A Study on the Baseline Load Estimation Method using Heating Degree Days and Cooling Degree Days Adjustment (냉난방도일을 이용한 기준부하추정 방법에 관한 연구)

  • Climate change and energy security are major factors for future national energy policy. To resolve these issues, many countries are focusing on creating new growth industries and energy services such as smartgrid, renewable energy, microgrid, energy management system, and peer to peer energy trading. The financial and economic evaluation of new energy services basically requires energy savings estimation technologies. This paper presents the baseline load estimation method, which is used to calculate energy savings resulted from participating in the new energy program, using moving average model with heating degree days (HDD) and cooling degree days (CDD) adjustment. To demonstrate the improvement of baseline load estimation accuracy, the proposed method is tested. The results of case studies are presented to show the effectiveness of the proposed baseline load estimation method.

Comparison of Benefit Estimation Models in Cost-Benefit Analysis: A Case of Chronic Hypertension Management Programs

  • Purpose: Cost-benefit analysis is one of the most commonly used economic evaluation methods, which helps to inform the economic value of a program to decision makers. However, the selection of a correct benefit estimation method remains critical for accurate cost-benefit analysis. This paper compared benefit estimations among three different benefit estimation models. Methods: Data from community-based chronic hypertension management programs in a city in South Korea were used. Three different benefit estimation methods were compared. The first was a standard deterministic estimation model; second, a repeated-measures deterministic estimation model; and third, a transitional probability estimation model. Results: The estimated net benefit of the three different methods were $1,273.01, $-3,749.42, and $-5,122.55 respectively. Conclusion: The transitional probability estimation model showed the most correct and realistic benefit estimation, as it traced possible paths of changing status between time points and it accounted for both positive and negative benefits.

Evaluation and Forecast of North Korea's Nuclear Policy through Libya Model (리비아 모델을 통한 북한의 핵 정책 평가와 전망)

  • The issue of security on the Korean peninsula is facing the greatest upheaval in 2018 with the inter-Korean summit and the US-North Korea summit. North Korea has pursued the parallel policy developing military and economic at the same time. However, North Korea is changing its route to give up nuclear weapons and focus on the economy through summit talks. Since the change in North Korea is similar to that of Libya in the past, it is necessary to analyze why North Korea is trying to abandon its nuclear program and how the process is flowing compared to the case of Libya. The Libya model was constructed and analyzed in terms of international and domestic perpectives and recognition of the situation by leadership. North Korea's nuclear policy was evaluated based on the Libya model. The nuclear development of Libya and North Korea has caused diplomatic and economic pressures from the international community and ultimately led to instability of the regime. Two countries have tried to abandon nuclear program in order to solve the instability of the regime, also gain the economic reward insead. Libya took economic benefits and secured some of the stability of the regime, but the regime collapsed under the wave of democracy due to the influx of foreign capital and ideas. North Korea will seek diplomatic and economic gains with the example of Libya, but will try to limit as much as possible the culture of democracy and the full opening that can be incidental.

A Study on the Factors Affecting IT Project Performance: Focusing on the Results of K-PART of Central Government (정보화사업 성과 영향 요인 분석: 중앙행정기관 정보화사업 평가결과를 중심으로)

  • Currently, the Ministry of Strategy and Finance operates performance evaluation of the IT projects of the central government. Recently, with the advent of the Digital New Deal and the Digital Platform Government, the budget for IT projects has significantly increased, leading to a higher level of interest in their performance. In this study, performance-related characteristics were selected through previous research, and an empirical analysis was conducted to examine whether there are actual differences in the performance of IT projects given respective characteristics. As a result of the analysis, new projects and others performed by departments or offices had a statistically significant positive effect on each final evaluation score. In contrast, IT support as well as fund-based projects had a statistically significant negative effect on each final evaluation score. This study suggests that when evaluating the performance of IT projects in the future, it is important to consider the unique characteristics of each project, as these may contribute to respective differences in performance.

