Research on LTE D2D implementation and operation plan for PPDR communication (재난통신을 위한 LTE D2D 구현 및 운용 방안 연구)

  • Device-to-Device communication is a very important essential feature in PPDR(Public Protection Disaster Relief) communication, but it has not yet been implemented in LTE-based PPDR communication. In this study, we propose a solution to implement the LTE-based domestic PPDR communication network by evolving the terminals into D2D in-band terminals and effectively operating the current PS-LTE terminals and digital radios in the transitional period.

  • 3G Long Term Evolution, which aims for various mobile multimedia service provision by enhanced wireless interface, proposes VoIP-based voice service through a Packet Switching (PS) domain. As delay and loss-sensitive VoIP traffic flows through the PS domain, more challenging technical difficulties are expected than in Circuit Switching (CS) domain based VoIP services. Moreover, since 3G LTE, which adopts the OFDM as its physical layer, introduces Physical Resource Block (PRB) as a unit for transmission resources, new types of resource management schemes are needed. This paper proposes a PRB scheduling algorithm of MAC layer for VoIP service in 3G LTE and shows the simulation results. The proposed algorithm has two key parts; dynamic activation of VoIP priority mode to satisfy VoIP QoS requirements and adaptive adjustment of the priority mode duration in order to minimize the degradation of resource utilization.

글로벌 PPDR 현황과 국가별 PS-LTE 추진사례

  • 최근 광대역 방식의 PPDR 시스템 도입 필요성이 증대함에 따라 관련 국제기구, 지역기구, 국가를 중심으로 광대역 PPDR 도입 방안을 검토했으며, 현재 일부 국가들은 망 구축을 시작하고 있는 상황이다. 국제기구인 ITU를 중심으로 요구사항, 주파수, 기술방식 등에 관한 연구가 진행되었으며, 유럽, 이시아-태평양 지역기구도 지역기구 입장에서 관련 사항 연구를 추진했다. 최근 WRC-15회의가 끝남에 따라 주파수는 700MHz대역과 800MHz대역이 국제적 공통주파수로 결정되었고, 기술방식은 대부분의 국가에서 PS-LTE가 채택되었거나 우선적으로 검토되고 있다. 망 구축 방식은 국가별 상황에 따라 상용망, 혼합망 등이 검토, 추진되고 있다. PS-LTE 구축 사례로서 미국은FirstNet이 2012년에 설립되어 현재 RFP발행을 위한 마지막 단계에 있으며, 영국은 사업자 선정을 앞두고 있어 2017년부터 망 구축이 추진될 것으로 전망된다, 호주는 800MHz대역에서 LTE방식으로 활용할 계획이나 구체적인 주파수나 망 구축방식은 정해지지 않은 상태이다.

For Making an Efficient Disaster Emergency Communication System for Public Safety in South Korea (국민안전 확보를 위한 긴급통신망시스템 통합구축 방안)

  • The purpose of present study is to provide an efficient 'Disaster Emergency Communication System' (below DECS) to deal with serious disaster situations in national levels. Currently, DECSs such as the VHF, UHF, and TRS are worked to control some disaster situations in the world. However, new system such as for sending the correct image and big data is more likely to need than current the DECSs in the comtemporary societies. Several serious disaster events such as the Sam-Poong Department Store Collapse, Daegu Subway Fire, and Sewol Submerge event, nevertheless, there was not the DECS based on the field in South Korea. In July 2014, finally, South Korean government started to provide a PS-LTE system which is the new and one system with fire fighting, police, army, railway. however, there are no many academic studies for DECSs to deal with disaster situations in South Korea. The present research highlights to explore an efficient DECS of Korean styles to fix some national security and public safety. The paper provides three key findings: first is how to make a unified Korean DECS based on PS-LTE. Second is how to make sure the frequency of 700MHz levels to communicate in the shady areas. Three is what kinds of communication facility is adequate for fixing PS-LTE DECS.

Optimal Positioning of the Base Stations in PS-LTE Systems (PS-LTE 환경에서 최적기지국 위치 선정)

  • In this paper, we try to find the optimal locations of NeNB(Nomadic evolved NodeB)s for maximizing the overall throughput of the PS-LTE networks. Since finding optimal locations of all NeNBs in a given area is NP-hard(Non-deterministic Polynomial time-hard) problem, we proposed a PSO-based heuristic approach. In order to evaluate the performance, we conducted two experiments. We compared performance with other schemes such as Exhaustive Search, Random Walk Search, and locating neighboring NeNBs with the same NeNB-to-NeNB distance. The proposed method showed the similar results to the exhaustive search method in terms of locating optimal position and user's data throughput. The proposed method, however, has the fast and consistent convergence time.

