우리나라 대도시 주차특성과 정비방안 (A study on the parking characteristics and rational parking management tactics in large cities of Korea)

  • As the population of persons and automobiles rapidly grows, parking problems also grow in large cities of Korea. The purpose of this paper is to first grasp the status of parking facilities and characteristics in large cities of Korea; and introduce new directions of CBD parking policies in north America cities: and finally recommend the adequate parking management strategies and tactics for improving parking problems in Korea. For this purpose, field survey for parking inventories, patrol survey for parking usage as observed demand and drive interview survey for parking behavior were conducted. Compared with the parking characteristics and polices of foreign cities, many differences of characteristics were found, and existing parking management policies, which should be improved, were identified. Five categories of parking management strategies were set on; a) Reasonable control of CBD parking demand, b) securing of the public parking facilities c) Promotion of privately operated parking facilities d) expansion of financial resources for parking facilities construction and e) Improvement of existing parking management system. And actural seventeen tactics to attain the above strategies were recommended.

상업시설 지하주차장의 CPTED계획요소에 관한 연구 - 대형마트와 백화점, 복합상업시설 지하주차장 현장조사 - (Crime Prevention Through Environmental Design of Underground Parking in Commercial Facilities - Field survey of Underground Parking Spaces in Department stores, Large Discount Mart and Mixed Used Commercial Facilities -)

  • Dark and desolate underground parking spaces in commercial facilities are optimal spaces for crime. First, this study reviewed 15 precedent CPTED guidelines and related literatures, and as a result extracted 45 CPTED planning criteria for underground parking facilities. Secondly by field survey, we investigated six parking spaces in commercial facilities whether they were planned properly based on 45 checklist items, in six categories of CPTED principles. In result, target facilities showed average 46.8% relevance ratio, which means less than a half of 45 items of CPTED planning factors were not applied. Guidelines suggest desirable illuminance level of more than 100 lux, however the measurement of illuminance levels in some parking spaces showed below 50 lux. Relatively department stores were keeping CPTED guidelines better than large discount mart and mixed used facilities. Definition of territory of loading dock and customer area should be clarified, clear signage and color scheme in different zones should be represented with higher level of territorial responsibilities and surveillance in mixed used facilities for further improvement.

국회의사당 주차이용특성 분석을 통한 주차관리정책 방향 연구 (A Study on Parking Management Policy Directions by Analysis of Parking Characteristics of National Assembly)

  • 국회주차장은 지속적으로 증가하는 주차수요와 함께 주차장 이용을 무료로 개방하여 상근자들의 장시간 주차, 국회방문 공무원 및 민간차량의 자가용이용 선호, 국회업무이외에 주변 상가나 오피스 이용차량의 국회주차장 무단 점유 등으로 주차시설의 부족현상이 심화되고 있다. 국회내 주차수요와 공급의 불균형으로 국회내부 및 외부 도로상의 불법주차차량으로 국회주차질서는 매우 무질서하다. 본 연구는 국회의사당의 주차실태 및 이용실태조사를 근간으로 단기적으로 유출 입 관리시스템 구축, 중 장기적으로 국회주차장의 유료화 및 관리운영의 민간위탁, 주차장 상한제 폐지를 통한 입체주차장 건설과 지상주차장의 공원화 방안 등 적극적인 주차관리대책을 제시하였다. 새로운 주차관리대책과 병행하여 상근자 및 방문자의 주차수요를 관리하기 위해 요일제와 부제운행의 강화, 셔틀버스노선 및 통근버스 노선의 확대, 둔치주차장의 이용활성화 방안, 다양한 대중교통이용촉진대책의 시행를 제시하였다. 결론적으로 국회 주차문제는 시설공급보다 주차수요를 관리하는 수요관리정책이 더 적합하다.

건축물 연면적에 따른 노상·노외 주차수요 산정 모형 구축 (Establishment of a Estimation Model of On-Road and Off-Road Parking Demand Based on the Total Floor Area of Buildings)

