THE OPPORTUNITIES AND CHALLENGES FOR CONTRACTUAL CONSIDERATION OF CONSTRUCTION-RELATED CARBON EMISSIONS FROM CIVIL INFRASTRUCTURE PROJECTS

  • Construction works of civil infrastructure projects generate a considerable amount of carbon emissions by utilizing a set of energy-intensive equipment and causing traffic congestion. However, the voluntary efforts of the contractor to mitigate these emissions are at an early stage. To address this issue, this paper explores the opportunities to take carbon emissions that would be caused from construction works into consideration in contracting methods and procedures. The opportunities for reducing carbon emissions from construction activities themselves are examined under the framework of Performance Contracting for Construction (PCfC), and carbon emissions from traffic congestion are attempted to be incorporated into the Road User Cost (RUC) calculation. This paper also identifies and discusses major challenges that must be confronted when considering the mitigation of these emissions in contracting methods and procedures.

  • This study is designed to examine the current status of the performance warranty systems for asphalt pavements implemented in Europe, USA, and Japan, and to review the feasibility and possibility of introducing this system into the Korean environment. For such objectives, the concept and necessity of performance warranty and the status of Korean contracting systems and overseas performance warranty systems were evaluated. In particular, the bidding systems, performance guarantee systems, and maintenance work inclusion status in the projects and warranty specifications of Europe, USA and Japan were comparatively evaluated. And methods of introducing the performance warranty system by utilizing defects liability system and design-build contracts of Korea were suggested.

  • Multilayer sub-contracting is a significant practice among the world, including Hong Kong. When a principal contractor secured a project from a developer, the specific jobs will usually be breaking down and sub-contractors with the lowest bid [1]. The adoption of multilayer sub-contracting has been a controversy issue which is considered as a two-side blade. While certain studies have been carried out to examine both the contributions, damages and improvements for multi-layer subcontracting, the construction industry and researchers are still waiting for a solid measure to enhance the system. Hence, this research attempts to study the advantages, disadvantages, conducts a comparison between single and multilayer sub-contracting and measures of current Hong Kong construction industry based on literature review, questionnaire and in-depth interviews. To achieve the objectives, Analytic Hierarchy Process (AHP) and total weighted score methods are adopted to examine and rank the criterion. The findings of this study provide a good basis for understanding the major reasons and problems caused by the adoption of multilayer sub-contracting. Besides, the identified safety perspective explores a new perspective regarding to issues of multi-layer subcontracting, which will serve as a solid foundation for further research to enhance safety performance. Finally, the findings of measurements towards improvement of multilayer sub-contracting will also provide a solidsolution for construction industry.

Factors That Affect Project Time and Cost Performance during Highway Construction Using Incentive/Disincentive Provisions

  • Incentive/Disincentive (I/D) contract is designed for minimizing any disruption of traffic flow in road construction projects. I/D contracting projects have been evaluated with regard to time and cost performance in various states, more than 35 states. However, construction project managers and planners have little understanding of the project factors that affect the project time and cost performance of highway construction projects using I/D regulations. Therefore, the purpose of this research is to find factors that affect I/D project success or failure to improve the decision-making process for the implementation of I/D projects. In order to achieve the objectives of this research, the researchers collected I/D road construction project data from FDOT and performed evaluation for each collected project. Then, project data analysis to identify key factors that affect I/D project performance was performed. In conclusion, five significant factors for project time performance and six significant factors for project cost perfornace were identified and summarized.

치안서비스의 민간위탁 도입에 관한 연구 : 치안분업모델을 중심으로 (Introducing Contract-out in the Policing Service : Focusing on Policing segregated System)

  • 오늘날 공공분야의 민간위탁은 비용효과와 수요자 변화에 따른 탄력성 확보가 유리하고, 사업의 관리가 용이하다는 이유로 대부분의 공공사업 분야에서 실시되고 있는 상태이다. 이러한 사회적 변화는 치안구조와 지역방범체계의 변화 등과 함께 공공 치안서비스 부분의 민간위탁제도를 도입하는 문제에 대하여 많은 논의가 이루어지고 있다. 그러나 위탁사업 대상 범위의 제한, 민간 참여의 어려움 그리고 위탁 계약 방식의 한계와 같은 문제점들로 인하여 치안서비스 분야의 민간위탁사업 시행에는 아직 많은 걸림돌이 있는 실정이다. 이러한 문제점들을 해결, 보완하기 위하여 치안서비스 모델을 변화시켜 예산절감과 조직의 재구성을 도모하고, 가변성을 가질 수 있는 부분위탁형태의 개발 및 민${\cdot}$관 협력체제 확립 및 계약방식의 합리화가 필요하다 할 수 있다. 본 연구는 업무상의 특수성을 감안하여 기존 민간위탁의 개념과는 다르게 치안서비스 분야만의 기준을 다음과 같이 제시한다. (1)치안분업모델의 설계 (2)양자의 의견을 존중하고 타협점을 찾을 수 있는 새로운 혼합형태의 시스템 모델구축 (3)다자간 접근법을 통한 사회 모든 구성원의 참여기회 확대 (4)지명경쟁 입찰을 통한 계약 방식의 확립 등이다. 이처럼 공공안전 서비스 분야의 민간위탁은 타 정부분야의 민간위탁 형태와는 다른 형식으로 이루어져야 하며 국민의 안전을 담보로 한다는 점에서 업무선정과 방식에 대해 기준을 높여야 할 것이다.

