A Study on the Post Occupancy Evaluation of PAJU Book City (파주출판문화정보산업단지의 이용후평가)

  • PAJU Book City Plan was designed to integrate two concepts of "Publishing Productive City" and "Ecological City" with the goal of "bringing of human being and nature together". This research on the post occupancy evaluation on PAJU Book City has two aims; One is to define how people, mainly working there rather than living, recognize the city and the other is to identify the problems resulted from the first phase of planning process and to suggest feasible solutions at the same time. It would be desirable that the outcome of this research should be used as data sources to improve the second phase of the plan. The evaluation criteria were created by the pre-survey on the basis of previous researches and "Pa Ju publishing city architectural design guide book (1999)". With those criteria, on-site questionnaire was conducted among people who work in PAJU Book City and stratified sampling was used for the proper sampling. The result is as follows; the visual-aesthetic criteria had positive response, which also closely related to a city satisfaction. Considering this result, construction type, circumferential environment of the building and a place of building form were found appropriate. The evaluation on the physical-ecological criteria was relatively low. Respondents were unsatisfied with green space and required better ecological waterway and more roadside tree. As green space was given a lot of weight in satisfaction survey, more green urban areas should be planned in the next phase. The evaluation on the social-behavior criteria got the lowest score. Particularly, the accessibility and convenient facilities were remarkably low. Nonetheless, the self-conceit about PAJU Book City was highly evaluated and played a crucial role in a city satisfaction. In order to achieve the goal, physical beauty, characteristics as a publication city as well as an ecologically sustainable city should be main agenda in the second phase of Paju Book City Plan. Consequently, it is important to strike a balance between the external environment and image media in order that PAJU Book City should be re-born as a culture city.

Evaluation of effectiveness of Smart Water City in Korea - Smart Water City project in Paju City, Gyeonggi Province (한국 스마트워터시티의 효과성 평가 - 경기도 파주시 스마트워터시티 사업을 중심으로)

  • This study analyzes the effects of the Smart Water City (SWC) project that was introduced from 2014 to 2016 in Paju City, Gyeonggi Province, Korea, focusing on the achievement of the business goals. The SWC is referred to as a city that embraces a healthy water supply system based on Smart Water Management (SWM) that promotes the efficiency of water management by combining Information and Communication Technologies (ICTs) with water and sewerage facilities. In order to evaluate the effectiveness of the SWC project, this study deploys evaluation criteria corresponding to the project objectives, and analyzes the outputs before and after the project. The results show that the SWC has contributed to enhancing water supply services and the reliability and drinking rate of tap water. Specific improvement areas include the rise of average water flow rate and water leakage reduction, the diffusion of water quality monitoring system, and the reduction of floating particle concentration and turbidity in drainage pipes was achieved. These were possible because of specific implementation plans for clear goal setting and achievement and active services for citizens. The data related to water quantity and quality showed improved performance compared to before the introduction of SWMS, which is a positive effect. However, a quantitative analysis of the outputs has limitations in identifying other external factors that have led to the changes. In the future, guidelines for spreading SWC and more comprehensive and specific evaluation indicators for SWC should be prepared, and SWMS should be developed in consideration of the needs of users.

Understanding the Difference in Residents' Perception of the Vulnerability of Local Ecological Assets - Focused on Paju, Gyeonggi-do - (지역 생태자산의 훼손 취약성에 대한 거주민의 인식 차이 - 경기도 파주지역을 대상으로 -)

  • This study targets the city of Paju, Gyeonggi-do, where many challenges are facing ecological assets management due to the increase in recent development. Using the survey data provided by the National Institute of Ecology in Korea, the study analysed the differences in the local residents' perception of local ecological assets. The Q methodology, which is useful for revealing differences in opinions, was applied to classify the narrative groups, which had different points of view in evaluating each asset. Next, the study compared the differences in perceptions of the vulnerability of ecological assets. As a result of the analysis, the city of Paju was divided into two main narrative groups: a 'Nature Conservation Group' and a 'Heritage Conservation Group'. The Nature Conservation Group wanted to prioritize ecologically valuable assets, such as wetlands, brackish zones, and forests. The Heritage Conservation Group preferred preserving ecological assets having a cultural contexts, such as royal tombs, graves, and the surrounding landscape. Evaluating the ecological assets, the two groups identified 23 ecological sites under threat from development among the 25 ecological sites considered. The Nature Conservation Group noted the importance of sites such as the Sannam Wetlands, Gongneungcheon, Gongneungcheon Brackish Zone, and Simhak Mountain. These were considered to be the most vulnerable ecological assets in the city. The study found differences in the perceived values for each ecological asset by residents. The results can serve as useful data for decision-making on ecological asset management in the city of Paju.

