The State of Scientific Citizenship in Korea: Centered on the analysis of the citizen's perception survey on the science and technology (한국사회에서 과학기술 시티즌십의 현주소와 전망: <과학기술에 대한 시민의식 조사> 결과 분석을 중심으로)

  • This essay aims to search for the general tendency and characteristics of scientific citizenship, expert knowledge power, and governance in Korea, followed by the analysis of the citizen's perception survey on science and technology. Also, based on the analysis, we try to outline the state of scientific citizenship, and prospect its future. For this purpose, firstly, we choose 11 issues among 13 issues, categorize them into five sub-fields, such as reproduction technologies, nuclear power, climate change and energy, food risk, and information and communication, and analyze them. Consequently, we can pick out six general tendencies and characteristics of scientific citizenship, expert knowledge power, and governance in Korea. To sum up, we try to look ahead the future of scientific citizenship in Korea.

  • For Knowledge Information Governance, integration search mechanism of Knowledge Information is required in various industries. But when Knowledge Information system constructs in each professional field, it developed and used its own metadata format. Accordingly, if distributed information system searches using metadata, heterogeneous problems are occurred among metadata. For integration search, it needs a consistency management of metadata. Therefore, this paper defines a standard metadata that represent standard metadata as surveying a used metadata in each field systems. Also, we propose a metadata registry integration framework for Knowledge Information Governance. It enables an integration search service without a metadata modification of existing system. Through the proposed framework, it can registries and manages efficiently the existing metadata. Also, it enables a semantically extended search using semantic relation between metadata.

Analysis on the Characteristics and Performance of High Line as Industrial Heritage Regeneration (산업유산 재생으로서 하이라인의 특성 및 성과 분석)

  • The purpose of this study is to analyze the characteristics and performance of the High Line as an example of Industrial Heritage Regeneration, and to derive implications for setting the direction of urban regeneration. The results of this study are summarized as follows. First, five measurement elements were derived from governance, physical performance, economic performance, social performance and cultural performance as an analytical framework for analyzing the characteristics and performance of the high line as a case of industrial heritage regeneration, and a total of 15 indicators were selected for each element. Second, the analysis of the characteristics and performance of the High Line regeneration shows that the High Line regeneration project has resulted in the establishment of effective governance, the physical improvement considering historicity and placeness, and the economic revitalization of the underdeveloped mid-western region of Manhattan, while the drive-out of natives due to gentrification.

  • This study aimed at proposing a RD&D good practice policy guidelines for energy technology innovation in electric power industry, we identified the success factors on energy RD&D through representative case analysis such as energy RD&D demonstration project and strategy plan, technology road map, etc. Based on a successful case study, we have identified the key elements needed to suggest when setting a RD&D technology innovation policy framework for technological competitiveness in the power industry sector. We have presented guidelines for energy technology innovation direction from the full cycle perspective of RD&D. The energy RD&D innovation system that we have established is meaningful in that the implications are derived and reflected through the case analysis of developed countries. The results of this study are as follows; Enhancement of R&D investment performance, commercialization of research achievements, promotion of export industrialization of electric power industry, establishment of RD&D governance system of power energy, etc.

  • Nowadays, the government, nongovernmental organizations, and educational institutions have come up with a variety of policies and objectives which are concerned about the importance of public design in the city. The project for integrated street environment in Sung-Nam at this time has started with the purpose to make the citizens' life safer and wealthier, and the purpose to improve the image of the nation. In the process of modernization, we must realize the overlooked problem(the thoughtless development for the environment and the threatening of the identity about the disagreed value and esthetic sense.) as our problem. We have focused on the suggestion of the road facilities suitable for urbanization which coincides with the quiet city and the global standards rather than pursuing the local growth and meaning. Based on the New Governance Design, we have presented the liberal design process which actively accepts the experts in a variety of fields. With the language of design, 'high-tech, self-restraint, and growth', we have made a homogeneous urban factor which is ideal for time and space.

An Analysis on the Legislative Process and Problems of the Special Act on ICT (ICT특별법의 제정과정 및 문제점 분석)

  • President Park Geun-hye Administration has established the Ministry of Science, ICT and Future Planning (MSIP) to build a creative economy using Information and Communication Technology (ICT). July 2, 2013, The National Assembly has legislated the special act on the ICT promotion and convergence so called special ICT Act. This special ICT Act has reduced the legal basis through legislative process and departmental agreement. Therefore many experts worried that since the MSIP's key functions and roles are being reduced, there will be a limit to the MSIP's endeavor for the advancement of science technology and the ICT promotion and convergence. The establishment of the Agency, together with the formation of 'IT Strategy Committee', is considered to be one of the core items of the Special Act on ICT. MSIP originally planned to integrate the ICT R&D functions scattered across many governmental organizations, including Korea Communications Agency (KCA), KEIT and Korea Creative Contents Agency (KOCCA), into the Agency to separate the national ICT R&D from private R&D and streamline the process of 'discovery-selection-evaluation-commercialization'. The analytical results in this study are supposed to the establishment of efficient ICT governance systems as the practical strategies to actively cope with the changes of ICT convergence environment. It is also expected to the revision on the special ICT Act in the ICT budget and governance. Therefore, MSIP should cover research and development (R&D) as well as major ICT promotion functions to a creative economy.

