Recently, large-scale projects are required in the water resources sector considering safety and publicitythe due to uncertainty of securing water resources and changes in the ecological environment by climate change. Among these large-scale projects, the projects that fall under the preliminary feasibility study are determined by comprehensive analysis based on economic analysis, policy analysis, and balanced regional development analysis. However, most of the results of the preliminary feasibility study showed a tendency to depend heavily on economic analysis. For this reason, projects in non-metropolitan areas sometimes fail in the preliminary feasibility study. To supplement this point, the Korea Development Institute revised the standard guidelines for preliminary feasibility studies for water resources sector projects that place a high weight on policy feasibility analysis. Therefore, the objective of this study is to analyze the cases of the preliminary feasibility study conducted previously and to suggest the direction of policy analysis in the preliminary feasibility study for water resources sector projects. For this, we analyze preliminary feasibility studies conducted for 18 years from 2002 to 2019, and suggest direction of policy analysis method using the benefit items not included in the economic analysis.
Recently, in various fields such as games, movies, and animation, content that uses motion capture to build body models and create characters to express in 3D space is increasing. Studies are underway to generate animations using RGB-D cameras to compensate for problems such as the cost of cinematography in how to place joints by attaching markers, but the problem of pose estimation accuracy or equipment cost still exists. Therefore, in this paper, we propose a system that inputs RGB images into a joint estimation network and converts the results into 3D data to create FBX format animations in order to reduce the equipment cost required for animation creation and increase joint estimation accuracy. First, the two-dimensional joint is estimated for the RGB image, and the three-dimensional coordinates of the joint are estimated using this value. The result is converted to a quaternion, rotated, and an animation in FBX format is created. To measure the accuracy of the proposed method, the system operation was verified by comparing the error between the animation generated based on the 3D position of the marker by attaching a marker to the body and the animation generated by the proposed system.
This paper explores the empirically analyzes the competitive nature of the five social media by analyzing the proper SNS service such as Facebook, Instagram, YouTube, Pinterest, and Twitter. In this study, we surveyed the use and satisfaction of social media for SNS users by using the proper theory. A total of 224 users were selected for analysis. Based on the results of the questionnaire, factor analysis was carried out to extract common factors such as relationship, sociality, convenience, daily life, and entertainment. As a result of the research using proper analysis, Facebook showed the widest narrowness in sociality (.627) and convenience (.636) in the first place, and YouTube showed the lowest in daily life (.670) and entertainment (.615) In the relationship (.520), the Instagram was the widest. In terms of five factors, Facebook and YouTube have the greatest overlap in relationship (1.826) and sociality (2.696), while Pinterest and Twitter are the most common in daily life (1.937) and entertainment (2.263) There is redundancy, and for convenience (2.583), YouTube and Twitter have the most redundancy. Facebook, Instagram, and YouTube have a competitive advantage over Pinterest in terms of relationships, sociality, convenience, routine, and entertainment, and are competitive across all factors except Facebook, Instagram, and YouTube Twitter It is possible to confirm that it is superior.

