  • The organic law on the Construction Industry, initially, this law was enacted with a view to preserving and fostering the specialty of each type of industry. By dividing each construction business boundary, it gradually settles the system of construction specialized on the basis of productive stages. Controversy over the abolishing regulations on business boundary still continues to swirl. Since the intensity of exclusion as well as rigidities become increased. This results from the fact that informations are not shared among business boundary and businesses under the protection of the business boundary regulations choose 'rent-sicking activity'. According to dissidents against this law, structure should be established not by artificially enforced institution but by voluntary efforts of participants in construction industry. This paper aims at improving the competitive of the construction industry by showing the efficient system of construction and proving the legitimacy of abolishing business boundary

Opportunistic Channel State Information Feedback for Eigen based Scheduling in Multiuser MIMO Systems (다중 사용자 다중 입출력 시스템에서 고유값 기반 스케줄링을 위한 선택적 채널 정보 피드백 기법)

  • In this paper, we propose the opportunistic channel state information feedback scheme for eigen based scheduling in multiuser MIMO systems. According to 3GPP SMC channel model, the system capacity of MU-MIMO systems is severly degraded, since the antennas are highly correlated in urban macro cell. Although the eigen based scheduling scheme mitigates the adverse effect of the antenna correlation, it achieves only small amount of the multiuser diversity gain. Since the opportunistic channel state information scheme can achieve sufficient multiuser diversity gain, the system capacity of MU-MIMO systems can be improved. The system capacity improvement is verified by the computer simulation results.

  • We investigate some implementation factors that affect the performance of multi-rate parallel interference cancellers (PICs) for the international mobile telecommunications-2000 (IMT-2000) 3rd-generation partnership project (3GPP) system. We consider the simple multi-rate PIC [1,2] that can remove effectively multiple access interference (MAI) through block-based detection and sample-based cancellation in asynchronous user environments. The PIC structure has significantly lower complexity as compared with that of the existing scheme, especially as the number of users increases. We analyze the effects of timing error, oversampling rate, unsynchronized users and/or outer-cell interference, and the number of Quantization bits on the PIE performance through extensive computer simulations. The models for such factors and the optimum parameters are drawn. Finally, we evaluate the receiver complexities of the PIC receivers employing using the advanced removal scheme.

Analysis of Perceived Levels on Health in Paraguay (파라과이 보건의료분야에 대한 인식수준 실태분석)

  • Objectives: This study was intended to provide the base of developing countries' Health Partnership Strategy by investigating the Paraguay's awareness level of health and analyzing the actual state. Methods: The data was collected from 11 government employees, 20 hospital staffs, 26 local residents on Asunci$\acute{o} $n, Paraguay in February, 2012. The method of the study was the questionnaires consisting of 62 questions including 7 questions of general features, 3 questions of awareness on maternal health care, child health care, planned parenthood program, 52 questions of awareness on health. The questionnaires was translated into Spanish which is local language in Paraguay. Results: The results of this study are summarized as follows; 1) The most important awareness on maternal healthcare, child healthcare, planned parenthood program was providing child health care. 2) The most important awareness to prevent non-health behavior was sufficient nutrition. The most important awareness to reduce the rate of chronic disease was diabetes. The most important awareness to eradicate communicable disease was HIV/AIDS. 3) The most important awareness to provide healthcare service was vaccination. 4) The most important awareness on healthcare delivery system was policy. The most important awareness on health education was student's health education. 5) The most important awareness to strength healthcare capacity was developing domestic economy. Conclusion: The results of this study suggest that awareness levels on health are high against low health behavior status in Paraguay. But awareness on health can lead to health behavior by healthcare system. Therefore, it has to induce the healthcare network and system by injecting public health funds, infrastructure, human resources on prevention of disease and healthcare management.

  • This study seeks to improve the problems of analytical rigor and practical utility found in the concept of human security by examining ways to create a global governance system for the effective achievement of United Nations Millennium Development Goals(UN MDGs). This study regards poverty as the most fundamental threat to human security in order to achieve the analytical rigor of human security concept. At the same time, it also examines how to creating a global governance for achieving UN MDGs to improve practical utility of human security concept. The global governance system of MDGs should acquire global political representativeness, efficacy of policymaking process, and democracy within it. For these purposes, the creation of a "Global Summit for Development," the establishment of a more equal partnership between the states, international organizations, and NGOs, and institutionalization of operational and strategic cooperation among development institutions are proposed.

The Effect of Supporting Activities for Win-win Partnership Between Franchisees and Franchisers on Re-contract Intention and Management Performance through Dynamic Trust (프랜차이즈 가맹본부와 가맹사업자간 상생을 위한 지원활동이 동적신뢰를 통해 경영성과 및 재계약의도에 미치는 영향)

