Development and Application of the Methodology to Establish Life Extension and Modernization Plan of Aged Hydropower Plants (노후 수력 발전소의 수명연장 및 현대화 계획 수립 방법론 개발 및 적용)

  • This paper provides how to establish an integrated plan for LE (life extension) and MD (modernization) of aged hydropower plants. The methodology is developed through review of overseas/domestic LE/MD histories, investigation of the previous overseas methodologies and consideration of domestic practices. The methodology includes reviews of the various factors such as condition, operation and maintenance history, up-to-date technology, and economic benefit. In order to establish the life extension/modernization plan, the methodology is applied to the domestic aged hydropower plants. Finally, priority rankings and draft practice plans for LE/MD are derived.

  • The emergency diesel generator (EDG) in a nuclear power plant (NPP) shall start within 10 secondss and supply electrical power to engineered safety features within one minute and less if a loss of offsite power (LOOP), A design-basis event, or their combination occur. Each NPP has an EDG set consisting of two diesel generators for redundancy. In addition to the EDG set, an alternate Alternating Current Diesel Generator (AAC DG) is installed and shared by several units to cope with a station black out (SBO), i.e., loss of the offsite power concurrent with reactor trip and unavailability of the EDG set. The objective of this study is to analyze the failure data of emergency diesel generators reported in overseas nuclear power plants.

  • 'Sabine Pass Liquefaction Project (SPL Project)', a case study in this report, is the first construction project of a U.S. liquefaction facility for shale gas export overseas. This study analyzes the SPL Project to give understanding and a guideline to Korean EPC companies by benchmarking about effective risk-sharing strategies on EPC contracts. This study consists of three parts. The first summarizes the liquefaction process adopted on the SPL Project, named the 'ConocoPhillips Optimized Cascade Process', and compares it with other competitive liquefaction processes. The second introduces the unique features of the SPL EPC contract by comparing it with two other EPC forms of contracts: a FIDIC Silver Book for onshore plant projects and a contract of an offshore oil production (FPSO) project. The third focuses on the complexity of project financing (PF), especially lenders control and impact on the EPC contract such as covenant provisions to constrain variations and changes on the EPC Contract. From these conclusions, it is anticipated that this case study can provide a guideline for successful performance of Korean EPC contractors overseas.

  • This study aims to develop a strategy for South Korean companies to penetrate into the global NPP(nuclear power plant) market with their strength as the sixth biggest nuclear power generator in the world. With 20 nuclear plants in commercial operation and 6 more in construction, South Korea has the best technology in construction and operation of NPP. Despite these capabilities as demonstrated on its domestic market, Korean companies' constraint to enter and play a key role in global NPP market would be the lack of experience in overseas NPP projects, original technologies, and diplomatic effectiveness. This study analyzes the competitiveness of Korean standardized nuclear power plant, construction management skills, construction technologies, manufacturing equipment and materials and operation skills. In this research the current status of existing NPP and the forecast of building NPP according to countries was analyzed in order to work out strategies with technology, cost-effectiveness, and diplomatic consideration.

  • The market size of plant projects in overseas is so large that domestic EPC project contractors are actively seeking the overseas projects and then trying to meet completion plans since successful fulfillment of these projects can provide great opportunities for them to expand into new foreign markets. International EPC projects involve all of the uncertainties common to domestic projects as well as uncertainties specific to foreign projects including marine transportation, customs, regulations, nationality, culture and so on. When overseas project gets off-schedule, the resulting uncertainty may trigger unexpected exceptions and then critical effects to the project performance. It usually require much more time and costs to encounter these exceptions in foreign sites compared to domestic project sites. Therefore, an exception handling approach is required to manage exceptions effectively for successful project progress in foreign project sites. In this research, we proposed a methodology for prediction and evaluation of exceptions caused by risks in international EPC projects based on sensitivity analysis and Bayesian Networks. First, we identified project schedule risks and related exceptions, which may meet during the fulfillment of foreign EPC projects that is performed in a sequence of engineering, procurement, preparatory manufacture, foreign shipping, construction, inspection and modification activities, and affect project performance, using literature review and expert interviews. The impact of exceptions to the schedule delay were also identified. Second, we proposed a methodology to predict the occurrence of exceptions caused by project risks and evaluate them. Using sensitivity analysis, we can identify activities that critically affect schedule delay and need to focus by priority. Then, we use Bayesian Networks to predict and evaluate exceptions. Third, we applied the proposed methodology to an international EPC project example to validate the proposed approach. Finally, we concluded the research with the further research topics. We expect that the proposed approach can be extended to apply in exception management in project management.