Development of the Cloud Monitoring Program using Machine Learning-based Python Module from the MAAO All-sky Camera Images (기계학습 기반의 파이썬 모듈을 이용한 밀양아리랑우주천문대 전천 영상의 운량 모니터링 프로그램 개발)

  • Cloud coverage is a key factor in determining whether to proceed with observations. In the past, human judgment played an important role in weather evaluation for observations. However, the development of remote and robotic observation has diminished the role of human judgment. Moreover, it is not easy to evaluate weather conditions automatically because of the diverse cloud shapes and their rapid movement. In this paper, we present the development of a cloud monitoring program by applying a machine learning-based Python module "cloudynight" on all-sky camera images obtained at Miryang Arirang Astronomical Observatory (MAAO). The machine learning model was built by training 39,996 subregions divided from 1,212 images with altitude/azimuth angles and extracting 16 feature spaces. For our training model, the F1-score from the validation samples was 0.97, indicating good performance in identifying clouds in the all-sky image. As a result, this program calculates "Cloudiness" as the ratio of the number of total subregions to the number of subregions predicted to be covered by clouds. In the robotic observation, we set a policy that allows the telescope system to halt the observation when the "Cloudiness" exceeds 0.6 during the last 30 minutes. Following this policy, we found that there were no improper halts in the telescope system due to incorrect program decisions. We expect that robotic observation with the 0.7 m telescope at MAAO can be successfully operated using the cloud monitoring program.

Management Effectiveness Evaluation (MEE) Indicators Development in Protected Forest Areas (산림보호지역의 관리효과성 평가지표 개발 연구)

  • In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

An Approach to Credibility Enhancement of Automated Collaborative Filtering System through Accommodating User's Rating Behavior

  • The purpose of this paper is to strengthen trust on the automated collaborative filtering system. Automated collaborative filtering system is quickly becoming a popular technique for recommendation system. This elaborative methodology contributes for reducing information overload and the result becomes index of users' preference. In addition, it can be applied to various industries in various fields. After it collaborative filtering system was developed, many researches are executed to enhance credibility and to apply in various fields. Among these diverse systems, collaborative filtering system which uses Pearson correlation coefficient is most common in many researches. In this paper, we proposed new process diagram of collaborative filtering algorithm and new factors which should improve the credibility of system. In addition, the effects and relationships are also tested.

Ex-ante Evaluation of Economic Costs from Power Grid Blackout in South Korea

  • South Korea is recently under serious situation in supplying electricity with enough power reserve. A single fault of power plant at a peak-load time may lead to a total blackout for whole area connected by a single electric grid and isolated from other grids. Despite of the seriousness of blackout, however, there are scarce studies with ex-ante analysis of the economic costs from blackout. In order to evocate the seriousness, we calculate the economic costs for both industrial and household sectors with using some survey data and statistical methodologies. As a result, total economic costs are 39.23 trillion KRW (35.83 trillion KRW for industrial sector, 3.40 trillion KRW for household sector).

  • In this paper we investigate relation between participation and satisfaction of industry-university co-program with the view of evaluating performance of industry-university cooperation. The importance rank and satisfaction of university-industry co-programs have statistically positive correlation. In regression model, the number of participating co-programs affects the general satisfaction positively. These results implement that the companies have interest in 'industry-university cooperation forum' in initial stage of industry university cooperation, and take part in 'technology co-development program' and gradually enhance availability of other co-programs.

The Brazilian Housing program "Minha Casa Minha Vida" - A Systematic Literature Review - (브라질의 사회주택 프로그램에 관한 문헌분석연구 - "민하 카사 민하 비다" 사례를 중심으로-)

  • The Brazilian Federal Housing Program "Minha Casa Minha Vida" -PMCMV (My House My Life) is part of a large housing policy to eradicate the housing deficit, estimated at around five million homes in the country. The Ministry for Cities created a network of independent research organizations to evaluate the program, and the PMCMV has attracted many studies. Despite the inherent worth of these individual studies, there is a need for a holistic evaluation. A Systematic Literature Review (SLR) is seen as an important contribution to focus research efforts on the problems identified, to avoid the repetition of studies and to provide novel insights. This article carried out a SLR to map and quantify the types of research and represent a graphic panorama of published studies. Gap spotting was part of the study. In the five-year period from 2010-2014, the SLR identified 1489 bibliographic items. The panorama is categorised according to types of publications, and the analysis of items shows that most studies are concentrated on housing policies, financial questions, urban impacts and Brazilian social development. The results of this SLR raise some new research questions and show opportunities to reduce errors in the housing projects themselves.
