A Standard Method for Progress Measurement in a Petrochemical Plant EPC Project (석유화학 플랜트 EPC 사업의 진도율 산정표준의 제안)

  • In proportion to continuing growth of overseas plant market and the trend of its mega scale of the project, the importance of management is significantly emphasized for the successful execution of the project. And it is recognized that progress control is the most important management item amongst the others in the management. Progress control is importance of progress measurement for performance measurement and process control of project, but it is hardly obtainable securing the objectivity in the progress measurement since the progress measurement are being applied differently in accordance with the project conditions and the experience level of the person in charge for the progress control. This study has conducted as following to propose a standard method for progress measurement in a petrochemical plant protect. Domestic and overseas plant projects are investigated variously with the applied method of progress measurement, and the deduced problem of progress measurement. And then standard method for progress measurement of engineering, procurement, construction and commissioning has been proposed according to comparison and analysis of practices in domestic & overseas plant project, procedures for progress control in the globally reputed petrochemical client, company rules and recommendation of the expert in progress control.

  • Project logistics is becoming increasingly important in overseas plant projects. Efficient logistics risk management is needed to reduce construction period and reduce costs. However, Korean construction firms bid unconditionally without sufficient experience and analysis on overseas plants contract, companies are gradually losing profitability on projects due to not considering profitability. Despite the significant effects on the profitability of Korean construction companies, and although these companies still continue to bid on overseas plant projects, policies to manage project logistics risks for safe transport and compliance with the contracted building schedule in the long term is still lacking. Hence, this study investigates the risk factors related to project logistics and to analyze the effect of project logistics risk on overseas plant business performance. We conducted a survey of project-related workers. The results of the analysis are as follows: First, among the logistics risk factors, overseas platform business people recognize operational risk and financial risk factors, which have a positive effect directly on overseas plant performance. Second, the ability to manage project logistics risks can have a significant impact on the success or failure of overseas plants. Finally, if logistics risk factors are managed on the basis of the research results confirmed through empirical analysis, it is possible to carry out more efficient and effective management of the project, which implies that this will have a positive effect on overseas plant business performance.

  • Recent desalination plant system are being operated by applying one of the technologies as like MSF, MED and, or RO. The production cost of pure water from sea water by the desalination plant was U$9/m$^3$ in 1960, but now has been reduced to U$1/m$^3$ at present. The Power and Desalination Plant Project in Al Cobar of Saudi Arabia gave good chance to us export the similar plant systems actively to the world market. 1Hidd IWPP Project in Bahrain, Taweelah B Extension Project in Abu Dhabi of UAE and Ras Laffan B IWPP of Qatar are the recent large scale desalination projects under construction.

  • As amount of information in construction industry is growing, the role of information system in project management is becoming increasingly important. With the emerging IT application to the advancing construction industry, construction project management system with advanced technology has been progressed vigorously to improve construction productivity and management efficiency. Recently, a web-based Project Management Information System (PMIS) is developed to support decision-making process by efficiently managing project related information generated from various discipline. Many firms are in the process of developing the PMIS system or already have been applied the system to various projects. However, PMIS is still in its early stage of development to be applied at industrial plant construction projects that process management is significantly emphasized for the successful execution of the project. With the complexity of the industrial plant projects, the industry practitioners need to be able to visualize the construction schedule information to manage the project efficiently. This study suggests methodologies for improving PMIS specialized for industrial plant piping construction projects to estimate the baseline schedule and performance measurement more accurately by developing a framework for the piping construction projects. By using this developed system, the researchers expect that piping construction projects will be more efficiently managed on a real-time basis through measuring progress of piping at each and every state of progress milestone and provide management with opportunities to forecast the level of efforts required to execute the remaining work scope in a timely manner

  • Research sponsored by the Korean Government investigated the establishment of a risk management process by Korean contractors involved with plant projects in the Middle East. This research effort builds upon the work completed by the Construction Industry Institute (CII), called the International Project Risk Assessment (IPRA) tool and method, and also explored how CII's Project Definition Rating Index (PDRI) could be incorporated to improve project planning by addressing risks and scope development issues. Specific findings and recommendations were developed including the creation of the Contractor Critical Areas of Concern (CCAC) risk screening tool for Korean contractors pursuing Middle East oil and gas projects.

