A Secure Mobile Payment System for Near Field Communication System (NFC를 이용한 안전한 모바일 지급결제 시스템)

  • Diverse application service such as mobile payment, access control or smart poster have been provided by using smart devices with built-in Near Field Communication technology. Especially, a mobile payment system can provide convenience to its users, but it also can poses including data disclosure while transmitting. There are vulnerabilities while generating session keys used to encrypt data in transaction processes as proposed in KS X 6928, the standard for mobile payment system. Therefore, in this thesis, I analyzed weaknesses of session keys used to encrypt transaction data and proposed a more secure mobile payment system based on NFC to enhance security. The proposed system will provide security functionalities such as key freshness, mutual authentication and key confirmation.

The Calculation of Geographic Practice Cost Index and the Feasibility of Using It in Korean Payment System (진료비용 지역보정지수의 산출 및 국내 적용의 타당성)

  • The fee-for-service system is used as the main payment system for health care providers in Korea. It has been argued that it can't reflect differences in the medical practice costs across regions because the fee schedule is calculated based on the average cost. So, some researchers and providers have disputed that there is need for adopting geographic practice cost index (GPCI) used in the United States for the Medicare program for the elderly to the fee-for-service payment system. This study performed to identify whether the difference in the practice costs among regions exists or not and to examine the feasibility of applying GPCI to Korea payment system. For this purpose, we calculated modified-GPCI and examined considerations to introduce GPCI in Korea. First we identified available data to calculate GPCI. Second, we made applicable GPCI equations to Korea payment system and computed it based on four types of regions (metropolitan, urban, suburban, and rural). We also categorize the regions based on the availability of the medical resources and the capability of utilizing them. As a result, we found that there wasn't any significant difference in the GPCI by regional types in general, but the indices of rural areas (0.91-0.98) was relatively low compared to the indices of other regions (0.96-1.07). Considering the need to use GPCI floor, the pros and cons of using GPCI, and the concern of the regional imbalance of resources, the introduction of GPCI needs to be carefully considered.

  • As increasing of smartphone penetration over the world, various mobile payment services have been emerged and fraud transactions have drastically increased. Although many financial companies have deployed security solutions to detect fraud transactions in on/off-line environment, mobile payment services still lack fraud detection solutions and researches. The mobile payment is mainly comprised of micro-payments and payment environment is different from other payments, so mobile-specialized fraud detection is needed. In this paper, we propose a FDS (Fraud Detection System) based on data mining for mobile payment services. The method of this paper is applied to the real data provided by a PG (Payment Gateway) company in Korea. The proposed FDS consists of two phases; (1) the first phase is focused on classifying transactions at high speed (2) the second is designed to detect abnormal transactions with high accuracy. We could detect 13 transactions per second with 93% accuracy rate.

  • Payment Systems is one of critical infrastructures, which is increasingly dependent on IT. Failure to provide the payment services can bring disaster to national economy, which is the reason why business continuity of payment system receive much attention these days. Payment Systems are complex systems, which consist of multiple players: central bank, commercial banks, clearing house. The main purpose of this paper is to propose some business continuity strategies for the payment systems. First, in order to provide financial stability, this paper clarifies the concepts of business continuity plan(BCP). Second, this paper illustrates the processes to come up with business continuity strategies for the payment systems based on risk analysis and business impact analysis. Business continuity strategies are proposed in terms of two dimensions: vertical and horizontal.

  • Lately, the development and utilization of technology of the Internet of Things(IoT), and Fintech have been on the rise and amid the emerging convergence of system and service, mobile payment system and location based service technology have received much attention. Considering the fact that smartphone users are currently utilizing mobile payment frequently, many corporations are introducing various methods to the market for easy payment process of consumers by grafting various technologies, and by utilizing the technology based on BLE technology and location based technology, it is emerging as new method applied to payment service such as ZEP, for easy payment process. And by checking the existence of security threats and studying the attack techniques in these payment services, we strive to suggest a method of response based on big data platform.

