With increasing the importance of venture startup in the national economy, a trend shows that the government's policy support for venture startup is not only strengthened, but also entrepreneurial enthusiasm is increasing. In order for this trend to continue as an ongoing phenomenon, not a temporary phenomenon, venture startups should continue to grow with survival competitiveness. In this respect, there is a time when it is necessary to study the factors affecting the success of venture startups more than ever. There is a limit to seeing main factors, which affect the entry into the growth stage with survival competitiveness for the success of venture startups, as only 'entrepreneur capacity' and 'differentiation strategy' claimed by existing previous studies. As a more fundamental factor, entrepreneurial behavior is important in terms of opportunity discovery and opportunity utilization, but research into this falls short of expectations. This study is intended to look into success factors of venture startup. To achieve this, a survey was empirically carried out to CEOs in 100 small and medium venture startups through AHP analysis. The results are as follows. As stated above, entrepreneurship of success factors in venture startups is considered most critical, followed by innovation, economics, and technology. And 'entrepreneur's competency', 'positive entrepreneurial motivation', 'creative technology utilization', and 'continuous investment in technical development' are considered most critical for 'entrepreneurship', 'innovation', 'technology', and 'economics' as sub-factors, respectively. Consequently, entrepreneur's entrepreneurship that has been required in general startups is a critical factor to be also in common required in venture startups. This means that they can secure the competitiveness of venture startup along with continuous investment support in business startup with a positive mindset and their own technological competence as innovators to overcome the risk and uncertainty of business startup as entrepreneurship that marks the start of a new enterprise.
Since the world's economic and political structures have changed, the term 'globlization' has shown up as a dominant power and as a necessity for regional and national development. Each nation is responding to the globalization process economically and politically in various ways. In general, however, the economic response to the globalization is economic restructuring from the Fordist industries to 'flexible specialization'. And the political response to the globalization is 'global localization' as a new type of local politics(i.e., local policy activism or growth-enhancing local development policies). The crisis of Fordism shifted the role of local governments towards more involovement with local economic development. Local governments are mobilizing for loca economic development, they are taken into a process of institutional change that tends to redefine their responsibilities inside the state. Local governments thus tend to act as an entrepreneur in order to restructure theiir local economies and to compete with other national and international regions. State restructuring towards enerepreneurialism and efficient regional policy pursuing a pro-growth coalition trategy is chosen as a new mode of regulation for the post-Fordism at the local level. The flexible specialization as the post-Fordist economy and the local government as an entrepreneur are the global choice for globalization and a post-Fordist society. The paper focuses on the regulation theory which comprises the political economic perspective on resturcturing. Economic restructuring and state restructuring will be discussed in detail. And the paper tries to combine the economic globalization and the global localization as economic and political responses to globalization.

Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.

Recently, many policies and fairs have been made in relation to start-ups. In addition, various start-up education for prospective start-ups is being conducted in various ways. Therefore, these days, the number of prospective start-ups who receive such information and start-up education is increasing. Nevertheless, more and more start-ups are still unsuccessful and close their businesses within months or years. In particular, start-ups who continue to maintain their start-ups also see the unfortunate reality of start-ups that find other jobs in various support systems and related policies and relationships that they cannot quit even if they want to. In this study, based on previous studies, factors for satisfaction with entrepreneurship education will be set and a questionnaire will be conducted for prospective entrepreneurs who have completed education at a startup education center in Seoul. The survey results are intended to verify their reliability and validity through empirical analysis. The SPSS statistical package will be used for analysis, and a total of 200 copies of the questionnaire will be distributed and collected. In this study, it was confirmed that the higher the satisfaction with entrepreneurship education, the better the successful entrepreneurship. In addition, I think that further developing various policies or detailed curriculums for entrepreneurship education will be of great help to prospective entrepreneurs taking entrepreneurship education.

The locational characteristics of ceramic industry in Miryang city, Kyongnam province, were clarified by means of examining the process of its formation, spatial variation, locations and their changes. The government policy on industry and the business fluctuation are important in the quantitative changes of the industry. The spatial variation of industry toward the outer part of area are the results of equilibrium between the decrease of firms in inner city and the increase of firms in outer part. The births and deaths of firms played important role in the processes of spatial variations. The industry location has lasted by the accumulation of location decision of 'potential entrepreneurs' who learned knowledges on the industry and had personal contacts with the business-related persons for long time. The main factors on the locational decision of firms are personal factor, raw materials, land, water and market. The locational problems have mainly related with plant expansion, land, marketing, labour and capital. They caused investment changes and caused relocations of firms. Such disadvantages as raw material exhaustion, shortage of land and congestion within the agglomeration area, development of road transportation and local government policy on industry location, induced recent decentralization of industry to outer part.

