Consideration on the Ballast Water Treatment System Technology and its Development Strategies (IMO 선박평형수 처리장치 기술과 발전 방향에 대한 고찰)

  • For smooth implementation of the IMO Ballast Water Management Convention that is to come into effect in the near future, IMO and Member States are working on the development of various technologies and establishment of legislative action. Ballast water treatment systems are essential, yet difficult technologies, as they need not only to treat living organisms, but also define whether they are viable or not, count the number of viable organisms, and present quantitative results of the concentration of active substances. Despite the fact that the Convention is looming in the near future, the issues mentioned above obstruct the setup of consensual technologies for performance reliability of the treatment system and analysis method of efficacy test results. This paper considers the unsolved issues of the ballast water treatment technologies, and presents guidelines to solve these issues.

The Impacts of Requirement Uncertainty and Standardization on Software Project Performance : A Comparison of Korea and USA (요구사항 불확실성과 표준화가 소프트웨어 프로젝트 성과에 미치는 영향 : 한국과 미국의 비교연구)

  • Most software projects inevitably involve various types and degrees of uncertainty. Without proper risk assessment and coordination, software projects can easily run out of control and consume significant additional resource. Thus, risk management techniques are critical issues to information system researchers. Previous empirical studies of U.S. software firms support the adoption of development standardization and user requirement analysis techniques in risk-based software project management. Using data collected from software projects developed in Korea during 1999-2000, we conduct a comparative study to determine how risk management strategies impact software product and process performance in countries with dissimilar IT capabilities. In addition, we offer an alternative conceptualization of residual performance risk. We show that the use of residual performance risk as an intervening variable is inappropriate in IT developing countries like Korea where the role of late stage risk control remedies are critical. A revised model is proposed that generates more reliable empirical implications for Korean software projects.

A Comparative Analysis on Determinants of Financial Performance between Public and Private Hospitals (공공.민간병원 경영성과 결정요인 비교분석)

  • The purpose of this study is to analyze the performance difference between public and private hospitals. It is believed that private hospitals may have a better performance compared to public hospitals. The study support the hypothesis. By analyzing 425 acute-care hospitals in Korea, this research shows a less performance of public hospitals compared to private hospitals. Higher labor and administrative cost by public hospitals may account for the difference, and it means they are not effective at cost control. Managers in public hospitals, therefore, should pay attention on cost-reducing issues to regain managerial efficiency of organizations.

  • In shipbuilding area, data sharing is one of the crucial issues. Recently, for collaborative design, ship structural CAD systems adopt the database as its primary storage. Database is useful to deal with the large amount of design information among the heterogeneous design department and design stage. To make the database-based CAD system object-oriented database(OODB) and object-relational database(ORDB) can be used. It is important to select proper database because the CAD system performance mainly depends on access performance of database. In this research, using prototype CAD system from other research, access performance of OODB and ORDB form CAD system was evaluated. STEP application protocol was used as the database schema and experiment was made in query by property and query by region. The results give some idea of how to choose the database for CAD systems.

  • This paper addresses the issues in setting performance criteria for safety regulation of nuclear power plants. Since setting criteria at the low level is a much more difficult task than it is at the top level, the low-level performance criteria should be derived consistently from the more easily determinable top-level performance criteria. The paper also proposes several approaches to characterizing uncertainties in performance criteria, by extending the reliability allocation methodology that is based on the mean-to-mean mapping to a stochastic multi-objective optimization problem where the state variables are uncertain.

  • This paper is aimed at proposing a new framework to predict decision performance, by Investigating decision maker's cognitive resonance. We assume that every decision maker has two kinds of schema­emotional schema and rational schema. Cognitive resonance is believed to have a close relationship with the two schemata and decision performance. In literature on decision performance there is no study' seeking relationship among the two schemata ana cognitive resonance. Therefore, our research purposes are twofold: (1) to provide a theoretical basis for the proposed framework describing the causal relationships among two schemata, cognitive resonance, and decision Performance, and (2) to empirically prove its validity applying to. Internet shopping Situation. Based on the questionnaires from 13S- respondents, we used a second order confirmatory factor analysis (CFA) to extract valid constructs, and structural equation model (SEM) to calculate path coefficients and prove the statistical validity of our proposed research model. Experimental results supported our research model with some further research issues.

  • The performance evaluation of flexible manufacturing systems or cells at the stages of design and planning is one of important issues in manufacturing. For that reason, Guo has presented an approachbased on moment generating function and generalized stochastic PetriNets for performance analysis. In this paper, Buo's approach is extended tothe cases of flexible manufacturing cell including one machining center with a local buffer, AS/RS(Automatic Storage and Retrieval System), set-up station and AGV(Automated Guided Vehicle). Then the performance measures from this approach is compared with simulation. The major advantage ofthis method over existing performance evaluation methods is the ability to compute analytic solutions for performance measures.

  • The verification of the seismic performance of many urban railway bridges will be done or is done by the regulations of "Seismic Performance Evaluation Methods(Tips) of Existing Bridges" developed by KISTEC in 2004. This present process may involve some of the issues such as the unreflecting of the characteristics of the urban railway bridge and the appearance of ductility-based seismic design method. In this paper, the new and improved seismic performance evaluation system is proposed.

  • Performance based logistics(PBL) is recently studied and applied for enhancing the combat readiness and reducing the life-cycle cost for weapon system in the United States. Therefore, in this paper, we review the issues of logistic support and suggest alternatives to effectively manage the logistic support for weapon system by using performance based logistics, especially during operation and support phase of weapon systems.

  • Technical history of VTOL aircraft is examined from the early helicopter appearance to recent experimental rotorcraft in order to distinguish the core issues of those aircraft. Performance and technological challenges of some VTOL aircraft such as tilt rotor, convertiplane, gyroplane, and coaxial helicopter are discussed. As a new generation high performance rotorcraft, Sikorsky X2 is intensively investigated. Considering the developmental history of X2, the autorotational ability at high speed is recognized as a core technology. Analytic method of autorotation and some results are shown and presents research subjects related to the future Korean high performance rotorcraft.
