  • With increase of Korean economy scale and globalization, permanent alien residents in Korea are increasing day by day. Living in Korea, they maintain their original nationalities, but their life in Korea is greatly affected by political decision made by Korea. It has been taken for granted that foreigners's suffrage were not recognized due to national sovereignty. The claim that foreigners should not be allowed to participate in government has constantly been met with counterargument on the basis of instability of sovereignty principle, trends of advanced countries, intrinsic differences between federal and regional governments, or actual state of foreigners. It is unreasonable to deal with foreigners' suffrage and eligibility for election differently in that the current public offices election law does not allow foreigners to be eligible for election without any special reason while allowing foreigners to vote in the local election. It is discrimination against foreigners not to allow foreigners to be eligible for election when there is no rationale to differently deal with foreigners' suffrage and eligibility for election. This paper deals with constitutional argument regarding foreigners' electoral eligibility, takes a look at legislative cases of Japanese and European countries, and examines possibilities of including foreigners' eligibility for election in our public offices election law.

Data collection was carried out for 10 months from May 2012 to February 2013. Interviews were conducted with 13 users who are using or have the experience of using services in social welfare centers, and 12 hands-on workers of the institutions; the results were then analyzed using the modified grounded theory. The results of analysis are as follows. First, a considerable number of people living in permanent rental apartment areas experience stigma while experiencing impoverishment; and they also feel stigma in the formularization process to become recipients. Second, users experience stigma in the process of using social welfare center services located in permanent rental apartment areas after becoming recipients as well. • The aim of this study is to analyse housing satisfaction among residents of different types of public rental housing-permanent, national, and happy housing-following the integration of housing types upon the full-scale supply of integrated public rental housing. By identifying key factors that influence residential satisfaction, our goal is to inform the planning of public rental housing complexes and derive policy implications. The study focuses on analysing discrepancies in residential satisfaction among residents of different types of public rental housing and comparing the factors influencing this satisfaction. Microdata from the Ministry of Land, Infrastructure, and Transport's 'Housing Situation Survey' in 2021 is utilized for analysis, employing one-way ANOVA and binomial logistic regression methods. Empirical analysis reveals variations in residential satisfaction levels between residents of permanent and national rental housing, with national rental housing residents exhibiting higher satisfaction. The influencing factors of overall condition satisfaction are consistent for permanent and national rental residents but differ for happy housing residents. Additionally, the influencing factors of overall residential environmental satisfaction vary across all three housing types. Nonetheless, common factors across all types include housing noise and facility accessibility, highlighting their significance in complex planning. Subsequent studies may involve time series analysis to assess changes in influencing factors over time.

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

  • The direction of Urban regeneration is changing toward holistic regeneration with residents' participation all over the world. While world leading projects in holistic regeneration such as "Ballymun of Ireland" and "Buffalo of U.S.A" appeared, recently in Korea, "Rainbow project" is getting paid attention as a similar example due to its Socio-Physical approach. The purpose of this study is to find the Effect of Socio-Physical Regeneration on Social Network characteristics of Elderly Residents in a public rental apartment. The subjects of the study are elderly residents who have resided since much before the environmental intervention. The research methods is in-depth interview. Specific features of social network included awareness of the physically improved surrounding environment, awareness of and participation in welfare programs, social interactions, identity, and vandalism behavior. As results, most of elderly residents recognized environmental improvement and felt very positive enough to enhance their attachment and pride in their residences. Physical environment changes had a considerable impact on the social network characteristics and also had a strong influence on their relations with community. Considering that permanent public rental housing has been a socially isolated place, it is significant to notice that residents' perception of being excluded and behaviors are changed gradually being influenced by environmental improvement.

  • The purpose of this research is to compare residents' movement and activities in SH apartment in Yangcheon-Gu, Seoul (SH apartment) and PHA apartment in St. Paul, Minnesota (PHA apartment) in order to improve the quality of rental housing environment. This study had surveyed 418 residents of SH apartments in Korea and used the secondary data gathered from 1,462 residents of PHA apartments in the United States. The results of this study are as follows: The criteria of Korean residents in SH apartments when choosing their residences are lower rent payment and shorter waiting time. They seemed to have no other options than public rental housing. On the contrary, American residents in PHA apartment had more option to choose from. Therefore, Korea needs to offer more variety types of residents that can be lead to better satisfaction of low income classes. Most of the SH apartments residents has lived for long-term, in the average of more than 6 years, and wanted to live continually at their current dwelling. PHA residents showed similar tendency. However, long term residency may lead to permanent occupation of the public rental apartment by the same family. Hence, a system which can provide equal residency opportunities to all low-income classes need to be developed. Residents of SH apartment were satisfied with the personal activities but were not satisfied with group activities among residents or regarding resident meetings. However, residents of PHA apartments were more satisfied with their management because there is more in-housing-complex activity programs. Therefore, more activity program for a resident should be developed after analysing programs of different apartments and current conditions in Korea. There were some noticeable divergences among residents, based on their age, term of residence and physical, emotional and mental problem, when evaluating in-housing-complex's programs. Thus, these factors are also need to be considered when planning and examining evaluation about the management of rental apartments.

  • Since the provision of Permanent Affordable Housing in the early 1990's, it is confronted with the need to strengthen its welfare service due to aging of its facilities and the declining welfare system for its tenants. In addition, the aging population of tenants is on the rise, increasing the group of tenants that are in need of care. The local social community center has entered into the community of permanent affordable housing and takes partial responsibility in the tenant's social welfare. However, social community center is mainly responsible for providing welfare service to its local residents and thus limited in its ability to satisfy welfare service to tenants of permanent affordable housing. Therefore, it is required to renew the existing welfare system to better suit social demands of tenants according to its specific social group and the characteristics of housing complex. This study aims to propose methods that can strengthen welfare service and analyze the characteristics of welfare service by investigating the existing conditions of welfare system for the tenants in permanent affordable housing complex. For this purpose, this study presents with categories of service standards, by breaking down and codifying welfare service and propose applicable mixed-use service in pre-existing permanent affordable housing.
