  • Multi-agent systems have been developed for supporting intelligent collaboration of distributed and independent software entities and are be-ing widely used for various applications. For the collaboration among agents, conversation policies (or interaction protocols) mutually agreed by agents are used. In today's dynamic electronic market environment, there can be frequent changes in conversation policies induced by the changes in transaction methods in the market, and thus, the importance of ad hoc conversation policies is increasing. In existing agent platforms, they allow the use of only several standard or fixed conversation policies, which requires inevitable re implementation for ad hoc conversation policies and leads to inefficiency and intricacy. This paper designs an agent platform that supports ad hoc conversation policies and presents the prototype implementation. The suggested system includes an exchangeable and interpretable conversation policy model, a meta conversation procedure for exchanging new conversation policies, and a mechanism for performing actual transactions with exchanged conversation policies in run time in an adaptive way.

  • This paper was studied on policy direction of information service for aged welfare. An element on social changes is as follow: economic problem, medical problem, leisure problem, alienation problem. Solution of this problem needs information service. Information service is Telecommuting service, home shopping service, medical support service, medical information service, telemedical support service, internet service, and knowledge studying support service. The results of this study is as follow: First, aged welfare organization must be constructed. Second, Network for aged welfare must be constructed. Third an aged must be utilization of information service. Fourth, policy of nation must be changes. Fifth, information service of aged welfare must be developed.

Prediction of Changes in Health Expenditure of Chronic Diseases between Age group of Middle and Old Aged Population by using Future Elderly Model (Future Elderly Model을 활용한 중·고령자의 연령집단별 3대 만성질환 의료비 변화 예측)

  • Background: The purpose of this study is to forecast changes in the prevalence of chronic diseases and health expenditure by age group. Methods: Based on the Future Elderly Model, this study projects the size of Korean population, the prevalence of chronic diseases, and health expenditure over the 2014-2040 period using two waves (2012, 2013) of the Korea Health Panel and National Health Insurance Service database. Results: First, the prevalence of chronic diseases increases by 2040. The population with hypertension increases 2.04 times; the diabetes increases 2.43 times; and the cancer increases 3.38 times. Second, health expenditure on chronic diseases increases as well. Health expenditure on hypertension increases 4.33 times (1,098,753 million won in 2014 to 4,760,811 million won in 2040); diabetes increases 5.34 times (792,444 million won in 2014 to 4,232,714 million won in 2040); and cancer increases 6.09 times (4,396,223 million won in 2014 to 26,776,724 million won in 2040). Third, men and women who belong to the early middle-aged group (44-55 years old) as of 2014, have the highest increase rate in health spending. Conclusion: Most Korean literature on health expenditure estimation employs a macro-simulation approach and does not fully take into account personal characteristics and behaviors. Thus, this study aims to benefit medical administrators and policy makers to frame effective and targeted health policies by analyzing personal-level data with a microsimulation model and providing health expenditure projections by age group.

Change in Factors Associated with Parental Time Spent on Care of Preschoolers and its Implication for Family Policy (부모의 미취학자녀 돌봄시간 관련요인 변화와 가족정책에의 함의)

  • This study attempted to assess the durability of the trend in increasing childcare time and to get some clues based on research findings to make efficient policy interventions in case there is a need to continue or reverse course for such trend. In doing so, a total of 9,668 diaries from the 2004, 2009, and 2014 Korean Time Use Survey were analyzed targeting parents with a preschooler as their eldest child. Parental time was regressed on parents' weekly work hours, mother's relative income, parents' education and gender role attitudes. Furthermore, increase in parental childcare time was decomposed into parts that were attributable to differences in the means and slopes of associated factors. Analytic results revealed that; parents' weekly work hours were associated with time spent on childcare from 2004 to 2014; the negative relationship between mother's relative earnings and her childcare time in 2004 and 2009 was reversed to a positive one in 2014; parent's education had stronger positive effects on father's than on mother's childcare time; parents' gender role attitudes had a weak association with childcare time; social and cultural changes such as decrease in work hours, higher education, more egalitarian gender role attitudes, and rise in women's wages contributed to the increase in parental childcare time, but in a different way for mothers and fathers. By taking into account the social and cultural context behind the changes, this study is able to provide a more constructive implications for childcare policy in Korea.