Policy Elites' Perception of Health Policy Governance: Findings from In-depth Interviews of Korean New Diagnosis Related Group Payment (정책 전문가의 인식을 통해 본 한국 보건의료정책 거버넌스: 신포괄수가제 사례에 관한 심층면접 결과)

  • Background: Engaging and Involving stakeholders who have different interests in changing health care policies are difficult task. As the literature on the governance in Korean health care field is rare, this study aims to provide empirical evidence of 'governing health policy'-the ways health care policy is made, implemented, and evaluated from a political perspective. Methods: The authors of this study conducted interviews with elites in policy and clinical areas, which was considered to be the most effective approach to gather in-depth information about the background of changing payment policy as well as the barriers or contributors for making the policy sustainable. A total of 14 experts (3 government officials, 2 representatives from medical profession, 3 professors form academic field, and 6 healthcare providers from New DRG pilot program hospitals) participated in 2 hour long interviews. Results: There was a perception gap of the feasibility and substantiality of new payment system among elites. The score was higher in government officers than those in scholars or clinical experts. Next, the interviewees indicated that Korean New DRG might not sustain without significant efforts to improving democratic aspects of the governance. It is also notable that all interviewees except healthcare providers provided negative expectation of the contribution of new payment system to increase administration efficiency. For clinical efficiency, every stakeholders perceived there was no increased efficiency after introduction of New DRG payment. Like general perception, there was a wide gap between the perception of stakeholders in quality change after implementing the new payment system. Finally, interview participants negatively assumed about the likelihood of New DRG to remain a case of successful reforms. Conclusion: This study implied the importance of social consensus and the governance of health policy.

  • In today's society, the majority of people use smartphones, and mobile ordering and payment systems for their convenience are gaining their attention. The mobile payment market is on the rise, with over 71% of the market that is already formed in China. Many mobile payment markets are growing in Korea, which is a system that is provided only in large franchises. In this paper, we propose a mobile ordering and payment system using short-range wireless communication technology that can be easily used not only in franchises but also in the small businesses, and for the convenience of users in modern society to make a system that enables ordering and payment through mobile to communicate between the devices developed by short range wireless communication technology, smartphone and the main server.

In international trade, there are service providers (bolero, TradeCard, BeXcom) to settle payment electronically through the Internet. The purpose of this study is to Conduct comparative analysis with approach manner functional respect systematic respect, role. It is shown which the Electronic payment system is better. In this study, the author attempts to find the problems is (bolero, TradeCard, BeXcom) and solutions in switching from the documentary payment system to the electronic one. This conclusion of this study can be summarized as followings. In resoect of the law, bolero should seek to prevert the users from being treated unfairly due to multilateral agreement on Rulebook. TradeCard, BeXcom do not have the proper law that users are governed. so far as the practice problems concerned, stability of computer's operation and security of message interchange should be warranted and improved continuously. Through the standardization of the electronic document and the development of software, the examination of the shipping occuments must be done automatically. Bolero should induce more banks to take part in Bolero, and make the carrier the cost and time in managing the traditional document which will be used for the time being. In respect of information technology and security, to deduce the risk in the electronic settlement system and positively uses the global authentication guideline(Identrus).

  • SNS has recently reached the level of providing financial services to customers through a mobile payment system that goes beyond the existing payment system using Fintech, which is a fusion of financial industry and information technology. These mobile payment systems are increasing in scale as time goes by, and their functions are reaching the same level as general financial services. This study is an empirical study to examine what is the most important factor in Internet banking by targeting users who use WeChat Pay among Chinese Internet bank users with the highest Fintech Adoption rate. SNS has recently reached the level of providing financial services to customers through a mobile payment system that goes beyond the existing payment system using Fintech, which is a fusion of financial industry and information technology. As a results, 2 factors positive influence on Acceptance intention and Customer satisfaction. These mobile payment systems are increasing in scale as time goes by, and their functions are reaching the same level as general financial services.
