국민 참여를 통한 공공서비스디자인에 관한 연구 -국민디자인단을 중심으로- (A Study on Public Service Design Based on Citizen Participation -Focused on Participatory Public Service Design Group-)

  • 본 연구는 공공서비스디자인을 위한 국민 참여의 실현 방법에 대해 살펴보고자 한다. 먼저, 공공서비스 개발프로세스 개선의 배경, 공공서비스디자인과 국민 참여의 개념을 이해한 후, 국민디자인단을 중심으로 공공서비스디자인을 위한 국민 참여의 실현 방법과 지향하는 바를 요약한다. 국민디자인단은 국민 참여를 실현하기 위해 국민의 직접적인 참여와 서비스디자인 활용에 기반 한 국민 참여 중심의 프로세스, 방법론을 채택했다. 이는 높은 수준의 국민 개입과 정부-국민 간 소통을 지향하는 것임을 발견하였다. 본 연구는 국민 참여 중심의 공공서비스디자인을 위한 국민 참여의 구체적인 실현방법을 탐색하거나, 본질적으로 지향해야 할 요소를 발굴하는데 유용하게 활용 될 것이다.

기업의 사회적 책임 활동 과정에서의 고객참여가 고객 반응에 미치는 영향 (The Effects of Customer Participation in CSR(Corporate Social Responsibility) Process on Customers' Response)

  • Purpose - There have been numerous studies investigating the effects of corporate social responsibility initiatives on corporate associations or corporate images. In line of this research stream, current research examined the potential impact of customer participation in the process of corporate social responsibility initiatives on attitude toward the company. This research differentiates from previous studies that it is the first to connect corporate social responsibility and customer participation. Specifically, we suggest a structural model on corporate associations which was classified into corporate ability associations and corporate social responsibility associations that the more the customers participate in initiating corporate social responsibility, corporate associations were formed more positively. And this leads to the increase of revisit intentions through customer satisfaction. Research design, data, and methodology - To test our research model, we collected data of real consumers of a large discount store in Korea. At the large discount store, customers were given an opportunity to participate the discount store's CSR activity program. We performed field survey and collected data of 146 respondents. We analyzed the data using PASW statistics 21.0 and AMOS 16.0 in order to test our structural model. Results - The results showed that consumers who participated more in initiating corporate social responsibility revealed higher score for corporate ability associations and corporate social responsibility associations. These corporate associations had a positive effect on customer satisfaction, which leads to higher attitude toward revisit intentions. Specifically, hypothesis 1.1 "As Customer participation in CSR process increases, the evaluation of CA associations will be positive,"was supported. Hypothesis 1.2 "As Customer participation in CSR process increases, the evaluation of CSR associations will be positive," was supported. Hypothesis 2.1 "As the evaluation of CA associations is positive, satisfaction with the firm will increase," was supported. Hypothesis 2.1 "As the evaluation of CSR associations is positive, satisfaction with the firm will increase," was supported. Hypothesis 3 "As satisfaction with the firm increases, revisit intentions with the firm will increase," was supported. Conclusions - This research is the first to study the relationship between customer participation in CSR process, CSR, and consumer reactions. This research also contributes to customer participation and corporate social responsibility literature by suggesting customer participation as an antecedent and empirically demonstrating the positive relationships between the constructs. The findings of this research may offer managerial implications for marketing practitioners. When performing corporate social initiatives, it is better to let the customer participate in the process which leads to higher corporate ability associations and corporate social responsibility associations, also higher satisfaction and revisit intentions. Our results provide useful information to practioners that spontaneous participation of consumers makes CSR initiatives effective and successful. Limitations and ideas for further research remain in this research. For example, our focus on the logic was cognitive evaluations(e.g. corporate associations) but affective dimensions might be considered since recent researches are investigating the relationship between customer participation and affective reaction as a response. Despite the limitations, this research have unique and applicable implications for academics and practitioners.

  • This research is arranged that process and progress facts of 'recreating cultural and traditional village' by the inhabitants participation that in the process during devised a planning of Chungju Mokge village the beginning in 2007. Also it is an investigation that process 'recreating cultural and traditional village' by the themselves through consideration and volition of inhabitants since the beginning stage to devised planning. The result of study are following; First, the inhabitants training inspired knowledge for this project and opened the eyes that themselves can sea it. According to it be foundation that inhabitants to bring their interest and participation of project in progress process. Second, The project were able to maintain transparency of public finance that by common and open of all cooperation process of inhabitants, administration supporter and specialist. And this is an important role about bring positive participation of inhabitants. Finally, the project 'recreating cultural and traditional village' promotion with support of 'Ministry of Culture, Sports and tourism' however this project existing the limits of the budget supporting. The limits are bigger than other rural projects.

