The International System for Education and Qualification of Welding Personnel has been implemented based on the harmonized European System for education and qualification of welding personnel. This paper gives an overview of the International System focusing on the training guidelines and the quality assurance system developed. Systems for harmonization of Certification of Welding Personnel and for supporting companies using welding to implement ISO 3834 have been developed by EWF and are presently being transferred to IIW in line with the EWF/IIW agreement established in 2000.

In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Maritime Safety Audit(MSA) in amendment of the Korea Marine Traffic Law. audit results were survey for the last two years. As a result, appropriate certificate appears 11% among audit report, is an urgent need for improved quality of audit reports. This study is aimed to propose about Audit Personnel Education & Training System. To these solve, this paper analyzed the tendency of Audit Personnel Training. And also the opinions of user and experts were investigated and analyzed using Questionnaire survey methods. As a result, this paper was suggested, the construction of Audit Personnel Training System and the curriculum and training contents for 5-days of basic course, 2-days of expert course, 3-days of Qualification Maintain course.

The purpose of this study is to prepare a plan to activate vocational training through a company-customized qualification system that meets the needs of the industry and responds promptly to changes in the external environment and trends. The BRIDGE 3.0 model was presented as Establishment of qualification system based on education and training result certification, a customized qualification operation system based on local companies by setting the qualification system as a strategy centered on companies that are consumers. To this end, the current status and limitations of vocational competency development projects, the current status and limitations of the domestic qualification system, government policies related to vocational competency development, FGI of corporate personnel managers, surveys of personnel managers of SME, expert advice.

Purpose: The aim of this study is to identify the legal concept of a license and a qualification for health care personnel. We analyze the appropriateness of the qualification for the first-class paramedics and the sufficiency of 3-year job experience in substitution for college level academic major. Method: We reviewed Laws on Healthcare which stipulate academic and career qualifications for healthcare personnel for whom college-level academic training and job experience to get a license. Results: There is no legal consideration which permits major and educational background substituted by job experience. Only third-class hygienist who graduated from a high school or the equivalent with 3 year job experience can apply for first-class hygienist' national license examination without educational requirements. However, it is nothing to compare with first-class paramedics because the work of hygienist is not directly related to patients care and there is no need of doctor's supervision for hygienist' job. Paramedics have a major role in saving emergency patients in making prompt decision, applying appropriate emergency treatment, securing intravenous route, managing intubation, applying defibrillator, and etc. Conclusion: Ministry of Health & Welfare should grant license to paramedics and annul replacement of academic major background. In addition, it is imperative to broaden the scope of paramedics' job so that they can guarantee patient's life saving in emergency situation with quality major curriculum of college level.

Most aircraft accidents are attributed to crew error, but traditional training programs focus on individual training and evaluation. So, FAA developed innovative training and qualification programs that incorporate the most recent advances in training methods and techniques. AQP(Advanced Qualification Program) is focus on crew and individual performance in both training and evaluation. The primary goal of AQP is to achieve the highest possible standard of individual and crew performance. Nowaday, a lot of Airlines of US and Europe are managing aircrew qualification with AQP or ATQP. This paper proposed government's organization, documents, personnel and education to apply AQP to Korea, as well as domestic airlines available application of AQP.

With industrial competitions more severe, most enterprises in Korea are placed in critical point to meet the changes. The tradition seniority systems of this country stand in the way to be more competitive in personnel sector especially . The purposes of this paper are to search the effective ways and methods in introducing and operating Job-performing Qualification System(JQS), one of the personnel systems based on human capability. To meet these purposes, various subjects - how to classify job groups, proper job grades number, how to define job grade, up-grading criterions, how to design the relations between personal rating system and JQS, and between compensating system and it - are reviewed and commented.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.

Some confusion in the terminology concerning the weld quality and its assurance seems caused by the different practises currently in use around the world. Qualified welding personnel are not automatically certified personnel. Education and training are the tools to obtain qualification. Flexibility in training and education seems logical and the most cost-effective way to obtain qualified personnel. A third party seems essential for issuing recognised Certificates. Manufacturers of welded products continue to face increased demands and concerns regarding weld quality. The following are the main conditions influencing weld quality: $\bigcirc$ Establishing reliable productions procedures and tests that meet the requirements of established codes and standards. $\bigcirc$ Finding qualified welding personnel capable of reliably carrying out established welding procedures. The issue of hiring and keeping skilled welding personnel has been a crucial consideration for manufacturers worldwide for the past few decades. It will continue to be a concern for decades to come.
