This study investigates how the external factors of police organization, such as organizational environments, job characteristics, and compensations can influence job satisfaction and organizational commitment. Especially, this study considers what kind of organizational culture is dominant and what kind of compensation influences job satisfaction and organizational commitment in Korea. The purpose of this study is to find out the ways to maximize compensation and job satisfaction of police officers and to improve organizational commitment. The results are as follows: First, the more perceived job interest, social approval, organizational cohesion, and financial compensation, the higher job satisfaction, whereas the more perceived work environment, the lower job satisfaction. Second, the more perceived job interest, social approval, organizational cohesion, and financial compensation, the higher job satisfaction. However, the perceived work environment does not influence the job satisfaction. Third, the higher job satisfaction, the higher organizational commitment. Fourth, organizational cohesion, financial compensation and organizational environment have an effect on organizational commitment mediated by job satisfaction.

This study aimed at measuring the effects of police officers' perception on the resilience on organizational commitment By reviewing previous finding, police officers' resilience(Self-Regulation Skills(Regulation skills, Cause Analysis skills, Impulse control skills), Interpersonal Skills(Expansion skills, Communication skills, Empathy skills), Positive Capacity(Appreciate, Life satisfaction, Self-optimism)) were selected as independent variables, Organization Commitment(Affective commitment, Continuance commitment, Normative commitment) was selected as dependent variable. The result of analysis showed that Life satisfaction>Cause Analysis skills>Communication skills> Empathy skills> Appreciate> Impulse control skills influenced in Affective commitment (positive), Life satisfaction>Self-optimism>Regulation skills>Communication skills>Cause Analysis skills in Continuance commitment(positive), and Expansion skills>Empathy skills>Self-optimism>Life satisfaction>Impulse control skills in Normative commitment (positive).
Recently the characteristics of those who committed serious terrorist crimes are not directly related to the direct command system of a specific terrorist organization (ex. IS) but are influenced by the political propaganda of terrorist organizations online, Terrorist crime under the loose form of the terrorist organization. Therefore, this study suggests ways to improve countermeasures against terrorism in metropolitan subways. Although it is important for the prevention of terrorism in the subway, it is important for the police officers of the subway police and the special police officers of the railway to have a physical limit to take charge of them, and after confirming that improvement measures are necessary, And pointed out the possibility of establishing independent security departments where judicial and administrative control is not feasible to grant police rights. On the analysis of the regional organizations of coast guards in USA, Japan and BK, the ideal organization of area coast guard of Korea is proposed. It is composed of three area coast guards in West, South and East sea and special units in order to carry out missions and to response requirements and needs in the maritime fields in object oriented way. The proposed regional organization can be actualized as the model of development by improving the listed tasks.
Coast guard organization has very different working environment with other general administrative organizations or police organizations. Because they are charging various coastal crimes and safeties by using war vessel at ocean, it was expected that in case of coast guard officers, the impact on organization commitment for each trust factor within organization has the differentiation with other administrative organizations. Core of results by conducting positive research is as following: It is indicated that for coast guard officer, organization trust factor most strongly impacts on organization commitment, and of social trust factors, colleague trust factor more impacts relatively than boss trust factor. Then, when searching the difference of trust factor recognition depending on population sociological properties of coast guard officers, it is indicated that the one having the experience of working at war vessel has more trust to its colleagues than the one having not and executives more trust their boss than non-executives. The reason why the trust to colleague is higher than to boss is recognized that it is caused from deep relationship with colleagues who work and live together when considering working conditions of security vessel.
This study aims at countering terror. So, this study explores an implication to Korea through the countermeasure of Japanese organizational direction to countermeasure. As a result, first, some countermeasures on IED need to be sought. Second, a chance of domestic terrorism growing should be checked. Third, safety of major facilities needs to be saught. Finally, Public Service System on Education and Information for Counterterrorism must be built.
South Korea already became an aging society, and is now in the process of becoming an aged society. With increasing elderly population, elderly safety issues such as traffic accidents and elderly suicides are becoming important problems. Elderly victimization are increasing, and elderly safety accident is also becoming an imporotant social problem. The police is doing various activities for elderly safety. The police is conducting programs for the elderly, such as a prevention program for fraud against elderly, and safety checks and traffic safety education for preventing elderly traffic accidents. Also, there's a program of providing regular visits for a lone elderly, expansion of CCTV network and fingerprint registration to prevent elderlies with Alzheimer's disease going missing. However, these programs are not done on a national scale, but rather limited to local police stations. The purpose of this study is to seek police roles for enhancing elderly safety, due to lack of police activity in this area. Recommendation for police roles in enhancing elderly safety is to first conduct routine crackdowns on fraud against elderly and also conduct education programs for preventing fraud. Also, crimes such as elderly abuse is lead by elderly protection agencies, but considering elderly abuse is a crime, the police should take a leading role. Also, to prevent elderly suicide, meticulous management of elderlies with high suicide risk is necessary, and elderly protection areas should be designated to prevent traffic accidents. Also, elderlies should be induced to turn in their driver's license. To conduct these matters of elderly safety, an organization exclusively charged with elderly safety is necessary. Elderly safety is a broad concept, and since police alone cannot handle the task of ensuring elderly safety, the police should take on a leading role in cooperative efforts with various institutions of the government, non-profit organizations and the community to establish a social saftey net for elderly safety.
The characteristics of the records management systems of the Japanese colonial government can be summarized as follows. First, the Government General adopted a "decentralized retention" of public records. The Government General did not establish its own archives for central preservation of permanent public records. Colonial agencies established its own records office and the records office managed the records its agency created. Secret records and police records were exception. They were retained by the Secretary Office of the General Affairs Division and Police Division of the Chosun Government General respectively. Second, filing systems and retention periods of the public records followed the hierarchic structure of organization. In the headquarter of the government, records were filed by a "bureau-division-activity-file" classification system and a retention period of a file was given automatically by each unit the file belonged. A closed and cut-off file was retained and arranged according to its creating unit, creating year, and retention period. The filing system was easy to use once the filing system was established well, but to make it work effectively changes in activities and organizations should be on a reflected regular basis. It had an advantageous effect that permanent records could be preserved in a unified way throughout the organization. However, it is very critical to determine the permanent records in a professional way. Selection of the permanent records should be done professionally and in a historical perspective. Otherwise, the records retained as permanent records were not the records having an enduring value. And that was not done by the colonial government. Third, classification and scheduling of records were carried out by a creating division, rather than by the Records Office, mostly from the 1920s. Compilation of the records was also done by the creating agency. It implies that the records management lacked the professionalism. In conclusion, the records management system of the Chosun Government General wes nither modern nor user oriented. It managed the records for solely administrative purpose, i.e. effective colonial rule. The legacy of the colonial records system still exists in the public records system in Korean government. One should criticize the lack of will and efforts to modernize the public records system since the establishment of the Korean government while should reflect the historical origins of the records system in Korea.

Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place.
