The Military Tactical Communication technology for effective network-centric warfare is developing. Targeting broadband wireless transmission, core technology for connection, and Transmission technology that secure survivability under High-speed Movement environment. On the one hand, Tactical data communication system that reflects military characteristic is developing on the base of Legacy communication equipment which is used in the field. Because almost every military units in the field have used voice to communicate which lower efficiency of operation, they have made effort to Substitute voice communication which delays military Operation Tempo to digital communication. The Communications environment of troops in Forward edge of battle field area is very poor. Especially in terms of limited frequency allocation and bandwidth. Therefore, improving the efficiency of frequency is essential for Military Tactical Communication. This paper is about The Data Compression Method for increase of Efficiency in Tactical Data Communication over Legacy Radios which are UHF, VHF, HF Radio. I proposed and proved the most efficient Data Compression Method that reflects military characteristic, after analyzing the experimentation, which simulate CAS(Close Air Support mission) data transmission between Pilot and TACP.

The aim of this study is to investigate the efficacy of pulsed electromagnetic field (PEMF) on the alleviation of lumbar myalgia. This is a randomized, real-sham, double blind pilot study. 38 patients were divided into the PEMF group and the Sham group, each of which was composed of 19 patients (1 patient dropped out in the Sham group) of randomized allocation. The PEMF group was treated by using the PEMF device and the Sham group by using a sham device on the lumbar muscle and acupuncture points, three times a week for a total of two weeks. Evaluations of Visual Analogue Scale for bothersomeness (VASB), Visual Analogue Scale for pain intensity (VASP), Oswestry Disability Index (ODI), 36-Item Short Form Health Survey Instrument (SF-36), EuroQol-5Dimension (EQ-5D), Beck's Depression Inventory (BDI) and Roland-Morris Disability Questionnaire (RMDQ), etc. before and 1 week after treatment were carried out. The primary outcome measure was the VASB, measured 1 week after the end of the pulsed electromagnetic therapy. VASB scores for the PEMF group changed by $-2.06{\pm}2.12$ from the baseline, and that for the Sham group changed by $-0.52{\pm}0.82$ (p < 0.05). VASP scores for the PEMF group were reduced by $-2.10{\pm}2.12$ from the base line, and that for the Sham group was reduced by $-0.53{\pm}1.50$ (p < 0.05). PEMF group showed significant improvements in all VASB, VASP, ODI, SF-36, EQ-5D, BDI and RMDQ scores, while the Sham group showed significant improvements in all scores, except the VASP score. However, the VASB, VASP and RMDQ scores of the PEMF group were much lower than those of the Sham group. The two groups showed no significant difference in ODI, SF-36, EQ-5D and BDI. This study demonstrates the effectiveness of PEMF treatment for alleviating lumbar myalgia.

Enforcement Decree of the Framework Act on Low Carbon, Green Growth for achieving the country's GHG emission reduction goal of 30% was in effect. The remarkable content of the Act is the managements of targets for GHG reduction. So, the entities that have reduced voluntarily have much interest in the recognition of 'early action'. The recognition of early action is necessary to induce the fair competence of business entities and promote the voluntary GHG reduction. The definite and concrete guidance should be prepared. The important principles for this are the environmental integrity and the additionality. Based on this, the early action activities must be restricted to the voluntary, real, permanent, quantifiable, verifiable reduction. In the early action recognition, its credit should be allocated additionally set aside from the GHG target allocation in the national total allowance. Through this, the reward for the early reduction should be realized on market mechanism. The effective period to award the early action should be addressed. This can be the period after the enactment of framework on GHG reduction in effect and before the beginning year of GHG target control. It should be set with flexibility through the collection and consultation of the sector's opinions. The appropriate allowance reserve of early action was estimated as approximately 1~1.5% by using the data from the 'Pilot GHG Emission Trading Program' operated by Ministry of Environment. Also, the concrete and detail guidance to construct the necessary infra which is used to register the related information of early action activities should be prepared.
Nursing service, as the largest user of labor resources, has become concerned about appropriate allocation of staffing resources. Therefore, this project was designed to measure quantitatively the direct nursing care provided to patients and to develop a new patient classification system based on the direct nursing care activities. The initial step in the development of the classification instrument was to identify the content of direct nursing activities. The frequency with which these activities were carried out, the total time spent in carrying them out and the average time for one performance of each of the nursing activities was calculated. The next step was to select the items for the classification instrument taking into account these direct nursing activities. A list of 40 items was prepared. These items were then classified into 8 major categories: personal hygiene, moving & exercise, nutrition & elimination, observation, medication, treatment, collecting specimens and other care activities for severity ill patients. Each item was assigned a value unit based on the average time required by the nursing staff to complete the specific item. The third step was to determine the practicality of the items and value units, so an attempt was made to establish content validity for these items and units by obtaing a consensus from 8 head nurses, representing eight different departments. The 4th step was to conducted a pilot study to establish the score range for the classification boundaries. For this purpose an instrument was designed using the list of items and value units and a prepared classification criteria as a guideline to validate the patient classification. A judgment group consisting of 52 supervisory nurses and head nurses were asked to select the proper patient to fit each classification criteria and to fill out the instrument for each patient. The total value unit and the frequency for each classification group was calculated. According to the frequency distribution, the score range for the classification group was determined as follows : 0~15 for groupI, 16~30 for group II, 31~50 for group III, and above 51 for group IV. Finally a patient classification form was developed.

