalization of interest rates and the open finance market policy. Thus, it is necessary for the bank managers to have a concern on that situation for the improvement of profitability through productivity and cost-down. The bank managers are trying to set out an innovation strategy to cope with this situation. An innovation strategy should be based on its own characteristics of banking business. The banking business is different from those of other business because it deals with intangible services rather than material goods and thus, the bank managers have to be more sensitive to the customers. There also exists an inefficiency of internal process due to too many repetition of 'check and balance'. Thus, We set out the five principles and six selected tasks in order to settle down an inefficiency and to redesign a bank operation process.

Strategic decision on the execution of national security improvement project is greatly important for the present and future national security. Though, the importance of strategic decision, decision making process has been executed under one-way thinking framework. This research provides a decision-making tool with make-or-buy approach for the national security improvement policy execution methods: foreign purchase and military R&D project, and, via simulation, confirms dynamic change of military capability index respect to change in ratio of foreign purchase and military R&D. A result shows that current ratio of foreign purchases and military R&D is insufficient for national security improvement policy goal. Applying the model from this research provides an appropriate ratio for short term and long term defense strategy and policy goal, and consequent result of increase in national security capability. Thus, this research model can be effectively utilized for national security improvement project.

오늘날 정보화는 디지털 환경에서 유비쿼터스 정보환경으로 발전하고 있다. 이러한 정보환경의 변화에 효과적으로 대응하기 위해서 정부는 유비쿼터스 기술을 이용하여 국가발전을 추구하고자 u-Korea 정책을 추진하고 있다. 한편, 국가의 공간정보화의 기틀인 국가GIS 역시 유비쿼터스 환경으로의 발전을 모색하고 있다. 그러나 아직까지 유비쿼터스 정보환경에 대한 뚜렷한 변화와 관련기술의 실용화는 나타나지 않고 있는 실정이다. 본 연구는 '유비쿼터스'라는 정보환경의 변화에 직면한 국가GIS 정책 방향을 모색하기 위해 우리나라와 일본의 유비쿼터스 정책 및 국가GIS 추진전략을 상호 비교하여 각 분야별 시사점을 도출하였다.

Science, technology, society and humanities (STSH) fusion research is aimed at creating new research areas and methods that can resolve complicated issues in society that cannot be solved by a single academic discipline. This study identifies initiatives that can promote STSH fusion research in Korea. We review the definition and characteristics of STSH fusion research to analyze the necessity of STSH fusion research with a focus on the structural changes in the S&T environment. The emergence and diffusion of generic technologies, transition to post catch-up innovation mode, and the evolution of policy to the third generation innovation policy are identified as notable changes. This paper briefly reviews the status of fusion research underway and presents initiatives to promote STSH fusion research.

RFID/USN 기술은 산업의 전분야에 응용가능할 뿐만 아니라 기술도입으로 발생되는 기대이익으로 인해 각국은 국가차원에서 핵심 성장산업으로 발전시키고 있다. 그러나 국내 RFID/ USN 기업의 경우, 대부분 중소기업들로 포진되어 있을 뿐만 아니라 기술 및 서비스 역량도 취약하여 이와 관련한 육성정책 및 전략들이 요구된다. 이에 본 연구에서는 RFID/USN를 선도하고 있는 세계적인 기업들을 분석함으로써 국내기업들의 해외진출 전략을 모색하고 적용 가능한 전략들을 제시하여 RFID/USN 산업의 육성정책 수립에 기여하고자 한다.

Purpose - Although it has been 10 years since the university technology holding company was launched, it is currently facing operational limitations. The purpose of this study is to study the growth strategy of university technology holding companies by investigating the status and problems of university technology holding companies. Research design, data, and methodology - In this study, the status of university technology holding companies was analyzed based on the survey data issued by the University Technology Holding Companies Association. Due to the lack of research on university technology holding companies, policy alternatives were suggested by examining problems based on literature research. Result - In this study, an alternative to strengthening the competitiveness of technology holding companies and supporting policies was suggested. As a result of the research, it was discovered as a policy alternative to enhance the independence of technology-owned subsidiaries, develop outstanding talents, and expand the marketing of support programs to create results based on technology holding companies. Conclusion - In previous studies, alternatives to technology commercialization policies have been suggested, but studies on the role and status of detailed technology holding companies are insufficient, and the operation system of technology holding companies and discovery of future growth models are insufficient compared to overseas cases. Therefore, in this study, various policy innovation measures are presented as examples.

This paper dealt with the Korean manpower policy in science and technology, focusing on the contents and tools of the Special Act and its Master Plans. After briefly introducing the historical development of the Korean manpower policy from the 1960s to the present, it discussed and analyzed the Special Act and Plans from the framework of personnel development, distribution, utilization and infrastructure. Korea's science and technology manpower policy has focused on fostering and supplying manpower in line with the country's industrial growth strategy. In the early stage of industrial development during the 1960s and 1980s, government research institutes were direct and effective tools for nurturing S&T manpower. Since the 1990s, the importance of university research has increased. The government fostered graduate research manpower through the research-oriented university policy of the BK21 program. After the IMF financial crisis in 1997, the tendency of students to avoid careers in science and technology led to enacting the Special Act (2004) governing the field of S&T human resources. The Special Act has contributed to leveling up the university education system in science and engineering and sophisticated the policy to include entrepreneurship training, spin-off startups, industry-university cooperation, and offering degree programs. The Special Act and the regularly revised Master Plans have been essential tools in systematically managing the science and technology manpower policies of the Korean government.

미 대통령 선거에서 데이터 기반의 과학적 선거 전략에 의해 유권자들에게 보다 밀착한 바락 오바마는 승리를 거둠으로써 과학적 선거 메커니즘이라는 새로운 패러다임을 제공하게 되었다. 그러나 한국선거는 감정적 대립기반의 선거전략이 데이터나 정책 대결 및 후보자의 자질 검증보다 우선해 왔다고 해도 과언이 아니다. 본 연구는 한국선거의 유해한 결과를 초래하는 방식을 줄이고 나아가 바람직한 선거문화를 정착시키고자 하는 노력의 일환으로 빅데이터 기반의 선거 캠페인을 제시하고자 한다. 이를 위하여 본 연구는 한국 정치와 선거캠페인의 현황과 문제점을 살펴보고자 한다. 그런 다음 그와 같은 문제들을 해소하기 위한 대안으로 빅데이터를 활용한 선거전략 모델을 설계하고 나아가 빅데이터 활용방안에 대해 논의하고자 한다.

This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

Many companies in these days have pursued an outsourcing policy to survive in a highly competitive world market. To effectively deal with the outsourcing policy, it is required that the companies have a useful method to rationally evaluate a supplier's performance from a viewpoint of a company's strategy and in a comparative-integrated manner. In this paper, we examined the relative importance of supplier selection criteria for a company's strategy by conducting a survey and proposed "Technique for Order Preference by Similarity to Ideal Solution(TOPSIS)" as one of the plausible techniques to evaluate a supplier's total performance. A hypothetical case study is presented to demonstrate the applicability of the method.
