Purpose: Korean health insurance extended application of the Diagnosis Related Groups (DRG) payment system to tertiary and general hospitals from July, 2013. This study was done to develop a DRG fee adjustment mechanism applied to levels of nurse staffing to assure quality nursing service. Methods: Nurse stafffing grades among hospitals in Korea were analyzed. Differences and ratio of inpatient costs by nurse staffing grades in DRG fees and differences of DRG fee between tertiary and general hospitals were compared. Results: In 2013, nurse staffing grades in tertiary and general hospitals had improved, but other hospital nurse staffing grades remained at the 2001 level. Gaps of inpatient costs between first and seventh nurse staffing grades were over 10% in 4 out of 7 DRG diagnosis; However differences of DRG fee between tertiary and general hospitals were only 4.51% and 4.72% respectively. A DRG fee adjustment mechanism was developed that included nurse staffing grades and hospitalization days as factors of the formula. Conclusion: Current DRG fees motivate hospitals to decrease nurse staffing grades because cost reduction is bigger than compensation. This DRG fee adjustment mechanism reflects nurse staffing supply to motivate hospitals to hire more nurses as a reasonable compensation system.
은닉 서명(10)은 서명장의 신분과 메시지 내용에 대한 정보유출 방지와 함께 익명 성 보장을 위 해 전자 화폐 시스템에 사용되고 있다. 그러나 완전한 익명성은 전자 화폐에 대한 불법적 인 사용 등에 악용될수 있다. 따라서 필요로 하는 경우 특정 신뢰 센터가 전자 화폐에 대한 공정성을 검 증할 수 있어 야 한다. 본 연구에서는 Hoster가 제시한 Meta-ElGamal 기법 (12)을 분석하여 메시지 복 원 기능을 제 공하는 공정 은닉 서명 모델에 대해 고찰하고 메시지 복원 기능을 제공하는 개선된 공정 은 닉 다중서명 기법을 제시한다. 본 연구에서는 제시하는 기법은 불확정 전송 방식의 특성을 사용하여 신 뢰 센터에 의 한 공정 검증 및 확인 기능을 제공하는 다중 서명 방식으로 다양한 전자 화폐 시스템에 적 용 가능하다. As the blind signature(10) does not reveal any information about the message or its signature it has been used for preventing the information leakage and for providing the anonymity in secure electronic payment systems. Unfortunately this perfect anonymity could be misused by criminals as blind signatures prevent linking the withdrawal of money nd the payment made 표 the same customer. Therefore we should provide publicly verifiable mechanism if it is required for the judge to trace the blackmailed messages. In this paper we propose a modified blind signature scheme which additionally provides the role of message recovery after analyzing the existing meta-ELGamal scheme(12) suggested by Horster. And we suggest a new fair blind multi-signature scheme based on the oblivious transfer protocol with which a judge can publicly verify its fairness and correctness if needed. Proposed scheme can also applicable to the diverse electronic payment applications.

One of the fastest-growing mobile services accessible today is mobile payments. For the safety of this service, the Near Field Communication (NFC) technology is used. However, NFC standard protocol has prioritized transmission rate over authentication feature due to the proximity of communicated devices. Unfortunately, an adversary can exploit this vulnerability with an antenna that can eavesdrop or alter the exchanged messages between NFC-enabled devices. Many researchers have proposed authentication methods for NFC connections to mitigate this challenge. However, the security and privacy of payment transactions remain insufficient. We offer a privacy-preserving, anonymity-based, safe, and efficient authentication protocol to protect users from tracking and replay attacks to guarantee secure transactions. To improve transaction security and, more importantly, to make our protocol lightweight while ensuring privacy, the proposed protocol employs a secure offline session key generation mechanism. Formal security verification is performed to assess the proposed protocol's security strength. When comparing the performance of current protocols, the suggested protocol outperforms the others.
