Analysis of Changes in Citizen Satisfaction with Parks & Green Spaces in Daegu City, Korea (대구시 공원녹지에 대한 시민 만족도의 경시적 변화 분석)

  • This study was carried out to investigate the changes in citizen satisfaction with parks and green spaces in Daegu. Three surveys were conducted using the same measurement tools in 1986, 2001, and 2010. Major results are as follows: 1. The overall satisfaction level with parks and green spaces increased remarkably over the last25years. Satisfaction levels with city spaces overall were higher than that of nearby surrounding areas. 2. Diversity of green spaces was the most distinguished indicator in increasing level of satisfaction while the management level of green space facilities showed the lowest improvement. 3. The factor analysis for individual variables for satisfaction resulted in two factors: functions and physical conditions were categorized as one factor, and indicators for the planning of green spaces were the other. Using a regression model, the major variables found for satisfaction were diversity, management level of woods, quantitative level, function of static recreation, and management level of facilities, respectively. 4. Regarding satisfaction level by the type of green spaces, green spaces by streets showed a remarkable increase while green spaces in industrial areas showed the lowest improvement. A factor analysis for each type of green space resulted in 3 factors: green spaces of urban parks, green spaces of urban recreational facilities, and green spaces of each district including residential areas and industrial areas.

Evaluating and Improving Urban Resilience to Climate Change in Local Government: Focused on Suwon (기초지자체 기후변화 대응을 위한 도시회복력 평가 및 증진방안: 수원시를 대상으로)

  • As the damage caused by the abnormal climate due to climate change is increasing, the interest in resilience is increasing as a countermeasure to this. In this study, the resilience of Suwon city was examined and the plan to improve the resilience were derived against climate impacts such as drought, heatwave, and heavy rain. Urban resilience is divided into social resilience (e.g. vulnerable groups, access to health services, and training of human resources), economic resilience (e.g. housing stability, employment stability, income equality, and economic diversity), urban infrastructure resilience (e.g.residential vulnerability, capacity to accommodate victims, and sewage systems), and ecological resilience (e.g. protection resources, sustainability, and risk exposure). The study evaluated the urban resilience according to the selected indicators in local level. In this study, the planning elements to increase the resilience in the urban dimension were derived and suggested the applicability. To be a resilient city, the concept and value of resilience should be included in urban policy and planning. It is critical to monitor and evaluate the process made by the actions in order to continuously adjust the plans.

A Study on the Application of the AMOEBA Technique for Delineating the Unique Primary Zones for the DIF Zoning Regulation (기반시설부담구역제도 제1단계 유일범역 도출과정에서의 AMOEBA 기법 적용에 관한 모의실험 연구)

  • The AMOEBA approach in this study supplements the Hotspot method that had not been fully capable of dealing with the ecotone issues in designating the Development Impact Fee (DIF) zones as had been seen in the preceding study by Kim and Choei (2017). The AMOEBA procedure shares the common Getis-Ord statistic with the Hotspot technique but is more adequate to figure out the ecotones. For the comparative purpose, simulations are run by both methods for a series of different scenarios in terms of analytic spatial units (here, the square grids) from 100m up to 400m; and the zonal outcomes by both methods are compared using a set of evaluative indicators. In terms of the numerical scores, the performances by the two methods are much comparable except that the former is slightly superior with respect to the avoidance of the oversized spread of the selected zones whereas so is the latter with respect to the ease of infrastructure installation. It remains yet to be investigated by the extended studies that include in-depth field surveys to figure out the causes as well as the meanings of such differences in zonal determinations.

  • Technological advances in artificial intelligence are affecting many industries, such as telecommunications, logistics, security, and healthcare, and research and development related to economic, efficiency, linkage with commercial technologies are the current focus. Predicting the changes in the future battlefield environment and ways of conducting war from a strategic point of view, as well as designing/planning the direction of military development for a leading response is not only a basic element to prepare for comprehensive future threats but also an indispensable factor that can produce an optimal effect over a limited budget/time. From this perspective, this study was conducted as part of a technology-driven plan to discover potential future technologies with high potential for use in the defense field and apply them to R&D. In this study, based on research data collected in a defense future technology investigation, the future new technology that requires further research was predicted by considering the redundancy with existing defense research projects and the feasibility of technology. In addition, an empirical study was conducted to verify the significance between the future new defense technology and the evaluation indicators in the AI field.

