The paradigm of agricultural and rural policies has shifted from food production and profitability to the competitiveness of rural areas through the discovery, grants and use of the agricultural and rural resources' potential value. This study aims to discover the value of the agriculture and rural resources and intend to offer the method for discovering resources and its value as the agricultural heritage. To this end, the functions and values of the agricultural and rural resource, the criteria and procedure of Globally and Nationally Important Agricultural Heritage System which is leading institutions were investigated. The policy implications were proposed in the process and series of steps of discovery and evaluation of the pluralistic value of the agriculture and rural resources and agricultural heritage designation and management.

The purpose of this research is to investigate the current state of e-commerce for corporations in the steel industry and to analyze the factors that led failure in active use of e-commerce. Data from 51 companies are col looted. Factors that affect the e-commerce adoption and use of were analyzed. The influence of e-commerce utilization on corporate performance was also examined. It was found that several factors known to influence e-commerce use in the steel industry such as transact ion methods, preferences, and the level of information-orientation, did not actually have a significant impact. Rather items such as the maturity of e-commerce experience and perceptual compatibility between product characteristics and e-commerce turned out to have a significant influence on the utilization levels of e-commerce. The level of e-commerce utilization in system had a significant impact on each of the three performance dimensions : internal performance, external performance and financial performance.

This paper presents a DSM Monitoring Methodology which is able to evaluate the impact of DSM programs under processing. For an effective assessment of DSM programs, it is foremost necessary to examine the market characteristics on the specific end-use appliance according to the customer's adoption of DSM programs. The Proposed Monitoring system contains a diffusion process of high efficient end-use considering major factors of DSM impact such as, price, price elasticity and lifetime of end-use apparatus or appliance. The case study shows the propriety and necessity of DSM monitoring in order to diagnose the current state and provide a baseline of DSM policy

This study was designed to establish the standing of Human Ecology by discussing the integrity and practicality of Human Ecology and viewing it from various angles. We dealt with objects of study, viewpoints, and the adoption of research results in discussing the integrity of Human Ecology. We also discussed the practicality of Human Ecology focusing on family welfare, health and policy. This study revealed that integrity and practicality were closely connected and played important roles in the identification of Human Ecology.

There are two major operation and management (O & M) systems in Korea, one by the Korea Agricultural and Rural Infrastructure Corporation (KARICO), a government corporation, and the other by non-KARICO, which includes Irrigation associations (IAs) and individual farmers under the supervision of city or county authorities. Main issues and constraints in the irrigation facility management are: (1) The dual system of the irrigation water management system; management by KARICO and that by IAs, and (2) From the commencement of KAICO in 2000, farmers were exempted from water charge. This is opposite to the international trend, which follows' user pay principle: Main specific strategies to improve irrigation management system are: (1) Introduction of water metering for water charge as well as water conservation, (2) Adoption of demand-oriented irrigation rather than supply-oriented to reduce waste of water, (3) To augment farmer's participation by forming water user associations, (4) To maintain consistency of government policy, (5) To promote roles of local governments, and (6) To reestablish the role of KARICO.

E-Trade is expected to dominate the global commerce in the 21th century and thus is being introduced as a major policy assignment for every development country. E-Trade has the potential to accelerate existing trends and introduce new ways of conducting traditional trade. Most of companies and countries recognize it as inevitable changes for the increase of their own competitive, and are willing to adopt the e-Trade systems. In this study, it was focused to analyze the factors affecting the adoption of e-Trade in small and medium enterprises using Technology Acceptance Model(TAM).

China has integrated maritime safety system which positively and effectively ensures safe navigation and environmental protection. This paper gives brief account on maritime safety rules and regulations, adminstrations and management mechanism, navigation aids and facilities, maritime communication and GMDSS etc. China is a developing country with fast economical growth. With a long coastline of 18,000 kilometers, and 5,000 more islands, China has a fairly developed shipping industry. China also sits in IMO Council as A member. In China , there are over 200 ports with an annual hadnling capacity of over 10,000 tons of cargo ; there are over 4,000 coasters and ocean-going ships with more than 3 million seafarers of which 1/3 being officers ; there are an aggregate gross tonnage 17 million gt for merchant ships. China ranks No.5 shipping country in the world as shown by Lloyd's Maritime Information Services Ltd. 1995. The Chinese shipping industry plays an important role in both domestic transportation and foreign trade. The Chinese government always attaches great importance to maritime safety . Since 1949, and from the adoption of reform-opening policy, China has gradually formed an integrated maritime safety system.

This paper presents a DSM monitoring methodology that is able to evaluate the impact of DSM programs especially focused on the strategic conservation i.e. the enhancement of end-use energy efficiency. For an effective assessment of DSM programs, it is foremost necessary to examine the market characteristics on the specific end-use appliance according to the customer's adoption of DSM programs. The proposed monitoring methodology contains a diffusion process of high efficient end-uses considering major factors of DSM impact such as, price, reference capacity, forecasted capacity and lifetime of end-use appliances. Case studies show the projection of power reductions and energy savings resulted from DSM monitoring in order to diagnose the current status properly and provide a baseline of DSM policy and analysis.

This article discusses the deadlock in the WTO on multilateral harmonization of nonpreferential rules of origin (RoO) and reviews some of the RoO included in recent preferential trade agreements. We argue that there is a trend towards adoption of similar approaches and that this suggests that cooperation to reduce the trade-impeding effects of differences in RoO across jurisdictions is more feasible than often is assumed by observers and policymakers. From a trade facilitation perspective such cooperation could be based on plurilateral initiatives under the umbrella of the WTO. These could include a focus on pursuit of greater convergence between preferential and nonpreferential RoO helping to achieve the long-standing goal of moving towards harmonization of rules of origin.

In this study, we propose the guideline with strategic model for new product development. To establish the guideline, 1) we classify several types of successful surveyed cases that achieved open innovation through applying crowdsourcing into new product development environment, 2) draw case maps using two or three axis with characteristics such as: step of product development process, crowdsourcing frequency, and product type of each case, 3) define the type of applying crowdsourcing into new product development environment based on case analysis results, and tabulate a crowdsourcing type based on the defined crowdsourcing type, 4) finally, suggest the guideline with multiple points of view which embrace type of crowd, community management, participation method, knowledge adoption method, and reward policy. Using the suggested guideline will help a company to design and establish open innovation in new business model related to product development area.
