Elevating Quality in the Public Service through 6 Sigma : Experiences of Korean Intellectual Property Office (6시그마를 통한 공공서비스 품질개선 성과:특허청의 사례 중심으로)

  • The significance of intellectual property in the knowledge-based society has been increasing and as a result, the patent customer's demand for a top quality patent administration service has increased as well. Therefore, Korean Intellectual Property Office(KIPO) adopted 6 sigma as a tool for KIPO's innovation to improve the quality of patent administration and enhance customer satisfaction. KIPO's steadfast promotion of 6 sigma resulted in many successful outcomes such as improvement of policy and service process from customer's point view, streamlining the administrative procedures, increased work efficiency, capability enhancement of core personnel, and so on. Since 6 sigma has proved itself to be equipped with features suitable for innovation in public sector, it can be used as an extensible innovation tool to meet the challenges in rapidly changing administration environment and to achieve a competitive edge.

Antecedents of Empowerment: A Comparative Study by Occupations of National University Hospital Employees (임파워먼트의 선행요인: 국립대 병원근로자들의 직종별 비교 연구)

  • This study examined the antecedents of psychological empowerment at hospital organizations, and also examined their differential effects among occupational groups within hospitals: doctors, nurses, engineers, and administrative workers. Various variables for multi-level factors were examined as antecedents: tenure, income, work centrality, and career goal as personal factors, job variety, job clarity, job significance, and job fitness as job factors, and security, reward justice, and organizational support as organizational factors. Data were collected from 8 national university hospitals, and 1,289 data were used for final analysis. For the whole groups, all antecedents except reward justice had significant effects on, and explained large amount of variance of empowerment. Results from the analysis for each occupational group showed that income, career goal, and job significance had significant effects on empowerment at all occupational groups, while reward justice had not at any groups. The effects of other variables depended on occupational groups. 1bis study found some important antecedents of empowerment which have been less considered in previous research: career goal, work centrality, security, and organizational support. The finding that differential effects of antecedents on empowerment by occupational groups suggests that group characteristics should be considered for studying empowerment. In this study, for example, personal factors rather than both job factors and organizational factors were more effective for empowerment in the engineering group whose job is relatively simple and clear, while job factors were most effective in other groups. The differential effects of antecedents on empowerment by occupational groups also have practical implications for improvement of empowerment at hospitals. For empowerment, personnel management efforts would be more required for administrative workers than other occupational groups, because they perceived least job clarity, job significance, job fitness among the groups, all of which were found to be important determinants of empowerment for them.

A study on EDP of water Rate Billing procedures (상수도 요금 과징업무 기계화 처리에 대하여)

  • Comparing with Seoul city's other administrative works, the work to arrange and collect monthly water rates with 470,000 faucets is tremendous in volume and simple repetition in quality. In order to cover the shortage of handling, it is urgent for us to replace the present manual system with EDP(Electronic Data Processing) system to mechanize a series of handling works of simple repeated calculation such as water consumption, rate calculation, statistics arrangement, bills and specification of water rate by computer. When this work is completely mechanized, inspectors of water meter just turn over their checking results to the Data Center and all data are processed through Input Media(OMR Card, Punched Card) and computer for programming final bills. Then, the delivery of the bills to citizens will be the only work to be carried out. such mechanization will bring about the following benefits: 1. Improvement of administrative work by efficiency and rationalization. 2. Improvement of administrative service with people. 3. Possibility of scientific with trustworthy multi-purpose policy-making data. 4. An effect to cover the personnel shortage of 252 persons (at all the water works offices) and save manpower of 166 persons (47,619 man-days). The application of the above mentioned mechanization will be started to only Chongro and Chung-ku water works offices as model cases out of all water works offices in Seoul. As the electronic calculating machines are inducted, this system will be gradually applied to other water works offices. The billing and collection works of water rates which are connected directly to the daily life of the citizenes, should be handled by the scientific EDP system as soon as possible in order to promote the convenience of consumers and effective operation. This study is to promote the sound and rational operation of this work.

