An Understanding of Impact of Security Countermeasures on Persistent Policy Compliance (보안 대책이 지속적 보안 정책 준수에 미치는 영향)

  • The goal of this study is to identify factors that influence on the persistent information security compliance intention of employees. Antecedents suggested in research model are security awareness training and perceived effectiveness of information security policy. Research results show that security awareness training has a positive effect on persistent information security compliance intention as well as effectiveness of information security policy. While policy breadth, which is one of the effectiveness of information security policy, influences on persistent information security compliance attitude and intention, policy brevity does not effect on persistent information security compliance intention. Conclusions and implications are discussed.

The Cost Effectiveness Analysis of Health Promotion Policy: WHO-CHOICE Programme (WHO-CHOICE 프로그램: 건강증진정책의 비용효과분석 도구)

  • Objectives: Objectives: The objective of this study is to describe the WHO-CHOICE(World Health Organization- CHOosing Interventions that are Cost-Effective) programme, and to consider the application of WHO-CHOICE programme in Korea, especially on the health promotion policy. Methods: Literature review was conducted on the contents of WHO-CHOICE programme in the previous studies, guidebook, and software. We also contacted WHO-CHOICE team at WHO to identify the contents not clearly presented in the documents. Results: The WHO-CHOICE programme is a standardized tool for analyzing and comparing the cost effectiveness of health promotion policies. It is composed of PopMod to measure the health effect of intervention and of CostIt to measure the cost. The cost of tobacco control policy in Korea was analyzed with the cooperation of WHO-CHOICE team preliminary, and the results were different with the results of tobacco control policy on western pacific region of WHO. Conclusions: The cost effectiveness study based on WHO-CHOICE programme could help decide a priority of health promotion policy for settings with limited resources. For the improvement of health, the future work on WHO-CHOICE programme need to be considered.

A TQM case of Centralized Sequential Decision-making Problem

  • This paper considers that a public department under specialized TQM manpower constraints have to implement multiple total quality management (TQM) policies to promote its service performance (fundamental goal) by adopting a centralized sequential advancement strategy (CSAS). Under CSAS, the decision-makers (DMs) start off by focusing specialized TQM manpower on a single policy, then transfer the specialized TQM manpower to the next policy when the first policy reaches the predetermined implementation time limit (in terms of education and training). Suppose that each TQM policy has a different desirous education and training goal. When the desirous goals for all TQM policies are achieved, we say that the fundamental goal will be satisfied. Within the limitation of total implementation period of time for all policies, assume the desirous goals for all TQM policies cannot be achieved completely. Under this premise, the optimal implementation sequence for all TQM policies must be calculated to maximize the weighted achievement of the desirous goal. We call this optimization problem a TQM case of "centralized sequential decision-making problem (CSDMP)". The achievement of the desirous goal for each TQM policy is usually affected by the experience in prior implemented policies, which makes solving CSDMP quite difficult. As a result, this paper introduces the concepts of sequential effectiveness and path effectiveness. The structural properties are then studied to propose theoretical methods for solving CSDMP. Finally, a numerical example is proposed to demonstrate CSDMP′s usability.

Evaluation of the Korea Forest Resource Promotion Policy by Using LISREL Model (LISREL모형을 활용한 산림자원 육성정책의 평가)

  • This study is aiming at providing the useful information for successful implementation of the forest resource promotion policy through analyzing the impacting factors and their relationships on policy accomplishment and policy effectiveness in executing the forest resource promotion policy. Interview survey was conducted on the stake-holders such as government officers and civilians who have direct or indirect influences on the establishment and execution of the forest resource promotion policy. The forest resource promotion policy was heuristically analyzed by using the LISREL (Linear Structural RELations) Model. The policy accomplishments of forest resource promotion significantly showed the positive relations with the suitability of problem recognition, the suitability of policy decision-making and rationality of policy execution, while the degree of policy support and the policy accomplishments were having significant impacts upon the policy effectiveness. Since the path coefficients between the latent variables and observed variables and among the latent variables mostly showed the positive relations significantly, the forest resource promotion policy was evaluated very successful in terms of policy accomplishments and policy effectiveness.

  • This study analyzes the contents of low birthrate measures by the government and their effectiveness. The discussion on the measures being promoted by the government is conducted by considering the analysis on the cause of low birthrates, introduction of overseas policies and government policy propositions, etc. The evaluation on effectiveness is conducted by considering the recognition of the policies by women who are the subject of childbirth and preceding studies. Low birth rates are not the problem of an individual anymore, but a task that the whole of society has to resolve. The comprehensive measures should be made including the elements that influence birth rate such as reducing the cost of raising a child, creating a favorable environment in society and worksite, and improving the nurturing environment, etc.

