Business diversification is inevitable to survive under the current competitive business environments. The advent of new businesses makes corporate governance more complicated through corporate combinations. Recent introduction of new accounting standard, International Financial Reporting Standards(IFRS), accelerates the need for corporate governance analysis. This study analyses the complex corporate governance system and its relation to the business performance using social network analysis. Corporate inter-governance networks can be visualized easily in a social network diagram. 552 corporate governance data are empirically analysed in the Korean stock market. The changes in In-Degree between networks are positively related with the changes in corporate sales volume. We can find the same results using operating profits as corporate performance proxy. The results show that social network analysis technique can be applied to investments in the stock markets.

An essential prerequisite for negotiating governance of 'internet,' a world of 'end to end' nature, is to guarantee end-users' participation. Internet Governance Forum (IGF), the outcome of World Summit on the Information Society(WSIS) Tunis Agenda, has played an important role as a representative mulitistakeholder - based governance model, which puts emphasis on wide range participation of stakeholders. Notwithstanding multistakeholderism materialized in IGF has been challenged, IGF itself is a unique place for participation to broad internet governance discourse, as all voices get hearing grounded on openness, inclusion, and transparency, quite distinct from the multilateral negotiation based model such as 'Conference on Cyberspace.' Therefore civil society which represents end-users' interest, as a crucial stakeholder of internet governance, should establish more strategic and coordinated approach to IGF itself as well as reformation discourse of internet governance. In this regard, civil society groups of Korea, began with hosting workshops and Open Forum at the 2013 IGF in Bali, Indonesia. This report also describes the detailed activities of Korean civil society group in 2013 IGF.

최근 새로운 도시관리 시스템으로 대두되고 있는 거버넌스의 정착을 위해서는 지역적 상황과 특색에 적합한 Good-Local거버넌스의 바람직한 모델 및 모형의 마련이 시급한 상황이다. 이에 본 연구는 거버넌스의 핵심요소인 의사결정 영향력에 대해 이상적 형태와 실제상황을 비교하는 새로운 방법론을 통해 청주시 원흥이 생태공원 조성과정에서 나타난 거버넌스 참여주체 영향력 변화를 분석했다. 분석결과, 원흥이 생태공원 조성에 따른 지역문제 해결을 통해 거버넌스 참여주체의 의사결정 영향력 수준이 점차적으로 향상되었으며, 운영 관리기에 이르러서는 새로운 지역문제에 대해서 협의형성적인 의사결정을 할 수 있는 Good-Local 거버넌스로 발전했음을 알 수 있었다. 향후 본 연구에서 제시된 분석기법을 다양한 거버넌스 사례에 적용 및 분석을 통해 거버넌스 구성의 핵심요소라 할 수 있는 영향력의 수준을 평가하는 일반화된 모형을 구축하여야 할 것이다.

Purpose: In this paper, we will discuss 1) prioritizing databases to be integrated; 2) which data elements should be emphasized in federated database integration; and 3) the degree of efficiency in the integration. This paper aims to lay the groundwork for building data governance by presenting guidelines for database integration using metrics to identify and evaluate the capabilities of the UK's air quality databases. Methods: This paper intends to perform relative efficiency analysis using Data Envelope Analysis among the multi-criteria decision-making methods. In federated database integration, it is important to identify databases with high integration efficiency when prioritizing databases to be integrated. Results: The outcome of this paper aims not to present performance indicators for the implementation and evaluation of data governance, but rather to discuss what criteria should be used when performing 'federated integration'. Using Data Envelope Analysis in the process of implementing intelligent data governance, authors will establish and present practical strategies to discover databases with high integration efficiency. Conclusion: Through this study, it was possible to establish internal guidelines from an integrated point of view of data governance. The flexiblity of the federated database integration under the practice of the data governance, makes it possible to integrate databases quickly, easily, and effectively. By utilizing the guidelines presented in this study, authors anticipate that the process of integrating multiple databases, including the air quality databases, will evolve into the intelligent data governance based on the federated database integration when establishing the data governance practice in the railway industry.

