  • Electronic voting has been followed by a lot of research as it provides convenience to voters and increases participation rates. Nevertheless, electronic voting has not been widespread yet. The existing electronic voting system does not guarantee credibility, and there arises a question on the security that the voting could be forged or altered by the attack to the central server. In this paper, we proposed blockchain based systems to solve the problems in electronic voting. Although the blockchain may guarantee the security of transaction data, there have been only a few electronic voting systems implemented using the blockchain. We developed blockchain enabled voting and brought out some of its related legal, technical and operational challenges to enforce more security in voting. Unlike centralized voting, the systems could enforce security and solve the problems such as forgery or alteration of transaction data caused by hacking or any attempts to gain control of the central server system.

  • Universities contribute to the development of the country and society by cultivating professional manpower with knowledge and qualifications as democratic citizens through education and research activities. To this end, the government is improving the basic capabilities of universities and supporting autonomous innovation through university financial support projects. Since the financial support project differentially supports the government's finances limited to universities with a comparative advantage through fair evaluation, the role and function of the university library, a basic educational facility and core institution that supports education and research, is important. However, university libraries have not been able to actively participate in the government's financial support projects due to financial and manpower shortages, poor environments such as facilities, facilities, and spaces, and low participation rates for students. Therefore, this study investigated and analyzed the program operation cases of 18 university libraries in which libraries participated among 45 universities selected for the ACE project (2010-2016), derived problems and implications, and questioned the roles and achievements of university libraries. Based on the results, strategies and measures to be considered by university libraries in preparation for the government's university financial support projects were proposed.

  • Since China adopted Public Private Partnerships (PPPs) in the 1980s, China has relied on water PPPs to expand appropriate water facilities.. According to the World Bank data from 1994 to 2020, the top five provinces hosted over 40 percent of total PPPs, with four of them located in the Huadong area and one in the Henan area. A vast gap exists between the group attracting the most PPPs and the group hosting the least. This study explores Guangdong and Shandong provinces, which have led most PPPs in China. Coincidently, these areas are also famous for the typical areas to show the Chinese economic policy after the open-door policy. They have achieved economic development and rapid urbanization rates based on the large scale of Foreign Direct Investment inflow and export-oriented manufacturing industry, as well as their active participation in PPPs over the last thirty years. An economic approach can provide valuable insights into the development of water infrastructure. Adequate urban infrastructure has been shown to impact local economic development positively. Water infrastructure also provides a basic and sustainable environment for economic activities by satisfying more water usage, improving the efficiency of the water supply, and reducing water pollution caused by industrial activities. However, it remains only partially understood without inclusive research on the issues related to water resources in each province. For instance, existing studies have been limited to explaining slightly different patterns of water PPPs between Guangdong and Shandong at the beginning of the PPP era. This study aims to elucidate the development pattern of water PPPs in each province from multi-dimensional aspects. Therefore, the study will help understand why China boosted the development of the private water market.

  • Given the high theoretical capacity (1,675 mAh g-1) and the inherent affordability and ubiquity of elemental sulfur, it stands out as a prominent cathode material for advanced lithium metal batteries. Traditionally, sulfur was sequestered within conductive porous carbons, rooted in the understanding that their inherent conductivity could offset sulfur's non-conductive nature. This study, however, pivots toward a transformative approach by utilizing diatom shell (DS, diatomite)-a naturally abundant and economically viable siliceous mineral-as a sulfur host. This approach enabled the development of a sulfurlayered diatomite/S composite (DS/S) for cathodic applications. Even in the face of the insulating nature of both diatomite and sulfur, the DS/S composite displayed vigorous participation in the electrochemical conversion process. Furthermore, this composite substantially curbed the loss of soluble polysulfides and minimized structural wear during cycling. As a testament to its efficacy, our Li-S battery, integrating this composite, exhibited an excellent cycling performance: a specific capacity of 732 mAh g-1 after 100 cycles and a robust 77% capacity retention. These findings challenge the erstwhile conviction of requiring a conductive host for sulfur. Owing to diatomite's hierarchical porous architecture, eco-friendliness, and accessibility, the DS/S electrode boasts optimal sulfur utilization, elevated specific capacity, enhanced rate capabilities at intensified C rates, and steadfast cycling stability that underscore its vast commercial promise.

  • The construction industry has been recognized as one of the most high-risk industries globally, promoting a shift towards enhancing safety culture to mitigate accident rates. With a notable good safety performance in Australia, this study therefore compares its advanced safety culture with the evolving safety culture in China through a systematic review of literature published over the last two decades. The aim of the research is to explore the influence of differing societal cultural contexts on the development of safety culture. The study covers various aspects of safety culture, including leadership and management commitment, regulatory environments, safety communication, workers'involvement, and organizational safety systems. Findings indicate a strong commitment from industry participants in both countries. However, there are notable differences in safety culture conceptualization and implementation. Australia showcases a mature safety culture, deeply integrated with stringent regulations and fostering individual proactive engagement. Conversely, China's safety culture, marked by rapid evolution, emphasizes regulatory compliance, with challenges in achieving broad worker participation. The analysis highlights that Australian construction workers' inclination towards a proactive approach in managing safety, in contrast to Chinese construction workers who tend to focus more on adhering to safety regulations than actively participating in safety initiatives. These findings emphasize the significant role societal culture plays in shaping construction safety cultures. The study's insights are instrumental for practitioners across the global construction industry, advocating for the adoption of nuanced, culturally sensitive safety management strategies to enhance safety outcomes.

  • Objectives: Socioeconomic status plays an important role in health care and disease prevention. This study aimed to examine the association between socioeconomic status, measured by education levels and household income, and gastric cancer screening. Methods: A total of 21,220 community-dwelling adults aged 40 to 69 years within a defined geographic area participated in a community health survey in 2009 and 2010. The survey was conducted using a structured questionnaire by trained investigators who visited the subjects' households directly. Logistic regression analysis was used to determine the relationship between self-reported participation in gastric cancer screening and socioeconomic variables (education and household income). Results: The gastric cancer screening rate was 52.1% for subjects in their forties, 63.7% for those in their fifties, and 67.3% for those in their sixties. In multivariate analysis, higher education and income levels were associated with higher rates of gastric cancer screening (high school vs. elementary school: odds ratio [OR] 1.41, 95 % confidence interval [CI] 1.26-1.58; highest income quartile vs. lowest income quartile: OR 1.62, 95% CI 1.44-1.84). The gradient between income and screening rate was more pronounced in the population aged 40 to 49 years than in the other age groups. Conclusions: This study demonstrates that lower socioeconomic status is associated with decreased participation in gastric cancer screening. Our findings suggest that the screening program should be focused on low-income and less-educated populations, especially among younger adults, to reduce health disparities.

  • The concept of household labor is composed of housework and family care, and it provides a framework for understanding daily life from the perspective of work-life balance. The purpose of this study was to investigate the household labor time of Korean adults by gender and generation over the last 20 years. Data was taken from the five Statistics Korea Life Time Surveys from 1999 (t1) to 2019 (t5) (n=69,196). The major results are as follows: first, gender and generation were found to have a significant relationship with household labor time over the study period. Household labor time for females was 3.8 times that of males in 1999, but females' household labor time decreased over the next 20 years while males' increased, including both housework and family care. The female participation rate in household work also remained steady, while that for males increased. Second, in the younger and middle generations, a similar gender and generational pattern was seen. Third, in the older generation, household time and participation rates for both females and males increased. The family welfare policy and theoretical implications of these results are discussed.
