  • Korea Credit Guarantee Fund(KODIT) is a public financial institution under the provision of the Korea Credit Guarantee Fund Act. Facing the waves of change both locally and globally, KODIT will serve as 'social value creator' in making a paradigm shift from a large corporation(Conglomerate-dominated) economy to a social enterprise-oriented one based on social economy. This study focuses on the supporting service programs for social enterprises and job creation how it affects the performance of social value creation of KODIT. There is currently no detailed research of the social value in terms of the business and management academic agenda. Therefore, the present study describes the importance of social value creation on the policy financial institution. This study conducted in-depth case study for social value performance. As a public policy financial institution, KODIT exert diverse efforts to correct market failure and achieve inclusive growth. For example, KODIT extends credit guarantee services for the liabilities of promising corporations and stimulates financial and non-financial supporting programs for social enterprises. Although the role of social value and social economy has gained business field attention, few investigations have been conducted to explain how social value is achieved. The present study can thus act as the foundation for exploring the social value creation in the circumstances of public financial institution.

의료서비스의 성과 제고를 위한 가격전략 -­건강검진료 다단계가격책정을 위한 시장세분화를 중심으로­- (The Pricing Strategy for the Performance of Medical Service -­ Based on the Segmentation for the N­block tariff Pricing of Medical Examination­ -)

  • This research objective is to determine the optimal price break points for n­block tariff, because comparing non­linear pricing with uniform pricing on the basis of profit, n­block tariff outperforms two­part tariff, all unit discount price schedule, and uniform pricing. Although the merits of non­linear pricing are well documented, the attempt to practice the non-linear pricing in medical service sector has been relatively rare. The determination of the parameters under n­block tariff is the interesting decision making agenda for marketers. Under n­block tariff, the marketers should decide the optimal price break points and the optimal marginal price for each price zone. The results can be summarized as follows: The researchers found that mixture model can be the feasible methodology for determining the optimal number of n­block tariff and identifying the optimal segmentation criteria. We demonstrate the feasibility and the superiority of the mixture model by applying it to the database of medical examination. The results appear that the number of patients per month can be the optimal segmentation variable. And 6­block tariff is the optimal price break for this medical service.

한국 노인의 건강실태와 대책방안 (Health Status and Improvement Plans for Korean Elderly)

  • The purpose of this document is to provide the direction of the policy for welfare of the elderly, by identifying the problems and status of the welfare service for the elderly. The primary source of degrading the living standard of the elderly is the increase of the elderly population and life longevity. The Welfare service for the elderly to enhance the poor living level of the elderly population should be established, to compensate their former economic and social contribution in the society and also to promote the basic human right. The agenda to achieve this goal sums up like these : First, the basic living of the unhealthy elderly belonging to the low-income group, such as government-provided income and medical service should be provided. Second, for those with working ability, more opportunity for working and social activities should be given, focusing on expanding the employment rather than adding income. Third, for those with middle and high income, silver industry and pastime activities should be nurtured. Lastly, rather than institutional protection for the elderly, the welfare service for those staying home should be enforced, thus naturally leading to the family support for the elderly. There cannot be a sound policy for welfare and improvement of living standard ignoring the Well-being of the elderly population. The effort to better the welfare for the minority groups who compose the base of the social base will, eventually, result in the progress of the entire society.

The Impact of Financial Inclusion on Economic Growth, Poverty, Income Inequality, and Financial Stability in Asia

  • As an effort to achieve sustainable development and increase people's welfare, financial inclusion has become the policy agenda of many countries. Therefore, the effect of financial inclusion on economic growth, poverty, income inequality, and financial stability in several countries in Asia has become the goal and this is the subject of this study. Financial inclusion is measured by 3 dimensions, namely banking penetration, access to banking services, and use of banking services. Poverty ratio below the national poverty line and the Gini coefficient are used as indicators of poverty and income inequality. Financial stability is measured by Bank Z-Score and bank nonperforming loans. The results from the hypothesis test shows that all dimensions of financial stability simultaneously have significant influence on economic growth, poverty, income inequality, and financial stability. On the other hand, the partial impact of financial inclusion dimension on economic growth, poverty alleviation, income inequality, and financial stability in ten countries of Asia has not been optimal. The derived results of this study is required to be interpreted and considered by the Governments of each country in developing strategies for increasing financial inclusion, so that the policy to achieve sustainable development and enhancement of people's welfare can be achieved.

