Challenges for Public Agricultural Extension Services Response to the Pluralism of Extension in South Korea (농촌지도사업의 다원화에 따른 공적 지도사업의 역할과 과제)

  • The agricultural extension services in Korea have been provided by the Rural Development Administration, a government organization, since 1962. This aims to explore the issues in pluralism of extension worldwide, and to suggest tasks needed to improve public extension in Korea. Based on the review of background, types and issues of pluralism of agricultural extension, the following tasks were suggested for the public extension in Korea; Firstly, need to identify the lessons from the other countries where the pluralism system has been adopted, Secondly, need to compile the inventory about the private extension agencies and to assess their capacities, Thirdly, need to assess the farmers' satisfactory level on the services provided by public and private agencies, and the farmer's willingness to pay, Finally, need to further discussions to promote the partnership between public and private extension agencies.

  • 모든 사물들을 네트워크를 통해 연결하므로 언제 어디서나 다양한 서비스를 손쉽게 이용할 수 있게 하는 M2M(Machine to Machine)/IoT(Internet of Things)가 차세대 통신을 위한 주요 이슈로 고려되고 있으며, 여러 네트워크 중 이동통신 네트워크를 기반으로 하는 M2M에 대한 관심이 고조되고 있다. UMTS(Universal Mobile Telecom. System), LTE(Long Term Evolution) 등 대표적인 이동통신 시스템을 위한 표준화 단체인 3GPP(3rd Generation Partnership Project)에서는 2005년 M2M을 위한 타당성 연구를 시작으로, 2008년부터 Machine Type Communications(MTC)를 위한 본격적인 표준화 작업이 진행되었으며, 현재 Release 10을 위한 규격 작업을 마무리하고 Release 11 및 12를 위한 표준규격을 작성하고 있다. 본고에서는 3GPP에서 진행하고 있는 MTC의 표준화 현황을 간략히 기술한다.

Analysis of Economic Effects and Distribution Structure for Environment-friendly Rice's Production (친환경 쌀의 유통 특성 및 재배유형별 경영성과 분석)

  • This study was carried out to present the measures for the stable environment-friendly rice's production, farm income increase and consumption revitalization and so on by analyzing economic effects of the environment-friendly rice's production complex by certification type, cultivation type and distribution type. Data were collected from the environment-friendly rice's production complex in Kyunggi, Kangwon, Chungnam and Chunnam provinces. Survey was conducted with sorted by organic and no-pesticide farming. Of the samples 5 types of organic farming and 4 types of no-pesticide farming were surveyed in 17 and 18 complex, respectively. The farmers income of organic and no-pesticide farming per 10a were individually about $29{\sim}68%$ and 50% higher than the conventional farming. Base on the above results, the reasonable measures fur the stable environment-friendly rice's production and distribution and consumption revitalization were to secure partnership among business, universities, government and research institutes sectors, to organize farmers group and production complex, to establish RPC for environment-friendly rice and to introduce certification system for the distribution dealers.

  • AUTOSAR is a partnership of automotive manufacturers and suppliers working together to develop and establish a de-facto open industry standard for automotive software architectures. In the AUTOSAR architecture, the runtime environment is at in the heart of the AUTOSAR architecture to provides the infrastructure services that enable communication between software components and between software components and basic software components. The RTE generator is an automated generation tool for AUTOSAR specification based RTE according to the ECU configuration. It generates communication API function for the software components and the basic software components like OS and COM of the application. The availability and the accuracy of the RTE generator are important for the automobile software which is based on AUTOSAR architecture, this paper proposes an architectural design of the RTE generator for auto-generation of the AUTOSAR based RTE.

  • Recently, we have recognized that ‘Soil Environmental Prevention Act’could not provide perfect solutions on many complicated problems which are now emerging and/or can be solved by adopting comprehensive policies. In this study, some suggestions were made to solve a few tangled problems such as conducting the Land Partnership Plan(LPP) project, investigating soil and ground water contamination of the industrial area, building a integrated information system for soil and ground water, establishing detailed guidelines for remediation and verification, and re-constructing the legal and institutional framework for integrated management of soil and ground water. These suggestions may help policy makers to build conceptual frameworks for solving these problems.

  • Recently, IT outsouricng has been one of the major concerns of many companies. This paper explores the relationship between information technology outsourcing risk factors and outsourcing performance. It is based upon a three-phase process utilizing IPO (Input-Process-Output) system. The first phase means the outsourcing planning risks t~at arise from overall environment of outsourcing, organizational refuse, and wrong contracts. The second phase implies outsourcing operational risks, which are occurred while out-sourcing perform and consist of organizational acceptances of outsourcing, partnership and hidden costs. The last phase is outsourcing performance based on four perspective of BSC(Blanced Scored Card). The survey was performed on the IT/IS firms, and the data was collected from 53 service receivers. The result of the analysis are as follows. First, Outsourcing planning risks positively affects the operational risks. Second, Outsourcing operational risks negatively affects the Outsourcing Performance.

  • Turbo codes of long block sizes have been known to show very good performance in an AWGN channel and the turbo code has been strongly recommended as error correction code for IMT-2000 in 3GPP(3$^{rd}$ Ceneration Partnership Project). Recently, turbo codes of short block sizes suitable for real time communication systems have attracted a lot of attention. Thus in this paper we consider the turbo code of 1/3 code rate and short frame size of 192 bits in ITU-R channel model.   • According to the IMT-2000 specification of 3GPP(3rd Generation Partnership Project) and 3GPP2, Turbo codes is selected as a FEC(forward error correction) code for even higher reliable data communication. In 3GPP complied IMT-2000 system, channel coding under consideration is the selective use of convolutional coding and Turbo codes of 1/3 code rate with 4 constraint length. Suggesting a new path metric normalization method, we achieved a low complexity and high performance SOVA decoder for Turbo Codes, Further more, we analyze the decoding performance with respect to update depth and find out the optimal value of it by using computer simulation. Based on the simulation result, we designed a SOVA decoder using VHDL and implemented it into the Altera EPF10K100GC503FPGA.

  • 본 논문은 광대역 무선통신환경에서 3GPP(3rd Generation Partnership Project)에 기반한 비동기 IMT-2000 시스템의 송수신 시스템을 구성하여 기지국의 수신성능을 분석한다. 이동국과 기지국간의 Uplink채널 환경을 고려하였으며, 다중경로 페이딩(Multi-path Fading)채널과 다중접속간섭(Mult-Access Interference : MAI)에 의한 성능열화의 대책으로 Adaptive away 안테나와 동일채널 간섭제거기(Co-Channel Interference Canceler : CCI Canceller)를 직렬로 채용하였을 경우의 수신 성능을 수치해석을 통하여 분석하였다. Adaptive array 안테나는 방향성(Directivity : D=2.67) 이용하는 3-element array 안테나를 채용하였으며 성능분석 결과, Adaptive array 안테나와 간섭제거기를 직렬로 연결하였을 경우 다중접속간섭이 효과적으로 감소하여 수신성능이 큰 폭으로 향상됨을 알 수 있었다.

  • In recent years, most of Supply Chain Management literature has emphasized the importance of information sharing among supply chain partners, but empirical researches are few until now, especially in Korea. The purpose of this study is to develop an empirical model focusing on information exchange among partners in supply chain, and to analyze the main factors influencing the causal relationship between information exchange and performance. Based on cross-sectional questionnaire survey on Korean manufacturing firms, this study analyzed the factors influencing information exchange such as environmental factors, organizational factors, relationship factors, and information characteristics of the sample firms. Our major findings might provide many useful insights for managers in exploring the most efficient system for information exchange among partners in the context of SCM.