정부의제의 국민참여를 통한 정책화 추진 전략에 관한 연구 (A study on the policy implementation strategy through public participation)

  • 본 연구에서는 행정안전부에서 운영한 대표적인 국민참여 플랫폼인 '광화문 1번가'가 출범한 2018년부터 2021년까지 기간 동안의 다양한 국민참여 과정을 분석하여 국민참여 플랫폼의 실질적인 운영 및 성과들을 살펴보고자 한다. 이를 통해 국민참여를 통한 정책화 과정을 성공적으로 유도할 수 있었던 영향요인은 다음과 같이 도출하였다. 첫째, 국민참여를 독려하기 위한 온라인 참여 채널을 다양화 하였다. 둘째, 국민참여를 독려하고 확대를 위해 대국민 아디이어 공모 및 국민심사에 대한 보상을 시행하였다는 점 역시 중요하다. 셋째, 국민들의 아이디어를 세련화하고 정제하기 위하여 전문가 등의 참여를 독려하였다. 이러한 연구결과를 통해 우리정부가 지속적으로 국민참여를 통한 정책화 과정을 유도하는데 일조할 수 있으리라 판단된다. 향후 국민참여를 통한 정책화를 위한 성공요인을 도출함에 있어서 계량적인 분석기법을 활용하여 국민참여과정, 온라인채널을 통한 의사소통, 전문가와의 협업 등의 영향요인들이 국민참여 과정에 어떻게 영향을 주는지를 증명하는 연구를 후속적으로 수행해야 할 것이다.

코하우징 계획을 위한 주민참여 워크숍 사례 - 30~40대 주부를 대상으로 - (A Case on Residens' Participation Workshop for Cohousing Plan)

  • Resident participation plays much of a rule to the cohousing, which is organized independently and has the characteristics of community life, especially in the initial state of cohousing process. However, it is hard to realize the resident participation in proper order due to lack of a personal time, individual effort and an insufficient knowledge related with cohousing. So, it is thought that the guidance of cohousing expert and coordinator is needed to enable the residents to perform in an active attitude. The development of educational program and workshop connected with resident participation is also accompanied. In this study, to make the positive and systematic participation of cohousing residents, we established the workshop program and performed workshop with our developed program, based on preceding researches and examples. We selected the object of workshop as five housewives in thirties and forties. Workshop was consisted of six process steps. (1) Introduction and question of workshop and cohousing (2) examining and arranging the opinion (3) Master plan of cohousing village (4) Planning of common living space (5) Planning of individual living space (6) Analysis of final results and evaluation of workshop. The workshop held six times and it took about five~six hours per each meeting. Workshop participants expressed their opinion actively and attended in a positive manner in order to the design of their desired village and cohousing. During workshop process, the players established the common target of their village by means of life card, target card game. Also, based on the common target, the layout of village was planned using a collage game and card arrangement game. By workshop activity, the members started to recognize the significance of participation on the drawing board and improve their technique of communication and decision-making. Furthermore, workshop process made it possible to approach the concrete forms of their cohousing village. Especially, in the closing phase, the participant satisfaction about workshop and cohousing is increased suddenly and expressed their intention to join the real workshop related with cohousing.

Does Community Participation Work? : A Study on the Impact of Health Care Reform in Chile

  • Community participation in health has been praised as a new way of improving health inequality in developing countries for many decades. This paper is an attempt to evaluate community participation programs in health focusing on two intercultural health hospitals in IX Region of Chile. After exploring the process of program building and its impact on the quality of service, this paper concludes that a community participation program with stronger participation resulted in higher patient satisfaction. The author expects such finding to contribute to more comprehensive understanding of the impact of participation in health programs.

숙의적 시민참여 모델 연구: 울산시 북구 음식물자원화시설 건립 사례 (A Study on Deliberative type of citizen participation: The case of The case of A Food Waste Recycling Facility in Ulsan City, Korea)

  • 이 논문은 울산시 북구의 음식물자원화 시설 건립을 둘러싼 환경 갈등에 대한 '시민 배심원제'의 적용을 분석한다. 북구의 시민배심원제는 우리나라에서 보기 드문 숙의적 시민참여 모델의 적용 사례로서 중요한 의미를 띤다. 이 논문은 우선 이론적으로 시민참여의 유형화를 통해서 숙의적 시민참여의 성격을 파악하였다. 시민참여의 유형화는 두 가지 기준에 바탕을 둔다. 첫째, 1차 참여자가 시민들인가 아니면 시민들을 포함한 여러 이해당사자 집단들인가? 둘째, 각 시민참여 모델이 상정하는 의사소통구조가 상호작용적인가 아닌가? 이 두 가지 기준을 적용하여 네 가지 일반적 시민참여 모델을 도출하였다. 직접 참여 모델, 협의 모델, 협상 모델, 그리고 숙의 모델이 이것들이다. 울산 북구의 시민배심원제에 의한 시민참여 사례는 숙의적 시민참여 모델에 해당된다. 우선 울산 지역의 여러 시민단체에서 선발되었지만 각 시민단체를 대표하는 입장이 아니라 개털 시민의 입장에서 참여가 이루어졌다고 여겨진다. 이론적으로는 이러한 참여자의 선정은 대표성 기준보다 포용성 기준에 의해서 타당성을 부여받을 수 있다. 또한 이러한 시민들을 대변하는 참여자들이 1차 참여자로 숙의의 주체가 되고 전문가, 정부와 주민 측을 대표한 이해당사자들은 증인의 자격으로 정보와 의견을 숙의과정에 투입했다는 점, 사회자에 의한 정보제공 및 숙의과정에 대한 관리가 공정하게 이루어졌다는 점등에서 볼 때 숙의과정의 설계와 집행이 숙의적 시민참여 모델의 기본적인 원칙에 따라서 이루어졌다는 것을 확인할 수 있었다. 그러나 울산 북구의 시민참여 사례가 숙의적 시민참여 모델에 해당하는 것으로 판단되지만 미국에서 확립된 시민배심원제에 해당하는 것을 아니라고 보아야 할 것이다.

