A Study on the Comparison of Emission Factor Method and CEMS (Continuous Emission Monitoring System) (배출계수법과 연속자동측정법에 의한 배출량 비교 연구)

  • Generally, air pollutant emission at workplace is estimated by two methods: indirect methods using emission factors and direct methods based on CEMS (Continuous Emission Monitoring System). CAPSS (Clean Air Policy Support System) is a representative indirect method and the national air pollutant database of Korea. However, characteristics of some workplaces may create a gap between CAPSS and CEMS data. For improving of emission data accuracy, emission data of CEMS (named CleanSYS) equipped at 138 target workplaces were compared with those of CAPSS. As a result, $SO_x$ and $PM_{10}$ emission levels obtained by CAPSS were lower than those of CleanSYS. $SO_x$ and $PM_{10}$emission ratios were 61.5% and 71.2% lower respectively, showing the biggest gaps. On the other hand, $NO_x$ emission of CAPSS was higher by 10.4%. $SO_x$ showed the biggest difference in 'Energy industry combustion' and $NO_x$ did in 'Production Process' within the SCC category. $PM_{10}$ presented a large gap in 'Manufacturing industry combustion.' The differences in $SO_x$ between the two systems occurred because some large-size facilities lack pollution controllers or efficient pollution controllers. Based on this study, CAPSS emission database of Korea will improve accuracy through adopting CEMS emission system, which enables more efficient national atmospheric policies and workplace management.

Washoff Characteristics of NPS Pollutants from Artificial Grassland (강우시 인공 초지의 비점오염물질 유출특성 및 상관성)

  • Recently the water quality management policy has been changed from managing the point source to controlling the nonpoint sources (NPSs) because of TMDL program. Most NPSs are accumulated on the surface during dry periods. These accumulated pollutants are washed-off during a storm event and highly impairing the water quality of the receiving water bodies. Usually NPS has high uncertainty and is hard to control because of the variability of the rainfall and watershed characteristics. Also, NPS is derived from various land uses. The Ministry of Environment (MOE) is studying and monitoring the pollutant loads from each land use since 2007 to determine the unit pollutant loads. This research was a part of long-term monitoring program conducted to characterize the washoff and provide the mean EMC of artificial grassland. The average EMCs result of BOD, COD, DOC, SS, TN, NH4-N, NO3-N, TP, and PO4-P of the artificial grassland were deterined to 8.2, 17.5, 11.3, 110.1, 3.07, 0.20, 0.75, 0.86 and 0.08 mg/L, respectively. The results of statistical analysis conducted showed a low correlation to the contaminants.

Exposure Assessments for Children in Homes and in Daycare Centers to NO2, PMs and Black Carbon

  • Indoor air quality was investigated in homes and daycares located in areas with heavy traffic in Seoul, South Korea from November 2013 to January 2014. Indoor and outdoor air quality measurements were collected for 48 hours in four children's homes and daycare centers. The I/O ratio (Indoor to outdoor ratio) for each major air pollutant ($NO_2$, black carbon, $PM_{10}$, and $PM_{2.5}$) was calculated, and $NO_2$ and $PM_{10}$ concentration profiles were analyzed based on indoor activity diaries recorded during the 48 hours. Most I/O ratios for $NO_2$, black carbon, $PM_{10}$, and $PM_{2.5}$ at daycare centers were less than one. At homes, I/O ratios for black carbon, $PM_{10}$, and $PM_{2.5}$ were less than one; however, most I/O ratios for $NO_2$ were greater than one due to the usage of gas stoves. The children's exposure to indoor air pollutants was calculated using a time-weighted average exposure method, and the daily intake level for each pollutant was determined.

