The Treaty of Friendship, Commerce and Navigation between the Chosun dynasty and Japan and the United States of America etc. began signing procedures from Feb. 1876. Thus, Busan port became an open port to foreign vessels in 1876. This has resulted in Busan port becoming the greatest port in Korea. This study explored records which were made by the Chosun dynasty and Japan on the opening and development of Busan port. The results are as follows ; According to making treaties between the Chosun dynasty and foreign countries, Chosun dynasty gradually opened a door to the international community. Various institutions were established in and around Busan port by Chosun and Japan. For example, maritime customs, a court of justice, police station by the Chosun side, a Japanese consulate, the Board of Trade for Japan etc by the Japan side. Records made by or related to these institutions and on the development of the Busan port during the open-port period and the Japanese colonial period were preserved at the Kyujanggak Institute for Korean Studies, the National Institute of Korean History, and the Busan Metropolitan Simin Municipal Library.

The automatic monitoring and detection of crowd behavior in the surveillance videos has obtained significant attention in the field of computer vision due to its vast applications such as security, safety and protection of assets etc. Also, the field of crowd analysis is growing upwards in the research community. For this purpose, it is very necessary to detect and analyze the crowd behavior. In this paper, we proposed a deep learning-based method which detects abnormal activities in surveillance cameras installed in a smart city. A fine-tuned VGG-16 model is trained on publicly available benchmark crowd dataset and is tested on real-time streaming. The CCTV camera captures the video stream, when abnormal activity is detected, an alert is generated and is sent to the nearest police station to take immediate action before further loss. We experimentally have proven that the proposed method outperforms over the existing state-of-the-art techniques.
This study would like to know the relationship among interpersonal competency based self-understanding and acceptance of others, self leadership, stress-coping and military adjustment. For this, 1289 military trainee in the army training station were surveyed. In results, The first, the acceptance of others did not have a significant effect on the perform-will, but had a significant effect on the job satisfaction and self leadership. The self-understanding had a significant effect on perform-will, job satisfaction and self leadership. The second, self leadership mediated between interpersonal competency and military adjustment. The third, in case of the perform-will, the moderating effect was showed in self leadership when the stress coping level was high. But in case of the job satisfaction, it was showed in both high group and low. Implications of this study is that the interpersonal competency based self-understanding and acceptance of others, self leadership and stress coping can be the positive potential variables on the military adjustment.

As the urbanization progresses, the demand for parking in large cities surges compared with that for parking lots. However, the space for securing a parking lot in a large city is physically limited and a budget problem also arises. Therefore, a shared parking system that can utilize existing parking lots is becoming important. This study was carried out to analyze the parking area efficiently for the residents parking area. As a result of the questionnaire survey, it was the most frequent passage to work / commuting and business purposes. The most important factors in parking were 'Parking charge', 'Walking distance to the destination after parking', 'Parking lot searching time' Approximately 46 % of the respondents were female. As a result of the quantitative analysis of the factors influencing the potential use of the intention to use as a dependent variable, it was analyzed that the policy was effective to reduce the parking fee to less than 500 won per 10 minutes and take about 3-6 minutes to search.

Due to the recent developments in computer vision technology, complex actions can be recognized with reasonable accuracy in smart cities. In contrast, violence recognition such as events related to fight and knife, has gained less attention. The capability of visual surveillance can be used for detecting fight in streets or in prison centers. In this paper, we proposed a deep learning-based violence recognition method for surveillance cameras. A convolutional neural network (CNN) model is trained and fine-tuned on available benchmark datasets of fights and knives for violence recognition. When an abnormal event is detected, an alarm can be sent to the nearest police station to take immediate action. Moreover, when the probabilities of fight and knife classes are predicted very low, this situation is considered as normal situation. The experimental results of the proposed method outperformed other state-of-the-art CNN models with high margin by achieving maximum 99.21% accuracy.