Purpose ESG(Environment Social Governance) activities of IT companies are very important for organizational development in that they can motivate employees to engage in job crafting by giving them a sense of purpose and meaning. There have been many studies on the positive impact of company ESG(Environment Social Governance) activities on financial performance, but unlike the existing financial performance approach, this study suggested that IT companies ESG activities can affect job crafting and job satisfaction of employee, using non-financial organizational variables. Design/methodology/approach This study, based on the related theoretical background, showed the relationship between ESG, job crafting, and job satisfaction, and it was proposed as a research model. A measurement model was constructed, and it was estimated and evaluated with LISREL 9.30, using data from IT companies employees, and it showed satisfactory data-fit of proposed model. The empirical results indicated that ESG(Environment Social Governance) take effect on job crafting, and job crafting take effect on job satisfaction. Findings This study provided several important implications in relation to the ESG(Environment Social Governance) that contribute to job crafting and job satisfaction for IT companies employees. It was confirmed that job crafting variable is a effective mediator linking ESG(Environment Social Governance) and job satisfaction.

이 연구는 거버넌스에서 도서관의 역할을 규명하는 데에 그 목적이 있다. 거버넌스는 사적 행위자가 정치행정과정에 참여함으로써 성립되는데, 현대 사회의 복잡한 문제를 해결하기 위해 다양한 주체의 협력을 중시하기 때문이다. 공동체는 공공성을 가진 사적 행위자로서 거버넌스가 직접민주주의를 실현하게 돕는다. 또한 도서관은 공동체를 육성하는 기관이기도 하고 때로는 공동체 그 자체이기도 하다. 따라서 이 연구는 문헌연구를 통해 공동체와 거버넌스의 관계, 도서관과 공동체의 관계를 규명한다. 그리고 문헌연구를 바탕으로 실증연구를 수행하여 도서관과 거버넌스의 관계를 규명한다.

1980년대 후반 녹지 및 공원경영 관련 예산삭감과 의무경쟁입찰제도(Compulsory Competitive Tendering: CCT)는 영국 도시공원의 질을 저하시키는 원인이 되었다. 1999년 도시 전담 조직(Urban Task Force, 1999), 2001년 도시공원포럼(Urban Park Forum, 2001)에 의한 공공공원평가(Public Parks Assessment)는 공원의 가치와 훼손에 대한 심각성을 경고하였고, 영국의 신노동당(The New Labour Government, 1997-2010) 그리고 보수정부(The Conservative Government 2010-2019 현재)는 부족한 공원녹지 예산문제와 공원의 질적하락 문제에 대해 커뮤니티 참여를 통해 극복하고자 하였다. 이에 따라 커뮤니티 단체 그중에서도 프렌즈 그룹과 같은 비영리 봉사단체의 공원 관리 참여 및 그 역할은 확대되었다. 그러나, 실제 이와 같은 커뮤니티 주도형 거버넌스가, 특히 거버넌스의 구축 차이에 따른 공원의 질적 향상이나 이용자만족도 제고에 어떠한 영향을 미치는지에 대한 연구에 대한 고찰은 거의 이루어지지 않았다. 이에 본 연구에서는 영국의 커뮤니티 주도형 거버넌스를 통한 공원 관리의 흐름을 고찰하였으며, 거버넌스 구축단계를 구분하고자 하였다. 또한, 사회경제적으로 불리한 지역의 영국 셰필드 2개 공원을 대상으로 이용자 설문 조사를 시행하였다. 그 결과, 영국 도시공원 관리에서의 커뮤니티 참여는 의사결정 참여를 통한 거버넌스 운영 관리 구조로 발전되었으며, 일반적, 적극적, 지배적 거버넌스형 단계로 구분할 수 있었다. 또한, 커뮤니티의 의사결정 참여의 단계에 따라 다른 수준의 책임공유가 수반됨을 알 수 있었다. 설문지 분석 결과, 거버넌스 구축단계에 따라 이용자의 공원 관리 만족도에서 차이를 나타냈다. 의사결정 참여 기회를 가지는 책임공유를 수반하는 적극적 거버넌스 구축 공원에서 이용자 만족도에 더욱 긍정적으로 작용하고 있음을 알 수 있었다. 지속적인 커뮤니티의 의사결정 참여를 통한 적극적 거버넌스 구조의 공원관리에 대한 책임공유를 바탕으로하는 파트너십, 특히 비공공 부문, 비영리 사회적 전문그룹 주도의 공원 운영 관리 방식이 도입되어야 함을 제시할 수 있다.