This study studied the value of the spatial organization of the temple and the form of the garden located in the Seojang area in the southwestern regions of China. The value of the Lama temple was looked into by examining the relationship between Lamaism and Lama temple through the spatial organiz ation, building arrangement, and garden of temples that served as the center of history, culture, and politics of the time in the process of converging Buddhism introduced through China's central districts and India with folk beliefs in Seojang through the poor environment. To this end, the value of the space and garden of the Lama temple was derived through the representative Lama temples, Potala Temple, Norbulingka Temple, and Dazhao Temple. First, due to the unique environment in which ice caps and green areas coexist, the representative Lama temples in Seojang, Potala Temple, Norbulingka Temple, and Dazhao Temple, are widely distributed in the form of leaning against valleys and mountain ranges based on folk beliefs and Buddhism's Jatabuli(自他不二) and mandala. the target sites are largely divided into upper and lower spaces. The flammable liquid conductivity is an important factor in determining the generation of electrostatic in fire and explosion hazardous areas, so it is necessary to study the physical properties of flammable liquids. In particular, the relevant liquid conductivity in the process of handling flammable liquids in relation to the risk assessment and risk control in fire and explosion hazard areas, such as chemical plants, is classified as a main evaluation item according to the IEC standard, and it is necessary to have flammable liquid conductivity measuring devices and related data are required depending on the handling conditions of the material, such as temperature and mixing ratio for preventing the fire and explosion related to electrostatic. In addition, IEC 60079-32-2 [Explosive Atmospheres-Part 32-2 (Electrostatic hazards-Tests)] refers to the measuring device standard and the conductivity of a single substance. It was concluded that there is no measurement data according to the handling conditions such as mixing ratio of flammable liquid and temperature together with the use and measurement examples. We have developed the measurement reliability by improving the structure, material and measurement method of measuring device by referring to the IEC standard. We have developed a measurement device that is developed and manufactured by itself. The test results of flammable liquid conductivity measurement and the data of the NFPA 77 (Recommended Practice on Static Electricity) Annex B Table B.2 Static Electric Characteristic of Liquids were compared and verified by conducting the conductivity measurement of the flammable liquid handled in the fire and explosion hazardous place by using Measuring / Data Acquisition / Processing / PC Communication. It will contribute to the prevention of static electricity related disaster by taking preliminary measures for fire and explosion prevention by providing technical guidance for static electricity risk assessment and risk control through flammable liquid conductivity measurement experiment. In addition, based on the experimental results, it is possible to create a big data base by constructing electrostatic physical characteristic data of flammable liquids by process and material. Also, it is analyzed that it will contribute to the foundation composition for adding the specific information of conductivity of flammable liquid to the physical and chemical characteristics of MSDS.

Bilbao, Spain, made a mark as a example of the regional revitalization by culture and tourism. Korean Government have a perspective that culture and tourism could be an alternative to the regional crisis of manufacturing in 2018. The main purpose of this study is to analyze the locational specificity and the revival strategies for the regional development of Bilbao in a structural context. This could provide implications to the regional crisis of Korea. The main results are summarized as follows. Firstly, the local government of Bilbao has taken an active role, using not only its political and financial autonomy but also its locational advantage as an important nodal region of transnational trade networks in Europe. Secondly, Bilbao was able to sustain its regional revitalization initiatives for a long period by facilitating public-private partnership system. Finally, despite the effectiveness of the mega project and place marketing, low job security and the polarization of the service sector have emerged as a problem at the same time. Still, the deindustrialization of Bilbao could be possible due to the various services including knowledge-based services and financial services as well as culture and tourism.

In school facilities, space is the basic framework. The structure and arrangement of space will provide the form and feel of school facilities. In order to become a high-quality school facility, it is necessary to focus on the educational, human and ecological aspects of the instructor and learner until the space is conceived, designed and completed. However, even when public education was introduced in the past, it did not become a school space considering this aspect. The school space, which focuses on efficiency and labor production, is a school space that reflects the characteristics of a factory-type school, which has been occupied by a large number until recently. Although efforts to improve the quality of school facilities have been attempted in recent years, there is also a need to pursue more active changes. Future-oriented and progressive school spaces include flexibility, connectivity, individualization, diversity(creativity). In other words, space should be flexible so that it can be used faithfully according to the educational situation, not the fixed and limited school space as in the past. In the future, the school space should be open and securely linked to the place where it is essential to complete community relations with the community. In addition, space should be flexible so that the school can meet the needs of each student as much as possible. And the school space should be transformed from the space design of the past fixed pattern to reflect the close relationship between spatial, psychological, physiological, and behavioral areas. When school space needs to shift away from the past and change in a new future-oriented direction, the remaining tasks should be presented with specific characteristics and content of the direction. And the function of the consignment should be handled by related research. Although the text of this study reveals the characteristics of future-oriented school space, more concrete and empirical research results should be presented by subsequent research at home and abroad. It is necessary to reduce trial and error in creating a future-oriented school space where both professors and learners can be satisfied by analyzing the common points and differences between the results of the study. In order to do this, it is necessary to make efforts to approach such research based on the participation of the subjects who teach and learn directly at the school site.