Urban traffic information is collected by various systems such as VDS, DSRC, and radar. Recently, with the development of deep learning technology, smart intersection systems are expanding, are more widely distributed, and it is possible to collect a variety of information such as traffic volume, and vehicle type and speed. However, as a result of reviewing related literature, the performance evaluation criteria so far are rbs-based evaluation systems that do not consider the deep learning area, and only consider the percent error of 'reference value-measured value'. Therefore, a new performance evaluation method is needed. Therefore, in this study, individual error, interval error, and overall error are calculated by using a formula that considers deep learning performance indicators such as precision and recall based on data ratio and weight. As a result, error rates for measurement value 1 were 3.99 and 3.54, and rates for measurement value 2 were 5.34 and 5.07.
Administrative execution by proxy is one of forced executions of administration and is also called as "enforced execution by proxy" in which administration institutions or the third party executes by proxy on behalf of parties who did not execute obligations under administration law and files claims to compensate expenses required in the proxy execution. Despite the actual site of administrative execution by law, social problems are generated because various violence and behaviors of infringement of human rights between executer and obligator are rampant and thus causing human damages since forced execution by physical force is carried out and cases of police indictments and petition to human rights committee are gradually increasing. Majority of people mobilized in this actual site of violence are supplied by private security companies which provide service contract and mobilization of people without qualification of guards or security service and irrational execution by proxy and violent actions by so-called service hooligans connected to violence organizations are now becoming social issues. In these actual sites of violence, structurally very complicated problems such as economic rights, right of residence, struggle for living, and intervention by outsiders are contained. This thesis has analyzed causes of outbreaks of violence and discussed about improvement countermeasure by paying attention to mobilization of people by private security companies. As the result, through revision and improvement of laws and systems, execution institution and policemen must be present at actual sites of execution by proxy to control physical execution of private security companies to be carried out legally and when violent collisions are occurring, it shall be stipulated that police should immediately intervene. Practices of execution by proxy of execution administration institutions shall be avoided and causes of occurrences of violence shall be eliminated by discrete decisions of execution by proxy, elimination of service contract conditions focused on accomplishments, and stipulation of responsibility of execution institutions when problems occur. Practices of solving petitions through collective actions of obligators shall be eliminated and strict enforcement of laws such as disturbance of official execution or compensation claims for expenses of execution by proxy must be carried out and intervention by the third parties must be intercepted. Mobilization of manpower by security companies shall be limited to people with prior registration who have acquired and finished qualification and education by security business law and before putting them on actual sites, it shall be obliged that execution plan with clear written records of working location, mission, and work rules must be submitted in advance to police station in charge and also they must be controlled to follow laws and statutes such as uniform and equipments. In addition, personal criminal responsibility for violent actions must be clearly stipulated and advanced securing soundness of security companies such as limits of service contracts with records of accidents is required. Order placement behaviors of special organizations under the pretext of rehabilitation business must be eradicated and companies with capability and strong intention of observation of laws must be able to receive orders by intercepting chains of contracts and sub-contracts. Issues of improvement countermeasure of social problem, living, and compensation including rights of residence and environment are excluded from the discussion.
Like to change to the information-oriented society, the guard service needs to be changed. The communication and hardware technology develop rapidly and according to the internet environment change from cable to wireless, modern person can approach every kinds of information service using wireless communication machinery which can be moved such as laptop, computer, PDA, mobile phone and so on, LBS field which presents the needing information and service at anytime, anywhere, and which kinds of device expands it's territory all the more together with the appearance of ubiquitous concept. LBS use the chip in the mobile phone and make to confirm the position of the joining member anytime within several tens centimeters to hundreds meters. LBS can be divided by the service method which use mobile communication base station and apply satellite. Also each service type can be divided by location chase service, public safe service, location based information service and so on, and it is the part which will plan with guard service development. It will be prospected 8.460 hundred million in 2005 years and 16.561 hundred million in 2007 years scale of market. Like this situation, it can be guessed that the guard service has to change rapidly according to the LBS application. Study method chooses documentary review basically, and at first theory method mainly uses the second documentary examination which depends on learned journal and independent volume which published in the inside and the outside of the country, internet searching, other kinds of all study report, statute book, thesis which published at public order research institute of the Regional Police Headquarter, police operation data, data which related with statute, documents and statistical data which depend on private guard company and so on. So the purpose of the study gropes in accordance with the LBS application, and present the problems and improvement method to analyze indirect of manager side of operate guard adaptation service of LBS, government side which has to activate LBS, systematical, operation management, manpower management and education training which related with guard course side which has to study and educate in accordance with application of the new guard service, as well as intents to excellent quality service of guard.
Swans are representative migratory birds that spend winter in East Asia, and have long been considered rare birds. In particular, they were regarded as king of Japan. The process of designating a natural monument in Hapcheon Swan Sanctuary is an interesting story. In this study, the designation and release process of Hapcheon Swan Sancturay ((Bakgok-ji, Yongju-myeon 龍州面 朴谷池), (Jeongyang-ji, Daeyang-myeon 大陽面 正陽池), Gaho, Cheongdeok-myeon 淸德面 嘉湖)) Natural Monument, was examined. These places were designated as a natural monument on August 27, 1934, during the Japanese colonial period, and was lifted on August 14, 1973, after the Cultural Protection Act was enacted after liberation. From the beginning of the new year in 1929, the Japanese Government-General of Korea (朝鮮總督府) decided to capture swans alive to give to the king of Japan. An official of the Japanese Government-General of Korea (統監) decided to offer swans to the king during his New Year's greeting visit. The department in charge of capturing swans was the Gyeongsangnam-do Provincial Police Department, and the execution was the police station of each county (郡). The reason is believed to be that it is easy to forcibly mobilize, control, or urge people, and the capture activity had to be completed as soon as possible. A total of three swans were captured in Hapcheon-gun from January 12 to 14, 1929. At that time, various newspapers published related information. Based on these facts and experiences, it is estimated that the Hapcheon area was selected when designating a natural monument in 1934. Hapcheon Swan Sancturay, Natural Monument lost its function due to excessive human interference of various developments, illegal capture, and use of poison to catch swans. Their number has also significantly decreased. It was thus removed from the natural monument in 1973. One of the three swan sanctuaries (Gaho 嘉湖) has been completely reclaimed, one (Bakgok-ji 朴谷池) has almost no migratory birds due to the conversion of wetlands, and one (Jeongyang-ji 正陽池) has swans flying back. In the case of Jeongyangji (正陽池), It is an encouraging sign that many swans fly as the surrounding environment and growing conditions change. This phenomenon is interpreted to mean that nature and climate are recovering and healing.
Based on the analysis of criminal investigators' recognition of judicial autopsy, this study presented policy alternatives as follows. First, a procedure is needed that optometrists and investigators jointly make previous explanations to bereaved families the status of investigation and the results of examination to their satisfaction and collect their opinions, for the purpose of obtaining an agreement to autopsy from them. Second, the dignity of the dead should be kept. To this end, particular consideration should be given to women bodies. Also, we need to minimize the number of autopsy witnesses and obtain agreement from bereaved families when there is an on-the-spot study. Third, we need to establish a guideline that investigators could request a warrant later in certain cases of dead bodies. Also, if a bereaved family positively asks for autopsy, it should be allowed through tentatively named ‘Request for Autopsy.’ Finally, To make a careful decision on whether an autopsy should be made or not, we can form a joint investigation team of public prosecutors and criminal investigators; however, an autopsy should be done only if it is deemed inevitable, considering the bereaved family's opinion.