  • Korea Railway is enhancing the railway wireless communication system from VHF and TRS which have been used for 100 years to LTE-R starting with Ministry of Science and ICT's allocation of Integrated Public Network Frequency on December 2014. LTE-R has advantages on technology performance, also on ease of evolution based on standardization compared to existing technologies. However there are few problems that need to be solved to provide stable railway wireless services in the future. Due to national spectrum policy, LTE-R has frequency interference with Integrated Public Networks (PS-LTE, LTE-M ) and UHD-TV which was commercialized in 2017. This paper introduces performance changes caused by interferences which were founded from the test bed in Wonju~Gangneung LTE-R project and the result of RAN-Sharing. In addition, this paper suggests the standard for LTE-R cell planning in the case of sharing the Integrated Public Network Frequency by analyzing the changes of designed link-budget factor based on the test result.

미국 FirstNet의 PS-LTE 네트워크 구축 동향

  • FirstNet는 2012년에 출범하여 미 전역에 단일의 공공안전용 브로드밴드 네트워크 (NPSBN) 구축을 추진하고 있다. 출범과 동시에 700 MHz 대역에 20 MHz 대역폭이 할당되고 미화 70억불의 예산이 책정되었다. 그리고 망구축을 PS-LTE를 기반으로 하되, 추진 일정상 공공안전의 요구사항을 모두 만족하지는 못 하기 때문에 미션크리티컬 음성을 제외하고 미션크리티컬 데이터를 위주로 하는 기능을 정의하였다. 망 구조는 네트워크 코어가 중앙에 위치하며, 지역에 RAN 위주의 장비들이 배치되게 된다. 지방정부가 지역에 배치될 장비와 시설을 구축할 것이며 이를 위하여 FirstNet는 지방정부와 긴밀하게 협의를 추진하고 있다. 현재 RFP 에 앞서 RFI를 진행하고 있다. 2015년에 RFP를 완성하고 2016년에 네트워크 코어를 구축할 예정이다. 그리고 이전에 BTOP PSBN 프로그램으로 추진되고 있던 일곱 개의 프로젝트에 대하여 FirstNet 의 PS-LTE 망과의 호환성과 협조를 보장하는 조건으로 주파수 사용 협상을 추진하여 다섯 개의 프로젝트와 협상을 완료했으며, 두 개의 프로젝트는 중지시켰다. 이중 가장 규모가 큰 프로젝트는 LA-RICS PSBN으로서 231 국의 eNodeB가 시설되며 2015년 2사분기에 개통될 예정이다. 이 시설을 활용하여 2차 재난대응기관의 이용, QoS (서비스 품질), 우선순위/선취에 대하여 분석될 예정이다.

Miniaturization of Log-Periodic Dipole Array Antenna for PS-LTE Service (재난안전 통신망 서비스를 위한 대수 주기 다이폴 배열 안테나의 소형화)

  • In this paper, we proposed the miniaturized structure of the Log-Periodic Dipole Array(LPDA) antenna for PS-LTE(Pubic Safety-Long Term Evolution) service. The length of array dipole was shortened by adding a fractal tree element with iteration to the array dipole to miniaturize the LPDA antenna. As the result, the proposed LPDA antenna was reduced up to 25 %, compared a typical LPDA antenna. To validation of the proposed LPDA antenna specification, the proposed LPDA antenna is fabricated using aluminum with 1.5 mm thickness and performances are measured. Comparison between simulation result and experiment shows good agreement.

  • 3G Long Term Evolution (3G LTE) is a next generation cellular networks system capable or providing various mobile multimedia services by using OFDMA and MIMO based radio access technology. Among many differences from existing WCDMA based systems, the facts that 3G LTE uses Physical Resource Block (PRB) as its radio resources and provides all services through the PS domain make the development of new resource management schemes necessary. This paper proposes an adaptive partitioning based downlink call admission control scheme. It separates realtime call requests from non-realtime ones, specifies maximum allowable resource amounts for each type, but if the maximum is exceeded, call requests are accepted with probability proportional to remaining resource amounts. Despite the fact that such adaptive concept has been already adopted by other call admission schemes, the contributions of our paper, which are that we are able to find an efficient way to apply the proposed scheme exploiting PRB characteristics and measure the resource usage of base stations by PRB utilization and payload ratio, are still valid. When judging from simulation results in comparison with others, our scheme is able to prioritize realtime call requests over non-realtime ones, and at the same time, overall system performance is superior.

  • As long term evolution (LTE) is the most widely deployed broadband communication technology so far, efforts are being made to develop LTE-based mission critical public safety (PS) communication systems. In this paper, we propose a device-to-device (D2D) discovery-based radio resource acquisition scheme to support the LTE D2D communication to PS systems and the realization of resource forwarding for user equipments in emergency area.
