A Study on Effective Peacekeeping Activities of Korean Police in International Conflict Areas (국제 분쟁지역에서 한국경찰의 효과적인 평화유지활동에 관한 연구)

  • Peacekeeping operations (PKO), which were based mainly on military operations in the Cold War era, have become diverse in the post-Cold War era. The history of the PKO of Korean police began in 1994 as two policemen were deployed to Somalia for rebuilding law and order in this country, but the role of Korean police in PKO has been limited so far, compared to that of Korean military. At this point when global conflicts escalate does the UN urge its 193 member states to conduct diverse PKO. In particular, maintaining law and order as the primary duty of police is required strictly for law enforcement while the warring country is being rebuilt. In this regard, some member states such as US, China, and Germany have deployed police force in order to play its role in a direct or indirect manner. On the contrary, the extent of the contribution of Korean police in PKO is too insignificant to measure. To this end, here in the present study were analyzed first the trend of global conflicts and the circumstance of law and order in the conflict regions. Then the PKO of police from countries including Republic of Korea, US, China, and Germany were compared, and so was the chronological change of PKO. Last, a measure to expand the capacity of Korean police and for its active role in PKO was proposed.

Study on free and bond glycerines in Biodiesel from PKO(Palm Kernel Oil) and coconut oil (PKO 및 코코넛유래 바이오디젤 중 글리세린함량 분석 방법 개선 연구)

  • To reduce the effects of greenhouse gas (GHG) emissions, the government has announced the special platform of technologies as parts of an effort to minimize global climate change, and the government distributed biodiesel since 2006 as the further efforts. Although there are some debates about some quality specifications and unbalanced of source (44% from palm oil), more than 400kton/year of biodiesel was produced in 2013. Moreover the amounts will be increased when the RFS is activated. To solve the unbalanced situation and to achieve the diversity of feeds, it is essential that many researches should be considered. Especially, free and bond glycerines are one of the important properties seriously affected to the combustion system in vehicle & cold properties. Previous method (KS M 2412) couldn't cover the biodiesel derived from lauric oil($C_{12:0}$) such as PKO (Palm Kernel Oil), Coconut oil because those compositions are lighter than other conventional biodiesel sources. In this study, we review the existed method and figure out the factors should improve to analysis the glycerine from PKO and Coconut oil biodiesel. Modifying the analysis conditions to enhance the resolution and change the internal standards to avoid the overlapped- peaks between Capric acid ME ($C_{10:0}$) and standard#1(1,2,4-butantriol). From this revised method, we could solve the restrictions of previous methods. And check the possibility of new method to analyze the glycerine in biodiesel regardless of sources.

Characterization of a Tacky Poly(3-Hydroxyalkanoate) Produced by Pseudomonas chlororaphis HS21 from Palm Kernel Oil

  • Pseudomonas chlororaphis HS21 was isolated from a soil sample and found to produce medium-chain-length polyhydroxyalkanoates (MCL-PHAs) using palm kernel oil (PKO) as the sole carbon source. Up to 3.3 g/1 dry cell weight containing $45\%$ MCL-PHA was produced, when the strain was grown for 21 h in a jar fermentor culture containing 5 g/1 PKO. The polymer produced from PKO consisted of unsaturated monomers of $7.3\%$ 3-hydroxy-5-cis-tetradecenoate and $2.3\%$ 3-hydroxy-5,8,-cis, cis-tetradecadienoate as well as saturated even-carbon number monomers ranging from $C_6\;to\;C_14$, as determined by GC and El GC/MS The PHA was a transparent, sticky material at room temperature. A differential scanning calorimetric analysis revealed that the polymer was amorphous with a $-44^{\circ}C$ glass transition temperature. The number average molecular weight and polydispersity index of the PHA were 83,000 and 1.53, respectively. Although the PHA was practically biodegradable, its degradability was lower than that of poly(3-hydroxyoctanoate) based on a comp:trison of the clear zones formed by growing PHA depolymerase-producing bacteria on an agar plate containing the respective polymers.

  • 일본의 육상자위대는 공식적인 군대는 아니지만, 실제적인 규모나 편제는 엄연한 군대 조직을 갖추고 있고, 높은 기술 수준과 400억 달러를 초과하는 방위비의 규모를 가진 것만으로도정치력과 군사력의 토대가 된다는 점에서 일본의 군사력은 이미 강대국 수준에 도달해 있다고 할 수 있으며, 현재는 PKO 등을 통하여 평화 유지라는 명분으로 병력을 해외에 파병하고있어, 과거 일본으로부터 침략을 당하여 주권을 상실했던 아픈 역사를 가지고 있는 아시아 각국에 위기감을 더해 주고 있다.