A Strategy to Integrated Emission Trading System for Greenhouse Gas with that of Air Pollutants (대기오염물질과 온실가스 배출권 거래제 연계 방안)

  • To introduce an emissions trading system for GHG that currently have no reduction requirements, the following should be considered as priorities: eliciting the participation of the industrial sector and linking GHG emission trading systems to the emissions trading system (implemented from July 2007) that has become part of national policy with the enactment of the Special Act. Two directions can serve as viable alternatives in that regard. One is a baseline-and-credit method based on incentive auctioning. This has the advantage of inducing participation through economic incentives without a reductions commitment. The downside of this method is that it requires vast investments, as well as the fact that reaching an agreement between participants and the government to decide an objective baseline is difficult. On the other hand, the cap-and-trade method set forth in the Special Act is attractive in that it can be integrated with the air pollutant emissions trading system, but it would be difficult to elicit the participation of the industrial sector in the absence of GHG emission reduction requirements. In the current situation, it would be preferable for the government to induce the participation of the industrial sector by devising a wide variety of incentives because taking part in the emissions trading system before reducing GHG emissions offers large incentives through learning by doing. The timing of GHG reduction commitments and emissions trading system implementation may be uncertain but their Implementation will be unavoidable. Thus the government needs to facilitate preparations for emissions trading of GHG in the future and continuously review its operation in integration with the air pollutant emissions trading system to maximize adaptation and teaming by doing effect in the industrial sector.

Pollutant Load Characteristics of a Rural Watershed of Juam Lake (주암호 농촌 소유역 오염부하특성)

  • A monitoring study has been conducted to identify hydrologic conditions, water quality and nutrient loading characteristics of small watershed in Juam Lake. Climate data of the watershed were collected; flow rate was measured and water quality sampling was conducted at the watershed outlet for this study. Water quality data revealed that T-P concentrations meet I grade of lake water quality standard during non-storm period, but degraded up to II-III grade of lake water quality standard during storm period. The observed T-N concentrations always exceeded lake water quality standard. Therefore, T-P was identified as limiting chemical constituent for eutrophication of Juam Lake. T-P concentration of non-storm period also revealed that point source pollution is not serious in the watershed. Three year monitoring results showed that the observed T-N losses were $10.85\~18.88$ kg/ha and T-P losses were $0.028\~0.323$ kg/ha during six month (Mar. - Oct.), respectively. Major portion of runoff amount discharged by a few storm events a year and nutrient load showed apparent seasonal variation. Huge runoff amounts were generated by intense storms, which make application of water treatment or detention facilities ineffective. Monitoring results confirmed that water quality improvement by abating nonpoint source pollution in rural watershed of monsoon climate should be focused on source control. T-P losses from paddy field seemed to consist of significant amount of total load from study watershed. Therefore, management of drainage from paddy field is considered to be important for preventing algal blooming problem in Juam Lake.

Spatio-temporal estimation of air quality parameters using linear genetic programming

  • Air quality planning and management requires accurate and consistent records of the air quality parameters. Limited number of monitoring stations and inconsistent measurements of the air quality parameters is a very serious problem in many parts of India. It becomes difficult for the authorities to plan proactive measures with such a limited data. Estimation models can be developed using soft computing techniques considering the physics behind pollution dispersion as they can work very well with limited data. They are more realistic and can present the complete picture about the air quality. In the present case study spatio-temporal models using Linear Genetic Programming (LGP) have been developed for estimation of air quality parameters. The air quality data from four monitoring stations of an Indian city has been used and LGP models have been developed to estimate pollutant concentration of the fifth station. Three types of models are developed. In the first type, models are developed considering only the pollutant concentrations at the neighboring stations without considering the effect of distance between the stations as well the significance of the prevailing wind direction. Second type of models are distance based models based on the hypothesis that there will be atmospheric interactions between the two stations under consideration and the effect increases with decrease in the distance between the two. In third type the effect of the prevailing wind direction is also considered in choosing the input stations in wind and distance based models. Models are evaluated using Band Error and it was observed that majority of the errors are in +/-1 band.

