In this study, we analyze the agenda setting and policy making process of the establishment of Gyeonggido Cyber Library, which has played an important role for development of public libraries in Gyeonggido since its launching, based on Kingdon's policy streams model. According to the model, policy formation is described as the result from the convergence of the three streams, such as problem, policy and politics streams. When these streams converge on a specific time point, a policy window is created so that the issues become policy agenda. At this moment, policy entrepreneurs propose their alternatives, which have been prepared already, and try to pass it through the window. We identify coupling of the streams in the policy window and the role of policy entrepreneurs in the process of agenda setting and selection of alternatives of Gyeonggido Cyber Library policy. Suggestions are provided based on the analysis for public policy formation in public libraries domain.

In 2019, the Seoul metropolitan government established its own 'Seoul-type paid sick leave project'. Although the central government had to introduce such a system, which is also called sickness benefits, it was not implemented. In order to understand the process by which the Seoul government has implemented such a policy, this study used Kingdon's multiple streams framework. As a result, in the problem stream, it was found that the economic burden of sickness has been considered only in terms of medical expenses in the past of Korea. Then Songpa's three women and Middle East respiratory syndrome incidents raised awareness of the necessity of the sickness benefit system in 2014 and 2015. In the political stream, several social affairs such as national health insurance huge surpluses and the 2017 presidential election opened policy window. At that time, Seoul Mayor actively promoted sickness benefits as a policy entrepreneur. In the policy stream, the sickness benefit system has gained new attention through political events. To summary, these three streams flowed separately and then they assembled around huge political affairs. As a result, it was confirmed that Kingdon's model is the most effective theory than any other models in analyzing the health care policy decision process in Korea.

The purpose of the study is to identify the background of the agenda-setting to appoint library professional as the director of National Assembly Library and characteristics of the policy entrepreneur of this agenda. To this purpose an agenda-setting process in 2014 is analyzed with the Kingdon's multiple streams model. Kingdon's multiple streams model explains that an agenda is set when a window of opportunity is opened by coupling of problem stream, political stream, and policy stream. They have existed independently before setting the agenda. This study showed that the political stream was the major stream to open the window of opportunity. The lawmaker in the opposition party is identified as the leader for the agenda and the motivations, resources, and strategies of the policy entrepreneur were also analyzed. The analysis showed the agenda for library professional as the director was set without visible participation of library professionals. Therefore this study proposed the library professionals' roles for the library and information policy making process.

Backgrounds : To reduce the patients' economic burden of herbal decoctions use, in 2012, Korean government decided to implement the pilot project of herbal decoctions coverage in the National Health Insurance. Objectives : This study aimed to analyze the policy decision-making process for the pilot insurance project in 2012. Methods : Official documents, research papers, statistical reports, and news articles, etc. on the coverage of herbal decoctions were searched and collected. We used the Kingdon's Policy Stream Model to analyze how the policy of pilot project of herbal decoctions coverage was decided, and who were the main activists for the decision-making process. Results : Components to be included in the 'Problem stream' were the decline in the profits of Korean Medicine institutions, the contraction of the herbal decoctions use, and the fiscal surplus of National Health Insurance. In the 'Policy stream', there were several model studies for herbal decoctions coverage, and examples of herbal benefits in other social insurances. In the 'Political stream', there were the legislative initiatives by member of the National Assembly and the promotion of insurance coverage by the Association of Korean Medicine(AKOM), etc. Policy window for herbal decoctions coverage was opened by the combination of these three streams with the efforts of policy activists, such as the executives of AKOM, and policy researchers. Conclusions : The policy decision process for health insurance coverage of herbal decoctions was analyzed using Kingdon's model, and the analysis shows that the combination of political streams and entrepreneurs' competencies can be an important driving force in policy decision making.

This study analyzed the policy decision process of the International Science Business Belt (ISBB) applying multiple stream model combining Kingdon (2013) and Howlett et al. (2014) models. We looked at what socio-political factors influenced the process and sought to find ways to promote the project of ISBB and the policy of basic science in the future. As a concrete analysis, the policy decision process was divided into policy, policy formation, and implementation policy, and the streams of problem, process, policy and politics, policy window, and policy participant were used as variables. As a result of the analysis, the stream of politics and the role of the policy-entrepreneur played an important role in the policy decision process. Politicians and government officials were more involved than the scientists.