In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberator's spreadsheet model). Analyzed data from Delphi technique is used as inputs to ABP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

Objectives : To present proper protocol as global standard- clinical study about acupuncture treatment, and to demonstrate effectiveness of Sa-am Acupuncture treatment for obesity. Methods : We randomly allocated participants to treatment group 1 and 2. The group 1 is treated by real acupuncture and the group 2 is treated by Kim Sham Acupuncture. We treated Bi-jang seung-gyeok (脾臟勝格) ; Daedon(LR1), EunBaek(SP1) Gyoung-geo(LU8) Sang-gu(SP5), to both group. Primary outcomes were measured by the Body Composition Analysis(Inbody. Korea). Secondary outcomes were measured by Blood Cholesterol, Triglyceride, HDL, LDL Cholesterol. Results : After treatment, the group 1 shown significant weight loss that analysed by Kruskal-Wallis certification, but didn't show notable change in body fat, total cholesterol, triglyceride, HDL cholesterol, LDL cholesterol. Group 2 didn't show significant change in body weight, body fat, triglyceride, HDL cholesterol, LDL cholesterol, but total cholesterol was notably decreased. Controled group was not changed in body weight, body fat. Aftter treatment, 3 groups didn't show significant change in body weight, body fat, triglyceride, HDL cholesterol, LDL cholesterol, total cholesterol.
The gap of the quality of life and living environment between urban and rural area have been widened since the industrialization and urbanization oriented five year economic development plans started in 1963. To mitigate the gaps, Korean government had commenced the cultural(collective) village development projects, as a pilot cases such as Gyeryong and Ucheon projects from 1991. This paper contains first the concepts of cultural village, types of village formation, types of village development, allocation problems of housing sites, procurement of project costs and other problems experienced during constuction of the projects. The main policy guidelines for the successful development of cultural villages are as follows: 1. Cultural village development should be carried out in coincide with the present status of farm household incomes. 2. The countermeasures should be consistant with the general objective of the cultural village development institutionally. 3. Propaganda of the cultural village development in rural area is prerequisite to success the projects. 4. Favourable terms and conditions of credit loans as loan amount of 30 million won with interest rate of 3% per annum and 25 years repayment period including 5 years grace period should be given by the Government. 5. Special benefits in the tax system should be given to rural peoples in the cultural villages. 6. The cultural village development should be classified into two groups as the cultural village development in rurban area and the cultural village development in rural area.
IF handoff events are occurred during the transmission of multimedia traffic, the efficient resource allocation and handoff procedures are necessary to maintain the same QoS of transmitted multimedia traffic because the QoS may be defected by some delay and information loss, This paper proposes a handoff scheme to accommodate multimedia traffic based on the resource reservation procedure using direction estimation, This scheme uses a novel mobile tracking method based on Fuzzy Multi Criteria Decision Making, in which uncertain parameters such as PSS (Pilot Signal Strength), the distance between the mobile and the base station, the moving direction, and the previous location are used in the decision process using the aggregation function in fuzzy set theory, With the position information, the moving direction is determined, The handoff requests for real time sessions are handled based on the direction prediction and the resource reservation scheme, The resources in the estimated adjacent cells should be reserved and allocated to guarantee the continuity of the real time sessions, Through simulation results, we show that our proposed resource reservation method provides a better performance than that of the conventional method.
Fuzzy logic control(FLC) is composed of three parts : fuzzy rule-bases, membership functions, and scaling factors. Well-defined fuzzy rule-base should contain proper physical intuition on the plant, so are needed lots of experiences of the skillful expert. When membership functions are considered, some parameters on the memberships function such as function shape, support, allocation density should be selected well. The rule of scaling factors is 'scaling'(amplifying or reducing) for both input and output signals of the FLC to fit in the membership function support and to operate the plant intentionally. To get a better performance of the FLC, it is necessary to adjust the parameters of the FLC. In general, the adaptation of the scaling factors is the most effective adjustment scheme, compared with that of the fuzzy rule-base or membership function parameters. This study proposes the adaptation scheme of the scaling factors. When the adaptation is performed on-line, the stability of the adaptive FLC should be guaranteed. The stable FLC system can be designed with stability analysis in the sense of Lyapunov stability. To adapt the scaling factors for the error signals, the concept of the conventional MRAC would be introduced into slightly modified form. A tracking accuracy of the control system would be enhanced by the modified shape and support of the membership function. The simulation is achieved on the pilot plant with the hydraulic steering control of a UCT(Unmanned Container Transporter) of which modeling dynamics have lots of severe uncertainties and modeling errors.

The aim of this study is to develop travel time estimation model by using Self-Organized Neural network(in brief, SON) algorithm. Travel time data based on vehicles equipped with GPS and number-plate matching collected from National road number 3 (between Jangji-IC and Gonjiam-IC), which is pilot section of National Highway Traffic Management System were employed. We found that the accuracies of travel time are related to location of detector, the length of road section and land-use properties. In this paper, we try to develop travel time estimation using SON to remedy defects of existing neural network method, which could not additional learning and efficient structure modification. Furthermore, we knew that the estimation accuracy of travel time is superior to optimum located detectors than based on existing located detectors. We can expect the results of this study will make use of location allocation of detectors in highway.
