  • Currently, the quality management, safety management and environment management of domestic construction work does not form a infrastructure for integrated control which have been developed according to the unique characteristics based on respective the law. In other words, the quality manager and safety manager of human resources is set to a legal arrangement personnel, but environment manager of human resources is not. In addition, quality management standard is to perform the work to PDCA(Plan-Do-Check-Action) system which is reflected in all of the requirements of KS A ISO 9001 standard, but safety management plan and hazard harmfulness prevention plan are not properly reflected P(Plan), C(Check) and A(Action) system and focusing on only 4 section Do(D) in KOSHA 18001 standard requirement. Moreover environmental management plan is not even established requirement. Through examining the operation practices of an advanced nation prior to building the integrated control standard for construction work qualify safety.environment, the possibility of applying domestic is reviewed, and then this study is going to research the operation practices of Singapore.

  • Because of preferential treatment in PQ judgement, many construction company got the certification of ISO 9000. But the main objective of them was just certification itself. The ISO 9000 certification which was composed of 20 requirements was a standard just for the manufacturing industry, so it was difficult that it was applied to a business of construction industry. In these reasons, they have revised ISO 9000:l994 which was composed or 20 requirements to ISO 9000:2000 which requests to focus on business process. In this research, we'll develop a System for Project Quality Plan that is related with information of site process in an apartment housing project. This system is intended to increase use of project quality plan in construction sites based on the construction process.

  • Recently, enterprises have focused on quality improvement for delighting their customers. Especially, all business sector have checked, analyzed their consumer complaints in detail on their products and made a plan to reduce them. But there is a limitation not to solve them. This paper presents one of tools to reduce non qualified product on their operation line directly by modernized IT technology after analyzing and making the plan.

  • Skip-Lot sampling plan is formulated in terms of renewal process. This approach facilitates studying the average outgoing quality in a short production run of length t, AOQ (t). By numerical studies it is found that the long-run average outgoing quality (AOQ) greatly overestimates AOQ (t) for short runs.

  • For situations where there are several markets with different price/cost structures, economic complete inspection plans are developed for determining the market to ship the product to. Two complete inspection plans are considered; the plan based on the performance variable of interest, and the plan based on a variable which is correlated with the performance variable. Profit models are constructed which involve selling price, cost incurred by imperfect quality, and quality inspection cost. Methods of finding the optimal complete inspection plans are presented and a numerical example is given.

  • This study analyzes the river system and water quality conditions of Bukchun in order to establish a basic plan for Preparing a natural learning and experimental area of environmental ecosystem in Bukchun, Gyeongju. It also tries to establish an integrated plan for water management of Bukchun stream based on water contaminants. In addition, after analysing the water quality at 13 points during the non-rainy season, the effluent of municipal wastewater was of relatively better quality with I ~ II grade, below the water quality standard of the river, except in points near Samsung apartments. However, analysing the Hyeongsangang and the effluent of Bomunho and Duckdongdam in rainy season, the water quality was II ~ III grade according to environmental standard. The water Quality of those samples was strongly dependent of non-point source.

  • Recently, The importance of a quality control for implementing 3D geospatial database has being emphasized to build a 21st century knowledge society and an ubiquitous land. The improvement of 3D geospatial database quality control through establishing an integrated quality control makes data suppliers update data efficiently and users get high quality data. The purpose of this study was to derive the improvement plan of 3D geospatial database quality control through the analyses of the existing 3D geospatial database quality control and case studies. The results of this study are as follows. Firstly, we defined the concept of 3D geospatial database quality control. Secondly, we set the boundary, factors and process of 3D geospatial database quality control through classifying it in detail. Lastly, we drew improvement contents such as the quality control checklist by implementation process according to the improvement plan of 3D geospatial database implementation.

An Assessment of Flood Mitigation Policies Integrated in Local Comprehensive Plans: The Case of Florida in the United States (지자체 도시기본계획의 홍수예방정책 평가: 미국 플로리다 사례를 중심으로)

  • 'Planning researchers' believe that losses from floods can be reduced if governments address this issue and adopt appropriate policies in their plan. As a starting point for examining this idea, this research assessed the ability of local government to incorporate flood mitigation policies in their local comprehensive plans using plan quality evaluation methodology. This study analyzed 53 local comprehensive plans in Florida against the protocol developed by including key flood mitigation policies. While flood mitigation through land use management tools, such as permitted land use in floodplain areas and wetland permit, gained widespread acceptance at the local level in Florida, incentive based tools/taxing tools and acquisition tools were rarely adopted. Study results show that 53 local plans in the sample received a mean score for total flood mitigation policy quality of 38.55, which represents 35.69 % of the total possible points. These findings indicate that there is still considerable room for improvement by local governments on flood issues. The scores of local plans varied widely, with coastal communities receiving significantly higher scores than non-coastal communities. Because the concept of the plan quality and its methodology offer an objective and straightforward tool for studying plan quality and guiding plan preparation, they can be applied to various environmental and hazard issues in Korea.

  • Ecological Engineering (EE) refers to all sustainable engineering that can reduce damage to ecosystems and that adopts ecology as a base and safety as an orientation in order to implement conservation of biodiversity and sustainable development. In short, EE attempts to safeguard the ecological environment while any essential construction projects proceed. EE encompasses many fields, including construction skills, ecosystem preservation, landscape, and even related cultures and so on. Such variety results in greater complexity of construction, and, consequently, indirectly increases the difficulty of construction quality control. The objective of our research is to explore a promising model for EE via an extensive literature survey. This model includes three principal stages: plan-design, construction, and maintenance, along with individual accompanying phases concerned with quality control and vital management. In this article, a river restoration example is adopted to describe in detail the critical points of quality control in the three stages (plan-design, construction, and maintenance) of the construction life cycle. This study proposes an integrated structure for quality management of EE to guarantee its quality and to enhance its core applications in order to achieve long-lasting preservation of the environment.

  • This paper is the generalization of the modified two-level skip-lot sampling plan(MTSkSP2) to n-level. The general formulas of the operating characteristic(OC) function, average sample number(ASN) and average outgoing quality(AOQ) for the plan are derived using Markov chain properties.