According to attended about startup, there are many policy and program for activating of startup. Government's policy and program was scale up and arrangements for high quality. Nevertheless, policies and programs are concentrated on ante-startup stage. And experts have questioned that effect. So, there are needed a program focusing pre-startup and incubation stage. Accordingly, this study propose a kind of educative program named Pre-Startup Support Program. Through the program, pre-startup teams or entrepreneurs will inspect items, business skills and surroundings of market and competitors. And they have a time for complementation of deficiency. This study selects ETRI spin-off(research based spin-off born ETRI) by means of an object of study. ETRI's programs are started in 2011 with intent to incubate the entrepreneur through market research, mentoring, space of incubation and funds. This study analyze using the ISA(Important-Satisfaction Analyze) and the regression. We classify the pre-startup support program using the ISA. And then, we analyze the influence of satisfaction using the regression. On the basis of results, we identify the effectiveness of pre-startup support program and propose plans for reinforcement. In conclusion, adopting a pre-startup support program is expected to success of startup.

In recent years, the proportion of youth's self-employed is steadily increasing, and government policy also actively encourages youth to become an entrepreneur. However, most of the domestic precedent studies on the self-employed labor market focus on the middle-aged and the elderly, and previous studies on the self-employed labor market of young people are hardly ever studied. Above all, the study that examines the factors of entry into self-employment of young people is not sufficient and researchers usually utilize the study about for all ages to explain the self-employment market of young people. However, because the young and middle-aged people differ in labor market conditions, family backgrounds, and the level of accumulation of human capital, separate explanations and theories are needed. Therefore, this study explored the factors of entry into self-employment by separating the age group from 15~29 years old. The data used in the analysis was the 9th to 20th data of the Korea Labor Panel Survey. The youth unemployment rate and employment rate were referred to the Economically Active Population Survey of Statistics Korea. The analysis subject was limited to young people who are currently performing economic activities, and the analysis method used multi-level logit model. The main results are summarized as follows. First, the lower the unemployment rate and the higher the employment rate, the younger people tend to enter their own businesses on the structural level. Second on the individual level, young people who possess enough financial capital or pursuit personal aptitude or interest tend to enter self-employment. However, there are no statistical effects of human capital and entrepreneur capital.

Continued jobless growth in economy, coupled with the current economic recession, is aggravating the situation of job market. In order to create more jobs and reduce the economic gap in a society, an independent creative firm of a sole entrepreneurs is suggested as an alternative mean. Understanding entrepreneurial motivations of a sole entrepreneur will be helpful in developing educational programs on starting an independent creative firm and in establishing a relevant government policy. This study, therefore, proposes a new model on entrepreneurial motivations in the independent creative firm and performs case study. The results of the study show that the personal environment and the personal characteristics of entrepreneurs have much effects on motivation of starting the independent creative firms. Among the personal environments, entrepreneurs' educational backgrounds, work experiences, and personal networks have great influences on entrepreneurial motivations. The processes of sustained entrepreneurship involve: (a) the determination of business ideas and goals, (b) the inception of a new business and managerial activities, (c) the entrepreneur's assessment of both intrinsic and extrinsic rewards of business performances, and (d) the adjustment of business ideas and goals in accordance with the results of the assessment. The results of the study could be applied in developing educational programs and consulting guidelines on independent creative firms and in establishing government's supportive policies on the firm.

Entrepreneurship is a means of improving national competitiveness that can expand the industry quantitatively and qualitatively based on new technologies and ideas. As a result, we are implementing a nationwide initiative support policy around the world. It leads to actual results and grows into a global company. It also has the advantage of being able to produce potential creative people through support for startups. In order to cultivate talented people suitable for startup in Korea, Venture For Korea, the internship program is being carried out with the aim of strengthening basic capabilities and establishing an exchange with existing companies. The purpose of this study is to verify the effectiveness of the system by using justice theory among the interns of the startup internship. In order to improve the accuracy of the study, the survey was done by a complete enumeration and the results were analyzed through Smart PLS 2.0. As a result of the analysis, the distributive justice and interactional justice among the fairness variables have a positive effect on the expectancy effect, and the expectancy effect has a positive effect on the satisfaction. However, procedural justice did not appear to have an effect on expectancy effects. This is because it's been only two years after the start of the internship program, and it seems to reflect the lack of consensus about the process among the stakeholders (enterprise, pre-entrepreneur, the government) related to the system. The results of this study are meaningful in that it deduces the insufficient part of the startup internship based on the justice theory. In other words, in order to increase the policy effect of the startup internship, it is necessary not only to emphasize only the purpose, but also to establish a policy direction complementing the procedural aspect.
Recently various start-up competitions have been held in the government, public and private sectors. There is a need to improve the business model of the majority of preliminary founders and early founders through the start - up contest, while improving the possibility of commercialization. The purpose of this study is to analyze the present status of various start - up contests based on the actual survey results of the major start - up contest operators and major participants in Korea. The main results of this study are as follows: First, in the run - up contest, there is a tendency to break out of the event personality, to prevent the opening of the business model of the entrepreneur in the competition, to reduce the formal procedure considering the input time, Improvement of the use of presentation materials, and the purpose of the contest and precise specification of the object of the recruitment. Secondly, it is necessary to establish a juror and a mentor pool with expertise. It is necessary to establish the judges and the mentor pool with expertise in each field, allocate the region according to the regional composition, entrust the judges with entrepreneurial experience, and introduce the post evaluation system for the judges after the competition. Third, most of the contest winners are manufacturing / technology-based businesses.