  • The aim of this study is to investigate the correlation between the support activities provided by the franchiser and how they affect the intention of the contract renewal and business performances made by franchisees, developing dynamic trust between these transactional partners. Various supportive activities between franchiser and franchisees were divided into financial and non-financial activities and dynamic trust into Transitional-based trust, Calculative-based trust, Relational-based trust, and Balanced-based trust. These trust types, which are variable and adjustable based on the opportunistic behaviors of business parties, were applied to define the impact of the support activities on the contract renewal intention and the performances. This study was developed around domestic franchisees. An investigator visited business owners and manager level-employees, explained the purpose of the survey prior to the response, and the answers were directly written by hands. A total of 348 copies were used for the analysis. As the results of the analysis, first, financial support activities were found to have a positive(+) effect on transitional-based trust, calculative-based trust, and balanced-based trust. On the other hand, non-financial support activities were found to have a positive(+) effect on calculative-based trust, relational-based trust, and balanced-based trust, and there was no significant relationship on transitional-based trust. Second, the dynamic trust had a statistically significant positive(+) effect on inducing the contract renewal. Lastly, in the relationship between the dynamic trust and its impact on business performances, only transitional-based trust, and relational-based trust were found to have a positive(+) effect on the financial performances. In addition, relational-based trust showed a meaningful positive(+) relationship on the non-financial performances, and non-financial performace showed a meaningful positive(+) relationship on the re-contract intention. From the results, it can be concluded that the financial and non-financial activities for a win-win partnership between franchiser and franchisees are essential in not only forming dynamic trust but also boosting business performances as well as maintaining the business relationship. Thus, it suggests that building a win-win partnership can be promoted more efficiently by specifying activities best suitable for a particular relationship. In addition, a specific set of activities could be presented for establishing the level of trust that is formed in situations that vary depending on transaction risks and interdependency arising from having the transactional relationship based on the contract as the franchise industry features. Eventually, it is expected that this study can provide a way to promote the qualitative improvement of the franchise industry by identifying factors essential to establishing a sustainable win-win system and relationships that can improve the business performance of franchisees.

A Study on the Intermediary Experience of Product Philanthropy between Corporations and NPOs: Exploring for the Development of Product Philanthropy Systems (기업과 비영리기관의 현물기부 중개 경험에 관한 연구 : 현물기부 시스템 개발을 위한 탐색)

  • Although the concern about various welfare resources in the private sector is increasing, it has been less discussed on product donation in comparison with cash donation. This study is to explore effective product donation system by understanding the intermediary process experience of product philanthropy between corporations and non-profit organizations. In order to understand such process in details, data was collected by conducting interview in-depth with 4 corporate staff and 2 NPOs staff in charge for product donation. Based on the findings of study, suggestions are discussed for effective intermediary systems of product donation including the use of new technology such as the on-line system of Good 360(formerly Gift In Kind International) and for improving the partnership between corporations and NPOs to activate product philanthropy. Also, these show that it is necessary to reinforce institutional support on tax-incentive and fair market value of giving product.

A Study on the Development Strategy of Continuing Education Package for the Community Health Practitioners (보건진료원을 위한 보수교육자료의 개발방향)

  • The role of Community Health Practitioner(CHP) should be continuously adapted to the social changes and the needs for health care services. That is the reason CHP needs to be retrained through the continuing education program. This paper showed CHP's roles to be reinforced by analyzing his present . task performance and ability in seven task areas as well as the changes of the social environment. In addition, this paper presented retraining areas needed for the reinforcement of the CHP's role in the future, and the development strategy of related continuing education package. The major results are as follows: 1. CHP's main practice area is health care services and management & guidance, whereas the development of health information system is neglected. 2. As a result, CHP plays a role mainly as a health care supplier, a consultant and a health instructor. Therefore CHP's roles to be reinforced are management of the community health system, act as a spokesman and a team member, promotion, assessment, collection & maintenance of information, coordination and research. 3. The areas to be reinforced in CHP's continuing education are (]) aged people's health, (2)?drinking & smoking, (3)?young people's health(including drug and sexualissues), (4) rehabilitation, (5)?administration and management for community health, (6)?partnership & membership, (7) local residents' participation and community development, (8) collection & treatment of health information and (9) environmental issues for community health. 4. The priority in developing continuing education package should be given to the area, which is encountered often in rural area but important, and has a good opportunity to be resolved. The health management of aged people was selected as a top priority by members of the Community Nursing Academic Society. 5. It is recommended that the instruction materials be accommodated to the small scale workshop or seminar in order that CHPs can participate actively in the continuing education program.

  • In this paper, the FPGA modem platform complying with 3GPP Release 7 eHSPA specifications and its regularized verification flow are proposed. The FFGA platform consists of modem board supporting physical layer requirements, MCU and DSP core embedded control board to drive the modem board, and peripheral boards for RF interfacing and various equipment interfaces. On the other hand, the proposed verification flow has been regularized into three categories according to the correlation degrees of hardware-software inter-operation, such as simple function test, scenario test call processing and system-level performance test. When it comes to real implementations, the emulation verification strategy for low power mobile SoC is also introduced.

Primary Study on Providing a Basic System for Uterine Cervical Screening in a Developing Country: Analysis of Acceptability of Self-sampling in Lao PDR

  • Background: Most developing countries have been unable to implement well-organized health care systems, especially comprehensive Pap smear screening-based programs. One of the reasons for this is regional differences in medical services, and a low-cost portable cervical screening system is necessary. To improve regional discrepancies in cervical screening systems, we investigated the usefulness and acceptability of cervical selfsampling by liquid-based cytology (LBC) for 290 volunteers in the Lao PDR. Materials and Methods: Following health education with comprehensive documents, cervical self-sampling kits by LBC were distributed in three provincial, district, and village areas to a total of 290 volunteers, who were asked to take cytology samples by themselves. Subsequently, the acceptability of self-sampling was evaluated using a questionnaire. Results: The documents were well understood in all three regions. Regarding the acceptability of self-sampling, the selections for subsequent screening were 62% self-sampling, 36% gynecologist-sampling, 1% either method, and 1% other methods. The acceptability rates were higher in the district and the village than in the province. For the relationship between acceptability and pregnancy, the self-sampling selection rate was higher in the pregnancy-experienced group (75%) than in the pregnancy-inexperienced group (60%). For the relationship between selection of self-sampling and experience of screening, the self-sampling selection rate was higher in the screening-inexperienced group (62%) than in the screening-experienced group (52%). Conclusions: Our data show that this new way forward, involving a combination of self-sampling and LBC, is highly acceptable regardless of age, educational background, and residence in rural areas in a developing country.
