This paper presents a sliding mode observer-based fault detection algorithm for steering inputs of an all-terrain crane. All-terrain cranes with multi-axles have several steering modes for various working purposes. Since steering angles at the other axles except the first wheel are controlled by using the information of steering angle at the first wheel, a reliable signal of the first axle's steering angle should be secured for the driving safety of cranes. For the fault detection of steering input signal, a simplified crane model-based sliding mode observer has been used. Using a sliding mode observer with an equivalent output injection signal that represents an actual fault signal, a fault signal in steering input was reconstructed. The road steering mode of the crane's steering system was used to conduct performance evaluations of a proposed algorithm, and an arbitrary fault signal was applied to the steering angle at the first wheel. Since the road steering mode has different steering strategies according to different speed intervals, performance evaluations were conducted based on the curved path scenario with various speed conditions. The design of algorithms and performance evaluations were conducted on Matlab/Simulink environment, and evaluation results reveal that the proposed algorithm is capable of detecting and reconstructing a fault signal reasonably well.

In evaluating sound performance of building, it is important to carry on tests and evaluations based upon residential sound performances. Korean Standards include test methods on sound performance, but don't include any code on evaluation methods. Therefore, evaluation methods from Japan or ISO have been used for evaluating sound performance in domestic so far. In this study, a draft of Korean Standards on a sound performance evaluation method in buildings is proposed.
In the revised 2019 Guidelines for Facility Safety and Maintenance, the existing safety-oriented facility evaluations have expanded from performance evaluations to added durability and serviceability. This expansion reflects the life cycle of facilities and the service abilities of facilities, which are becoming a global issue. However, since the performance evaluation of facilities is linked to repairing and reinforcement, the related researches such as the correlation of each performance and the target performance related to the decision on priority are necessary. In this study, through the analysis of historical data of existing facility safety evaluation results centered on the retaining earth wall installed in domestic road facilities, the appropriate target performance was suggested for the maintenance of the facility based on the revised performance evaluation. Also, the performances on the actual two retaining walls were evaluated for example and analyzed the verification of the target performance. Besides, new indicators were presented to add serviceability to the performance evaluation of retaining earth walls consisting of safety and durability.
The problems associated with constructing high-speed concrete track embankments over soft compressible soil has lead to the development and/or extensive use of many of the ground improvement techniques used today. Drains, surcharge loading, and geosynthetic reinforcement, have all been used to solve the settlement and embankment stability issues associated with construction on soft soils. Geosynthetic-reinforced embankment supporting piles method consist of vertical columns that are designed to transfer the load of the embankment through the soft compressible soil layer to a firm foundation and one or more layers of geosynthetic reinforcement placed between the top of the columns and the bottom of the embankment. In the paper, the evaluations of a seismic performance of geosynthetic-reinforced embankment piles for a ultra soft ground during earthquake were studied. the equivalent linear analysis was performed by SHAKE for soft ground. A seismic performance analysis of Piles was performed by GROUP PILE and PLAXIS for geosynthetic-reinforced embankment piles. Guidelines is required for pile displacement during earthquake. Conclusions of the studies come up with a idea for soil stiffness, conditions of pile cap, pile length and span.

This study aims to empirically analyze the effects of leadership level and toxic leadership on leadership performance results among male and female military leaders in the Army, and to verify whether the leader's gender has a moderating effect in this process. Additionally, by comparing and analyzing the leadership level, toxic leadership, and leadership performance results of female military leaders by position, this study seeks to examine the characteristics of female military leadership according to position. The research model was established with leadership level and toxic leadership as independent variables, leadership performance results as the dependent variable, and the leader's gender as a moderating variable. Data were collected through a survey of 216 male and female officers serving in the positions of platoon leader, company commander, and battalion commander in the Army. The collected data were analyzed using descriptive statistics, reliability analysis, correlation analysis, and hierarchical regression analysis. The results showed that leadership level had a significant positive effect on leadership performance results, while toxic leadership had a significant negative effect. The leader's gender moderated the relationship between leadership level and leadership performance results, with female leaders receiving lower evaluations than male leaders at the same level of leadership competency. Gender also moderated the relationship between toxic leadership and leadership performance results, with female leaders exhibiting the same level of toxic leadership receiving lower performance evaluations than male leaders. In the comparative analysis of female military leadership characteristics by position, the leadership level of the platoon leader and company commander groups was not significantly different from that of male soldiers, but the battalion commander group showed slightly lower leadership competency compared to male soldiers. Based on these results, this study suggests ways to improve the leadership level of female military leaders, reduce toxic leadership, and prepare support measures to strengthen the leadership competency of female military officers at the battalion commander level and above from policy, institutional, and educational perspectives.
In this paper, criteria for better selection of a supercapacitor through EIS (Electrochemical Impedance Spectroscopy) experiments are presented. The performance characteristics of a supercapacitor are thoroughly analyzed in terms of losses and available energy to select the optimal product. The validity of the proposed criteria is demonstrated through the computer simulations and experiments on a fuel cell vehicle using a supercapacitor module with the FTP-72 urban dynamometer driving schedule.

In this study, a seismic performance evaluation of unreinforced masonry buildings was conducted based on a revised draft of the outline of the seismic performance evaluation of existing buildings. The procedure of the performance evaluation is composed of three-steps, which are a preliminary evaluation, a first-level detailed evaluation, and a second-level detailed evaluation, where evaluation is conservatively conducted in the beginning and then more detailed evaluations are gradually conducted. For the study, ten two-story unreinforced masonry buildings were selected and evaluated using the three-step evaluation. The result showed that the performance levels between the preliminary and the first-level detailed evaluations were reversed, which is different from the intent of the procedure. Therefore, in the near future, the problems in each evaluation step that are presented in the results of this study need to be refined.

The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.
The principal objective of this study was to evaluate the perceived management performance and importance level of nutrition teachers by school administrators in the Chonbuk area. Self-administered questionnaires were collected from 142 school administrators. Statistical data analysis was completed using SPSS v. 12.0. Approximately 74.6% of the subjects were men. About 37% of subjects were principals, 33% were vice principals, and 35% were administrative directors, with over 60% aged 40~50 years(p<0.05). Among the 142 schools evaluated, 82.7% were located in urban areas and 17.3% were in rural areas. About 98% of the schools served meals in the dining room(p<0.05). Approximately 68% of the schools employed nutrition teachers and 33.4% had school dietitians(p<0.001). The result indicated that the overall importance level(4.24) was higher than the performance level(3.97)(p<0.001). In a survey of the degree of task performance by nutrition teachers, administrators regarded sanitation management was evaluated as the most important performance parameter(4.49), other management attributes as very important parameters(4.41), with nutrition counseling being much less important(2.76) and meal service being least important(3.29; except for classroom teachers). According to the title of the subjects, evaluations of administrative directors were lower than evaluations of principals and the vice principals. The results indicate that nutrition teachers should not only have meal service management as their main duty, but should also be involved in constructing a life-long health management system for students and teachers by conducting nutrition education and counseling, and should be active in the development of nutrition education programs and in the duties of sanitation management of school meals.