DnaJ of Streptococcus suis Type 2 Contributes to Cell Adhesion and Thermotolerance

  • To examine if the molecular chaperone DnaK operon proteins of Streptococcus suis type 2 (SS2) are involved in adhesion to host cells, the abundance values of these proteins from the surface of two SS2 strains of different adhesion capability were compared. Their roles in growth and adhesion to human laryngeal epithelial cell line HEp-2 cells were investigated on SS2 strain HA9801 and its mutants with DnaK operon genes partially knocked-out (PKO mutant) under heat stress. The major difference was that DnaJ was more abundant in strain HA9801 than in strain JX0811. Pretreatment of the bacteria with hyperimmune sera to DnaJ, but not with those to other proteins, could significantly reduce SS2 adhesion to HEp-2 cells. PKO of dnaJ g ene resulted in decreased SS2 growth at 37℃ and 42℃, and reduced its adhesion to HEp-2 cells. The wild-type strain stressed at 42℃ had increased expression of DnaJ on its surface and elevated adhesion to HEp-2 cells, which was also inhibitable by DnaJ specific antiserum. These results indicate that the DnaJ of S. suis type 2 is important not only for thermotolerance but also for adhesion to host cells. Because DnaJ expression is increased upon temperature upshift with increased exposure on the bacterial surface, the febrile conditions of the cases with systemic infections might help facilitate bacterial adhesion to host cells. DnaJ could be one of the potential candidates as a subunit vaccine because of its good immunogenicity.

Strategy for South Korea-Vietnamese Military Cooperation in the field of defense (한(韓)·베트남 군사협력 추진전략 : 방산분야를 중심으로)

  • South Korea and Vietnam have been engaged in extensive political, economic and cultural exchanges since the establishment of diplomaticties in 1992. In March 2018, Moon Jae-in, President of South Korea, made an official visit to Vietnam, a key partner of the New Southern Policy and discussed comprehensive cooperation measures, including expanding trade volume and measures to establish peace on the Korean Peninsula. At the defense ministers' meeting held in April 2018, the two countries signed a joint defense and defense cooperation statement, which included promotion of maritime security, defense cooperation, UN PKO activities, excavation of remains, and joint military cooperation. Currently, Vietnam is facing territorial disputes with China over the South China Sea, and is stepping up military modernization and military buildup to counter this. In particular, Vietnam is strengthening its external military cooperation beyond ideology with the U.S., Russia, India and France to strengthen its maritime power. Against this backdrop, the bilateral cooperation between South Korea and Vietnam needs to expand beyond the traditional economic and cultural exchanges to military cooperation. The study aims to review the relationship between South Korea and Vietnam on the 26th anniversary of the normalization of diplomaticties and seek ways to develop military cooperation with Vietnam, which has grown to the next China. To that end, it analyzed Vietnam's security environment and military strategy and presented strategies for promoting military cooperation focusing on defense areas.

  • Purpose: By analyzing how the Mali conflict has progressed over the past decade, the activities of terrorist groups in the Sahel are predicted, and their movements will have implications. Method: In addition to existing study, progress is identified through the media. Result: The Mali conflict has been sustained by the spread of ethnic conflict, Islamic extremism, and military coups. Conclusion: The influence of the international community is being weakened with the withdrawal of France and the intervention of Russia. This indicates that the Mali conflict could be prolonged.

Exploring trends in U.N. Peacekeeping Activities in Korea through Topic Modeling and Social Network Analysis (토픽모델링과 사회연결망 분석을 통한 우리나라 유엔 평화유지활동 동향 탐색)

  • The purpose of this study is to identify the major peacekeeping activities that the Korean armed forces has performed from the past to the present. To do this, we collected 692 press releases from the National Defense Daily over the past 20 years and performed topic modeling and social network analysis. As a result of topic modeling analysis, 112 major keywords and 8 topics were derived, and as a result of examining the Korean armed forces's peacekeeping activities based on the topics, 6 major activities and 2 related matters were identified. The six major activities were 'Northeast Asian defense cooperation', 'multinational force activities', 'civil operations', 'defense diplomacy', 'ceasefire monitoring group', and 'pro-Korean activities', and 'general troop deployment' related to troop deployment in general. Next, social network analysis was performed to examine the relationship between keywords and major keywords related to topic decision, and the keywords 'overseas', 'dispatch', and 'high level' were derived as key words in the network. This study is meaningful in that it first examined the topic of the Korean armed forces's peacekeeping activities over the past 20 years by applying big data techniques based on the National Defense Daily, an unstructured document. In addition, it is expected that the derived topics can be used as a basis for exploring the direction of development of Korea's peacekeeping activities in the future.

