Bioenergy can be obtained from various forms of biomass such as agricultural, food processing, and municipal wastes. Recently, its importance is recognized more seriously because of its positive impacts on economic and stable energy supply and environmental sustainability. Despite its advantages, bioenergy has not been used as much as it was expected, nor has it been developed to the level of attractive commercialization in energy market. The main reasons for the sluggish progress have been analyzed by comparing the bioenergy policies in Korea and U.S.A. Both Korea and U.S. governments have recognized the importance of bioenergy and put in various efforts to promote the use of bioenergy. Both governments have legislated alternative energy promotion plans that support R&D, tax reduction, rewards, and low interest loans. However, it is suggested that the bioenergy policy and plan juxtapose the financial supports (R&D, tax exemption, low interest loan, education, etc.) with strong mandates and obligations. Although imposing strong mandates prerequisites the economically attractive and feasible technologies, it can motivate and speed up more effective technology development, in turn. In addition, the bioenergy R&D support must include studies on commercialization and marketing as well as process development. R&D on the socioeconomic effects of bioenergy should also be supported. Lastly, decision making processes for the bioenergy policy, and for alternative energy overall, must include environmental agencies for taking advantage of environmental benefits of bioenergy.

Research and technology has been transforming the agriculture to agribusiness which encompasses all operations with all the connections from faming per se, to manufacture & distribution of production supplies and farm commodities. Further, with the revolutionary development of information technology in the last two decades, we cannot talk about agribusiness process alone without considering the information technology embedded in the artifact, process, and structure. Despite the emergence of precision agriculture (PA) which is supported by IT based innovations which can not only improve efficiency in farming operations but also contribute to environmental sustainability, the adoption of IT among farmers and in agriculture industry are rather low than expected. Thus, Korean government has been seeking to converge IT into food, agriculture, forestry and fisheries to improve the competency of the agribusiness, and much progress has been made. This paper investigated the status quo of the current IT convergence with Food, Agriculture, Forestry and Fisheries in Korea, and further proposed future policy directions.
In the later quarter of the twentieth century, the need for foreign capital is realized among the various countries of the world. Developing countries especially developed multi-pronged strategies to attract foreign capital into the country. One such strategy is the adoption of liberalization policy. Almost all the developing countries started opening their economy, out of the compulsion, to achieve faster rate of economic growth and development. Even a communist country like China adopted liberalization policy as a strategy for accelerated economic growth during 1979. India also joined the race by 1991, when the government announced the policy of liberalization. The importance of FDI extends beyond the financial capital that flows into the country. The huge size of the market in this sector and high returns on investment are two important factors in boosting FDI inflows to power sector. 100 percent FDI is allowed under automatic route in almost all the sub sectors of power sector except the atomic energy. Major foreign investment is made in this sector during 2000 to 2009 is Mauritius with an investment of US$ 4490.96 i.e., 4.24 percent of the total FDI inflows into the country during the period. The estimation of future FDI flow shows a marginal decline in the year 2010. Then from 2011 to 2015 onwards upward trend of FDI was observed.
Purpose - For many Vietnamese students, the national high school graduation examination is one of the most important exams in their lives, transitioning from high school to tertiary education. Considering that the national examination is exceptionally important for admission of higher education, failure of management system and educational inequalities lead to serious academic concerns. By using the concept of justice and motivation, the current study aimed to explore the effects of justice dimensions and motivation on student satisfaction in the context of education, specifically focusing on the national examination for higher education. Research design, data and methodology - In this regard, this study proposed a conceptual model and conducted an online survey to test relevant hypotheses. Result - The empirical findings of the study found that procedural, distributive justice, and intrinsic motivation affected the level of student satisfaction. The results found that distributive and procedural justice and intrinsic motivation showed significant on satisfaction. Conclusion - The results of this study would be useful for policymakers to make more informed choices and also suggest further programs and projects of the Vietnamese government, aiming to develop the system of university admissions in the future. This study suggests that adoption of better management system and policies will significantly affect academic satisfaction and higher education environment.
In the context of export-oriented growth strategy, Korea has promoted the conclusion of FTAs and 16 FTAs have entered into force or concluded so far. Despite of these efforts, the expansion of the global value chain (GVC) has resulted in fragmentation of production processes and international companies have been struggling to meet the criteria for determining the rule of origin. In order to overcome these difficulties, some foreign FTAs have been introducing cross-cumulation of origin. In this paper, we try to examine empirically whether the easing of the rules of origin using cross-cumulation contributes to the increase in actual value-added exports. we quantify the effects of cross-cumulation included in the EU-Vietnam FTA on Korean exports of the textile through a gravity model using the concept of value-added export. Based on the analysis results, the proportion of value-added exports in Vietnam increased by adoption of cross-cumulation of origin, which consequently resulted into an increase in total exports. This paper tries to draw several implications for the rules of origin in Korea's FTAs including cross-cumulation considering the export value chain of Korea.

Background: Effective policy implementation is essential for a healthy workplace. The Ryan-Kossek 2008 model for work-life policy adoption suggests that supervisors as gatekeepers between employer and employee need to know how to support and communicate benefit regulations. This article describes a workplace intervention on a national employee benefit, Family and Medical Leave Act (FMLA), and evaluates the effectiveness of the intervention on supervisor knowledge, awareness, and experience with FMLA. Methods: The intervention consisted of computer-based training (CBT) and a survey measuring awareness and experience with FMLA. The training was administered to 793 county government supervisors in the state of Oregon, USA. Results: More than 35% of supervisors reported no previous training on FMLA and the training pre-test revealed a lack of knowledge regarding benefit coverage and employer responsibilities. The CBT achieved: (1) a significant learning effect and large effect size of d = 2.0, (2) a positive reaction to the training and its design, and (3) evidence of increased knowledge and awareness regarding FMLA. Conclusion: CBT is an effective strategy to increase supervisors' knowledge and awareness to support policy implementation. The lack of supervisor training and knowledge of an important but complex employee benefit exposes a serious impediment to effective policy implementation and may lead to negative outcomes for the organization and the employee, supporting the Ryan-Kossek model. The results further demonstrate that long-time employees need supplementary training on complex workplace policies such as FMLA.
