Performance-Oriented Procurement Process and VE/PSC for Private Finance Initiatives (민간투자사업의 성능중심적 발주방식 및 PSC의 활용방안)

  • The input-oriented project promotion system private participation in infrastructure projects currently in use in Korea has encountered difficulties in securing the primary benefits of private sector creativity problem solving and inflow of private capital. As such, the performance (or output)-oriented procurement process implemented in England and other developed countries should be evaluated for introduction. In Korea, private participation projects are currently identified as either solicited or unsolicited projects, each with different promotional procedures, the problem with these procedures is that competition is not pre-activated, the private sectors creativity is under utilized, and the rationality of project evaluations is inconsistent. Korea should, in order to raise the level of private sector creativity and efficiency, go beyond the currently applied Input Specification project promotion system to a Performance-oriented system similar to those implemented in England and other countries. To achieve this, we mate several proposals for the introduction of the performance-oriented system. We divide the main features of our proposals into three categories, including a reformed concessionaire selection system, a performance orientation in preparation of the concession agreement, and a performance orientation in contract management, and discuss each. 1'his study describes performance-oriented promotion systems in an output-focused way As this is an initial study on the introduction of performance orientation in private participation, various key points and proposals were identified. However, in the future, detailed research in technical fields and systems, legal research, and practical projects will be needed for implementation

  • This paper compares efficiency results and performance targets for academic departments in a local private college using DEA (Data Envelopment Analysis). Because of an aging society, a smaller school-age population entering colleges, and enhanced accreditation standards by the government, colleges and universities are not recruiting and retaining sufficient students and therefore are struggling for survival. In contrast to popular four-year undergraduate universities concentrated in Seoul and its satellite cities, retaining students is critical for the survival of local private colleges in poor or remote regions. Therefore, it is very important to identify the factors involved in the retention of students in the various departments of a college. However, given the different characteristics of the departments, it is difficult to identify one unique or robust set of standards to evaluate their performance. The purpose of this paper is to maximize student retention capabilities by ensuring that additional resources are assigned to efficient DMUs, while, inefficient DMUs are given benchmarked targets. Based on previous studies and college accreditation standards, this paper presents indices to be used in evaluating the efficiency of academic departments in a college. In evaluating relative efficiency, this paper uses the output-oriented BCC model. To define target levels to be achieved for efficient DMU, a multi-stage DEA procedure is used.

The Effect of Salesperson Control System on Customer-oriented Selling Behaviors and Sales Performance in Pharmaceutical Distribution Channel (제약유통채널에서 영업사원에 대한 통제시스템이 고객지향적 판매와 영업성과에 미치는 영향)

  • Purpose - Recently, domestic pharmaceutical market is growing steadily, but top-tier companies are concentrating on sales growth. In this market, SMEs, which account for more than 80% of the entire market, suffer from the problem of lower margins and increasing inventory costs. According to the government's policy changes related to pharmaceuticals, it is pointed out that the management of existing customers and the control of salespeople are important issues for pharmaceutical companies. This study investigates the effect of the control system on the salesperson in domestic pharmaceutical distribution channel on customer-oriented selling behaviors and sales performance. Research design, data, and methodology - To verify the proposed research model and test hypotheses, the authors selected 244 MR(medical representatives)'s responses which have currently relationship with doctors or pharmacists. This study carefully investigated the reliability, content validity, convergent validity, and discriminant validity of the proposed model. Results - The authors find out the following results: capacity control, activity control, and self control have positive effects on customer-oriented selling behaviors and customer-oriented selling behaviors have a positive effect on sales performance. In addition, we present alternative model to check the direct effect between the control systems and the sales performance, but control system factors except self control have no direct influence. Conclusions - First of all, competency control and activity control increases the customer-oriented selling behavior of the salesperson. This means that the salesperson's sales skill, negotiation skill, customer access skill, presentation ability, monitoring, direction and evaluation are important and it is also important to control activities to check the number of visits to customers, report preparation, and customer service etiquette. Second, the fact that self-control of salesperson affects the customer-oriented selling behavior suggests that self-control is not controlled by external factors but rather establishes short/long-term goals. Therefore, it is important for sales organization to create an environment in which members can induce persistent incentives for self-control. Finally, output control did not affect customer-oriented sales behavior, which is less likely to form confidence or motivation to MRs when output control is perceived as a means of monitoring, supervising, or controlling rather than providing information to salespeople.

System and Disturbance Identification for Model-Based learning and Repetitive Control

  • An extension of interaction matrix formulation to the problem of system and disturbance identification for a plant that is corrupter by both process and output disturbances is presented. With only an assumed upper bound on the order of the system and an assumed upper bound on the number of disturbance frequencies, it is shown that both the disturbance-free model and disturbance effect can be recovered exactly from disturbance-corrupted input-output data without direct measurement of the periodic disturbances. The rich information returned by the identification can be used by a performance-oriented model-based loaming or repetitive control system to eliminate unwanted periodic disturbances.

Evaluating the Efficiency of Mobile Content Companies Using Data Envelopment Analysis and Principal Component Analysis

  • This paper evaluates the efficiency of mobile content firms through a hybrid approach combining data envelopment analysis (DEA) to analyze the relative efficiency and performance of firms and principal component analysis (PCA) to analyze data structures. We performed a DEA using the total amount of assets, operating costs, employees, and years in business as inputs, and revenue as output. We calculated fifteen combinations of DEA efficiency in the mobile content firms. We performed a PCA on the results of the fifteen DEA models, dividing the mobile content firms into those having either 'asset-oriented' or 'manpower and experience-oriented' efficiency. Discriminant analysis was used to validate the relationship between the efficiency models and mobile content types. This paper contributes toward the construction of a framework that combines the DEA and PCA approaches in mobile content firms for use in comprehensive measurements. Such a framework has the potential to present major factors of efficiency for sustainable management in mobile content firms and to aid in planning mobile content industry policies.