최근에 급속도로 발전해가는 네트워크 망에서 여러 가지 정보들이 서로 교환되고 있다. 이 정보들은 각각의 보안 시스템과 암호화 기법들을 사용하여 보호하려는 연구가 진행되고 있으며, 현재 메일 주소만을 이용하여서도 계좌 이체가 가능한 시스템을 구현하려는 연구가 활발히 진행되고 있다. 그러나 SSL 기반으로 동작하는 메일 시스템에서 악의적인 데이터의 대한 부인과 변조 가능한 방법들이 알려져 있으며 이에 따라 보호되어야할 중요한 정보들이 인가되지 않은 사용자에게 노출될 가능성이 매우 높은 실정이다. 이에 따라, 기밀성, 무결성, 사용자 인증, 부인 방지 등 정보 보호를 위해 한층 더 안정성 있는 전자지불 시스템에 대한 연구가 요구되며, 본 논문에서는 ECC의 안전한 알고리즘에 기반을 둔 안전한 전자지불 시스템을 설계 및 구현하고 기존의 메일 기반 전자 지불 시스템과 성능을 비교 분석하였다.
Recently, concomitant with a surge in numbers of Internet of Things (IoT) devices with various sensors, mobile crowdsensing (MCS) has provided a new business model for IoT. For example, a person can share road traffic pictures taken with their smartphone via a cloud computing system and the MCS data can provide benefits to other consumers. In this service model, to encourage people to actively engage in sensing activities and to voluntarily share their sensing data, providing appropriate incentives is very important. However, the sensing data from personal devices can be sensitive to privacy, and thus the privacy issue can suppress data sharing. Therefore, the development of an appropriate privacy protection system is essential for successful MCS. In this study, we address this problem due to the conflicting objectives of privacy preservation and incentive payment. We propose a privacy-preserving mechanism that protects identity and location privacy of sensing users through an on-demand incentive payment and group signatures methods. Subsequently, we apply the proposed mechanism to one example of MCS-an intelligent parking system-and demonstrate the feasibility and efficiency of our mechanism through emulation.
기존의 대금지불 방법들은 개별 정보들과 같은 소액 상품의 결제 수단으로는 부적절하다. 이유는 상품의 가치보다 결제 수단을 운영하는데 들어가는 비용이 더 크기 때문에 경제성이 전혀 없기 때문이다. 그리하여, 인터넷 상에서 활발한 거래가 예견되는 초소액의 정보 상품들을 경제적으로 처리할 수 있는 새로운 대금결제 방식이 요구된다. 최근에 제안된 몇몇 소액지불 시스템들로는 "Millicent", "PayWord", "MicroMint", "iKP" 등이 있다. 이들 각각은 나금대로의 방식으로 안전성과 소비용화를 추구하고 있다. 그러나, 이들 방식들은 핵심 메커니즘의 소비용화와 적절한 보안의 만족 등에는 문제가 없었으나 "계좌(account)의 관리"와 "지불 화폐의 집중,관리" 에는 큰 문제점을 가지고 있다. 소액대금결제 시스템에서는 계좌 관리의 복잡성과 지불 값들의 집중의 효율적인 해결이 가장 먼저 고려되어지고 우선시 되어져야 할 항목이다. 그리하여, 본 논문은 PayWord시스템을 바탕으로 적절한 보안 만족, 운영 비용의 저렴화를 이룰 수 있게 하는 핵심 메커니즘의 사용, 불필요한 계좌의 이중 사용 배제, 지불 화폐 값들의 집중관리 해결 등을 만족시켜줄 수 있는 효율적인 소액대금결제 시스템인 PayHash를 설계, 구현하였다.의 집중관리 해결 등을 만족시켜줄 수 있는 효율적인 소액대금결제 시스템인 PayHash를 설계, 구현하였다.