A Study on the ROK Army Leadership for promoting Jointness (합동성 증진을 위한 한국군 리더십 연구)

  • The purpose of this study is to contribute to enhancing spiritual combat power as the core of intangible combat power in Korean armed forces through analyses and suggestions on Admiral Yi Sun-sin's leadership for four major sweeping victories based upon jointness which effectively integrates tangible and intangible combat power in armed forces to maximize the synergy of fighting power. As our armed forces has improved their military structure in the dimension of hardwares so as to enhance their efficiency, according to the results of analyzing the process to promote the jointness between our armed forces and our allied powers in the dimension of softwares supporting such hardware dimensions, it was necessary to innovate the system for reinforcing future-oriented spiritual combat power as well as all the tasks related to leadership as the core of intangible combat power jointly and harmoniously. In order to derive tasks about the leadership of Korean armed forces in the dimension of softwares which should be combined with military structural reform for strengthening spiritual combat power for national defense, this study selected research questions linked with jointness. That is, (1) what is the core of military leadership in Western advanced countries in the age of jointness? (2) What are the contemporary illuminations or implications of Korean leaderships through Admiral Yi Sun-sin's war history? Then, this study analyzed literature reviews, this author's field interviews in the time of war participation, and leadership war history focusing on Admiral Yi Sun-sin's leadership for four major sweeping victories. According to the results of these analyses, this study extracted (1) the strategic leadership to predict and prepare the future, (2) the leadership of integration to create synergy effects, and (3) the leadership of knowledge to be practiced focusing on combats. In addition, in order to reinforce spiritual combat power based upon jointness, (1) it is necessary to precede in-depth and substantial leadership diagnosis for enhancing jointness. (2) It is necessary to embody national defense reform as well as integration for jointness improvement after scientifically comparing and analyzing the differentiation and integration between the Ministry of National Defense, army-navy-air force leadership centers, and PKO centers. (3) It is necessary to promote the merger and abolition between institutions related to intangibale combat power under the Ministry of National Defense.

Aerobic Degradation of Tetrachloroethylene(PCE) by Pseudomonas stutzeri OX1

  • Since trichloroethylene (TCE), dichloroethylene (DCE), and vinyl chloride (VC) arise from anaerobic degradation of tetrachloroethylene (PCE) and TCE, there is interest in creating aerobic remediation systems that avoid the highly toxic VC and cis-DCE which predonominate in anaerobic degradation. However, it seemed TCE could not be degraded aerobically without an inducing compound (which also competitively inhibits TCE degradation). It has been shown that TCE induces expression of both the toluene dioxygenase of p. putida F1 as well as toluene-p-monooxygenase of P.mendocina KRI. We investigated here the ability of PCE, TCE, and chlorinated phenols to induce toluene-o-xylene monooxygenase (ToMO) from P.stutzeri OX1. ToMO has a relaxed regio-specificity since it hydroxylates toluene in the ortho, meta, and para positions; it also has a broad substrate range as it oxidizes o-xylene, m-xylene, p-xylene, toluene, benzene, ethylbenzene, styrene, and naphthalene; chlorinated compounds including TCE, 1, 1-DCE, cis-DCE, trans-DCE, VC, and chloroform : as well as mixtures of chlorinated aliphatics (Pseudomonas 1999 Maui Meeting). ToMO is a multicomponent enzyme with greatest similarity to the aromatic monooxygenases of Burkholderia pickettii PKO1 and P.mendocina KR1. Using P.sturzeri OX1, it was found that PCE induces P.mendocina KR1 Using P.situtzeri OX1, it was found that PCE induces ToMO activity measured as naphthalene oxygenase activity 2.5-fold, TCE induces 2.3-fold, and toluene induces 3.0 fold. With the mutant P.stutzeri M1 which does not express ToMO, it was also found there was no naphthalene oxygenate activity induced by PCE and TCE; hence, PCE and TCE induce the tow path. Using P.putida PaW340(pPP4062, pFP3028) which has the tow promoter fused to the reporter catechol-2, 3-dioxygenase and the regulator gene touR, it was determined that the tow promoter was induced 5.7-, 7.1-, and 5.2-fold for 2-, 3-, 4-chlorophenol, respectively (cf. 8.9-fold induction with o-cresol) : however, TCE and PCE did not directly induce the tou path. Gas chromatography and chloride ion analysis also showed that TCE induced ToMO expression in P.stutzeri OX1 and was degraded and mineralized. This is the first report of significant PCE induction of any enzyme as well as the first report of chlorinated compound induction of the tou operon. The results indicate TCE and chlorinated phenols can be degraded by P.stutzeri OX1 without a separate inducer of the tou pathway and without competitive inhibition.