Recently, investment to basic science has been increased and infrastructure of science and technology has been expanded in developed countries like U.S.A, UK and Japan to foster high-tech industries. Science and research parks are built and under operation to acquire national competitive power and to activate regional economy over the world today. It is argued that more synergy effects are generated when science and research parks are operated in cooperation with related organizations and facilities such as firms, universities, research institutes and governments than it is operated by one organization. The aim of this paper is to develop a governance model of science and research parks. One comprehensive model and three individual governance models were developed according to the structure and relations of industry-science/research park-supporting organization interactions. When governance model of science and research parks is established and properly managed, national development capacity would be greatly enhanced through the acceleration of technology transfer, industrial production rise and enhancement of efficiency in the area of R&D and supporting system etc. One of the key factors in building governance system for science and research parks is establishing a control tower that supervises governance system comprehensively and systematically.

As a result of overemphasizing the goods sector in trade structure, Korea does not meet properly the global trend which has the key role of 'trade in services' as the service economy have been expanded. Hereafter, it is easily forecasted that trade in services will be one of the main factors for Korea's competitiveness and engine of growth. Nevertheless, because Korea does not equip the concreteness of governance for trade in services, it is possible that the efficiency deterioration of trade volume, confusion of Korea's trade policy, conflict among trading countries, and discordance between the interested parties may be occurred. This paper analyzes the governance system of Korea for trade in services in order to enhance the competitiveness reflecting the importance of trade in services and to draw some strategies for remodeling the service governance system. It is expected to raise the efficiency of Korea's trade policy by constructing the systematic governance for trade in services, and to remove lots of latent risks during global transactions by improving the imbalance between manufacturing and service part for the development of trade in services in Korea. Analysis revealed itself the result that Korea is weak enough to can not identify the governance system about trade in services. Except 'Extent of Services' article of the Foreign Trade Act, Korea has not prepared the governance system for trade in services so that governance system have been scattered overly or decentralized. Problems about trade in services are not limited to enterprise's side, but extended to all the players including government agency whole, academic world and research institute. Therefore, the governance of trade in services should be strengthened and systematized by making the model law for trade in services(provisional name : Master Law for Trade in Services or Promotion Law for Trade in Services) by formatting type of fundamental law or separate legislation. If the bill legislation does not meet the conditions, the Foreign Trade Act should be totally reformed to Omnibus Trade Act concept including trade in services.

본 논문은 국가 주도의 정보화 사업 중 하나인 금융정보화에 대한 IT 거버넌스의 조직 구조를 연구 대상으로 하고 있다. 금융정보화는 국내 전자금융의 발전은 물론 우리의 일상생황에 큰 영향을 미치고 있다. 다중 사례 연구를 통한 정략적인 데이터 분석을 통해 본 연구는 금융정보화의 효과적인 IT 거버넌스에 장애가 되고 있는 요인들을 파악한다. 그리고 금융정보화에 IT 거버넌스를 효과적으로 도입하기 위한 참여자들의 범위와 역할을 찾는다. 금융정보화에 대한 성공적인 IT 거버넌스를 위해서는 관련된 감독당국 및 이에 직접적으로 영향을 받는 제2금융권의 참여와 책임 부여가 중요한 것으로 연구결과 나타났다.