  • This study is focused on the developing of the telecommunication technique for the analysis on the social changes. In the scope and method of this study there must invalve following three items; change living environment, solution of medical problom, solution of education problem. The results of this study is as follow: First, telecommunication technique policy must be constructed in Korea. Second, digitalizing interchange machine and wire network must be promoted, presenting the development and establishment direction of B-ISDN. Third, the telecommunication policy in future must be able to unify all the networks.

Major Principles and Changes of Zero Tolerance Policy on School Violence in USA (미국 학교폭력에 대한 무관용정책의 변화와 시사점)

  • Coping with the problems of school violence, weapon and drug abuses, 'zero tolerance policies' have been adopted in the United States since the 1980's. Authorities have been securing the safety and learning-friendly environment of the school, imposing predetermined penalties on any case of school violence or disruption. It is reported that the school violence rate drops accordingly. However, the policies are criticized for their rather escalating effect due to severe punishments on minor offenses, evidencing no effectiveness worthwhile. As alternatives, 'graduated systems of discipline' meeting minor misbehaviors with less severe consequences or 'early response model' are suggested, without abandoning those main rules of zero tolerance policies. Recently Korean government tries to take charge of school violence, issuing some nation-wide measures such as 'the Comprehensive Measures to Stop School Violence'. This article analyzed major principles and changes of the zero tolerance polices of US case, to induce some policy suggestions for the validity of Korean government's measures implemented under the understanding that "little bullying" is also a "crime" to disclose all school violence.

  • This research reviews the education welfare priority support project and analyzes its policy from the welfare-state perspective. This study evaluates the policy contents, overall procedures, and the changes in the perspectives of the project in accordance with the political power changes in the government, and illuminates future directions. For this, the research infers desirable typology of the welfare state, and analogizes the budget, the target population, key issues and delivery systems of the education welfare priority support project. Education welfare priority support project still remains to follow a selective and hierarchical business format, despite the legally stated initiatives, growing budget, and the expansion of the operation which has been governed by the policy makers. Particularly, the state of this project, and examine whether or not it has been distorted by the governmental emphasis on the educational outcomes and performance should continuously be examined as a future direction of the research. Finally, the study suggests several recommendations for the desirable anchorage of the project within the framework of being a prospective welfare state.

A Study on the Impact of Cable TV 8VSB Conversion on Subscriber Retention and Consumer Welfare (케이블TV 8VSB 전환이 가입자 유지 및 소비자 후생에 미치는 영향에 관한 연구)

  • In this study, the impact on the number of cable TV subscribers as well as the profit of cable TV has been examined, and the impact on enlarging the digital broadcast viewing rights of cable TV subscribers and viewers' welfare has also been examined. We investigated the trends in the number of analog and 8VSB subscribers and revenue of cable TV operators by region and analyzed based on changes in the number of channels provided by each operator. The results show that analog subscribers and digital subscribers are delaying their departure through 8VSB conversion, and VOD subscription fees and home shopping transmission fees have a significant impact on operating profit. Subscribers, as they switched over to 8VSB, have become able to view channels of various genres with clear picture quality for a same subscription fee, and the program providers could offer programs to more customers. The government's deregulation policy due to the changes in broadcasting environment led to the facilitation of digital conversion of Pay-TV and improvement of viewers' welfare.

  • This study analyze the relationship between S&T policy and the R&D performance plans of GRIs which lack relevant research through quantitative information analysis. KISTI which is focused on the case is an ICT-based GRI that is sensitive to changes in the internal and external environment, and the impact of government S&T policy changes on KISTI's R&D performance plans was analyzed in depth.
