Objective : The current study investigated the prevalence and clinical characteristics of sexual exhibitionism and frotteurism, which was conducted for the first time in Korea. Methods : Among 568 total subjects (mean age $19.28{\pm}5.0$ year), 109 were victims of sexual exhibitionism (19.2%, VSE) of which 57 were females (91.9 percent) ; and 57 were victims of sexual frotteurism (10.9%, VSF) of which 57 were females (91.9%). The participants completed the self-reported scale for epidemiological and clinical characteristics. Results : Incident frequencies of above two times of VSE and VSF were 49 (50.0%) and 20 (32.3%), respectively. Incident locations of VSE were school/office 37 (33.3%), street 28 (25.6%), and near home 20 (18.3%). Also, incident locations of VSE were inside of bus 12 (19.3%), subway 12 (19.3%), subway/bus station 8 (12.9%), near home 8 (12.9%), and school/office 7 (11.3%). Notifying rate of VSE and VSF to the police were 7.3% and 0%, respectively. Also, notifying rate of VSE and VSF to family or friends were 72.5% and 58.1%, respectively Conclusion : These results suggested that VSE and VSF had a common prevalence, which could be different from behavioral and emotional characteristics of a control group ; and the victims were shown to require an active intervention by supportive social system.

Firefighters and police officers have the third highest prevalence of obesity among 41 male occupational groups in the United States (US). However, few studies have examined the relationship of firefighter working conditions and health behaviors with obesity. This paper presents a theoretical framework describing the relationship between working conditions, health behaviors, and obesity in firefighters. In addition, the paper describes a detailed study plan for exploring the role of occupational and behavioral risk factors in the development of obesity in firefighters enrolled in the Orange County Fire Authority Wellness Fitness Program. The study plan will be described with emphasis on its methodological merits: adopting a participatory action research approach, developing a firefighter-specific work and health questionnaire, conducting both a cross-sectional epidemiological study using the questionnaire and a sub-study to assess the validity of the questionnaire with dietary intake and physical activity measures, and evaluating the strengths and weaknesses of the body mass index as an obesity measure in comparison to skinfold-based percent body fat. The study plan based on a theoretical framework can be an essential first step for establishing effective intervention programs for obesity among professional and voluntary firefighters.

Objectives: Early detection of developmental issues in infants and necessary intervention are important. To identify the comorbid conditions, a comprehensive evaluation is required. The study's objectives were to 1) generate scale items by identifying and eliciting concepts relevant to young children (12-71 months) with developmental delays, 2) develop a comprehensive screening tool for developmental delay and comorbid conditions, and 3) assess the tool's validity and cut-off. Methods: Multidisciplinary experts devised the "Infant Comprehensive Evaluation for Neurodevelopmental Delay (ICEND)," an assessment method that comes in two versions depending on the age of the child: 12-36 months and 37-71 months, through monthly seminars and focused group interviews. The ICEND is composed of three parts: risk factors, resilience factors, and clinical scales. In parts 1 and 2, there were 41 caretakers responded to the questionnaires. Part 3 involved clinicians evaluating ten subscales using 98 and 114 questionnaires for younger and older versions, respectively. The Child Behavior Checklist, Strengths and Difficulties Questionnaire, Infant-Toddler Social Emotional Assessment, and Korean Developmental Screening Test for Infants and Children were employed to analyze concurrent validity with the ICEND. The analyses were performed on both typical and high-risk infants to identify concurrent validity, reliability, and cut-off scores. Results: A total of 296 people participated in the study, with 57 of them being high-risk (19.2%). The Cronbach's alpha was positive (0.533-0.928). In the majority of domains, the ICEND demonstrated a fair discriminatory ability, with a sensitivity of 0.5-0.7 and specificity 0.7-0.9. Conclusion: The ICEND is reliable and valid, indicating its potential as an auxiliary tool for assessing neurodevelopmental delay and comorbid conditions in children aged 12-36 months and 37-71 months.
