Managing the quantitative measurement of the data control activities in enterprise wide is important to secure management of data governance. However, research on data governance is limited to concept definitions and components, and data governance research on evaluation models is lacking. In this study, we developed a model of quantitative assessment for data governance including the assessment area, evaluation index and evaluation matrix. We also, proposed a method of developing the model of quantitative assessment for data governance. For this purpose, we used previous studies and expert opinion analysis such as the Delphi technique, KJ method in this paper. This study contributes to literature by developing a quantitative evaluation model for data governance at the early stage of the study. This paper can be used for the base line data in objective evidence of performance in the companies and agencies of operating data governance.
This study aims to propose appropriate evaluating method of noise emission from water supply and drain installations in apartment bathroom. The measurement procedure of water installations noise in apartment bathroom were established, so it is necessary to provide the evaluating method and criteria to improve the sound insulation performance of the apartment and to reduce the apartment dweller's unsatisfaction with the noise. Thus, this study reviewed the standards and evaluating methods about the water supply and drain installations noise of many other country. After measuring the noise emission from the installations in many apartment bathroom, The noise were evaluated dB(A), N, NC index, To induce the appropriate method, the coefficient of the correlation among the evaluated numbers were analyzed. As a result, the dB(A) method is most easy to evaluating and very high correlated with N and N index, So the dB(A) method is suitable to be adopted KS evaluating procedure of noise emission from water installations in apartment bathroom.
This paper describes the design and evaluation procedure of an ultra-precision rotary table for freeform generating machined tools. Design of the thrust and journal hydrostatic bearings and experimental evaluation of the table were performed. To get the compact size and less lost motion direct drive servomotor with ultra precision encoder. From the considered design, following performance were confirmed by experiment. The total stiffness of the prototype rotary table was 483.6 $N/{\mu}m$ and 97.6 $N/{\mu}m$ for axial and radial direction, respectively. Rotational accuracy of the table was investigated by capacitive sensor and reversal measurement technique, and 0.10 ${\mu}m$ radial direction and 0.05 ${\mu}m$ axial direction of the rotational accuracy were confirmed. The micro resolution of the table was also investigated with displacement of capacitive sensor, and $0.5/10000^{\circ}$ of micro resolution was confirmed. Index accuracy of the table was evaluated by the autocollimator and polygon mirror, and the $\pm0.39$ arcsec accuracy and $\pm0.16$ arcsec repeatability of the table were confirmed. Those are under the general requirements of ultra precision rotary tables for freeform generating machined tools.
Human capabilities, such as technical/nontechnical skills, have begun to be recognized as crucial factors for nuclear safety. One of the most common ways to improve human capabilities in general is training. The nuclear industry has constantly developed and used training as a tool to increase plant efficiency and safety. An integrated training framework was suggested for one of those efforts, especially during simulation training sessions of nuclear power plant operation teams. The developed training evaluation methods are based on measuring the levels of situation awareness of teams in terms of the level of shared confidence and consensus as well as the accuracy of team situation awareness. Verification of the developed methods was conducted by analyzing the training data of real nuclear power plant operation teams. The teams that achieved higher level of shared confidence showed better performance in solving problem situations when coupled with high consensus index values. The accuracy of nuclear power plant operation teams' situation awareness was approximately the same or showed a similar trend as that of senior reactor operators' situation awareness calculated by a situation awareness accuracy index (SAAI). Teams that had higher SAAI values performed better and faster than those that had lower SAAI values.
Purpose: We aimed to investigate whether visuomotor function would be modulated, when healthy subjects performed tracking task after tDCS application over the primary sensorimotor cortex (SM1) in the non-dominant hemisphere. Methods: Thirty four right-handed healthy participants were enrolled, who randomly and evenly divided into two groups, real tDCS group and sham control group. Direct current with intensity of 1 mA was delivered over SM1 for 15 minutes. After tDCS, tracking task was measured, and their performance was calculated by an accuracy index (AI). Results: No significant difference in AI at the baseline between the two groups was observed. The AI of the real tDCS group was significantly increased after electrical stimulation, compared to the sham control group. Two way ANOVA with repeated measurement showed a significant finding in a large main effects of time and group-by-repeated test interaction. Conclusion: This study indicated that application of the anodal tDCS over the SM1 could facilitate higher visuomotor coordination, compared to sham tDCS group. These findings suggest possibility that tDCS can be used as adjuvant brain modulator for improvement of motor accuracy in healthy individuals as well as patients with brain injury.
The customer-driven efficiency evaluation has been in the mainstream of public administration research, since the 1980s. However, there have been relatively fewer efficiency evaluation research in public administration compared to those of public institutions. This paper is to analyze the service efficiency of public sector using Data Envelopment Analysis(DEA). We suggested two stage DEA model to accomplish efficiency evaluation that an operation and performance characteristic of the public institution were reflected and then the number of the government employee and tax expenditure per residents were used as the input elements at the 1st stage and four integrated service dimensions were used as the output elements. At 2nd stage, four integrated service dimensions and citizen's satisfaction were used as the input and output elements respectively. In addition, we suggested PSEI(Public Service Efficiency Index) which showed the efficiency of the public sector using the two stages efficiency result. According to the results for '07, there were no efficient institutions among 15 DMUs and the most efficient public institution was K(0.9150). In case for '08 analysis, there was only one efficient DMU.
