Evaluating AI Techniques for Blind Students Using Voice-Activated Personal Assistants

  • The present study was based on developing an AI based model to facilitate the academic registration needs of blind students. The model was developed to enable blind students to submit academic service requests and tasks with ease. The findings from previous studies formed the basis of the study where functionality gaps from the literary research identified by blind students were utilized when the system was devised. Primary simulation data were composed based on several thousand cases. As such, the current study develops a model based on archival insight. Given that the model is theoretical, it was partially applied to help determine how efficient the associated AI tools are and determine how effective they are in real-world settings by incorporating them into the portal that institutions currently use. In this paper, we argue that voice-activated personal assistant (VAPA), text mining, bag of words, and case-based reasoning (CBR) perform better together, compared with other classifiers for analyzing and classifying the text in academic request submission through the VAPA.

Citation Analysis of PhDs Awarded in Public Administration and Political Science by Punjabi University Patiala

  • This research paper presents the use of different forms of literature by the PhD researchers of the Department of Political Science and the Department of Public Administration, Punjabi University, Patiala. It is assessed by analyzing the resources cited in the PhD theses awarded by Punjabi University, Patiala during 2015-2019. The different bibliographic forms of the references have been analyzed in order to find out the year-wise submission, average citations per thesis, authorship pattern, chronology, use of electronic resources, and format of citations in both the subjects under study. It has been found in this study that average citations per thesis in Political Science is more (200.53) than Public Administration (160.6). Books are most preferred form in both the subjects. Majority of the citations in both the subjects are from the period 2000-2009. Ranked list of journals for both the subjects have been prepared to identify core journals. The core journals in both the subjects are 9. Bradford Multipliers have been calculated and application of Bradford Law of Scattering has also been tested for both the subjects. It is expected that the present study will help librarians in selecting, retaining and cancelling the existing journals in Political Science and Public Administration.

  • In respond to the demand of an open, fair, transparent, and efficient environment for procurement, many governments have incorporated the use of internet in their procurement systems with online procurement (e-procurement). Given the different policies and laws which have to be complied with, the practice of government e-procurement system varies from one country to another. Thus, experiences in running e-procurement will vary as well. The achievements and obstacles of one country's experience will be a constructive reference for other countries in establishing e-procurement system. In this regard, government e-procurement system practices in two Southeast Asia countries i.e., Thailand and Indonesia particularly in public works are consecutively presented and finally compared in this paper. The government of Thailand has applied Online Auctions (e-Auctions) as the national procurement practice since 2005 and performed the e-Auctions in two types: Reverse Auction and Sealed Bid Auction. Contrary to the common practice of e-procurement, the Thai government, with some rationales, runs the bid documents obtaining manually as well as qualification and technical documents submission and holding the e-Auctions at bidding office. Whereas Indonesian government runs Online Sealed Bid Bidding (e-Procurement) and most of the bidding stages are performed electronically except bid evaluation for both technical and financial. The advantages and drawbacks of these two e-procurement practices are discussed as well as improvements that have to be made for successful of e-procurement.

Does Cloned Template Text Compromise the Information Integrity of a Paper, and is it a New Form of Text Plagiarism?

  • Word templates exist for select journals, and their primary objective is to facilitate submissions to those journals, thereby optimizing editors' and publishers' time and resources by ensuring that the desired style (e.g., of sections, references, etc.) is followed. However, if multiple unrelated authors use the exact same template, a risk exists that some text might be erroneously cloned if template-based papers are not carefully screened by authors, journal editors or proof copyeditors. Elsevier Procedia® was used as an example. Select cloned text, presumably derived from MS Word templates used for submissions to Elsevier Procedia® journals, was assessed using Science Direct. Typically, in academic publishing, identical text is screened using text similarity software during the submission process, and if detected, may be flagged as plagiarism. After searching for "heading should be left justified, bold, with the first letter capitalized", 44 Elsevier Procedia® papers were found to be positive for vestigial template text. The integrity of the information in these papers has been compromised, so these errors should be corrected with an erratum, or in the case of extensive errors and vast tracts (e.g., pages long) of template text, papers should be retracted and republished.

Suggestions for Transforming ISR into more Practitioner-Oriented Journal (ISR 저널의 실무 지향적 방향 정립를 위한 제언)

  • Nobody doubts about the importance of both academic and practitioner journal. Recently, however, many researchers in IS field have presented their concerns on the identity of journal of Information Systems Review (ISR). More specifically, they have been worried and concerned with the trend of deviation from the journal's original objective, which is to be the valuable practitioner-oriented journal in the IS field. With the same view in our mind, we attempt to figure out how to fix this trend. This article first analyzes the characteristics of all papers published in the ISR. Based on the findings, we present the future direction of ISR and discuss the submission guidelines about the more appropriate paper for the ISR in terms of methodology, type, and structure of paper. In addition, we propose the new review process for the newly submitted paper to the ISR. We hope this paper triggers a vigorous argument among many IS researchers and practitioners to make ISR the most prestigious outlet in the IS field.