Since 2004, as Ubiquitous Information Technology that is new information technology paradigm has emerged, the necessity of government's role has been raised. In order to understand the government's role model for the effective use of the Ubiquitous Information Technology, this article closely analysed the process of the information policy in Korea. To accomplish these purpose the literature review and the exploratory research were used. The intent of this study was to analyze the government's role in the process of the information policy. Following are the major findings of this study. First. the government's role in driving the new information policy must be considered for the effective adopt and diffusion of the new information technology'. Second, three stages(adopt, diffusion, evaluation) are considered in the process of Korea information policy. Third, the revised government's role model is needed for the effective use of the new information technology in the future. In this study, I suggested the revised government's role model, that is consist of four stages. plan. adopt. diffusion, and performance and evaluation stage.
In response to climate change, Korea is attempting to shift the paradigm of energy and climate change policies by introducing carbon pricing based on market mechanisms. While policy adoption is proceeding at a rapid pace, the introduction of carbon pricing has been faced with great opposition from industry. This study measures to what extent Korean companies understand and accept carbon pricing, using data from a questionnaire survey covering energy consuming companies in 2012, when discussions between the government and such companies about the introduction of a domestic emission trading system were active. It further identifies how preparations and practices for carbon and energy management of companies correlate with their policy understanding and acceptance. The analysis results show that the surveyed companies indicate moderate understanding of, as well as resistance to carbon pricing policies, while appreciating the economic incentives and accepting the mandatory regulations in this phase. Companies' understanding is more related to characteristics, i.e., sector, size, etc. than external pressures. This study found that the extent to which companies understand policy is the essential factor in their policy acceptance and related practices. In particular, understanding of carbon policy significantly influences their managerial practices and voluntary activities for carbon and energy practices. This study substantiates the correlation between the level of policy understanding of a company and its carbon and energy practices - something that all countries seeking to introduce carbon pricing in response to climate change should consider prior to policy actually being implemented; in other words, enhancing the understanding of major policy subjects of the new instrument is a key policy strategy that should be elaborated as it will lead to better performance of companies and smoother policy implementation.
The study introduces the case of initial adoption and convergence of accounting system under the K-IFRS by the quasi-government entity, the National Research Foundation of Korea(NRF). Followings are the methodology used in the study. (1) The study provides several accounting issues, their impact on the financial information of the NRF and implications about NRF's financial information in the course of convergence of accounting system under the K-IFRS. (2) As examples of accounting issues, the NRF reflected several accounting difference such as revaluation of fixed assets, economic useful life, depreciation method, reclassification of investment, representation of transfer revenue from the government, the timing of revenue recognition, and employ benefits, etc. As results of adjustments under the K-IFRS, the NRF decreased 1,109 billion of total assets and 1,064 billion of total liabilities. Also, increase in operating expenses results a slight decrease in net income, which may have an impact on future management evaluation of the NRF. A successful case of K-IFRS adoption by the NRF which brings deep insight on adoption and convergence of new accounting system to other quasi-government entity.
Purpose - Open source software has high utilization in most of the server market. The utilization of open source software is a global trend. Particularly, Internet infrastructure and platform software open source software development has increased rapidly. Since 2003, the Korean government has published open source software promotion policies and a supply promotion policy. The dynamism of the open source software market, the lack of relevant expertise, and the market transformation due to reasons such as changes in the relevant technology occur slowly in relation to adoption. Therefore, this study proposes an assessment model of services provided in an open source software service company. In this study, the service level of open source software companies is classified into an enterprise-level assessment area, the service level assessment area, and service area. The assessment model is developed from an on-site driven evaluation index and proposed evaluation framework; the evaluation procedures and evaluation methods are used to achieve the research objective, involving an impartial evaluation model implemented after pilot testing and validation. Research Design, data, and methodology - This study adopted an iteration development model to accommodate various requirements, and presented and validated the assessment model to address the situation of the open source software service company. Phase 1 - Theoretical background and literature review Phase 2 - Research on an evaluation index based on the open source software service company Phase 3 - Index improvement through expert validation Phase 4 - Finalizing an evaluation model reflecting additional requirements Based on the open source software adoption case study and latest technology trends, we developed an open source software service concept definition and classification of public service activities for open source software service companies. We also presented open source software service company service level measures by developing a service level factor analysis assessment. The Behavior-Structure-Evolution Evaluation Model (BSEM) proposed in this study consisted of a rating methodology for calculating the level that can be granted through the assessment and evaluation of an enterprise-level data model. An open source software service company's service comprises the service area and service domain, while the technology acceptance model comprises the service area, technical domain, technical sub-domain, and open source software name. Finally, the evaluation index comprises the evaluation group, category, and items. Results - Utilization of an open source software service level evaluation model For the development of an open source software service level evaluation model, common service providers need to standardize the quality of the service, so that surveys and expert workshops performed in open source software service companies can establish the evaluation criteria according to their qualitative differences. Conclusion - Based on this evaluation model's systematic evaluation process and monitoring, an open source software service adoption company can acquire reliable information for open source software adoption. Inducing the growth of open source software service companies will facilitate the development of the open source software industry.