소득주도성장 패러다임은 여전히 유효한가? (Is the Paradigm of Income-led Growth Still Valid?)

  • 본 연구에서는 문재인 정부 출범 후 1년 간 실시된 소득주도 성장정책을 평가하고 소득주도성장의 외연확장 과제를 모색해 보았다. 분수효과를 확대하고 낙수효과를 복원하며, 증세 규모를 뛰어넘는 재정의 확대가 필요함을 강조하였다. 그러나 한국경제가 여전히 풀기 어려운 두 가지 난제는, 인구감소에 따른 저성장의 기본 추세를 되돌리기 어렵다는 점과 한국 특유의 독과점 구조가 고착되어 자원배분의 경화현상이 치유하기 힘들 정도로 악화되었다는 점이다. 소득주도성장론에 입각한 정책이 분배를 조금 개선하는 정도의 노력에 머무른다면 그 효과는 제한적일 것이다. 진정으로 패러다임 전환을 원한다면 소득주도성장의 취지를 살리는 동시에 광범위한 개혁 과제에 도전해야 한다.

Introducing a New Urban Utility Index Concept that Combines Urban Growth and Disasters

  • The objective of this study is to introduce the urban utility concept that combines urban growth and urban disasters in the aspect of a conceptual theory. While many studies focused on the dollar amount damaged from a disaster, it requires adding not just building damages or human body losses but also the quality of life satisfaction. An issue in measuring the quality of life satisfaction needs to introduce a proper mode quantifying it. This study introduces the urban utility change in measuring the negative impacts of a disaster on urban life, which has been rarely investigated. To identify urban utility, urban flooding that is a cross-sectoral agenda and important to both developed and developing countries was adopted to respond to its increased frequency and damages, encouraging governments to focus on flood control policies. By combining a literature review on urban utility and urban growth, this study defined the urban utility concept as a net benefit of a resident with earnings subtracting housing and commuting costs. The theoretical study also explained that urban utility and its components dynamically change as per urban growth and disasters that even reversely affect urban growth. Because the urban utility can be one of the useful indices to appreciate the relationship between a disaster and urban growth, it is highly expected to apply for similar disaster impacts on urban areas, including COVID-19 and various global warming issues.

The Economic Cooperation Potential of East Asia's RCEP Agreement

  • East Asia's Regional Comprehensive Economic Partnership (RCEP) came into force in 2022 as the world's largest free trade agreement. RCEP was concluded, signed and brought into force in the face of major international uncertainty and is a significant boost to the global trading system. RCEP brings Australia, China, Japan, South Korea and New Zealand into the same agreement with the ten member ASEAN group at its centre. It keeps markets open and updates trade and investment rules in East Asia, a major centre of global economic activity, at a time of rising protectionism when the WTO itself is under threat. The agreement builds on ASEAN's free trade agreements and strengthens ASEAN centrality. One of the pillars of RCEP is an economic cooperation agenda which has its antecedents in ASEAN's approach to bringing along its least developed members and builds on the experience of capacity building in APEC and technical cooperation under the ASEAN Australia-New Zealand Free Trade Agreement. There is an opportunity to create a framework that facilitates deeper economic cooperation that involves experience-sharing, extending RCEP's rules and membership at the same time as strengthening political cooperation. The paper suggests some areas that might be best suited to cooperation - that is confidence and trust building instead of or before negotiation - and discusses how non-members may be engaged and the membership expanded. Options such as multilateralising provisions and becoming a platform for policy convergence and coordinating unilateral reforms are canvassed.