A Study on the Establishment of Welfare Facilities for the Aged Using the Facilities Characteristics of Closed Schools - Focused on the Northern Area of Gyeonggi-Do - (폐교의 시설 특성을 활용한 노인복지시설 구축에 관한 연구 - 경기 북부지역을 중심으로 -)

  • Changes in the population structure caused by a decrease in the birthrate and an extension of life expectancy cause problems in utilization inefficiencies of closed schools and shortage welfare facilities for the aged. The closed schools have location characteristics that are close to the existing residence and facilities such as land and school buildings, so it is expected that the schools will be used as welfare facilities for the aged in the community. The purpose of this study is to compare and analyze the facility characteristics of closed schools in northern Gyeonggi-Do and present the types of aged welfare facilities that can be built, providing basic data for developing customized aged welfare facilities. The results of this study are summarized as follows: 1) The proportion of aged people in northern Gyeonggi-Do is higher than in southern Gyeonggi-Do, but welfare facilities for the aged are insufficient, so it is necessary to expand welfare facilities for the aged in northern Gyeonggi-Do. 2) Urban areas such as Paju and Goyang City have a lot of residential proximity, Dongducheon and Yangju have a lot of residential proximity, while schools located in urban and rural areas such as Yeoncheon have a lot of residential proximity. 3) Closed schools in urban areas such as Goyang City and Paju City are desirable to use them as residential facilities for senior citizens, day and night protection and short-term protection facilities, while closed schools in Namyangju City, Pocheon City, and Gapyeong County are desirable to use them as senior citizen centers and medical welfare facilities.

The Geography of Joruney-to-work in the Seoul Metropolitan Area (서울의 통근통행 : 지리적 특성과 변화)

  • This study examines the 1980 Census and the 1987 Travel Survey data sets, in order to identify commuting trends in the Seoul Metropolitan Area. The commuting field of Seoul includes the cities and counties contiguous to Seoul, as well as Inchon, Suwon and Ansan City and Paju County. The study finds little support for the expansion of the commuting field toward distant counties of Kyonggi Province; instead an intensification of commuting within the field is more salient. The most prominent trend, within the city limit of Seoul, is that journey-to-work toward the city center has decreased whereas peripheral journeys increased considerably. The work trips have increased most in the southwestern sector of the city; a moderate increase in the northeastern and southwestern sectors; and decreases in the center and the northwestern sector of the city. Factorial analyses of the work trip data also reveal the emergence of sub-regions of journey-to-work in the peripheries of the city. Such a spatial pattern of commuting changes resemble that of population changes, and correspond in part to the layout of the subway system.

Analysis of Urinary Mass Screening for Second Grade of Elemantary School Children in Paju City (파주 지역 초등학교 2학년생에게 실시된 집단 뇨검사 분석)

  • Purpose We performed urinary mass screening(UMS) program for 2,804 children of second grade elemantary school 8 years of age in Paju city with cooperation of Paju City Health Center to determine the prevalence of asymptomatic proteinuria and hematuria, and to estimate the risk of incipient renal diseases. Also we attempted to evaluate the significance of hematuria in UMS in addidtion to proteinuria. Methods : 2,804 children of the 2nd grade of elementary school who lived in Paju city were included to our UMS program in 2000. They were constituted with 1,428 boys and 1,376 girls. The screening program was carried out in 3 steps The 1st screenig test was performed at schools and then students with abnormal results were examined repeatedly at Paju City Health Center and our hospital. Those students who showed proteinuria and/or hematuria in the 1st and 2nd test were referred to our hospital to undertake the 3rd close examination including physical examination, laboratory tests and radiologic tests. Results : (I) The prevalence of urinary abnormality in the 1st screening test was $8.3\%$(233 students), comprised of $5.9\%$ of boys, $10.8\%$ of girls. (2) Among 2,804 children tested in the first screening, prevalences of asymptomatic proteinuria and isolated hematuria were 64($2.3\%$), 163($5.8\%$) respectively, and the prevalence of proteinuria with hematuria was 6($0.2\%$). (3) Among 233 students with urinary abnormalities at the 1st screening test, 102 students applied to the 2nd test. 32 children, about one third of them, were also found to have abnormal urinary findings ; isolated hematuria 30, proteinuria with hematuria 2. (4) Those findings of clinical evaluation for children with isolated hematuria at the hospital showed as follows: idiopathic isolated microscopic hematuria 21, normal 6, urinary tract infection 1, idiopathic hypercalciuria 1 and simple renal cyst 1. Those 2 students with proteinuria and hematuria seemed to have chronic glomerulonephritis. Conclusion : (1) The clinical evaluation for children who showed positive results at the 1st screening test should be done judiciously. Because of high false positive rate, almost who showed positive results was normal, only a few of them had pathologic conditions. In this study, actual incidence of incipient renal diseases in children of 8 year old was calculated to be $0.4\%$. (2) The definite conclusion whether a urinary mass screening test can alter the prognosis of incipient renal diseases could not be drawn with this study. Further study must be necessary (3) We could acknowledge the significance of hematuria in UMS, but it is necessary that one should be judicious in managing and follow-up those that show abnormal results. Paenibacillus elgii SD17 as a Biocontrol Agent Against Soil-borne Turf Diseases