A Dynamic Web Service Orchestration and Invocation Scheme based on Aspect-Oriented Programming and Reflection (관점지향 프로그래밍 및 리플렉션 기반의 동적 웹 서비스 조합 및 실행 기법)

  • The field of the web service orchestration introduced to generate a valuable service by reusing single services. Recently, it suggests rule-based searching and composition by the AI (Artificial Intelligence) instead of simple searching or orchestration based on the IOPE(Input, Output, Precondition, Effect) to implement the Semantic web as the web service of the next generation. It introduce a AOP programming paradigm from existing object-oriented programming paradigm for more efficient modularization of software. In this paper, we design a dynamic web service orchestration and invocation scheme applying Aspect-Oriented Programming (AOP) and Reflection for Semantic web. The proposed scheme makes use of the Reflection technique to gather dynamically meta data and generates byte code by AOP to compose dynamically web services. As well as, our scheme shows how to execute composed web services through dynamic proxy objects generated by the Reflection. For performance evaluation of the proposed scheme, we experiment on search performance of composed web services with respect to business logic layer and user view layer.

A Comparative Analysis of the Performance Evaluation System for Public Libraries (공공도서관 성과평가 체계에 대한 비교·분석)

  • In a rapidly changing environment, public libraries need performance measures that can comprehensively represent their activities in order to respond to various changes, demonstrate social value, and justify input resources. However, most of the performance evaluations have been focused on specific areas or specific analysis methods. Therefore, this study looked at the efforts of advanced countries of overseas libraries to develop performance evaluation tools for public libraries in order to develop performance management tools for domestic public libraries. The implications were derived by reviewing and analyzing the direction, evaluation system, and major performance evaluation areas of public library performance evaluation. The main result was that the perspective of public library performance evaluation was shifting from input-output-oriented to outcome or impact, and the performance evaluation area was linked to the development strategy of public libraries or the role of the library. And, the government and institutions were working together to establish an evaluation system for performance management of public libraries.

A new Design of Granular-oriented Self-organizing Polynomial Neural Networks (입자화 중심 자기구성 다항식 신경 회로망의 새로운 설계)

  • In this study, we introduce a new design methodology of a granular-oriented self-organizing polynomial neural networks (GoSOPNNs) that is based on multi-layer perceptron with Context-based Polynomial Neurons (CPNs) or Polynomial Neurons (PNs). In contrast to the typical architectures encountered in polynomial neural networks (PNN), our main objective is to develop a methodological design strategy of GoSOPNNs as follows : (a) The 1st layer of the proposed network consists of Context-based Polynomial Neuron (CPN). In here, CPN is fully reflective of the structure encountered in numeric data which are granulated with the aid of Context-based Fuzzy C-Means (C-FCM) clustering method. The context-based clustering supporting the design of information granules is completed in the space of the input data while the build of the clusters is guided by a collection of some predefined fuzzy sets (so-called contexts) defined in the output space. (b) The proposed design procedure being applied at each layer of GoSOPNN leads to the selection of preferred nodes of the network (CPNs or PNs) whose local characteristics (such as the number of contexts, the number of clusters, a collection of the specific subset of input variables, and the order of the polynomial) can be easily adjusted. These options contribute to the flexibility as well as simplicity and compactness of the resulting architecture of the network. For the evaluation of performance of the proposed GoSOPNN network, we describe a detailed characteristic of the proposed model using a well-known learning machine data(Automobile Miles Per Gallon Data, Boston Housing Data, Medical Image System Data).

  • The application of speed or position control technique in AC drives demands accurate position and velocity feedback information. Generally, resolver and absolute encoders are used as a velocity or position sensor. But they increase cost and when the sampling frequency is faster than sensoer's output frequency we can't Set exact information. In order to solve this problem this thesis proposes a speed and a position observer design for Permanent-Magnet Synchronous Motors(PMSM) specialty in low speed drives. Most literatures on this topic design the observer based on the field_oriented d_q model. But in this thesis, a new approach to machine dynamics is proposed. Since it is difficult to design the observer using the nonlinear model, the machine model is here linearlized at the operating point. The observer designed is implemented by software using Intel's 8097 microprocessor and verifies the proper performance of observer by simulation and experiment.

  • Since 2016 when the regulations related to vehicle structure and device modification were drastically revised, the car tuning market has been growing rapidly. Particularly, many drivers are showing interest in changing the interior and exterior according to their preference, or improving the specifications of their cars by changing the engine and powertrain, among others. Also, as the initial engine settings such as horse power and torque of the vehicle are made for stable driving of the vehicle, it is possible to change the engine performance, via Engine Control Unit (ECU) mapping, to the driver's preference. However, traditionally, ECU mapping could be only performed by professional car engineers and the settings were also decided by them. Therefore, this study proposed a system that collects data related to the driver's driving habits for a certain period and sends them to a cloud server in order to analyze them and recommend ECU mapping values. The traditional mapping method only aimed to improve the car's performance and, therefore, if the changes were not compatible with the driver's driving habits, could cause problems such as incomplete combustion or low fuel efficiency. However, the proposed system allows drivers to set legally permitted ECU mapping based on analysis of their driving habits, and, therefore, different drivers can set it differently according to the vehicle specifications and driving habits. As a result, the system can optimize the car performance by improving output, fuel efficiency, etc. within the range that is legally permitted.