  • As one of staff members participated in the full course of the plant construction project of On-san Refinery to its successful completion. I had my past expierence that the plant construction project was so complicated, and a Long period required, and thus there were so money problems to be solved. Among the problem, I mainly noticed that the following listed points were solved and improved. 1. Each drawing should be in every accuracy possible. 2. Contract should be specified in every detail possible. 3. All invoiced prices of breack down list should be coped with the current market prices. 4. All execution of work should be in the most accuracy. A. Planing execution of work. B. Coordination with supervisor group. C. Economical method for execution of work. D. Safety control. 3, Calculation work field should be established seperately 6. Each staff members should be work at the best of his pride.

  • Project management in the Construction field inherently has more uncertainty and more risks relative to ones from other area. This is the very reason for why project management is recognized as the important task to construction companies. For getting better performance in the project management, we need a system that keeps the consistencies in a automatic or semi-automatic manner through the project management stages like as project definition stage, project planning stage, project design and implementation stage. But since the early stages such as definition and planning stages has many unstructured features and also are dependent to unique expertise or experience of a specific company, we have difficulty providing systematic support for the task of these stages. This kind of problem becomes harder to solve especially in the plant construction domain that is our target domain. Therefore, in this paper, we propose and also implement a systematic approach to resolve the problem mentioned for the early project management stages in the plant construction domain. The results of our approach can be used not only for the purpose of the early project management stages but also can be used automatically as an input to commercial project management tools for the middle project management stages. Because of doing in this way, the construction project can be consistently managed from the definition to implementation stage in a seamless manner. For achieving this purpose, we adopt knowledge based inference, CBR, and neural network as major methodologies and we also applied our approach to two real world cases, power plant and drainage treatment plant cases from a leading construction company in Korea. Since these two application cases showed us very successful results, we can say our approach was validated successfully to the plant construction area. Finally, we believe our approach will contribute to many project management problems from more broader construction area.

  • In the overseas plant construction market, the domain construction firms' construction capability has been greatly improved, but the capability of project management is evaluated to be insufficient compared to the technical aspect. Project management capabilities from the initial planning stage of project execution are regarded as the core competence of advanced construction companies. Among them, it is urgent to improve the capacity of conceptual estimate for domestic companies. In this study, the researchers surveyed and analyzed the methodology of estimating project cost in the planning phase of the plant project and developed an estimation method by conducting a case study analysis. Based on the logic of the cost index and parametric estimation method among the existing estimation methodology, the estimation tool was developed by deriving the input and output variables tailored to the plant project. The validity of the proposed methodology was evaluated by comparing the accuracy between the project estimate amount of the case project and the actual project amount. In order to increase the utilization of the developed conceptual estimate methodology,for plant construction project, it is necessary to systematize the data of the historical project data. Increasing the accuracy of future project cost estimates is directly related to increasing project award and profitability of the domestic construction company.

  • Engineering is a value-adding process applying knowledge and skills in the construction industry that includes the planning, feasibility study, project management (PM), front end engineering and design (FEED), detail design, procurement, construction, supervision, and operation. Among these engineering activities, FEED is defined as a comprehensive design practice in the early design phase focused on conceptual design and basic design. It is a particularly influencing area that determines the competitiveness of procurement and construction capability of construction firms (KNIN 2013). Nevertheless, previous studies in FEED have been limited to the design process, deliverable, or particular management technique (e.g. system engineering, collaboration, information etc.). In this context, the purpose of this study is to propose a comprehensive FEED business process structure for project management of thermal power plant construction projects encompassing the entire project life cycle. And an assessment methodology for FEED functions was developed. It is expected that the proposed structure of FEED functions and FEED evaluation methodology will contribute to improvement of competitive capability of engineering, procurement, and construction (EPC) companies.

  • LNG plant projects tend to be implemented in overseas owing to its characteristics, so their project management scheme is somewhat different from those of general projects. Value chain in a LNG plant project includes exploration/production of gases, physical liquefaction/chemical conversion processes, transportation and storage. Key factors in the chain include liquefaction process (including ultra-low temperature liquefaction) to convert natural gas into liquid materials or fuel, and Front End Engineering Design (FEED) package, as well as Engineering, Procurement and Construction (EPC) technology comprising control, operation and construction. Success of a complex LNG plant project implemented in overseas depends on decision-making process in project management. Accordingly, to develop a decision-making model in of plant construction, the study extracted none factors in project management by EPC stage and assessed importance of each factor. The result showed that items in both project management and project risk management are important. Especially, the study developed a decision-making model in the construction stage of a LNG plant project based on the project management factors and importance assessment. The developed decision-making model would lay groundwork in building a decision-making system in construction stage of project management.