성능보증 시방서 개발을 위한 아스팔트 포장 성능기준 연구 (A Study on Performance Criteria of Asphalt Pavements for Development of Performance-based Warranty Specification)

  • 기존 도로포장 시방서는 계약자에게 포장 수명에 상관없이 재료 및 시공 상의 주어진 조건만을 만족하면 되도록 요구하고 있다. 이와 같은 시방 기준으로는 도로포장 기술 개발에 한계가 있으며 포장파손 발생 시 발주자와 계약자 간에 분쟁이 발생할 소지가 있다. 이러한 문제점을 개선하기 위하여 성능보증 계약제도를 도입하려는 연구가 도로포장 분야에서 진행되고 있다. 성능보증 계약제도는 계약자에게 재료와 공법을 마음대로 선정할 수 있는 기회를 부여하고 주어진 기간 동안 일정 수준 이상의 성능을 유지하도록 하는 제도이다. 성능보증 계약제도의 성공적인 도입을 위해서는 성능보증 시방서의 주요 요소인 포장의 성능인자와 임계한도가 먼저 정의되어야 한다. 본 연구에서는 미국 몇 개 주에서 사용되는 성능보증 계약제도에 관한 문헌을 검토하여 아스팔트 포장의 성능인자, 임계한도, 그리고 성능보증 기간에 관한 조사를 실시하였다. 또한 국내 고속국도 중 24개 노선과 16개 지역의 일반국도 노선에서 아스팔트 포장의 성능에 영향을 미치는 주요 파손을 조사하고 분석하여 미국의 사례와 비교하였다. 본 연구결과를 근거로 국내 아스팔트 포장에 대한 합리적인 성능보증 시방이 개발될 것으로 예상된다.

거래단계별 특성이 물류아웃소싱 만족도에 미치는 영향에 관한 연구 (A Study on the Effect of the Characteristics of Transaction Stage on the Satisfaction of Logistics Outsourcing)

  • Logistics outsourcing businesses consist of the three main stages of bidding, contracting, and operations. This study focuses on the impacts of factors in the logistics outsourcing stages on outsourcing performance. Key factors in each stage may have direct influences on logistics partnerships and performance. Also, factors of each stage may impact the factors of subsequent stages. The relationships were examined using a structural equation model and verified by PLS (partial least square)-SEM methodology. Study results were as follows. First, the uncertainty of the shipper in the bidding phase affects the flexible contract in the contracting phase, and thus, affects the satisfaction of the logistics outsourcing services. Second, the uncertainty of the shipper in the bidding phase affects operations through contracts, and positively affects logistics outsourcing satisfaction through trust and cooperation.

Experimental study on fire performance of axially-restrained NSC and HSC columns

  • This paper describes fire performance of eight axially restrained reinforced concrete (RC) columns under a combination of two different load ratios and two different axial restraint ratios. The eight RC columns were all concentrically loaded and subjected to ISO834 standard fire on all sides. Axial restraints were imposed at the top of the columns to simulate the restraining effect of the rest of the whole frame. The axial restraint was effective when the column was expanding as well as contracting. As the results of the experiments have shown, the stiffness of the axial restraint and load level play an important role in the fire behaviors of both HSC and NSC columns. It is found that (a) the maximum deformations during expanding phase were influenced mostly by load ratio and hardly by axial restraint ratio, (b) For a given load ratio, axial restraint ratio had a great impact on the development of axial deformation during contraction phase beyond the initial equilibrium state, (c) increasing the axial restraint increased the value of restraint force generated in both the NSC and HSC columns, and (d) the development of column axial force during the contracting and cooling phase followed nearly parallel trend for columns under the same load ratio.

INCENTIVE/DISINCENTIVE PROJECT SUCCESS FACTORS DURING MACARTHUR MAZE I-580 BRIDGE SPAN REPLACEMENT

  • Incentive/Disincentive (I/D) contracting experiences in many states have been evaluated in terms of time and cost performance and substantial project time savings were found in many project cases. However, there is little understanding on individual project success factors for I/D projects during construction. This paper explores the significance of I/D clause in the success of the MacArthur Maze reconstruction project and summarizes a list of group causes that explains and elaborates on the detailed factors. The methods used for carrying out this study started with a search of online media and news reports and contract documents were also obtained from Caltrans. After review of the preliminary information, Interviews were performed with the Caltrans Resident Engineer and the contractor's project manager who were in charge of the MacArthur Maze reconstruction. In conclusion, the evaluation of their responses hinted at six significant cause groups responsible for the project's success. These groups can be listed as: 1) Motivation, 2) Policy, 3) Teamwork, 4) Communication, 5) Expectation, and 6) Resource Management.