Modern society is operated based on the internet, wireless networks, and digital devices to the extent that it is called a digital society. In particular, as most of financial transactions, information movement, and commercial activities are based online, various social problems and side effects related to this are increasing rapidly. Representative examples include industrial espionage activities and leakage of industrial technology, and social problems such as illegal goods trade such as drugs using online and online gambling are increasing to a serious level. These digital-based social problems cannot be solved only by the activities and capabilities of judicial institutions such as police and prosecutors. Now that the private investigation market is open, active intervention using them is necessary. To this end, it is necessary to actively cultivate private investigator's ability to investigate and collect evidence in relation to digital social and criminal problems. In addition, each private investigation education institution or association should actively invest and research this.
Background: Pax8 and peroxisome proliferator-activated receptor gamma 1 gene (Pax8-$PPAR{\gamma}1$) are important factors in tumors. Several studies have suggested that follicular thyroid cancer may arise from Pax8- $PPAR{\gamma}1$ rearrangement. In order to have a better understanding of the association between Pax8-$PPAR{\gamma}1$ rearrangement and follicular thyroid cancer, we conducted the presenmt meta-analysis. Materials and Methods: The information was extracted from PubMed, EMBASE and Web of Science. Statistic analysis was performed with Stata12.0 software. Odds ratios (ORs) were calculated using a fixed-effects model. We also performed heterogeneity and publication bias analyses. Results: Nine studies including 198 follicular thyroid cancer patients and 268 controls were considered eligible. The frequency of Pax8-$PPAR{\gamma}1$ rearrangement was significantly higher in the follicular thyroid cancer group than in the control group, with a pooled OR of 6.63 (95%CI=3.50-12.7). In addition, through subgroup analysis, the OR between Pax8-$PPAR{\gamma}1$ rearrangement and follicular thyroid cancer was 6.04 (95%CI = 3.18-11.5) when using benign tumor tissues as controls. The OR for the method subgroup was 9.99 (95% CI =4.86-20.5) in the RT-PCR. Conclusions: The final results demonstrated that Pax8-$PPAR{\gamma}1$ rearrangement has significant association with follicular thyroid cancer.
The Framework Act on the Management of Disasters and Safety 2004(FAMDS) currently underpins Korean civil protection system, and under this FAMDS, Korean civil protection establishes a three-tiered government structure for dealing with crises and disasters: central government, provincial & metropolitan government, and local government tiers. In particular, the concept of Integrated Emergency Management(IEM) emphasizes that emergency response organizations should work and act together to respond to crises and disasters effectively, based on the coordination and cooperation model, not the command and control model. In tune with this trend, civil protection matters are, first, dealt with by local responders at the local level without direct involvement of central or federal government in the UK or USA. In other words, central government intervention is usually implemented in the UK and the USA, only when the scale or complexity of a civil protection issue is so vast, and thus requires a degree of central government coordination and support, resting on the severity and impact of the event. In contrast, it appears that civil protection mechanism in Korea has adopted a rigid centralized system within the command and control model, and for this reason, central government can easily interfere with regional or local command and control arrangements; there is a high level of central government decision-making remote from a local area. The principle of subsidiarity tends to be ignored. Under these circumstances, it is questionable whether such top-down arrangements of civil protection in Korea can manage uncertainty, unfamiliarity and unexpectedness in the age of Risk Society and Post-modern society, where interactive complexity is increasingly growing. In this context, the study argues that Korean civil protection system should move towards the decentralized model, based on coordination and cooperation between responding organizations, loosening the command and control structure, as with the UK or the USA emergency management arrangements. For this argument, the study basically explores mechanisms of civil protection arrangements in Korea under current legislation, and then finally attempts to make theoretical suggestions for the future of the Korean civil protection system.
In Korea, 28,641 cases of traffic accidents were caused by drunk driving in 2010. These statistics accounted for 12.62% of total number of traffic accidents. Moreover, the percentages of deaths and injuries from them were nearly 15% of those from whole traffic accidents. While police has emphasized enforcement efforts in order to reduce drunk driving, culture generous to drunk driving in addition to the absence of an appropriate intervention system for habitual drunk drivers have contributed to the increasing number of the drunk driving accidents in Korea. This study examined specific behavioral changes in drunk driving by comparing drivers' behavior pattern in non-alcoholic condition to those in alcoholic condition, using a psychomotor test and a driving simulator. In the psychomotor test measuring participants' reactions to the target stimulus, it was revealed that participants' correct responses were decreased, false responses were increased, and no responses also were increased after drinking. Furthermore, in the driving simulator performance after drinking, not only driving speed was faster but also the deviation of an accelerator pedal pressure and of the vehicle's lateral position were much increased. These results indicated that alcohol consumption would impair visio-cognitive ability and deteriorate driving safety. Finally, the implications and limitations of our findings and suggestions for the future research were discussed.