Analysis of Convergent Factors Related to Occupational Stress among General Hospital Administrative Staff (종합병원 행정직원의 직무스트레스와 관련된 융복합적 요인 분석)

  • This study investigates convergent factors associated with occupational stress among General Hospital Administrative Staff(GHAS). The survey was administered to 221 staffs from 11 general hospitals located in J city from November 1st, 2016 to January 31st, 2017, using structured self-administered questionaries without respondents' personal information. The hierarchical multiple regression analysis shows the following results. The occupational stress of respondents turned out to be significantly higher in following groups: a group in which organizational justice-distributive is lower, a group in which self-esteem is lower, a group in which self-efficacy is lower. The results show explanatory power of 39.5%. The results of the study indicate that the efforts, to increase organizational justice-distributive, to increase self-esteem, to increase self- efficacy, are required to decrease the occupational stress among GHAS. These results are expected to be utilized for organizational and personnel management to reduce occupational stress in GHAS. In the following study, the research of additional factors and the analysis of structural equation model about the occupational stress among GHAS will be needed.

  • IM Won-jun(任元濬, 1423~1500) was an Confucianism Doctor in the former period of Joseon Dynasty. Through IM Won-jun's historical trace we could know the range of Uiseoseubdoggwan(Medical Learning Officer)'s duty not limited to study medical books at that time but extended to medical treat, educate, recommend medical policy, personnel manage, carry out administrative work, carry out all the works concerned with medical books, make new medicines at different official period. Among these after learning duties the Royal Family of the Joseon Dynasty awarded high grades to medical treatment for king and king's mother, but from the viewpoint of advancement of medicine controling the top of medical policy as a chief of Jeonuigam had important meaning. The system of Uiseoseubdoggwan(Medical Learning Officer) in the Joseon Dynasty played the role of cultivating widely the man of ability who leaded medical development by sharing the man of ability between medicine and confucianism which was dominant learning at that time, so the knowledge and professional skill of medicine, Yin-Yang and the Five Elements theory, the spirit of relief of the world were spreaded across to national administration, education, publication culture, putting philosophy of filial piety into practice in the Joseon Dynasty.

Factors Affecting Users' Satisfaction with Order Communicating System (처방전달체계에 대한 사용자 만족도에 영향을 미치는 요인)

  • Objectives : To identify the factors affecting users' satisfaction with the Order Communicating System(OCS) and to highlight the factors important for the successful establishment of OCS. Methods : A Users Satisfaction survey was sent to 4,513 people, consisting of 1,503 doctors, 2,379 nurses, 255 pharmacists and 370 administrative workers in 16 hospitals which had introduced OCS. The response rate was 63.9%. Measurement of users' satisfaction was peformed with the instrument which was used in Doll's study. Some aspects of Doll's instrument were adjusted according to the aims of this study. The classifying sections of this survey included age, job and status classification, computer experience, OCS education, duration of daily OCS use, type of order entering, number of personnel in the Hospital Information System's department, cost of OCS, problem frequency, proportion of work managed by hand, OCS type, and Hospital establishment type. Results : There was a positive correlation between satisfaction level and managerial status throughout all job classifications. Irrespective of the importance of OCS education as a factor relating to users' satisfaction, the additional work load caused by OCS lowered users' satisfaction. Different factors affected users' satisfaction according to job and status classification. The composition of factors affecting the pharmacist and administrative worker satisfaction levels was simpler than that of the doctor and nurse levels. There were no statistically significant differences between the actual computer experience duration of daily OCS use and users' satisfaction with OCS. Conclusions : There was an understandable relationship between users' attitude to OCS and factors affecting users' satisfaction. The results of this study could be used as a basis for the successful expansion of the operation of OCS. But more detailed studies on users' satisfaction and further improvements of methodologies are required for the successful establishment of OCS.

  • This study analyzed the factors of job satisfaction, organizational commitment and turnover intention of hospital members.The subjects of the study were interview survey, t-test, ANOVA and regression analysis of 355 people including administrative staff, medical technician, nurses. As a result of the study, the administrative staff had low job satisfaction, high organizational commitment, and negative intention to turnover. The medical technician' job satisfaction and organizational commitment level were low, but there was a willingness to leave because of external job opportunity and excessive job amount. Nurses' job satisfaction and organizational commitment were high, but they showed high turnover intention due to external job opportunities. Presenting options of shortage personnel at small- and medium-sized hospitals in the model project government policy. It is expected that timely and practical measures for efficient hospital management will be presented.

