A Study on Ship Evacuation Safety Consequent on the Size and Sort of Fire (화재의 크기와 종류에 따른 선박 피난 안전 연구)

  • Maritime accidents caused by a ship include collisions, sinking, stranding and fire etc. This study is intending to consider fire accidents among such diverse marine accidents. It is much likely that various sorts of fires break out because crewmen are living in a narrow space for long periods of time consequent on the ship's characteristic of sailing on the sea. According to the ship fire survey, about 50% of the total fire accidents occurred at an engine room, and the main fire origin was analyzed to be oil. In addition, ship fire breaks out in the order of baggage racks and living quarter. In short, the survey indicates that all sorts of fires belonging to A, B, C and D-class have occurred. This study, targeting an actual passenger ship 'A', found the response time to evacuation, during which the people on board a ship recognize the outbreak of fire, and act, and the travel time for evacuation which is the actual travel time. In addition, this study carried out a simulation through the special program for fire analysis - FDS (Fire Dynamics Simulator) in order to find the effective evacuation time, i.e. life survival time. Particularly, this study did comparative analysis of the influence on the survival of passengers and crew based on the collected simulation data by fire size and sort. As a result of the analysis, it was found that when examining the only actual evacuation movement time excepting the response time to evacuation, people are safe by completing evacuation before the effective evacuation time only in case fire size is 100Kw among all sorts of fires. In other words, in case of the outbreak of fire more than 1 MW, it was found to fail to meet evacuation safety regardless of fire size.

  • The noise levels on board ship recognized at Europe in the early 1970s and the noise regulations on the ship began to put in a statutory form. After that, in 1982 'International Code on Noise Levels on Board Ships' adopted by IMO and it became a standards to the newly built ship and it remains up to recently. Especially, the ship engine room, which have huge main engine and various kinds of subsidiary machines, is under an extremely loud condition and so the worker who works in it is easy to lose his hearing. Recently, each nation regulates the allowable noise exposure time by law to protect the industrial employee from the occupational hardness of hearing. In our country, the allowable noise exposure time is regulated by the labor. standard law but the international provisions regulated by IMO have been applied in case of the ship engine room. In this paper, the cabin's noise levels of cargo-passenger ships plies south-west coast line were investigated.

Evaluation of Areas and Routes for Construction of a Hub & Spork System for Costal Passenger Ships Using the AHP Method (AHP법을 이용한 연안여객선 지간선 체계 구축 권역 및 항로 평가)

  • This study identified a candidate area and route for construction of a hub & spork system for coastal passenger ships. For this purpose, the characteristics of the hierarchy structure of other transportation and the operating system of coastal passenger ships were analyzed. Evaluation factors for selecting alternative areas and routes for the construction project were then extracted. Secondly, the relative importance of these evaluation factors for alternative routes were calculated using the Analytic Hierarchy Process (AHP) method. Finally, the importance of these evaluation items and quality of the alternative areas and routes were considered to select a primary candidate area and route. Therefore, four evaluation items such as the number of passenger-ship routes, the number of passengers, the number of cars, and the number of residences were extracted, and the Mokpo area was selected as the target area. In addition, four evaluation items such as he number of islanders, the number of local governments, geographical conditions and passenger ship operators were extracted, and the Yeonggwang route was selected as priority candidates for this construction project. Meanwhile, for the expansive implementation, step-by-step promotion is needed along with the expansion of terminal facilities, the securing of large ships, and the introduction of a semi-public system for coastal passenger ships.

A Comparative Study on Evacuation Behavior Characteristics of Trainees according to Experience Level on board a Training Ship (운항실습선 교육생의 승선 숙련도에 따른 피난행동특성 비교분석)

  • With the increasing needs on various leisure activities, the users of passenger ships and cruisers have been increased year by year. Although over 15 accidents per year betide on domestic passenger ships for last decade, the researches on the safety of crews and guests on boards are difficult to find. This study performed the comparative analysis by experiments on the evacuation characteristics between experience levels on board a training ship. The followings are the results. From the seniors' experiments, it is found that more various evacuation scenarios have to develope and drill as a part of education contents. And from the freshmen's trials, the importances of the evacuation education and the roles of existing crews on evacuation guides are pointed out as to increase the safety of new crews and/or guests who are not accustomed to onboard a ship. On the other, it is explained that the communications between evacuees are worthy and useful, and also save more evacuation times. And on the viewpoint of evacuation methodology, it is clear that captain and evacuation-related crews have to control all the evacuation passages and evacuees of each passages to save more lives.

  • The vibration generated on shipboard is very important because it greatly affects on the comfortable mind of passenger and working conditions of crews. Shipboard vibration is closely concerned with the development of propulsion method and the type of main engine to decide speed of ship. To make the propulsion power, the main engine of ship have continuous explosion process in engine room, so the shipboard vibration is generated. The shipboard vibration causes the physiological and psychological damages to human body. In the case of the human body exposed to the shipboard vibration, the evaluation of human exposure to whole-body vibration is prescribed in ISO 6954 : 2000(E). In this paper, to evaluate the shipboard working environment, two kinds of vibration levels onboard ship were measured and compared with one another between engine rooms, engine control rooms and wheel house by the regulation of ISO 6954 : 2000(E).

  • On January 13th 2012 Italian flag Costa Concordia was partly sunk. The ship was carrying 4,252 passengers and crew; in the next few days the bodies of 30 people were found. Two are still missing. Two South Korean passengers and an Italian crew member was rescued from the ship on January 15th, more than 24 hours after the accident. As of June 18th 2012 (The date of presentation) around 32 people had not been accounted for. In this paper, it is viewed and pointed out the cause, problem, and implication for the future. As a result, intelligent innovative evacuation system for the VLPS (Very Large Passenger Ship) should be set up in terms of international maritime safety.

A Study on the Quantitative Risk Analysis Using CFD for the Fuel Gas Supply System of Gas Fueled Ship (가스추진선박의 가스연료공급시스템에 대한 CFD를 이용한 정량적 위험도 해석에 관한 연구)

  • LNG has significant advantages in regard to environmental aspects comparing with conventional fuel oil. In fact, it is estimated that NOx and SOx emission can be reduced by about 90% and 100%, respectively in case of using LNG as a fuel. LNG-fuelled ship has been considered to be the best option both from an environmental and an economic point of view. Along with these trends, some major shipyards and Classification Societies have started to carry out the risk-based system design for LNG-fuelled ship such as passenger ship, platform supply vessel and large container vessel etc. However, new conceptual gas fuelled ship has high risk level compared with vessel using traditional crude oil especially in view of gas explosion accident. Therefore safety area where installed fuel gas supply system is required risk based system design with special considerations. On this paper, the entire process necessary for the quantitative risk analysis was explained to meet the satisfactory safety level of gas fuelled ship.

  • AIS-ASM is one of the studies to provide a variety of maritime safety information as well as the information on a ship's position that is their own function, and AIS-ASM has been implemented with adjustment of the relevant regulations since 2004. However, it was reported that the increased use of ASM message on the existing AIS channel affects the part of the existing AIS own function such as the transmission of the ship's position and safe-related information. Also, seamless MSP service is difficult to provide at a low transmission rate of the existing AIS channel. This study aims to reduce the marine officer's workload through automating captain's mandatory reporting items using the one of the next maritime digital communication technology (ASM2.0). For this purpose, we designed and realized the ASM2.0 protocol through analyzing domestic regulations about passenger flight and AIS-ASM message.