On December 31, 2018, an incident occurred where a doctor was attacked and killed by a patient carrying a lethal weapon in the outpatients' clinic of the psychiatric department of a tertiary general hospital. The suspect was diagnosed with bipolar affective disorder (manic depressive disorder) and has been hospitalized and cared for in the psychiatric ward of this hospital. This incident illustrates the necessity of more active cures and therapeutic intervention for mental patients with intellectual developmental disorders who require treatment considering the fact that a radical outcome has been caused by such a patient. However, on the other hand, there is also a need for an approach and analysis from the perspective of crime prevention for all medical departments. The reason for this is that even a tertiary general hospital equipped with the largest human resources, medical devices, facilities, and so forth, is susceptible to violence. As for illegal actions perpetrated against health and medical service personnel in medical institutions, such as verbal abuse, assault, injury, etc. there have neither been understanding shown for the current extent of damage in detail, nor discussions of active institutional improvement related to the seriousness of the act. It can be said that violence in the field of medical treatment is a realm requiring serious discussion and appropriate remedial actions. This is because when such incidents take place, if a patient who is supposed to get treatment from the damaged health care provider is in an urgent situation or on the waiting list of serious cases, he or she could suffer serious damage caused by deprivation of treatment opportunity, or secondary damage might be caused to the patient and/or a guardian who can hardly have an opportunity to take action. Accordingly, in this review, we would like to help create the necessary conditions for both health and medical service personnel and patients/guardians, respectively, to provide and receive medical treatment in a more secure environment. Therefore, objective assessment of the institution and issues relating to this aforementioned incident and general cases of violence occurring in medical institutions, and by suggesting legal and institutional improvements and solutions.
Major countries, such as the U.S., UK and Germany have reformed their national intelligence systems in the face of transnational, asymmetric and comprehensive threats since September 11, 2001 and have strengthened the intelligence capacity involved in countering terrorism and WMD proliferation, right/left extremism threats. The Korean Moon Jae-in government is preparing a reform plan to eliminate illegal political intervention and abuse of power by the National Intelligence Service(NIS) and to rebuild it as an efficient national intelligence agency for national security. In discussing the reform direction of the NIS, it is necessary to discuss in detail whether adopting a separate model of intelligence agencies to restrict domestic intelligence activities of the NIS and concentrate on foreign intelligence activities or establish new domestic intelligence agencies. Second, as for the issue of transferring anti-Communism investigation authority of the NIS to the police, it needs to be carefully considered in terms of balancing the efficiency and professionalism of intelligence agency activity in the context of North Korea's continuous military provocation, covert operations and cyber threats. Third, it should strive to strengthen the control and supervision functions of the administration and the National Assembly to ensure the political neutrality of the NIS in accordance with the democratization era, to guarantee citizens' basic rights and to improve the transparency of budget execution.
With the development of cyberspace and its increasing interaction with our daily lives, cybercrime has been steadily increasing in recent years and has become more prominent as a serious social problem. Notably, the "four major malicious cybercrimes" - cyber fraud, cyber financial crime, cyber sexual violence, and cyber gambling - have drawn significant attention. In order to minimize the damage of cybercrime, it's crucial to delve into the specifics of each crime and develop targeted prevention and intervention strategies. Yet, most existing research relies on indirect data sources like statistics, victim testimonials, and public opinion. This study seeks to uncover the characteristics and factors of cybercrime by directly interviewing suspects involved in 'copyright infringement', 'gambling' related to illicit online content, and 'pornography crime'. Through coding analysis and text mining, the study aims to offer a more in-depth understanding of cybercrime dynamics. Furthermore, by suggesting preventative and remedial measures, the research aims to equip policymakers with vital information to reduce the repercussions of this escalating digital threat.