  • The purpose of this study is to introduce alternative cost-effectiveness analysis method of DSM investment programs. This alternative method is Value Test method which consider the effects of DSM investment program on customer value. And this method was applied for actual DSM investment program in natural gas domain. By utilize this method to evaluate cost-effectiveness of DSM investment programs, it is expected to make right decision to enforce and complement those programs.

Easier Set Than Done: Stakeholder Engagement as Public-Private Partnership in Regulatory Policy of South Korea

  • An emphasis on public-private partnership (PPP) in the regulatory policy process can overcome the challenges hindering regulatory effectiveness with the emergence of fast developing technologies and new industries. This study attempts to evaluate quantitatively different aspects of institutional settings of South Korean regulatory policy in terms of stakeholder engagement as PPP, using evidence-based data released by the OECD. From the results of the principal component analysis, South Korea can be evaluated as being at a very good level overall in its institutional establishment. Nevertheless, the fact that the outcome of regulatory reforms in South Korea is still insufficient compared with this well-established system suggests that the country should concentrate on improving system operation. Consequently, this study makes policy suggestions to improve regulatory effectiveness through PPP by supplementing the facets that are well-equipped but not feasible with respect to regulatory policy cycle, regulatory governance, regulatory method, and conflict resolution.

Investigating Factors of Transitioned-Online Courses on Satisfaction and Learning Effectiveness in Higher Education during the Era of the COVID-19

  • Purpose - This study explored factors of online education that affect student dissatisfaction and learning effectiveness in higher education during the COVID-19 pandemic. Research design, data, and methodology - This study combined qualitative and quantitative designs. The qualitative part of this study involved in-depth interviews using a criteria-based purposive sampling technique. The quantitative part of this study consisted of an online survey. Results - The qualitative results revealed that students faced significant problems related to online learning, including a lack of learning environment, interaction, and support from the school. The quantitative results indicated that the effects of transitioned-online courses on student dissatisfaction were higher with student support, the interaction between students and instructors, online learning environment, and course organization and evaluation based on the order, while the effects on learning effectiveness were higher with the online learning environment, interaction between students and instructors, course organization and evaluation, and student support based on the order. Conclusion - The results implied that online learning in the era of the COVID 19 pandemic negatively affects student satisfaction and learning effectiveness. Policymakers and school leaders should improve students' satisfaction and learning effectiveness when confronted with the pandemic. Better policies should be adopted to improve better way of teaching in the era of COVID19.

Fiscal Policy Effectiveness Assessment Based on Cluster Analysis of Regions

  • The efficiency of the regional fiscal policy implementation is based on the achievement of target criteria in the formation and distribution of own financial resources of local budgets, reducing their deficit and reducing dependence on transfers. It is also relevant to compare the development of financial autonomy of regions in the course of decentralisation of fiscal relations. The study consists in the cluster analysis of the effectiveness of fiscal policy implementation in the context of 24 regions and the capital city of Kyiv (except for temporarily occupied territories) under conditions of fiscal decentralisation. Clustering of the regions of Ukraine by 18 indicators of fiscal policy implementation efficiency was carried out using Ward's minimum variance method and k-means clustering algorithm. As a result, the regions of Ukraine are grouped into 5 homogeneous clusters. For each cluster measures were developed to increase own revenues and minimize dependence on official transfers to increase the level of financial autonomy of the regions. It has been proved that clustering algorithms are an effective tool in assessing the effectiveness of fiscal policy implementation at the regional level and stimulating further expansion of financial decentralisation of regions.

The Effectiveness of Monetary Policy in Fostering Investment in Jordan during the Period 1992-2020

  • This study explored the effectiveness of the measures taken by the Jordanian Central Bank embedded in its monetary policy in encouraging banks to support investment. It aimed to explore the impact of this monetary policy on supporting credit-related decisions and the monetary policies that aim to support investment in Jordan. The targeted tools of the monetary policy are: (Overnight Deposit Window Rate, money supply, and exports). The researchers carried out an analysis to measure the effectiveness of the monetary policy in fostering investment in Jordan during the period 1992-2020. They carried out the time series analysis. They explored the stationarity of the time series. They used the ARDL model. It was found that the Overnight Deposit Window Rate has a negative significant effect on the gross fixed capital formation. It was found that the money supply has a positive insignificant effect on gross fixed capital formation. The researcher recommends using Overnight Deposit Window Rate in a manner that is consistent with the intended investment-related goals.