Purpose, Methoud: In this study, a survey was conducted on elementary school students in the region of Youngdong, Gangwon Province, to find out their awareness about their forest fire disaster experiences, the occurrence of forest fire, forest fire disaster education and coping behaviors for it. It's meant to provide some information on forest fire education based on the results of the survey. Four research questions were posed: 1. What is the awareness of elementary school students on their own forest fire disaster experiences? 2. What is their awareness on the occurrence of forest fire disaster? 3. What is their awareness on forest fire disaster education? 4. What is their awareness on coping behaviors for it? Result: The findings of the study were as follows: First, as for awareness on forest fire disaster experiences, 95.8 percent of the students that accounted for the majority knew about the meaning of forest fire. The students who knew about the meaning of disaster represented 80.8 percent. Second, as for awareness on the occurrence of forest fire, 35.8 percent thought forest fire broke out the most in summer. The students who had never seen forest fire in person accounted for 79.2 percent, which were the majority. Concerning the route of being aware of forest fire, the largest number of the students learned about it from TV, followed by families, friends, teachers, radio/schools and textbooks. Third, as for learning experiences on forest fire disaster, the students who had received this education accounted for 83.3 percent, which were the majority. This education was mostly provided by schools, and the second most common educational place was fire stations. Fourth, as for coping behaviors for the occurrence of forest fire, 80.5 percent replied they would dial the 119 emergency center, and the second most dominant answer was going up to the mountaintop, followed by quickly coming down to go home and having no idea. Conclusion: Through this study, It is judged that education on forest fire disasters and production of educational materials should be consistent and continuous education should be conducted.

In drafting the standards on changes in current conditions, the height or the number of stories is applied in a restrictive manner by limiting to securing the distance to vertical surface for cultural properties within the influence investigation area, but this is expected to have a negative impact on the surrounding sceneries as well as results in the dwarfing phenomenon for precious cultural properties. That is, the preparation for supplementing the insufficient objectivity that is likely to take place during the process of drafting the standards on changes in current conditions. Thus the author attempts to suggest the analytic method for the decision making related to objective and reasonable determination and regulation of the changes in current conditions through computer based simulation work that considers the cultural properties and surrounding environments under investigation. In order to achieve such research objectives, the author reviewed the subject sites where the cultural property dwarfing phenomenon was expected to occur in case of the permission for the changes in current conditions or where the impact of natural landscape and natural feature on the earth is less than architectural building or artificial structure or where the new policy program is likely to be adopted due to incomplete establishment of current condition change standard within influence investigation area, among other cultural properties with architectural building or artificial structure nearby located in Cheonan city and then selected Cheonansaji Dangganjiju(flag poles) and Jiksanhyun Gwana(government office). The author then undertook the quantitative visibility analysis in order to determine the comprehensive prospect rights for the cultural properties and surrounding environments concerned.
The rockfall protection fence installed to secure safety against rockfall occurring in cut slope has been designed under the condition with 50kJ of impact energy arising when the 400kg of rock block is falling from 12.5m height. However, in falling case of bigger rock block or from higher place, it is hard to be secure of safety with existing rockfall protection fence. Using the rockfall program, safety analysis for rockfall is conducted in this paper by changing slope height, separating distance from fence, and slope angle, according to rock block sizes. In the result of analysis, when a 400kg of rock block which is designed load is fallen, the existing rockfall protection fence with 2.5m height can secure most of rock fall except some cases for the slope having 20m or less hight, whereas for more than 20m height, the fallen rock is frequently splattered over the rockfall protection fence, as well as the impact energy of rockfall may exceed designed impact energy. Therefore, in the design of rock fence, it is considered appropriate to design that after conducting safety review for rockfall according to the ground conditions, evaluating the bounce height and impact energy of rock fall, and then installing appropriate rockfall protection fence would be applicable rather than just following standards based design drawing.