Study on Needed Professional Knowledge and Understanding of Family Planning Workers in Kyonggi-Do, Korea (경기도 가족계획 요원의 가족계획사업 수행에 필요한 지식이해에 관한 조사연구)

  • The Family Planning Program has teen intensively implemented in Korea by the national policy since 1962. However, the desired effective results were not fully obtained by many reasons such as the shortage of qualified workers, lack of eligible women's cooperation and understanding of the importance of family planning etc., The field family planning workers is classified into two categories along the governmental personnel order; the senior field worker and the assistant field worker. The former is qualified licensed nurse and the latter same as the former of a certified nurses-aid. These family planning worker's roles are somewhat in change not only in field education, distribution of contraceptions, administrating mother's class of assistant field workers but also responsible for the senior field workers such as recording, reporting and keeping statistics. Therefor, the desired success of family planning programming in Korea depends on family planning worker's professional abilities and activities in the field. In aiming to study on professional knowledge of the above two kinds of family planning workers, the following results were obtained through a field survey with question airs done as of October, 1970 in Kyonggi-Do. 1. Working term of the family planning workers in average were less than two years. The younger the assistant Field workers were, the earlier they left job. 2. The assistant field workers selected their job in order to the superficial rather than implementing job itself. 3. Most of the workers either in the health center or in the Up-Myun had a better understanding concerning with their job ; contraceptive methods, maintenance of equipment and drug keeping, and other administrative procedures, etc., 4. They had relatively better understanding and sufficient knowledge about contraception itself and application of it's methods and side effects in detail too, but less knowledges for the care after. 5. It was hard to Find out any differences in administrative knowledge and demographic understanding. 5. It is fully agreed upon that the longer the worker have experienced with the program, the more skilful she applied. 7. The worker who had training whether pre-service or insertive are working more effectively than the untrained. 8. The fundamental demographic knowledge is recommended to obtain for the workers in Kyonggi-Do.

SWOT Analysis and Expert Assessment of the Effectiveness of the Introduction of Healthcare Information Systems in Polyclinics in Aktobe, Kazakhstan

  • Objectives: The purpose of this study was to assess the organizational effectiveness of the introduction of a healthcare information system (electronic medical records and databases) in healthcare in Kazakhstan. Methods: The authors used a combination of 2 methods: expert assessment and strengths, weaknesses, opportunities, and threats (SWOT) analysis. SWOT analysis is a necessary element of research, constituting a mandatory preliminary stage both when drawing up strategic plans and for taking corrective measures in the future. The expert survey was conducted using 2 questionnaires. Results: The study involved 40 experts drawn from specialists in primary healthcare in Aktobe: 15 representatives of administrative and managerial personnel (chief doctors and their deputies, heads of medical statistics offices, organizational and methodological offices, and internal audit services) and 25 general practitioners. Conclusions: The following functional indicators of the medical and organizational effectiveness of the introduction of information systems in polyclinics were highlighted: first, improvement of administrative control, followed in descending order by registration and movement of medical documentation, statistical reporting and process results, and the cost of employees' working time. There has been no reduction in financial costs, namely in terms of the costs of copying, delivery of information in paper form, technical equipment, and paper.

  • Decentralization to local governments and amending of Health Center Law are to promote the efforts of health planning at the level of local agencies. In the health facility planning, it is important to take into account that what to be built, where to be located, how far should be service area and so forth, because health facilities are immovable, and require capital as well as personnel and consumable supplies. The aim of our study, answering to the question of 'where to be located?', is to determine the best location of urban health sub-center. At the local level, planning is the matter of finding the best location of specific facilitiy, in relation to population needs. We confine the accessibility, which is basic to location planning, to geographic one. Location-Allocation Model is used to solve the problem where the location is to maximize geographic accessibility. To minimize the weighted travel distance, objective function, $R_k=\sum{\sum}a_{ij}w_{i}d_{ij}$ is used. Distances are measured indirectly by map measure-meter with 1:25,000 Suwon map, and each potential sites, 10 administrative Dongs in Kwonson Gu, Suwon, are weighted by each number of households, total population, maternal age group, child age group, old age group, Relief for the livelihood, and population/primary health clinics. We find that Kuwoon-Dong, Seodun-Dong, Seryu3-Dong, according the descending orders, are best sites which can minimize the weighted distance, and conclude that it is reasonable to determine the location of urban health sub-center among those sites.