KODISA Academic Journal Strategy: Synopsis in 2016 and Vistas of the Future

  • Purpose - The Education Ministry has plans to select top 10 percent academic journals among the domestic registration journals in NRF(National Research Foundation of Korea), and designate them as outstanding academic journals. To reflect this trend, KODISA has set its sights on paper publication rate and citation index with pushing forward globalism. First, this study will arrange the process of globalism and the current state of paper submission, and propose the direction of improvement in academic journals through understanding the characteristics of each major field. Research design, data, and methodology - KODISA has preceeded in examining and publishing research papers related to distribution field through indirectly or stimulating academic advancement. KODISA covers the whole fields in social science as well as in business administration and economics that associated with distribution field not limiting only within the range of distribution field. That is, the new subject that contributes to the progress in distribution field with original research can be a priority criteria in KODISA journal publication. Results - The major fields in papers published in KODISA can be categorized broadly as distribution field with economic and business administration point of view. Therefore, the distribution field with economic point of view includes the issues such as regulations, system, industry, market environment, distribution system, trade, and macroeconomics, etc. The business administration point of view in distribution includes distribution strategy, distribution organization, and distribution channel from the perspectives of the firm, etc. Conclusions - The aim of KODISA in 2020 is to be a global academic journal as SCI level of each journal in KODISA, JDS(Registration journal), IJIDB(Registration candidate), EAJBM(Registration candidate), JAFEB(Cabell's Registration journal). The KODISA journals have already settled as the largest academic society and journals of Korea in 2016 currently from humanities and social sciences area by the most gross in publication circulation, volumes, and types. Hereafter, KODISA will focus on the improvement for the objective indicators such as Impact Factor and Centrality index as qualitative growth as well as quantitative expansion. By doing so, KODISA will be a forum for developmental academic debate with attracting the world's greatest scholars' papers. Furthermore, they will be recognized journals and grow as the first-rate academic journals inside and outside of Korea.

Color Image Query Using Hierachical Search by Region of Interest with Color Indexing

  • Indexing and Retrieving images from large and varied collections using image content as a key is a challenging and important problem in computer vision application. In this paper, a color Content-based Image Retrieval (CBIR) system using hierarchical Region of Interest (ROI) query and indexing is presented. During indexing process, First, The ROIs on every image in the image database are extracted using a region-based image segmentation technique, The JSEG approach is selected to handle this problem in order to create color-texture regions. Then, Color features in form of histogram and correlogram are then extracted from each segmented regions. Finally, The features are stored in the database as the key to retrieve the relevant images. As in the retrieval system, users are allowed to select ROI directly over the sample or user's submission image and the query process then focuses on the content of the selected ROI in order to find those images containing similar regions from the database. The hierarchical region-of-interest query is performed to retrieve the similar images. Two-level search is exploited in this paper. In the first level, the most important regions, usually the large regions at the center of user's query, are used to retrieve images having similar regions using static search. This ensures that we can retrieve all the images having the most important regions. In the second level, all the remaining regions in user's query are used to search from all the retrieved images obtained from the first level. The experimental results using the indexing technique show good retrieval performance over a variety of image collections, also great reduction in the amount of searching time.

Implementation of NPC Artificial Intelligence Using Agonistic Behavior of Animals (동물의 세력 투쟁 행동을 이용한 게임 인공 지능 구현)

  • Artificial intelligence in the game is mainly used to determine patterns of behavior of NPC (Non Player Character) and the enemy, path finding. These artificial intelligence is implemented by FSM (Finite State Machine) or Flocking method. The number of NPC behavior in FSM method is limited by the number of FSM states. If the number of states is too small, then NPC player can know the behavior patterns easily. On the other hand, too many implementation cases make it complicated. The NPC behaviors in Flocking method are determined by the leader's decision. Therefore, players can know easily direction of movement patterns or attack pattern of NPCs. To overcome these problem, this paper proposes agonistic behaviors(attacks, threats, showing courtesy, avoidance, submission)in animals to apply for the NPC, and implements agonistic behaviors using Unity3D engine. This paper can help developing a real sense of the NPC artificial intelligence.

Remnants of Culture in Journal Article Titles: A Comparison between the United States and Korea in the Field of Social Sciences (논문 제목상의 문화적 흔적: 한국과 미국의 사회과학분야 비교)

  • Most academic journals in the world today typically require submission of journal article titles in English. However, most authors and reviewers are insensitive to the fact that cultural differences at a national level exist in writing titles. In this paper, journal article titles that have been published in the United States and Korea were compared in order to find cross-national cultural characteristics in these titles. To conduct this study, sample titles in the field of social sciences were obtained from two bibliographic databases-Scopus and RISS. A frequency count on number of variables was used: length of title, types of titles and n-gram phrases. In addition, a variety of similarities and differences found from this study including the type of words and phrases that Korean authors tend to favor in journal articles. The results showed that there is a considerable amount of cultural related variability in the construction of journal article titles. This study suggests that cross national characteristics of journal article titles should be emphasized in the future.

  • Recently, interests for recruiting and the rates of using smart phones are growing fast. The paper proposes Recruid, which is a smart phone application based on android platform, that helps real-time communication matching between users. They can use every services of Recruid anywhere and anytime which reflects mobility characteristics of smart phones, and also use additional services on web pages. Recruid provides three main services. First, it provides mobile subscription and submission functionality on high mobility and convenience. Second, it provides group service that user can make their own groups. Last, it also provides reliability evaluation mechanism of activity data in Recruid thus, Recruid provides high credibility to users. The paper presents implementation of Recruid and shows the snapshots of the presented system.