  • This study is the basic data to design development directions and development standards of resources and facilities for establishing provision-oriented marine tourism development plans, and it aims to help develop provision-oriented marine tourism by drawing planning index and considering its priority necessary for provision-oriented marine tourism development. The findings of the study are as follows. As the result of analysis on four aspects, specific standards and plans for marine tourism development index, it showed environmental aspect, socio-cultural aspect, management aspect, and economic aspect in order. According to the result, the environmental aspect is considered important as the plan to solve problems working as inhibition factors instead of local development, due to local culture and environment disruption. Besides, as the result of iult of iuland priority of 13 items w of iure specific factors and specific plans, durability of resource use, iulroveand envisurrf rdings, receptive culacity, conservesidesand transmissidesnvicultures, and iulroveand ein the quality of life, stability of resource use, quality management of tourist attractions, competency intensificesidesof residents, income increase of residents, PR marketing, role of public sectors, increase in the local industry, and increase in employment were shown in order. Software-oriented plans should be made to preserve overall nature of local areas rather than hardware-oriented plans and development of environmental aspect that merely considers preventing environment destruction.

Analysis of Village Safety Index using Accessibility to Public Facilities (공공시설 접근성을 통한 마을단위 안전지수 분석)

  • A disaster can be defined in many ways based on perspectives, in addition, its types are able to classify differently by various standards. Considering the different perspectives, the disaster can be occurred by natural phenomenon that is like typhoon, earthquake, flood, and drought, and by the accident that is like collapse of facilities, traffic accidents, and environmental pollution, etc. Into the modern society, moreover, the disaster includes the damages by diffusion of epidemic and infectious disease in domestic animals. The disaster was defined by natural and man-made hazards in the past. As societies grew with changes of paradigm, social factors have been included in the concept of the disaster according to new types unexpected by new disease and scientific technology. Change the concept of social disasters, Ministry of Public Safety and Security (MPSS) has provided the regional safety index, which measures the safety level of a local government. However, this regional safety index has some limitation to use because this index provides the information for city unit which is a unit of administrative districts of urban. Since these administrative districts units are on a different level with urban and rural areas, the regional safety index provided by MPSS is not be able to direct apply to the rural areas. The purpose of this study is to determine the regional safety index targeting rural areas. To estimate the safety index, we was used for 3 indicators of the MPSS, a fire, a crime, and an infectious disease which are evaluable the regional safety index using an accessibility analysis. For determining the regional safety index using accessibility from community centers to public facilities, the safety index of fire, crime, and infectious disease used access time to fire station, police office, and medical facility, respectively. An integrated Cheongju, targeting areas in this study, is mixed region with urban and rural areas. The results of regional safety index about urban and rural areas, the safety index in rural area is relatively higher than in the urban. Neverthless the investment would be needed to improve the safety in the rural areas.

Analysis of Setting Indicators for the Selection of Landscape Simulation View Point and their Importance to Improve the Quality of Landscape Plans (경관계획의 질적 향상을 위한 경관시뮬레이션 조망점 선정의 지표설정 및 중요도 분석)

  • The study considers viewpoints for qualitative improvement of landscape planning based on research literature, books and reports. By classifying items used in this study, evaluation criteria was derived for viewpoint selection using SPSS Statistics. In addition, we establish weights and prioritize viewpoints by measuring the relative importance within the hierarchical index. The analysis results are as follows: First, 16 viewpoints were determined using surveys from experts to establish specific and systematic plans for landscape simulation. Second, with respect to the medium classification level of viewpoint evaluation, the most important factor found was 'view' followed by 'publicness' and 'place.' Third, priority by viewpoint was found to exhibit the following order of relative importance: visual openness of viewpoint, favorability as view target, cultural property space, historicity, public place, gateway place, area where the target can be observed, thickly-populated or most-used place, place where various shapes of targets and surrounding landscape can be identified, ecological protection area, river and waterside area, viewing angle (relief-etching), viewing direction, major roads, distance between the viewpoint and the target, and plains and farmland. These results can contribute to developing systematic and reliable analysis frame for qualitative improvement of landscape planning and evaluating landscape simulation.