  • 본 연구에서 우리는 국가문화의 기술혁신활동에의 영향을 탐색해 보았다. 먼저 (국가)문화의 개념을 정리하였고, 다양한 세부 국가문화지표들에 대한 논의도 추가하였다. 다음으로 국가문화가 기술혁신 활동 및 성과에 영향을 미치는 이론적 메커니즘을 기존 문헌을 통하여 정리하였다. 국가문화는 국가 사회를 구성하는 근저를 이루는 틀을 형성하는 다양한 개념을 종합한 것이기 때문에 각 개념별로 기술혁신시스템에 미치는 영향은 크게 다름을 알 수 있었다. 마지막으로 국가문화가 기술의 특성, 사회제도, 정책 등과 어떻게 상호작용을 하면서 기술혁신활동에 영향을 미치는 지를 탐색해 보았다. 관련 문헌, 이론 및 실증분석을 정리하면서 동시에 이에 기반 하여 새로운 논의를 제안하고 다양한 미래연구 가능성을 제시하였다. 이를 통한 기술혁신이론에의 시사점도 정리하였다.

  • 지역혁신과 클러스터 정책은 지역정책의 새로운 아젠다로서, 최근 여러 국가와 지역에서 관심을 갖는 주제이다. 여기서 우리의 주요 관심사는 지역혁신과 클러스터 정책을 어떻게 평가할 것인가, 그리고 그 평가에 있어 어떤 모델과 방법을 사용할 것인가라는 데에 모아진다. 1990년 이후 국가 및 지방정부에서는 개선된 정책을 수립하기 위한 지식 창출의 도구로서 정책평가를 강조해 왔다. 이 논문의 목적은 지역혁신과 클러스터 정책의 평가와 관련된 주요 논의를 요약하고, 더 나은 정책평가에 기여할 수 있는 방법론을 제안하는 데에 있다. 우선 지역혁신과 클러스터 정책을 개관하고 그 정책의 주요 특성과 정책평가로 제기되는 주요 과제를 보다 상세히 분석한다. 다음으로 현재 사용되는 평가 관행을 개선시키는 데 도움이 되는 몇 가지 방법을 제안한다. 마지막으로 지역혁신과 클러스터 정책을 평가하는 데 있어 고려해야 할 몇 가지 사항을 제시한다.

도서관에 적용가능한 정보불평등 측정지표 개발 연구 (A Study on the Development of Information Inequality Measurement Indicator Optimized for the Library)

  • IFLA의 UN 2030 Agenda, 도서관정보정책위원회의 제3차 도서관발전종합계획(2019-2023)에서 사회적 포용을 실천하는 도서관의 역할을 강조함에 따라 최근 국내외를 막론하고 정보불평등을 해소하기 위한 공공서비스기관으로서 도서관이 새롭게 조명되고 있다. 이에 본 연구에서는 도서관에 적합한 정보불평등 측정지표를 개발하였으며, 이를 위해 전문가 집단의 검증단계로서 FGI 및 델파이기법을 실시하였다. 그 결과, 최종지표는 총 3개의 평가영역, 총 12개의 평가항목, 총 30개의 평가지표로 도출되었다. 구체적으로 첫째, 접근 평가영역에서는 3개의 평가항목, 8개의 평가지표가 도출되었으며, 둘째, 역량 평가영역에서는 5개의 평가항목, 12개의 평가지표가 도출되었고, 셋째, 활용 평가영역에서는 4개의 평가항목, 10개의 평가지표가 도출되었다. 본 연구는 현재 범지구적으로 도서관에 적용 가능한 정보불평등 측정지표가 전무한 상황에서 개발되었다는 점에서 무엇보다 그 의미와 가치가 클 것으로 사료된다.