  • This study is about whether the new Project Finance scheme called "Asset Backed Short Term Bond(ABSTB)" with Project Finance Guarantee Cover provided by Korean Exim Bank(KEXIM) is an appropriate and valid financing structure, through close examinations on domestic and overseas IPP case studies. This study clearly indicates that (i) the interest rate of ABSTB with KEXIM's Project Finance Guarantee is relatively more competitive than the interest rate of other ABSTB guaranteed by EPC Companies (ii) the lower credit rated EPC companies make higher ROE(Return on Equity) through this financing structure. Lastly, Korean EPC Companies can secure profitability through this innovative financing scheme which will also lead to winning more power plant Contracts and become globally competitive.

  • This study was carried out to investigate the flora of Mt. Suan (Gyeonggi-do). The vascular plant were collected 13 times (from March to October 2011), and 402 taxa in total were identified, including 102 families, 274 genera, 354 species, 6 subspecies, 40 varieties and 2 forms. Among them, 8 taxa of Korean endemic plants and the Korea Forest Service-designated rare plants were identified as 5 taxa. Based on the list of plants which have been approved for overseas delivery, 10 taxa were recorded in the investigated area. The Ministry of Environment-designated specially plants were identified as 17 taxa. The naturalized plants were identified as 41 taxa and the percent of naturalized index (NI) was 10.2% of total 402 taxa vascular plants.

  • As one of promising solutions to overcome high oil price and energy crisis, the construction market of high value-added LNG plants is spotlighted world widely. The purpose of this study is to introduce LNG-RBI system to develop risk assessment technology with RAM(Reliability, Availability, Maintainability) modules against overseas monopolization. After analyzing relevant specific features and their technical levels, risk assessment program, non-destructive reliability evaluation strategy and safety criteria unification class are derived as core technologies. These IT-based convergence technologies can be used for enhancement of LNG plant efficiency, in which the modular parts are related to a system with artificial optimized algorithms as well as diverse databases of facility inspection and diagnosis fields.

Selection of the Large Diameter Pipe Wall Thickness by Value Engineering for a Plant (플랜트에서 가치공학 개념을 적용한 대관경 배관두께 선정에 관한 연구)

  • This research has suggested a method to select pipe wall thickness by application of the value engineering to reduce the cost and quantity that are major part of construction materials. This research shows that the application of value engineering reduces the cost of piping materials by optimizing pipe wall thickness while maintaining process flow date of design pressure and design temperature. Based on this knowledge, the application of the value engineering will lead to the cost reduction and quantity reduction by effective selection of pipe wall thickness. The application of the value engineering will help the EPC companies to win a contract in the overseas plant market.

  • Protective coatings at nuclear power plants should be designed to withstand exposure to ambient conditions during normal operation or design-basis accidents. However, there was a change in the perception of the protective coating to the revision of the Regulatory Guidelines by the NRC in July 2000. In other words, maintenance guidelines have been strengthened in order to minimize the clogging of the cooling water system due to the substances in the containment building. Therefore, KHNP, the contractor and operator of the nuclear power plant, plans to develop the coating system for nuclear power plants in accordance with the regulation, and plans to develop its own coating expert.
