This study analyzed the characteristics of the politics of technoscience and governance in South Korea, taking advantage of the policy changes on the stem cell research after Hwang's affair. In spite of generally accepted conventional wisdom that stem cell research had been suffering 'crisis' after the Hwang's affair, South Korea succeeded in developing the first and the largest stem cell product in the world. However, considering the fact that the stem cell research capabilities and technological competitiveness of Korea have been assessed as relatively low compared to the development performance, there is a need to extrapolate how such result could be achieved. To answer these questions, we analyzed changes in the R&D expenditure before and after the scandal and verified the 'crisis of stem cell research' following the reduction of financial support from government. From the analysis of literature on the policy reports and news, we described the process of discourse changes in policy and analyzed the characteristics of the politics of technoscience and governance of stem cell research. This study emphasized that the government R&D and regulation policy play the key roles in the development of stem cell research rather than in the technological competitiveness in South Korea. Furthermore, this study argued that democratic governance still does not work under the policy conditions that technocratic decision-making of stem cell research fails to learn from the Hwang's affairs.

Examined how it varied the knowledge network of the country along with R&D changes in planning policy for the research and development of government. Therefore, in this study, chronological Analysis analyzed separately the network between each entity of participate in the industry fusion source technology development business of industry trade and Energy. Planning policy of industrial fusion source technology development business, to change the starting point before and after 2012, before 2012 from selected planning issues at the center "planning committee" and in 2012 'PD' changes to a system for planning issues around. First of all, an attempt to analyze the R&D network based on the "planning committee" current situation of 2009~2011, from 2012 to analyze the variation of the R&D network with the introduction of the 'PD' system after it was analyzed by dividing the time in the current state of up to 2013. The results of the analysis, since the PD system was introduced, such as self-relationship (the form of planning user to run directly challenges the person was planning to challenge participants)is greatly improved, I was able to grasp the effect became clear. The more the self-relation, and the budding scholars considering that there is inequality of the planning, the introduction of the PD scheme, it can be seen to have resulted in a positive effect. These studies, quantitatively analyzed to improve the results to the effects associated with changes in the planning policy of the government, I think that there is a meaning in terms of presenting the future direction of R&D policy.
This study analyzes the political dynamics of the election law reform in December 2019, from a perspective of the veto player theory combined with the partisan theory. Three features are revealed in the reform process of the electoral system. First, the number of cooperative veto players was higher than that of competitive veto players, that provided a favorable condition for policy changes. Second, concerning the ideological distance between veto-players (congruence) the possibility of policy change was evaluated as quite small. Especially in the fourth to fifth periods, the congruence between the cooperative veto players and competitive veto players was extremely weak. Third, the internal coherence of cooperative veto players was relatively weak, while the internal coherence of competitive veto players was relatively strong. That acted as a limiting factor in policy changes. In other words, there was a high possibility of policy changes in the number of cooperative veto players, but the possibility of policy change was relatively restricted in the congruence between veto players and the cohesion of veto players. That explains the limited nature of the election law reform.

The agricultural sector's economic structure in Korea is regarded to encounter major barriers on the way toward revitalizing its economic prosperity. Among many, the energy-related problem is one of prime nuclei embedded in the country's agricultural sector. The ought-to-come structural changes in the country's agricultural energy system hinge upon the central government's policy direction as well as efforts of local governments and local farming community members. The indirect aids via 'cross subsidy' of electricity tariff rate and 'tax-exempt price' of oil fuels are two notable causes of the unsustainable energy consumption pattern in the country's agricultural sector. As measures, demand-side management(DSM) and energy-efficiency promotions are regarded to be the most attractive methods for energy conservation and economic productivity as well. Development of renewable energy sources are also receiving a great deal of attention for the long-term alternatives to the country's existing oil-based agricultural production mode. This study examines the contributive potential of DSM approaches and renewables-based technologies. With the critical evaluation on the concurrent adversities of the country's agricultural energy system, various sources of renewable energy-solar power, wind power, biomass, etc.-are examined for the purpose of technological and economical viability. As sufficient potentials of renewable energy sources are being estimated, both the system production cost and the installation cost for the county's rural areas are expected to lower in the long term. DSM options are also evaluated to be fruitful even in the short term. Both the public and civil arenas must galvanise each side's effort in order to promote these policy options and community potentials.
This study focuses on the genealogical analysis of the urban public spaces by the local history of Seoul which is significantly different from western cities. The analysis targets the discourse of the urban street which defines urban space-structure among the urban public spaces. Based on the analysis, we define the progress levels of urban public design policy in Seoul. Firstly, in 1960's and 1970's, 'urban reconstruction' was intensively carried out for the country modernization, and 'vehicle preferred street expansion' resulted in damages to historical inheritance, in-humanized street, and cultural uniformity. 1980's and 1990's would be defined as 'politic acceptance of plural values to the urban street.' There were the Olympic Games held in Seoul in 1988, which were the celebrations of the 600th capital establishment and the autonomous local government system. In the meanwhile, diverse values on the urban street were discussed in terms of globalization. There also were the self-reflection for the urban skyscrapers and high-population rate, the cultural uniformity of urban street, and the commercialization in downtown with urban reconstruction plans. Then, the sense of landscape and amenity was focused. Various urban projects and regulations were held according to the changes of value recognition. 2000's can be defined as 'introduction to the organic integration and the urban public design governance.' In the 21st century, types of recognition have changed significantly, which include publicness, humanism, sustainability, symbolism, artistry, placeness, and communication. They cause the establishment of ordinances and the installation of integrated organization via urban design administration. The legislation has been revised in order to support the various methods for the maintenance and operation of urban landscape in terms of local characteristics. New regulations were established for residents to participate in the processes of the urban planning with street design policy.