최근 등장한 메일 기반의 계좌이체 시스템은 송금인이 수금인의 계좌번호를 알 필요 없이 메일 주소만 알면 계좌 이체가 가능하도록 하여 사용자에게 많은 편의를 제공한다. 그러나 대부분의 메일기반 계좌이체 시스템은 SSL 기반으로 동작하고 있어 거래 사실에 대한 부인이 가능하고, 영수증 발급이 불가능하다는 문제점이 있다. 이에 따라 이 논문에서는 기밀성, 무결성, 사용자 인증, 부인 봉쇄 둥의 보안 서비스를 제공하고 인증서 기반으로 동작하는 국제 표준 메일 보안 메커니즘인 S/MIME을 적용한 메일 기반의 지불 메커니즘을 제안한다. 이 메커니즘에서는 'Check'라는 수표와 같은 역할을 하는 메시지를 통해 모든 계좌이체 정보가 송금인과 수금인 및 메일 결제 서버 사이에서 전달된다. 이 시스템은 기존의 시스템과 마찬가지로 수금인의 메일 주소만 알면 계좌이체가 가능한 편리성을 제공함과 동시에 S/MIME에 기반한 보안 서비스를 제공함으로서 기존 지불 시스템에서 가장 문제가 되는 송신 부인 문제를 해결하고 영수증 발급도 가능하다.
무선 이동통신 관련서비스가 활성화되면서 유료 컨텐츠 서비스에 대한 지불을 어떻게 처리할 것인가가 중요한 사안으로 대두되고 있다. 컨텐츠 사업자들은 현재 일부 서비스부터 컨텐츠 유료화를 시작하려 하고 있지만 사용자로부터 결재 금액을 지불 받을 수 있는 시스템을 갖추고 있지 않아 유료화를 시작하는데 어려움이 있다. 또한 사용자와 사업자간의 인증 및 사용자에 대한 개인 프라이버시 보호와 거래에서 발생할 수 있는 보안상의 고려 사항들을 어떻게 해 결할 것인가에 대한 문제가 있을 수 있다. 따라서 본 논문에서는 이러한 상거래 시장 변화에 맞추어 무선 인터넷에서 과금 시스템의 개념을 알아보고, 데이터 전송시 필요한 키 분배와 통신 상호간의 인증을 어떠한 방법으로 처리 할 것인가 설명한다. 이를 바탕으로 신뢰할 수 있는 과금 시스템 을 제안한다.
The BPO is an irrevocable undertaking given by an obligor bank to a recipient bank to pay a specified amount under the condition of a successful electronic matching of data or acceptance of mismatches. The BPO enables the participating banks to provide sellers and buyers with enhanced financing services. Therefore, BPO gives banks the tools to provide them with guarantees and other multi-banking services. All the participating banks must use the same Transaction Matching Application(TMA) for BPO business. In order to exchange BPO-related data, banks must be subscribed to the same TMA scheme. Participation in the TMA scheme is limited to banks only. The TMA is matching and workflow application as instrument to determine whether to pay the BPO or not. Therefore, TMA will have an important role to play in the business of the BPO. So, This paper is to review the mechanism of a TMA and the major business scenarios in Banking Payment Obligation Transactions. In Particular, it has been included the exchange and matching of data messages, the disposal of discrepancies, document payment and others based on URBPO. This study will be based on documentary research including swift com and icc.org and so on.
최근 IT 기술의 발전과 스마트폰의 보급으로 금융(Finance)과 IT 기술(Technology)이 결합한 핀테크(Fintech)가 큰 이슈가 되고 있다. 새로운 모바일 금융 결제시스템이 국내 시장에 자리 잡기 위해서는 해당 시스템이 지속적으로 사용될 수 있는 방안을 모색해야 하지만, 이에 대한 연구는 아직 미비한 것이 현실이다. 특히, 모바일 금융 결제시스템 분야에서 신뢰는 매우 중요한 요인 중의 하나로 간주되고 있지만, 이에 대한 매우 부족한 실정이다. 따라서 본 연구에서는 국내의 모바일 금융 결제시스템의 지속적 사용에 영향을 미치는 신뢰 형성 요인에 대해 살펴보고자 한다.