  • 최근 충분한 주차공간 확보의 어려움으로 심각한 주차문제가 발생하고 있으며 또 다른 교통문제나 사회문제로 이어지기도 한다. 일정 범위 이상의 지역·지구에서 발생하는 주차문제를 해결하기 위해서는 지역특성을 반영한 노상 및 노외주차장에 대한 연구가 필요하며 본 연구에서는 지역·지구의 특성을 고려한 노상 및 노외주차 공급 정책을 수립하는데 기초 연구로 활용하기 위한 주차수요 산정모형을 구축하였다. 연구수행을 위해 대구광역시 동구를 행정동으로 구분하여 주차시설, 주차수요를 조사하였다. 조사시간은 평일에 주간과 야간으로 구분하였으며 차종은 승용차 소형트럭·버스, 대형트럭·버스 3종으로 구분하였다. 주차수요 산정을 위한 설명변수로 단독주택, 공동주택, 근린생활시설, 문화·집회시설, 업무시설, 판매시설 등 6가지의 용도별 건축물 연면적을 사용하였다. 상관분석 결과 6가지 설명변수 중 근린생활시설의 연면적이 노상 및 노외 주차수요와 유의미한 상관관계를 나타내었다. 근린생활시설의 연면적을 설명변수로 하여 회귀분석 모형을 구축하였고 통계적으로 유의미한 결과를 얻었다.

공공개발지구 내 주차장용지의 이용실태와 토지공급방법 개선방안 연구 (A Study on the Use of Parking Lots and Improvement Methods of Land Supply in Public Development Zones)

  • Parking lot within housing site contains public interest of relieving parking space shortage problem and subject to public restriction. If auctioned off at higher price by excessive competition in general competitive bid for land bidders, the development of parking lot will be made against its original purpose supply. The core issue is that a bid price is quite often to be blown out of proportion by 150%~ 250% due to extreme competition and, could face serious problem if a winning bidder runs sale business. If it is rental business, although about 30% of the total floor space of the whole building to be used as neighborhood facilities, too high winning bid price cause to lose transparency. In case of sale at aggregate buildings, most business operators would sell 30% of the neighborhood facilities, spare the parking lot and manages thereof separately. According to Aggregate Buildings Act, neighborhood facilities are allowed for individual registration and ownership of parking lot by business operator or designated person by business operator. In this case, the parking lot becomes 70% of the total floor space of the whole building and 70% of the land share which makes the mortgage very valuable and easier for business operator to get financial loan. There used to be many cases such as owners of neighborhood facilities (aggregate buildings partial owners) who run parking lot to repay their loan running parking lot to repay loan, but found that very tough and reached auction and relatively disadvantaged. For parking lot within housing site, it is recommend to exclude the public factors that land has and take into account of public restriction in area (housing site). Business opportunity for operators and protection of property rights for buyers in aggregate buildings, land supply method is recommended to replace from highest bid method into draw or private contract. In terms of price, supply at estimated price (construction price) and restriction on usage (Co-ownership of parking lot) proposals are submitted.

강릉지역 전시문화시설의 현황 및 진입특징 (Approach Characteristics and Status of Exhibition-culture Facilities in Gangneung)

  • The purpose of this study is to analyze the approach characteristics, relation to other facilities, and current status focusing on 28 total of exhibition-culture facilities in Gangneung. The results are following as. First, 19 facilities are located in urban area and nine are located in country side. With locational characteristics of Gangneung which is mountains in west and sea to east, three are located in high hill side and four are in sea shore among nine facilities. Facilities in urban area converge to Gungpodae and Ojukhuk which are symbol space in Gangneung. Those facilities started to have been increased from 1990s and rapidly increased from 2000s. The reason is that people have been interested in culture and art in society in general. In building structure, buildings related with traditional contents were constructed with wooden structure while buildings have been mainly constructed with modern ways such as steel and reinforced concrete structure. Second, the 28 facilities are classified into three types by function of other space or facilities within same a site or a building. The three types are themselves usage only, multi-function, and park type. The multi-function type is re-classified into two; public type and commercial type. Those functions have changed according to changes of society and times. Finally, for approaching to the exhibition-culture facilities with general transportation, the mean distance from the closest bus stop to those facilities each is 280m and 27 facilities are located within 670m from the closest bus stop. For approaching way using by car creates movement along road-building site-parking space-main entrance of building. When based on main entrance by the movement, parking space located in front side of main entrance is the largest, next is in the side, and the least is in back side. Various factors such as approaching form from road to parking space and space size between main entrance and parking space influence to approaching ways of exhibition-culture facilities in Gangneung.

지역문화시설의 장애인전용주차구역 설치현황 및 사례분석 (A Study on the Present Conditions of the Parking Area for the Handicapped and Content Analysis of the Community Cultural Facilities)

  • The purpose of this study was analyzing with present conditions and content analysis of the parking area for the handicapped people. The researcher investigate to that establishment ratio, accessibility, the induction and guidance, and safe walking passage security, and proper space of the parking area for the handicapped people was established by lawfully. The results as follows. In spite of the regulation established by law, regulations was not established 40% on region government. The parking area for the handicapped people established Properly consider to the accessibility. But the size and height of the stand-up guide plate of the induction and guidance which corresponds in legal establishment standard of the handicapped people. then this research analyzes problems and suggests alternatives of the facilities.