Neoliberalism can be seen as a path-dependent, hybrid and contradictory project that operates actually (not just ideologically) through intervention of the state that has been not weakened in its strength but different in its strategies, especially through neoliberal policies of remaking urban space. This paper seeks to characterize the development of neoliberalism and urban policies in S. Korea, by examining the trajectory of neoliberalism generated in its contextually specific way since the late 1980s, by illuminating the intersection between new neoliberal programs and the existing developmentalism of the state and changes in spatial policy with its effects, which can be divided into two phases: the first from the late 1980s to the economic crisis in 1997, and the second from the crisis to the present. This paper finally identifies several paths in which the state and the market would be interrelated, and argues that the vision of national development and spatial policy should be welfare(i.e. human)-oriented, not industry(i.e. capital)-oriented.
Theories of international organization have explained the creation, maintenance, and decline of international organization. However, their explanations on changes of international organization have been much more different one another. For example, the theory of hegemonic stability argues that international organization can be created and maintained only by a hegemonic state and will be declined if the hegemonic state decline. On the other hand, the functional approach believes that the positive functions and effects that international organization provides motivate states to create and maintain the organization, while the game-theoretical approach explains international organization based on cost-benefit calculation of rational states. Thus, the empirical evaluation of the arguments of the theories of international organization and defining the major factors that determine international organization are necessary not only for the development of theories of international organization but also for making desirable policies toward international organization. For the purpose, this paper compares and contrasts the three major theories of international organization and applies the approaches to the case of the International Civil Aviation Organization (ICAO) to test their arguments. Since the ICAO has been rarely examined by the theories of international organization, the case study could be desirable case to evaluate theories of international organization. In this sense, this paper attempts to define the major factors that determine the creation, maintenance, and decline of the ICAO. In particular, since the Korean government has changed its policy for air transport security system recently, it will investigate the role of ICAO on the policy change to define the limits and strength of ICAO. In conclusion, this paper will assess the relative explanatory power of each approach based on the analysis of the creation and changes of ICAO
Objectives: This study aimed to verify the impact of dental health care insurance coverage policy by analyzing the changes in dental care utilization and expenditures over 5 years from 2012 to 2016, when the dental health insurance coverage expansion policy was implemented. From the national cohort data collected by the Korea Health Panel Survey, a retrospective study was conducted for all household members using dental services. Methods: This study statistically verified the difference in the dependent variables by frequency analysis, chi-square test, t-test, and one-way analysis of variance (SPSS version 22, IBM Co. USA, p<0.05). Results: The annual utilization rate steadily increased from 23.4% to 26.1% between 2012 and 2016. Although there were differences in utilization rates by gender, age, and income level, patients kept using the dental services in 2016 regardless of the type of health insurance. The average annual copayment for patient expenditures (out-of-pocket amount) increased from ₩463,844 to ₩537,401 in 2012 and 2016, respectively. Of the dental care expenditures over 5 years, the ratio of uninsured expenses by the elderly decreased from 38.5% to 25.9%, and the national health insurance service coverage increased from 40.3% to 49.1%. Conclusions: Although this policy did not reduce overall patient expenditures, it has been found that there was a positive effect on the elderly and low-income groups; it increased the utilization and access to dental services.
This study aimed to identify the changes in the list of drugs covered by national health insurance(NHI) after the introduction of positive list system (PLS) in Korea in December, 2006. Six-year (pre-policy:2004-2006, post-policy:2007-2009) lists of the NHI reimbursable drugs filed from Health Insurance Review and Assessment Service (HIRA) were analyzed. The total number of listed drugs as well as drug ingredients, and the average number of listed drugs per manufacturer decreased annually after the introduction of PLS. More than 8,000 drugs were delisted in the year 2007 right after the policy change. Prescription-only drugs occupied more than 85% of NHI listed drugs. The percentage of oral type of listed drugs has been increased to more than 60% after the policy change. Korean pharmaceutical manufacturers occupied more than 90% of listed drugs than multinational firms. The gap between Korean and foreign manufacturer in terms of the average number of newly listed drugs per manufacturer in each year has decreased two years after the PLS (Korean 7.7 vs. foreign 6.3 in 2009) as the price negotiation power of foreign firms has increased. The total number of listed drugs is expected to decrease in the future as the Korean government makes an effort to delist the unnecessary drugs that do not show cost-effectiveness.

Database security is essential to protect their data in most organization such as hospitals, central or local governments, banks which manage the private, sensitive and important data. Because the duty of the department recently became more various and complicated, the changes of security requirement are needed more frequently. Therefore, easily changeable, flexible security policy and efficient security management with preserving the integrity of security policy are very important. In this paper, we implemented a flexible database security system in the specimen and clinical information management system of leukemic research center using IRH(Improved Role Hierarchy). Data is protected by MAC and we propose a flexible access control and effective administration by using the IRH that is an improved role hierarchy of RBAC. If security policy is needed for changes, this system can do it easily by simply modifying the IRH with the decentralized administration. The modified security policy can be applied flexibly after alteration because the security level of the subject is not fixed but can be derived automatically from the IRH when user connects the system.