Korean agricultural industry has weakened as demand for domestic agricultural products has declined due to accelerating market liberalization, aging and shrinking of rural population, and stagnating rural households' incomes. On the other hand, as the forth industrial revolution unfolds in earnest, tremendous changes are expected, and those changes won't be confined to certain industries but would shaken the world we know of entirely. Smart farm, which is one example of the fourth industrial revolution, is increasingly being recognized as a new growth engine for the future as smart farm and the science and technology behind it, not the size of arable land, will determine competitiveness of the agricultural industry and drive agricultural productivity and managerial efficiency. In consideration that John W. Kingdon's Multiple Streams Framework has recently been presented as an important theoretical model in the policy field, this study analyzed problem stream, policy stream, and political stream in the process of forming the smart farm policy, and looked into what role the government played as policy entrepreneur in policy window. The smart farm policy was put on policy agenda by the government and was approved when the government announced the Smart Farm Plan together with relevant ministries at the 5th Economy-Related Ministers' Meeting held in April 2018. This suggests that change of the government is the most critical factor in political stream, and explicitly indicates the importance of politics in formation of an agricultural policy. In addition, actual outcome of the policy and how policy alternatives that will enhance people's understanding will support it seem to be the key to success. It also shows that it is important that policy alternatives be determined based on sufficient discussion amongst stakeholders.

This study analyzes the policy-making process to promote the artists' welfare. In the problems stream, the artists have been found to suffer without any governmental support. In the policy stream, there have been various alternatives but they were not actualized. Meanwhile, a writer died of illness and famine in 2011. In the political stream, the public opinion to require the promotion of the artists' welfare, was strengthened. It made the policy-window open and resulted in the legislation of the Artists Welfare Law. Based upon these analyses, this article concludes that Kingdon's model is applicable to this case. Especially, this study shows that this policy was made with accidental events and the roles of informal participants such as netizen were more critical. However, it should be noted that the content of this Law was modified and trimmed because there was no policy entrepreneur to persuade the dissenters. It could made the policy-making process of this Law distinguished from others.

The purpose of this study is to analyze debt zeroing policy process of Yong-in city based on the Kingdon's Multiple Stream Framework in order to contribute to strengthening financial capacity and competitiveness of local governments. This study focused on the Yong-in case because the city had a local debt of about KRW 800 billion as of 2012, but it completed the debt repayment in early 2017. The results are as follows. First, policy problem streams are the perception of Yongin City's debt indicator, the failure of the LRT project, and the failure of sale of buildinglots of Yukbuk district. Second, in the political stream, there have been the election of new governors, cooperation of local administration and citizens like budget cut. Third, policy alternative streams are the reduction of large-scale investment projects, the expansion of revenues through the sale of idle shared properties, the increase of tax revenues, and the activation of light rail. As the each streams flowed independently, the window of policy change opened by the revitalization of the real estate market and the sale of buildinglots of Yukbuk distric and combined with other policy factors such as the activation of the light rail. In this process, the role of the policy entrepreneurs such as negotiation and persuasion of the related institutions influenced achieving tight fiscal policy. As a result of this policy output, Yongin City achieved zero debt. This study suggests that it is necessary not only the importance of the role of policy entrepreneurs but also of the administrative and citizen cooperation and the institutional complement such as a large scale of the investment review system.

Based on Kingdon's policy stream model, the logical mechanism of student burden double reduction policy agenda setting process in China was analyzed from three aspects: problem stream, policy stream, political stream. It was found that the direct reflection of data, the feedback and improvement of current policies constitute the problem stream.The high attention of government departments, the suggestions of CPPCC members and experts and scholars, the strong voice of schools, and the continuous voice of stakeholders constitute the policy stream. The ruling party's governing idea and educational policy, national mood and interest game during the transition period constitute the political policy stream. The three streams, coupling interaction, open the policy window, promoting the introduction of the 'double reduction' policy.

Growth of cities and an increase in population result in the development-oriented policy, urban streams to lose their natural characteristics and functions by channelization, parking lot construction, and so forth. The streams fall into urban drains, which is the current status of urban streams. Recently, the interest in the stream environment and the ecosystem has been increased, and the efforts have been made to improve the traditional maintenance program for small streams. These efforts lead to the application of the natural recovery systems. This study applied the 240-meter model reach along the Oncheon stream, which locates in Dongrae-gu, Busan city. to analyze the natural recovery system. The efficiency of each system has been analyzed and the future improvements for the systems are presented. The results show that the stream maintenance program should consider the ecological environment. thereby minimizing the environmental effects. When the changes are inevitable, the maintenance program should adopt the methods. which closely simulate the original environmental elements. or are more favorable to the ecosystem.