  • Paenibacillus elgii SD17 (KCTC $10016BP^T$=NBRC $100335^T$) was recently reported as a new species. Based on its inhibitory activity to Thanatephorus cucumeris AG1-1, strain SD17 was further evaluated for its potential as a biocontrol agent against soil-borne diseases of turf grasses in Korea. P. elgii SD17 showed a broad spectrum of antimicrobial activity in vitro test and suppressed development of turf grass diseases; Pythium blight caused by Pythium aphanidermatum and brown patch caused by T. cucumeris AG1-1 on creeping bentgrass (Agrostis palustris) in the growth chamber tests. Under a condition for massive culture in a 5,000 L fermenter, P. elgii SD17 reached $6.4{\times}10^8$ spores/ml that resulted in approximately $1.0{\times}10^7$ cfu/g when formulated into a granule formulation (GR) using the whole culture broth instead of water. Using the GR formulation, biocontrol activity of P. elgii SD17 was confirmed. In the growth chamber tests, the GR formulation was effective against brown patch and Pythium blight with similar level of disease severity compared to each of the standard fungicides at the application rates of 10 g/$m^2$ or above. In the field tests, compared to each untreated control, the GR formulation also effectively controlled Pythium blight, brown patch and large patch at all the application rates of 5, 10 and 20 g/$m^2$, respectively, without significant response by the application rates. However its performance was inferior to each of the standard chemical fungicides. Based on these results, we consider this GR formulation of P. elgii SD17 as an effective biocontol agent to suppress Pythium blight, brown patch and large patch of turf grasses in Korea.

A Study on the Differences in Awareness of the Social Value of Public Libraries between Public library Users and Non-Users: Focused on Paju City (공공도서관의 사회적 가치에 대한 이용자와 비이용자의 인식 차이에 관한 연구 - 파주시를 중심으로 -)

  • This study aims to compare the awareness of the social value of public libraries between users and non-users to materialize the abstract concept of social value and, thereby, to present measures that can be applied to the library field. For this purpose, a survey was conducted in person or online for 15 days from May 7, 2023, targeting Paju citizens. Frequency analysis, factor analysis, independent samples t-test, and one-way analysis of variance were conducted on 206 valid response copies using SPSS 25.0. In the results, it is shown that, first, for awareness of the social value of public libraries according to socio-demographic characteristics, there were significant differences depending on age, with in particular, awareness among those in their 10s and 40s being higher than other age groups. For awareness of community development, the awareness of the female group was higher than that of the male group, while, for the awareness according to occupation, it is shown that awareness was highest in the following order: student, others, housewife, self-employed, and office worker. Second, for the awareness of the social value of public libraries, the awareness of the user group was higher than that of the non-user group in all areas. Third, for awareness of the social value of public libraries according to the level of library use, there was no significant difference between groups. In conclusion, it is suggested that measures to encourage non-users to become users, develop new content and services targeting male group and those in their 60s, and 20s, and strengthen community activities are needed to raise awareness of the social value of Paju City public libraries in the future.

Analysis of statistical models for ozone concentrations at the Paju city in Korea (경기도 파주시 오존농도의 통계모형 연구)

  • The ozone data is one of the important environmental data for measurement of the atmospheric condition of the country. In this article, the Autoregressive Error (ARE) model and Neural Networks (NN) model have been considered for analyzing the ozone data at the northern part of the Gyeonggi-Do, Paju monitoring site in Korea. In the both ARE model and NN model, seven meteorological variables and four pollution variables are used as the explanatory variables for the ozone data set. The seven meteorological variables are daily maximum temperature, wind speed, relative humidity, rainfall, dew point temperature, steam pressure, and amount of cloud. The four air pollution explanatory variables are Sulfur dioxide ($SO_2$), Nitrogen dioxide ($NO_2$), Cobalt (CO), and Promethium 10 (PM10). The result showed that the NN model is generally better suited for describing the ozone concentration than the ARE model. However, the ARE model will be expected also good when we add the explanatory variables in the model.
