The PL(Product Liability) Law has been going into effect in Korea since July 2002. Accordingly, a company's responsibility for customers who are damaged by the defect in the product safety has been gradually strict and imposed burden on management. This paper gives suggestions as to PL prevention of manufacturing companies through the case research of PL prevention strategies and the prevention systems of the domestic S-company.

On November, 1998, Ministry of Finance and Economy in Korea announced officially to enforce the PL(Product Liability) Law within the country at the first half of the year 2000. Therefore, a companys responsibility for customers who are damaged by a defect in the products safety will be gradually strict and impose burden on management. This paper presents suggestions about PL prevention of domestic enterprise through the research of PL prevention strategies and prevention systems in the USA and Japanese leading enterprises.

PL(product liability) is a major social, market, and economic force. The legal obligation of manufacturers and sellers to compensate for injury or damage caused by defective products is not a recent phenomenon. The concept of Product liability has been in existence for many years, but its emphasis has changed recently. This PL prevention program has shown that the two area of product quality assurance one is a PLD(product liability defense) and the other is a PLP(product liability prevention.

Consumer products are produced on the premise that consumers can use their products safely and effectively no matter how serious human errors they may make. However, different careers and educational experiences of them may induce diverse human errors when they want to use them. In that sense, not a few policies to reduce human errors may show some implications for human error prevention and industrial design of consumer products. In this paper, producers' safety efforts required by Product Liability(PL) Act were reviewed in view of human error prevention, and legal aspects of manufacturers' responsibility for consumer products were discussed in relation to Product Liability Act. Then, principal approaches for them were introduced under the title of System Safety Precedence. After that, major key points for preventing human errors related with consumer products - such as ergonomic design and effective labeling - were discussed with reference to ISO standards. Therefore, it was shown that all the efforts required by PL Act would be correspondent to human error prevention in the whole manufacturing processes if understood by ergonomists. To make a conclusion, it could be said that, for human error prevention, the principle of System Safety Precedence would be indispensable, and that all the efforts for preventing human errors should be systematically organized in Product Safety Management Systems.

PL (Product Liability) refers to the legal responsibility of a manufacturer or seller for bodily injuries or property losses caused by product defects. Therefore, it is important for companies to construct a product liability response system that strategically manage and effectively adapt to product liability. A PL response system refers to companywide operations of PL prevention (PLP) measures, product safety (PS) measures, and PL defense (PLD) measures appropriate for a company's scale and environment. To establish an enterprise product liability response system, each essential component of corporations should be systematically operated and maintained considering the scale and characteristics of the corporations. Essential components of PL response system is Strategy, Organization, Training, Technology, Investment, and Awareness. Role of essential components is that companies need specific strategies to secure product safety and protect customers from product defects, and appropriate organizations must be composed for effective operation of such strategies. The objective of this paper seeks to examine the relationships among the essential components of the product liability response system and PL performance. PL performance consists of positive performance and negative performance. In particular, positive performance include increased efforts in product or process innovation such as strengthening research and development (R&D) to produce safer products without defects. In order to carry out this research we obtained 98 questionnaire of manufacturing company. A summary of the analyses is as follows: First, the awareness and technology among essential components affect significantly to the positive performance. Second, the awareness and strategy among essential components negative affect to the negative performance.

The external diseconomy is hampering sustainable development of the city logistics sector. Burdens on urban environment imposed by the city logistics industry have been put in the spotlight. Based on the principle of Life Cycle Analysis, the comprehensive environment impact for city logistics systems is measured. Firstly, with the city logistics service chain as a whole, its business processes and their interactions with environment are analyzed. In total four types of major environment impact categories are determined. Secondly, case study is made on three city logistics operators located in Jing-Jin-Ji region of China with different business modes, respectively self-operation mode, joint distribution mode and the $3^{rd}$ Party Logistics or 3PL mode. Through analysis of energy consumption and emissions for various business processes, their comprehensive environmental impact values are finally obtained. Thirdly, horizontally comparative analysis is carried out to these three modes of the urban logistics distribution systems. Results show the advantages of the 3PL and the joint distribution modes in developing greener urban logistics distribution. Future research avenues and policy suggestions are proposed finally.

This study empirically investigated the relationship between workers' safety behavior and safety leadership, trust in leader, workers' involvement, and safety knowledge in the enterprise, and analyzed the role of the factors to identify and analyze factors that enhance workers' safety behavior that contribute to the prevention of major accidents in the enterprise. When industrial accidents occur, companies have to bear huge loss costs due to direct costs of compensating the victims and indirect costs such as human loss, material loss, production loss, and time loss. Based on the results of previous studies, this study investigated the effects of managerial safety leadership and workers' trust in leader on safety behavior through the mediation of workers' involvement and safety knowledge among production, technical, and labor workers in the manufacturing industry. Statistical analysis was conducted on 271 manufacturing workers using SPSS and PLS. The results showed that safety leadership and trust in leader can lead to workers' involvement and have a positive effect on workers' safety knowledge acquisition, which can lead to workers' safety behavior.