Han River Management Policy (한강수질의 관리방안)

  • Among the rivers in Korea, the Han River is the largest, most important one, which runs through the Seoul metropolitan region in the west toward the yellow sea. In the Han River basin there live as many as 17.1 mil. people including appr, 11 mil, citizens in Seoul. The Seoul Metropolitan region, already containing appr. 40% of the nation's total populating, expectedly poses an ever-growing polluting burden to the Han River. Due to Korea's vigorous industrialization and heavy urbanization in the past quarter century, water pollution was observed to be increasing in the Han River until the mid-1980's, but thereafter the Han River began to improve little by little by virtue of the government's massive investment and all-out efforts in water preservation. Public awareness on the importance of environmental protection is increasing unprecedentedly. With a view to meeting people's growing demand for clean water and pleasant environment, the government established the "Comprehensive Mid-Term Environmental Conservation Plan" (1992∼1993) in 1991. According to the plan, 1,315 bil.won(1.7 bil.us$ ) is to be poured into the Han River Basin to install 113 water pollutant abatement plants including 43 treatment facilities. To successfully cope with the future's challenging need for the environmentally sound sustainable development, a variety of measures and an array of policies are going to be incorporated with emphasis on, -redistributing such polluting sources as population and industries -tightening control of the water pollutant discharge -restricting the pollution-accompanying land use -enhancing the assimilation capacity of the river -stirring up the public awareness and participation in the environment protection We hopefully anticipate that with those e(forts the Han River will improve as drawn in the attached "1996's Envisioned Han River Quality".

Characteristics of EMCs for Roof Runoff (강우시 지붕유출수의 EMCs 및 특성비교)

  • The development projects distort the natural water circulation system and increase the non-point source pollution by changing the natural cover type. The low impact development (LID) techniques are considering as new development approach to decrease the ecological- and hydrological impacts from high imperviousness rate. The high imperviousness rate is because of the construction of building, parking lot and road for human activities. Knowing the basic characteristics of rood runoff can give the direction for setting up the water management strategy. The monitoring results show the pollutant EMCs of roof runoff are 3~13 times lower than EMCs of the road and parking lot. The pollutant sources from roof runoff are mainly from leafs, cigarette butts, atmospheric deposition and materials of the roof. The EMC is occurred around 15minutes later after starting runoff and more than 8 storm events are needed to have the average EMCs.

Development of Empirical Model for the Air Pollutant Dispersion in Urban Street Canyons Using Wind Tunnel Test (풍동실험을 이용한 도시거리협곡에서의 대기오염확산모델의 개발)

  • Modeling techniques for air quality are useful tools in air quality management. Especially, the air quality in urban area is significantly influenced by local surroundings such as buildings and traffic. When considering the air quality in a street canyon, which is usually filmed by a series of consecutive buildings and a street, currently available air dispersion model have a number of limitations to predict the air quality properly. In this study, it is aimed to propose an empirical model for the air quality in urban street canyons. A series of wind tunnel tests, followed by statistical analysis, were conducted. In conclusion, it is found that a wide street canyon and a perpendicular external wind to the street canyon are beneficial to achieve an enhanced air quality in street canyon environment. The model prediction using the proposed model also shows reliable correlations to the wind tunnel test results.

Greenhouse Gas and Pollutant Emission from Light-Duty Vehicles Regarding the Relative Positive Acceleration (주행패턴의 상대 가속도에 따른 중소형 자동차의 온실가스 및 대기오염물질 배출 특성)

  • Although driving patterns strongly influence greenhouse gas and air pollutant emission rate from light duty vehicles, emission measurements have been mainly based on chassis dynamometer testing with one standard driving pattern. And there has been limited work on quantifying the independent effect of driving parameters on emission rate because of multidimensional nature of real-world driving pattern. The objective of this study is to obtain the quantitative effect of relative positive acceleration (RPA) on vehicle emission rate. RPA has been used to define the occurrence of acceleration demanding large amounts of power in certain driving distance and shown to be a significant affecting parameter for real-world emission rate. 40 driving patterns have been developed with fixed driving parameters to investigate independent effect of RPA. For the same values of average vehicle speed and power, the trend in carbon dioxide emission rate and fuel consumption with respect to RPA is very clear. Emission rate of nitrogen oxide and particulate matter also increase with respect to RPA, but the trend is less clear. Carbon dioxide emission from diesel vehicle appear to be more affected by high accelerations compared to that from gasoline vehicle because of high intake air restriction during acceleration caused by turbocharger and intercooler. The results have implications for the possible reduction of environmental effects through better traffic planning and management, driver education and car design.