Water Distribution Network (WDN) is a critical infrastructure to be maintained ensuring proper water supply to wide-spread consumers. The WDN consists of pipes, valves, pumps and tanks, and these elements interact each other to provide adequate system performance. If elements fail by internal or external interruptions, it may result in adverse impact to water service with different degree depending on the failed element. To determine an appropriate maintenance priority, the critical elements need to be identified and mapped in the network. In order to identify and prioritize the critical elements in WDN, an element-based simulation approach is proposed, in which all the elements composing the WDN are reviewed one at a time. The element-based criticality is measured using several resilience indexes that are newly developed in this study. The proposed resilience indexes are used to quantify the impacts of element failure to water service degradation. Here, three resilience indexes are developed, such as User Demand Severity, Economic Value Loss and Water Age Degradation, each of which intends to measure different aspects of consequences, such as social, economic, and water quality, respectively. For demonstration, the proposed approach is applied to a benchmark water network to identify and prioritize the critical elements.
This paper investigates empirically the relationship between various business portfolio properties (particularly technological properties) and chaebol′s performance using data on the 50 largest chaebols in Korea. In addition to the traditional indexes to measure diversification such as entropy index we calculated inter-industry technological similarity using R&D expenditure data by industry and 1990 Input-output Table in Korea, and obtained chaebol-level technological relatedness and internal transaction proportion from chaebols′business profile, inter-industry technological similarity and 1990 input-output table. We applied factor analysis on 13 business portfolio property indexes and showed that they could be grouped into 3 dimensions, diversification scope, inter-business relatedness and degree of vertical integration. In this paper, using 50 largest chaebols′financial data (1989-1994), we analyzed empirically the effect of business portfolio properties on ROS (Return On Sales) which is conventional index for firm performance and on TFP(Total Factor Productivity) growth which is a pure measure of firm performance. To utilize the advantage of panel data, FEM(Fixed Effect Model) and REM(Random Effect Model) were used. The empirical result shows that the entropy index as a measurement of inter-business relatedness is not significant but technological relatedness index is significant. OLS estimates on pooled data were considerably different from FEM or REM estimates on panel data. By introducing interaction effect among the three variables for business portfolio properties, we obtained three findings. First, only VI (Vertical integration) has a significant positive correlation with ROS. Second, when using TFP growth as an dependent variable, both TR(Technological Relatedness) and f[ are significant and positively related to the deepened variable. Third, the interaction term between TR and VI is significant and negatively affects TFP growth, meaning that TR and VI are substitutes. These results suggest strategic directions on restructuring business portfolio. As VI is increased, chaebols will get more profit. A higher level of either TR or W will increase TFP growth rate. but increase in both TR and VI will have a negative effect on TFP growth. To summarize, certain business portfolio properties such as VI and TR can be considered "resources" themselves since they can affect profit rate and productivity growth. VI and TR have a synergy effect of change in profit rate and productivity growth. VI increases ROS and productivity growth, while TR increases productivity growth representing a technological synergy effect.
창의성, 기업가정신, 기술혁신 지향성향 등은 기술혁신을 실현하기 위한 핵심적인 요인이다. 기업의 기술혁신을 주도하는 주체는 경영자이다. 햄브릭 교수의 고위층 이론(Upper Echelons Theory)에 따라 경영자 개인수준의 창의성이 조직의 기술혁신체계 내에 다양한 양상으로 투입될 것이고, 조직의 기술혁신체계가 경영자의 창의성에 긍정적인 영향을 받아 기업가지향성과 기술혁신지향성을 발현함으로써 혁신성과를 높일 것이다. 본 연구에서는 국내 반도체분야 기업 중 연구조직을 보유한 132개 기업의 경영자의 개인창의성이 연구조직의 기업가지향성, 기술혁신지향성을 매개로 기업의 혁신성과에 영향을 주는지 살펴보기 위하여 구조방정식으로 분석하였다. 이를 위해, 선행 연구 문헌에서 확인한 개인창의성, 기업가지향성, 기술혁신지향성 등을 측정 요소로 적용하였다. 구조방정식 분석 결과, 경영자의 개인 창의성이 연구조직의 기업가지향성과 기술혁신지향성을 매개로 할 때 기업의 혁신성과에 매우 유의미한 양(+)의 관계를 보였고, 경영자 창의성의 혁신성과와 직접적인 효과는 통계적으로 유의하지 않은 것으로 나타났다. 결국, 기술혁신을 주도하는 경영자의 개인창의성과 연구조직의 기업가 지향성과 기술혁신지향성은 기업의 성공적 혁신성과 창출을 위해 매우 중요한 요인임을 말해주고 있다.

Poor project performance has been noted as the bane in the construction industry globally. This paper sought to investigate, by way of literature, the performance patterns of construction projects in Kenya since independence (1963-2018). This was informed by reports of undesirable project performance in the industry. This descriptive study used available studies previously done in this subject area. In sum, literature is replete with evidence on a myriad of challenges facing the execution of projects. The study established that generally, the project performance is poor and has assumed a chronic trajectory spanning over five decades. On average, the findings reveal that 35-60% of projects initiated in Kenya face cost overruns while time overrun is most severe with 35-73% projects overrunning their schedule. In addition, the findings problematize the issue of plurality of performance measurement regimes in the construction industry. Here, it was observed that no singular construct exists to objectively measure the various facets that constitute the 'health' of a project. This paper has contributed to the body of knowledge by examining the performance patterns in Kenya for over fifty years while at the same time identifying the bottlenecks inherent in projects execution. Importantly, the conceptual performance efficiency framework derived in the current study presents a paradigm shift in the monitoring and evaluation of projects. To this end, an in-depth analysis is recommended on the interaction of efficiency enablers in the buildup of performance efficiency index (PEI). Similarly, a further inquiry is recommended on the integration and impact of the proposed framework in the management of projects.