A Study of Future Residential Land Use Change considering Climate Change using Land Use Equilibrium Model in Jeju (토지이용균형 모델을 이용한 기후변화에 따른 주거용 토지이용변화 - 제주 지역을 대상으로 -)

  • Climate change lead to environmental pollution caused by the radical economic growth and development of industry. The amount of damage from abnormal climate is increasing rapidly for this reason in Korea. In particular, the cities is a lot of carbon emission quantity from the radical growth. Thus the government present "low carbon green growth" for eco-friendly city planning. As one of the important factors effecting climate change, active researches on land use change is performed. In this study, we knew land use change of each scenarios using land use equilibrium model which is kind of predictive model of land use in Japan. First, we selected study area to Jeju lsland. For this study, indicators for input data were selected and spatial data for input data were established using GIS program. Second, we established future scenarios based in 2040s. There are 2 future scenarios: dispersion scenario, compact scenario. Third, we compared with residential area of current and residential area for future scenarios. Results showed that residential area of the difference between current and dispersion scenario were 1,230 ha and residential area of the difference between current and compact scenario were 1,515 ha. Finally, for comparing carbon dioxide absorption volume between dispersion scenarios and compact scenarios, we calculated carbon dioxide absorption volume according to residential area decreased of each future scenarios. Results showed that carbon dioxide absorption volume in dispersion scenario was 477,878 ton and carbon dioxide absorption volume in compact scenario was 588,606 ton. Therefore, the study showed that land use equilibrium model is expected to put to use for future enhancement in creating data for climate change stabilization. And it is also expected to be utilized for city planning research in Korea.

A Study on Calculation of Urban Compactness Index Considering Space Syntax: Focusing on the Declining Local Cities (공간구문론을 활용한 도시 압축지수 산정에 관한 연구: 소멸위험도시를 중심으로)

  • Recently, Korea has been experiencing a problem of population decline, therefore the transition to a compact spatial structure is being urged. However, what is required is not just physical compression, but a compact city that also considers connectivity, in view of the changes in today's demographic and industrial structure. From this point of view, this study measures the compressibility of domestic cities suffering from extinction risk due to low birth rates, aging population, and population decline, and examined the spatial structure characteristics. In addition to the compressibility evaluation index used in previous studies, the compressibility of six indicators (population, land use, service accessibility, transport accessibility, connectivity, and concentration) was compared and analyzed, and a comprehensive compression index was calculated. The analysis results, based on the comprehensive compression index, classified 2.3% cities in the first grade, 4.6% in the second grade, 16.09% in the third grade, 43.68% in the fourth grade, and 33.33% in the fifth grade areas. Currently, the urban characteristics affecting the compactness index differ from region to region. Therefore, it is necessary to establish measures and policies for extinction risk considering the influence of each region's compactness index. This study is meaningful in that connectivity was considered using spatial syntax, and the compactness of cities at risk of extinction was compared and analyzed quantitatively. It is expected that this study will be used as basic data to establish the direction and action strategy for extinction risk cities.

Classification of Wind Corridor for Utilizing Heat Deficit of the Cold-Air Layer - A Case Study of the Daegu Metropolitan City - (냉각에너지를 활용한 바람길 구성요소 분류 - 대구광역시를 사례로 -)

  • Recently, the Korea Forest Service has implemented a planning project about wind corridor forests as a response measure to climate change. Based on this, research on wind corridors has been underway. For the creation of wind corridor forests, a preliminary evaluation of the wind corridor function is necessary. However, currently, there is no evaluation index to directly evaluate and spatially distinguish the types of wind corridors, and analysis is being performed based on indirect indicators. Therefore, this study proposed a method to evaluate and classify wind corridors by utilizing heat deficit analysis as an evaluation index for cold air generation. Heat deficit was analyzed using a cold air analysis model called Kaltluftabflussmodell_21 (KLAM_21). According to the results of the simulation analysis, the wind path was functionally classified. The top 5% were classified as cold-air generating Areas (CGA), and the bottom 5% as cold-air vulnerable Areas (CVA). In addition, the cold-air flowing Areas (CFA) were classified by identifying the flow of cold air moving from the cold air generation area. It is expected that the methodology of this study can be utilized as an evaluation method for the effectiveness of wind corridors. It is also anticipated to be used as an evaluation index to be presented in the selection of wind corridor forest sites.