Donor Country's Fiscal Status and ODA Decisions before and after 2008 Global Financial Crisis

  • Purpose - The purpose of this study is to empirically investigate the impact of donor's fiscal status on aid decisions before and after the 2008 global financial crisis. The effects on aid can change depending on the donor country's fiscal status and the period of financial crisis. Research design, data, and methodology - A fixed effect regression and dynamic panel GMM is conducted using a comprehensive dataset combining 31 donor and 167 recipient countries during 1996-2015. The key explanatory variable is central government debt-to-GDP ratio of donor country. Recipient countries' GNI per capita, population, governance indicators, and bilateral trade-to-GDP ratio between donor and recipient countries are included as control variables. Results - We can confirm the relationship between donor country's fiscal status and aid flow. The cyclical component of government debt is found to have a negative impact on grant decisions particularly after the 2008 global financial crisis. This effect becomes larger in the countries with high government debt-to-GDP ratio. ODA decisions from the countries with low financial constraint do not significantly affected by the recipient countries' factors such as GNI, population, and governance indicator. Conclusions - Based on the empirical results of this study, the source of aid should be diversified by incorporating private sector and innovative financing sources.

Mainstreaming of Health Equity in Infectious Disease Control Policy During the COVID-19 Pandemic Era

  • The Korean government's strategy to combat coronavirus disease 2019 (COVID-19) has focused on non-pharmaceutical interventions, such as social distancing and wearing masks, along with testing, tracing, and treatment; overall, its performance has been relatively good compared to that of many other countries heavily affected by COVID-19. However, little attention has been paid to health equity in measures to control the COVID-19 pandemic. The study aimed to examine the unequal impacts of COVID-19 across socioeconomic groups and to suggest potential solutions to tackle these inequalities. The pathways linking social determinants and health could be entry points to tackle the unequal consequences of this public health emergency. It is crucial for infectious disease policy to consider social determinants of health including poor housing, precarious working conditions, disrupted healthcare services, and suspension of social services. Moreover, the high levels of uncertainty and complexity inherent in this public health emergency, as well as the health and socioeconomic inequalities caused by the pandemic, underscore the need for good governance other than top-down measures by the government. We emphasize that a people-centered perspective is a key approach during the pandemic era. Mutual trust between the state and civil society, strong accountability of the government, and civic participation are essential components of cooperative disaster governance.

Analyzing ESG practices of fashion businesses in Korea (국내 패션기업의 ESG 실행 현황 분석)

  • With the growing importance of ESG as a must-have business strategy, this study attempted to analyze the current state of ESG practices in the Korean fashion businesses. The ESG cases of fashion business were collected from news articles searched on the largest Korean internet portal by November 2021 from October 2020 when the number of articles began to increase meaningfully. Three hundred ninety one ESG cases of 112 fashion manufacturing brands and 332 ESG cases of 49 retail brands were analyzed. Casual and outdoor/sportswear brands among fashion manufacturers were most active in ESG practices, and various online and offline retailers were practicing ESG. Approximately one-third of the fashion brands were positioned as eco-friendly concept. While environmental practices were the most practiced ESG, governance was the least practiced. Among environmental practices, fashion manufacturing businesses were most active in eco-friendly product development, while retail businesses were in eco-friendly campaign-event-service and eco-friendly packaging. The most active social practice was the contribution to communities, followed by retail businesses' sharing growth with partner businesses. Governance practices were focused on the structure and operation of the board. Various ESG collaborations with various partners were also observed. The research result is meaningful verifying and diagnosing the ESG practices of the Korean fashion businesses.

Digital Government Application: A Case Study of the Korean Civil Documents using Blockchain-based Resource Management Model

  • The Digital Government landscape is changing to reflect how governments try to discover innovative digital solutions, and how they transform themselves in the process. In addition, with the advent of information and communication technology (ICT), e-governance became an essential part of the government. Among the services provided by the Korean government, the Minwon24 online portal is the most used one. However, it has some processing limitations, namely: (1) it provides a cumbersome document authenticity service; (2) people cannot know what happened even if the agency handles the documents arbitrarily. To address the issues outlined above, blockchain processing can be a good alternative. It has a tremendous potential in that it has maximum transparency and a low risk of being hacked. Resource management is one of the areas where blockchain is frequently used. The present study suggests a new model based on blockchain for Minwon24; the proposed model is a type of resource management. There are three participants: issuer, owner and receiver. The proposed model has two stages: issuing and exchanging. Issuing is creating civil documents on the database, which is BigchainDB in this study. Exchanging, the next stage, is a transaction between the owner and the receiver. Based on this model, the actual program is built with the programming language Python. To evaluate the model, the study uses various criteria and it shows the excellence of the model in comparison to others in prior research.
