  • Current global issue of climate change is growing and greenhouse gases occur in most cities. To solve the problem of climate change, the city should be changed to low-carbon structure. Low-carbon city planning is a step-by-step plan from the initial establishment, from design and operation of urban structure, to maintenance and management should be considered as an integrated whole process. Under this background, this study evaluated the whole process of low-carbon urban planning ways. For this step, divided into three steps and eight divisions, 30 sub-indicators are derived. Through domestic and foreign cases analysis studies and survey of the relevant experts, results were derived. In order to improve these points, in the intial planning establishment stage, planning of urban policy and institutional steps should be made and the plan should be appropriate to the local characteristics. In the design and operation of urban structure stage, detailed and feasible approach is needed and maintenance and management stage, participation of various stakeholders, including establishing governance and management practices could see the need.

  • It is worthwhile to compare the major social indicators between Korea the and Taiwan particularly focusing on population because two countries share close similarities in many aspects and gave access to the advanced level among the developing countries in recent years. Similarities or dissimilarities presented in this paper will be helpful to the researchers and the policy makers of the two countries by giving them insight on the situation. The similarities and dissimilarities between the two countries in the field of demography and social indicators are summarized as follows : 1. Similarity indicators can be found in fertility. One of them is Net Reproduction Rate and it was less than one in both countries in 1985. The past trend of fertility, in fact level and pattern of it, of the two countries from 1960 to 1985 has been very similar. 2. Level and pattern of mortality is quite different between two countries. Mortality level of Taiwan is lower than that of Korea. 3. The close similarity between two countries was shown in population structure and aging index. 4. On future population projection, the population structure and the level and pattern of fertility of the two countries are very similar. During fourty years, the period from the current population growth rate which is a little more than 1% to the zero growth rate, the annual population growth rate of the two countries is approximately 0.6% and that is similar to those of the current industrialized countries. According to the medium variant of the projection, Korean population will reach Zero Growth Rate between 2020 and 2025 whereas Taiwan between 2025 and 2020 5. Current level of contraceptive prevalence of both countries is very similar showing above 70% of the eligible women in 1985 and one of the valuable factors of achieving this high rate within short period must be the national program of the family planning. A close cooperation in the field of population policy formulation and its implementation is indispensable because Korea and Taiwan have similarity in many population indicators.

  • The purpose of this study is to investigate the prime factors that affect user satisfaction of area and facilities in urban forests, to classify those factors, to find out factorial structure of user satisfaction about them, and then to suggest important indicators in the urban forest planning, design, and development. The survey research was done using the self-administered questionnaire method by the people in the city of the Pusan who participated in recreational activities in the Mt. Keumjung. Factor analysis was used to extract the prime factors related to the recreational satisfaction concerning the area and facilities of the urban forest by the SPSS program, and then prime factors were used to investigate the factorial structure of user recreational satisfaction in the urban forest by the LInear Structure RELation program. According to the factor analysis concerning the 13 variables, 4 prime factors by the statistical values were considered as effective, indicating, 'health and recreational facilities', 'convenience and management facilities','facilities for the physical and psychological training' and 'historical and cultural areas'. The results of the causal structure analysis were identified as having significant effects mutually on endogenous variables, 'overall recreational satisfaction of the areas and facilities in the Mt. Keumjung','health and recreational facilities','convenience and management facilities','facilities for the psychological training', and 'historical and cultural areas'. But exogenous variables which have significant effects on endogenous variables were also indentified. Overall fits of both causal model were very good. The hypothetical causal structural equation models based on the results found partially significant correlation between dndogenous variables and between envogenous and exogenous variables. These significant relationships indiate important factors and variables that should be considered in planning, design, and development of the urban forests. Therefore, development direction of the Mt. Keumjung has to be analyzed as significant factors concerning user recreational satisfaction in a systematic was, recognized as important variables for planning process. The plan for development and management also should reflect the natural conservation policy from the environmental conservation movement like natural conservation advertisement and environmental education.

  • Objectives: Members of Korean Healthy Cities Partnership(KHCP) has increased rapidly since 2006 and adopted Active Living Environments(ALE) as common theme in 2015. Academic definition and categorization, needs assessment and operational planning for making active living environments were required from KHCP. Methods: Literatures review, survey to members of KHCP, specialist discussion and consultation with members of KHCP have been done from October of 2015 to February of 2016. Results: ALE included humane(social networks), physical and political resources. Three categories and 13 items for ALE were identified. Present actions among member cities were variable and especially immature in physical environments. Indicators for ALE were not secured stably. Requirements for policy and physical environmental approach and adolescent programme were high. Priority areas for education and technical assistance were master planning, guideline and case, program and policy development, partnership development, and networking among cities. Representative projects among member cities were somewhat different from ideal models. Conclusions: Policy and environmental approaches needs to be reinforeced systemically for members of KHCP including securing stable indicators. More education and technical assistance also needed sustainably.

  • The district unit planning (DUP) in Korea is a planning instrument. One of the key methods is the incentive system focused on the mitigation of the financial charge of business proprietors with use of various planning deregulation. Here in this paper, it is examined whether the incentive system is indiscriminately applied not only in the metropolitan cities but also in the rural cities. The analysis is carried out with six indicators in relation to the effect on the incentive system on the market of Apartment Housing Development. The indicators are a. the building-to-land ratio(BLR), b. the floor area ratio(FAR) c. the publicly assessed value of land(PAVL), d. the sale price of land(SPL), e. the sale/lease price of apartment house(SLPH) and f. the ratio of housing subscription(RHS). The final result is that the incentive system has different effects between metropolitan cities and rural cities. One of reasons lies on the too high FAR in rural cities to be given basically. Another reason lies on the difference between the cost for purchasing public installation and the profit of the sale & lease price of apartment house. In rural cities their difference becomes much narrow. Finally, the low ratio of housing subscription(RHS) in rural cities makes the effect of the incentive system nearby meaningless.

  • Integrated management of Korea national and environmental planing for sustainable development is suggested, and basic research is needed. In this study, national and regional plans were assessed using 'integrated management index of Korea national planning and environmental planning' to grasp the current status of integrated management on Korea national planning and environmental planning. As a result of the assessment, it was found that both national and regional plans need to improve considering the natural ecology part and water resource and quality part. In addition, it was derived that the detailed contents of the indicator can not be reflected according to the characteristics in the higher-level plan. Therefore, it has been found necessary to include proclamatory contents so as to be able to establish a detailed plan that reflects environmental goals in the lower-level plan.

  • In terms of urban regeneration of the present that focuses on a city's original history, culture and environment, it is now being understood as a concept of how a city by itself gets vitalized through local participation and communities. That is what indicates how a main agent of urban regeneration is changing to relevant local residents from public organizations and due to that reason, establishment of a differentiated urban regeneration policy that would reflect opinions of the locals is demanded. In the light of that, this study aimed to offer an urban regeneration project planning indicators targeting an old downtown area of Mokpo city which has been selected as an urban regeneration district. An AHP (Analytic Hierarchy Process) survey on the locals had revealed priorities of the indicators which helped the study to present indicators to be practically used for the urban regeneration project on the old downtown area in Mokpo.
