BRIEF HISTORY OF KOREA'S OVERSEAS CONSTRUCTION: LESSONS AND FUTURE STRATEGY

  • The history of Korea's overseas construction began in 1965, and the cumulative contract amount is about $180 billion over the last 40 years. During the period, Korea's overseas construction industry has played an important role for economic development. However, it seems that the industry is in a sea of trouble. Overseas construction orders have declined due to various reasons such as companies losing confidence, limited financing, lack of competitiveness, and so on. This paper addresses the brief history of Korea's overseas construction industry and the problems that the industry is facing. Then it suggests a few measures for the improvement of the industry.

  • Recently, Korea has achieved accumulated total value of orders of six hundred billion dollars in international construction market, and it is facing a new turning point by entering the overseas construction market. However, according to the statistics on the current internal construction market, the accumulated value of orders has been mainly obtained by plant projects in the Middle-East area. To improve international competitiveness of Korean construction industry, it is required to expand and diversify the target areas and construction business sectors. To expand markets, each construction firm should establish the expansion strategy and assess the capability which includes the strength and weakness of their firm. Therefore, this research aims to evaluate the capability of the Korean construction firms for overseas expansion. Through the research, Korean construction industry is expected to strengthen competitiveness toward the overseas markets. Furthermore, this research contributes to expanding and diversifying markets for domestic construction firms.

  • The circumstances of overseas construction market is developing into quite complicated and diversified trends. Construction circumstance is escaping from localization to the open competitions, and from developing countries focused to the resources developing countries. Thus, new strategies for order competitiveness improvement based on our know-hows are required to secure the order volumes. This study has analyzed domestic construction companies' order trends in overseas construction market, and proposed strategic plans through analyzing of Order Causes on overseas construction projects to improve the order competitiveness.

  • Recently, domestic construction companies have been moving towards overseas markets due to decreasing orders and an increase in competitiveness within the domestic market. However, there is a higher risk involved in the overseas construction Industry than in the domestic construction industry. Especially, because domestic construction companies lack development's experience, such a companies have a weakness of hidden risk factors. For Overseas New Town development project's success of domestic construction companies, preferentially, It Is necessary to deduce and analysis of risk factors in real estate development phases. This study would possibly be able to provide the preliminary data for Overseas New Town development projects in the future.

  • This study analyzed diversification and diversification indices by region and construction type of overseas construction in major global countries using the Berry-Herfindahl Index. The analysis found that advanced European countries account for most of the countries with a high overseas share of global design and construction companies, and a high degree of diversification by engineering and by region. Korea is pushing for diversification through the specialization of construction enterprises by type of construction, and design enterprises are concentrated in some areas and specializations by type of construction and region. In the future, Korea's global construction companies need to strengthen their overseas competitiveness by diversifying their overseas business areas and their industrial sectors in the way that advanced countries have.

  • Recently, there has been a steady decrease in the proportion of the construction sector among Korean engineering firms. Thus it is essential for Korean engineering firms in the construction sector, which lack experience in overseas ventures, to identify and improve their competitiveness for successful overseas expansion. Therefore, in this study, changes in Korean engineering firms' capabilities for the last decade were analyzed to promote entry into overseas road and water resource engineering markets. Competency factors that require urgent improvement were derived based on Importance-Performance Analysis (IPA) as a tool for quantitative measurement. As a result, the factor that shows low performance compared to the importance is an overall understanding of the target country in the road and water resource areas. Knowledge of regulatory issues on design, the ability of time management software, and knowledge of the regulatory problems on construction safety are also insufficient. This study can be used as a research methodology to identify competitiveness that Korean engineering firms have to strengthen when they advance into overseas markets in roads, water resources, and other areas.

  • The engineering competitiveness of domestic construction companies is 70$\sim$80% of advanced countries. And Korean' companies fall behind China and South-East Asia in a competitive price. Recently, there are increased the amount of overseas order received in Korean construction companies. But, there is not enough the supporting policy of government. Therefore, this research compared and analyzed the competitiveness of domestic construction companies throughout benchmarking support system of overseas construction in advanced companies. Such research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. This research provided governmental plans to advance into overseas market. First, this research provided assurance system and connected plan of ODA(Official Development Assistant) in construction. Second, this research suggested the improvement of overseas marketing survey and overseas construction marketing center. Third, this research provided the support system of bidding information and the training system of professionals.

  • The construction engineering field is less than $3\~5\%$ of the gross construction cost but engineering's role is very important because the performance of final facility is decided in the engineering stage. Nevertheless, before now government and private compares are more concentrated on construction works than making strategy to strengthen the competitiveness and technical development of investment in construction engineering sectors. Therefore this research have compared and analyzed the competitiveness of domestic construction engineering companies throughout analytic method 'SWOT' to those developing countries, which are potential big market objects, such as Russia Libya and Indonesia Such research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. Moreover this research have analyzed the technical improvement of construction engineering companies and reason for competitiveness weaken by various aspects, it provides governmental and private plans to advance into overseas market Especially, to strengthen domestic companies into advancing overseas market it has suggested that tax & subsidy privileges, supporting plans for obtaining information of overseas and strategies cooperation with other organizations.

  • Korean construction companies has maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasingly global economy uncertainties. In order to promote the continuous growth and development of overseas construction, Korean construction companies need to secure overseas market information, and to be strongly competitive. Therefore, this study aims to analysis of competitiveness for international construction by business types, in order to enter the Vietnamese infrastructure market, which presents abundant development potential. According to the IPA results, Korean construction industry has weaknesses in its ability to obtain business information and experience, which are the most important factors in entering the overseas construction market, and also presents a lack of feasibility study for creating new construction business. However, this work is still considered to provide the basic data that can help Korean construction companies who plan to enter the Vietnamese infrastructure market strengthen their medium and long-term capabilities.