가상현실(VR)을 활용한 참여형 공간설계방법론 (A Participatory Spatial Design Methodology using Virtual Reality)

  • 본 연구는 공간설계의 전반적인 참여를 위해서 가상현실을 적용시키는 방법론에 대한 논문이다. 현재의 공간설계의 참여는 일방적 정보전달의 과정, 정보이해의 어려움, 공간설계 단계의 제한적 참여라는 문제를 가지고 있다. 이런 문제점 해결을 위해 참여사다리의 마지막 단계로 제시되었던 PPGIS와 Geodesign의 비전인 가상현실은 참여의 수단으로 주목 받고 있다. 본 논문은 이러한 가상현실을 설계과정에 활용시키는 참여형 설계방법론을 제시하고자 한다. 이를 위해 본 논문은 참여와 가상현실에 대한이론 고찰을 통해 가상현실이 참여를 지원 할 수 있음을 확인하였고, 설계과정에서 가상현실이 수행해야 할 역할의 도출을 위해 설계과정과 참여과정을 비교하였다. 이 과정의 결과를 통해 가상현실을 활용한 참여형 공간설계 방법론을 제시한다. 또한, 방법론의 증명을 위해 설계과정에 적용하여 각 단계별 가상현실을 구현하고, 각 단계별 역할의 수행여부를 확인하여 방법론을 증명하였다. 증명의 결과로, 가상현실 체험을 통한 경험이 설계안을 효과적으로 이해시킬 수 있고 또한 가상현실을 통한 상호작용이 가능함을 증명하였고 이는 설계과정에서의 전반적인 참여가 가능하다는 것을 확인 하였다.

디지털 툴을 활용한 주민참여 소공원 계획연구 (Small Parks Planning with Community Participation by Using Digital Tools)

  • Small park in the community is a public asset that is commonly used by the residents daily and performs an important role to activate the community. The purpose of this study is to draw a small park plan through community participation. In concrete, this study tries to find out the demand of the residents about their small park plan, observe the changes in their demand in the process of debate and analyze the effect of the residents' participation. Small group workshop method was adopted in the study and three groups were set up and surveys were made in two stages. Two dimensional pictogram cards and three dimensional digital park formation tools were used. The results of workshop study indicated as follows: Firstly, residents wanted to have community farming garden, green house and flower garden to grow plants, natural walls and safe resting facilities. Secondly, individual and diverse opinions presented at first could be converted to common opinions through mutual exchanges of opinions in the process of debates. Thirdly, digital park formation program functioned well as an effective visual tool to draw the attention and quick responses of the residents and to reach an agreement. It is expected that the results of this study show the effectiveness of residents' participation tools in the process of drawing agreements in the community society that requires the residents' demands and agreement and this study will be usefully utilized in planning community spaces with residents' participation hereafter.

Causal and Intervening Conditions of Korean Immigrants' Sport Participation in the United States

  • Purpose: This study attempts to investigate causal and intervening conditions for sport participation of Korean immigrants in the United States. Research design, data, and methodology: Grounded theory approach was used to develop a conceptual framework that presents the psychosocial processes that occur in immigrants' experience of sport participation. Participants were selected purposefully for information-rich cases. Korean immigrants with current experience of having periodically participated in sports were the criterion for sample selection. Based on selection criteria, 9 Korean immigrants took part in interview. The interview discussions were taped and transcribed verbatim into a Word file. The process for data analysis included four grounded theory approaches of purposive and theoretical sampling, an open and axial coding, memo writing, and finally the development of the conceptual framework. Results: Six concepts were revealed in the causal conditions that facilitate the process of immigrants' sport participation in the states: Personal experience, significant others, personality, physical environment, psychological well-being, and social connection. Three concepts were revealed as the intervening conditions that block the process of immigrants' sport participation in the states: Conflict with cultural change of organization, Pressure at workplace, and Economic constraints. Conclusions: Conceptual model presents causal and intervening factors. Further implications were discussed.