산업단지 공장시설의 주차수요예측모형 구축에 관한 연구 (A Study on Parking Generation Forecasting Model for Factory Facilities in Industrial Site)

  • 현행 부설주차장 설치기준은 평균적인 의미의 주차유발원단위로 위락시설, 문화 및 집회시설, 단독주택, 공장, 창고시설 등 9개 설치대상 시설물 그룹에 13개의 설치기준을 주차장법에 따라 적용하고 있다. 최근 건축물의 종류가 다양해지고 기능이 혼재되어 같은 시설물 그룹에 속하더라도 시설물의 용도 및 규모에 따라 설치기준을 세분화 할 필요가 있으나, 대부분 지자체의 경우 체계적이고 일관된 기준 없이 주차장법에서 제시된 시설분류기준에 강화된 획일적인 설치기준을 적용하고 있어 자원의 낭비를 초래하고 있다. 특히, 산업단지 내 위치한 대규모 첨단제조시설의 경우 공정이 자동화되어 건물규모대비 근무인력이 소수임에도 불구하고 이에 대한 별도의 세부적인 구분 없이 공장시설로 분류되어 일반 제조공장과 동일한 일괄적 기준을 적용하고 있다. 따라서 본 연구에서는 현장조사를 통해 산업단지 내 공장시설에 대한 기존 주차원단위 산정에 대한 문제점을 분석하고, 이를 해결하기 위한 방안으로 시설물의 용도 및 규모특성을 고려한 주차수요예측모형을 제시하였다.

Energy Saving Potentials of Ventilation Controls Based on Real-time Vehicle Detection in Underground Parking Facilities

  • The main topic of this paper is to show a possibility of indoor air quality enhancement and the fan energy savings in underground parking facilities by applying the demand-controlled ventilation (DCV) strategy based on the real-time variation of the traffic load. The established ventilation rate is estimated by considering the passing distance, CO emission rate, idling time of a vehicle, and the floor area of the parking facility. However, they are hard to be integrated into the real-time DCV control. As a solution to this problem, the minimum ventilation rate per a single vehicle is derived in this research based on the actual ventilation data acquired from several existing underground parking facilities. And then its applicability to the DCV based on the real-time variation of the traffic load is verified by simulating the real-time carbon monoxide concentration variation. The energy saving potentials of the proposed DCV strategy is also checked by comparing it with those for the current underground parking facility ventilation systems found in the open literature.

문화 및 집회시설 적정 주차면 수 산정에 관한 연구 - 광주광역시 영화관을 중심으로 - (Calculation of Appropriate Number of Parking Lots for Cultural and Assembly Facilities - Focused on the Gwangju Metropolitan City Movie Theater -)

  • 건축물의 부설주차장 설치기준은 주차장법과 지자체 조례에 따라 용도별, 연면적 등을 고려하여 결정된다. 그러나 최근 문화 및 집회시설의 교통수요 증가와 함께 시설 이용에 대한 불편함이 제기되고 있다. 문화 및 집회시설의 주차면 수 계획 시 법정주차면, 원단위주차면을 사용하지만, 이는 현실성 및 편의성을 고려하지 못했기에 시설 이용에 불편을 주고 주변 도로에 교통문제를 야기한다. 이에 본 연구에서는 광주광역시 내 문화시설인 영화관의 현실적인 주차면 수 산정을 위한 식을 제시하고자 한다. 광주광역시 내 영화관의 주차면수, 상영관수, 좌석수, 연면적, 버스노선대수, 불법주정차 유·무 등을 조사한 후 SPSS 회귀분석을 활용하여 주차면수 산정 예측모형을 제시하였다. 적정 주차면 수 산정모형과 원단위주차면을 비교한 결과, 예측모형이 실제 누적주차면과 더 근사한 값으로 나타나 모형 검증을 완료하였다. 본 연구에서 검증된 모형을 기준으로, 문화 및 집회시설 부설주차장 설치 시 현실적으로 적절한 주차계획을 수립할 수 있을 것으로 판단된다. 다만 본 연구에서는 특정지역에 제한적으로 연구를 수행하였으므로 향후 다양한 시설과 인구 및 도시 특성을 고려하여 문화 및 집회시설 이외의 근린생활시설을 대상으로 추가적인 연구를 실시해야 할 것이다.
